Dickens, Hayek, Mims, Wilburn, Wright UISG Rep: Patel Staff: Markus, Helling, Dilkes, Karr, Miklo, Boothroy, O'Brien, Rummel, Yapp, Moran, Fosse, Craig, Bentley, Kopping (A complete transcription is available in the City Clerk's Office and the City website) PLANNING & ZONING ITEMS [# a, c] Sr. Planner Miklo present for discussion on the following items: a) AMENDING THE IOWA CITY ZONING CODE, ARTICLES 14 -4A, USE CATEGORIES, AND 14 -9A, GENERAL DEFINITIONS, TO ADD A DEFINITION OF PARENTAL GROUP HOME. c) CONSIDER AN ORDINANCE AMENDING CITY CODE TITLE 14, CHAPTER 4, ENTITLED USE REGULATIONS, ARTICLE D, TEMPORARY USES, ADDING PROVISIONS TO ALLOW FOOTBALL GAME DAY COMMERCIAL USES AS A TEMPORARY USE ALONG MELROSE AVENUE AND AMENDING CHAPTER 9, ENTITLED DEFINITIONS, TO ADD THE DEFINITION OF TAILGATING. (SECOND CONSIDERATION) HIS Dir. Boothroy present for discussion of Jean Walker correspondence included in the Council packet. City Atty. Dilkes and HIS Dir. Boothroy responded to questions re the late hand out from Allen Miller & Noah Silvey regarding the Magic Bus. AGENDA ITEMS 1. (Consent Calendar # 3g (4) — Joyce Barker: Waterfront June 28, 2011) In response to Council Member Mims, Asst. City Manager Helling noted the response distributed as a late hand out that evening, and stated the finding of the Traffic Engineer does not preclude Council from taking further action if so inclined. 2. (Agenda item # 9 — Resolution amending the budgeted positions ... Iowa City Public Library ...creating a Library Public Relations Specialist). Library Dir. Craig present for discussion. 3. (Agenda item # 13 — Resolution approving .... Agreement ... HDR Inc. to provide engineering consultant services ... Taft Speedway Flood Mitigation Study Project) City Atty. Dilkes reported that the State has requested additional time to expand the scope and include the effects on Parkview Terrace neighborhood, and asked that the item be deferred to August 2. Council Work Session July 5, 2011 Page 2 4. ((Agenda item # 14 — Resolution authorizing ....agreement with Johnson County for funds to support .... Senior Center) Mayor Hayek asked that the Council be mindful of intergovernmental agreements in terms of expenses incurred and fees charged. DOWNTOWN MOPED PARKING [Agenda #6] Transportation Services Dir. O'Brien presented a power point (archived with City Clerk). MPO Ex. Dir. Yapp and Transportation Services Associate Dir. present for discussion. Majority agreed to proceed as outlined. CONVERTING WASHINGTON STREET BACK TO TWO -WAY TRAFFIC [IP3] Transportation Planner Yapp presented information regarding the proposal. Transportation Services Dir. O'Brien present for discussion. STAFF ACTION: Proceed with design and cost estimates and additional commercial loading and unloading areas. Report back to Council. (Yapp) INFORMATION PACKET DISCUSSION [June 30] 1. Council Member Bailey noted the 4th of July fireworks. 2. (1 P4 — Memo from City Clerk ... radio show) Mayor Hayek reminded Council Members of the KXIC assignments. 3. (IP9 — Email from Mayor to State Legislators ... passenger rail) In response to Council Member Bailey, Asst. City Manager Helling reported he was waiting for a summary from the League or Metropolitan Coalition lobbyist on the session. City Manager Markus stressed continued commitment for local support on securing federal funds. COUNCIL TIME 1. In response to Council Member Champion, PW Dir. Fosse stated the Park Road bridge is the lowest vulnerable bridge and the pedestrian bridge is a little higher than the Park Road bridge. 2. Council Member Champion stated she had been contacted to schedule a work session regarding the City's restaurant exemption ordinance, noting the number of restaurants with the exemptions and the high PAULA rates shown on the Police department monthly report Mayor Hayek reported the matter is scheduled for an upcoming Partnership for Alcohol Safety (PAS) meeting, and a recommendation from PAS to Council is expected shortly. BUDGET PRIORITIES No discussion. SUMMARY OF PENDING WORK SESSION ISSUES [IP2] No discussion. UPCOMING COMMUNITY EVENTS /COUNCIL INVITATIONS Mayor Hayek and Mayor Pro tem Wilburn will be attending National Journey of Hope fundraiser for persons with mental and physical disabilities at the Old Capitol on July 19th DISCUSSION OF MEETING SCHEDULES [IP5] In response to Mayor Hayek, City Clerk Karr noted the November schedule had been adjusted per Council discussion (and Council Member Bailey's absence). Meeting adjourned 6:40 PM.
