ROLL CALL. ITEM 2. AUTHORIZING CONVEYANCE OF A SINGLE FAMILY HOME LOCATED AT 826 DAVENPORT STREET. Comment: The grant for the UniverCity Neighborhood Partnership Program allows the City to purchase twenty -five rental units located in designated neighborhoods surrounding the University, rehabilitate them with up to $50,000 in grant funds, and then sell them to income - eligible buyers. Under the UniverCity Neighborhood Partnership Program, the City proposes to sell 826 Davenport Street. The amount of the sale will be $136,000 (this is what the City paid to purchase the home) plus "carrying costs" of approximately $7,000. "Carrying costs" are all the costs incurred by the City to acquire the home, maintain it and sell it, including abstracting and recording fees, interest on the loan to purchase the home, mowing and snow removal, utilities, real estate taxes, and any costs in excess of $50,000 to repair and rehabilitate the home. a. AMENDING SECTION 1 -9 -313 OF THE CODE OF ORDINANCES OF IOWA CITY, IOWA, ESTABLISHING THE BOUNDARIES OF THE VOTING PRECINCTS IN IOWA CITY; AND SECTION 1 -5 -1 OF THE CODE OF ORDINANCES OF IOWA CITY, IOWA, ESTABLISHING THE VOTING PRECINCTS THAT COMPRISE THE THREE CITY COUNCIL DISTRICTS IN IOWA CITY. Comment: The new voting precincts and City Council district boundaries reflecting population changes of the 2010 Census have been drawn up and have been reviewed by the Johnson County Commissioner of Elections. New precinct boundaries become effective in January 2012, and do not affect the November 2011 election. State law requires a public hearing and publication of the ordinance before September 1, 2011. a. PUBLIC HEARING Action: b. CONSIDER AN ORDINANCE (FIRST CONSIDERATION) Actic ITEM 4. CONSIDER A RESOLUTION APPROVING, AUTHORIZING AND DIRECTING THE MAYOR TO EXECUTE AND THE CITY CLERK TO ATTEST AN AGREEMENT BY AND BETWEEN THE CITY OF IOWA CITY AND H.R. GREEN, INC. TO PROVIDE ENGINEERING CONSULTANT SERVICES FOR THE IOWA CITY LANDFILL AND RECYCLING CENTER SITE ASESSMENT PROJECT. Comment: This agreement authorizes HR Green Company to provide engineering design services related to the landfill ground water monitoring system assessment. Comment: The grant for the UniverCity Neighborhood Partnership Program allows the City to purchase twenty -five rental units located in designated neighborhoods surrounding the University, rehabilitate them with up to $50,000 in grant funds, and then sell them to income - eligible buyers. Under the UniverCity Neighborhood Partnership Program, the City proposes to sell 519 North Johnson Street. The amount of the sale will be $170,000 (this is what the City paid to purchase the home) plus the "carrying costs," which are which are all costs incurred by the City to acquire the home, maintain it and sell it, including abstracting and recording fees, interest on the loan to purchase the home, mowing and snow removal, utilities, real estate taxes, and any costs in excess of $50,000 to repair and rehabilitate the home. The amount of the sale will be $115,000 (this is what the City paid to purchase the home) plus the "carrying costs," which are which are all costs incurred by the City to acquire the home, maintain it and sell it, including abstracting and recording fees, interest on the loan to purchase the home, mowing and snow removal, utilities, real estate taxes, and any costs in excess of $50,000 to repair and rehabilitate the home.
