6 OF THE CODE OF ORDINANCES OF IOWA CITY ESTABLISHING THE
SPEED LIMIT ON HIGHWAY 1/NORTH DODGE STREET
Comment: Based on a speed study of the Highway 1 /North Dodge Street
corridor, the City Engineer and Iowa Department of Transportation
recommend establishing the speed limit between Prairie du Chien Road and
a point 175 feet north of Conklin Lane at 35 miles per hour.

SEPTEMBER 6, 2011, ON A PROPOSAL TO CONVEY A SINGLE FAMILY
HOME LOCATED AT 201 FERSON AVE.
Comment: The property at 201 Ferson Ave. was declared a nuisance and
acquired by the City. Proposals were then invited and received for the sale
and renovation of the property. The City has selected a proposal for
renovation that will best reimburse the City for the expenses incurred, as well
as seeing to the rehabilitation of the property consistent with the original style
of the home and neighborhood. A public hearing must be held for the sale of
City property.
3. CONSIDER A RESOLUTION SETTING PUBLIC HEARING FOR
SEPTEMBER 6, 2011, ON A PROPOSAL TO CONVEY A SINGLE FAMILY
HOME LOCATED AT 920 LONGFELLOW PLACE.
Comment: The Iowa City Housing Authority, under its Affordable Dream Home
Program, proposes to sell 920 Longfellow Place. The amount of the sale will
be $147,000. The family is not currently assisted through the Housing
Authority, but meets income eligibility criteria. The family has received a written
commitment for a mortgage from a local bank in the amount of $100,250. The
City will provide a second mortgage for $36,750 and a third mortgage through
the Down Payment Assistance Program for the remaining $10,000. This sale
will provide the opportunity for a low- income family to obtain ownership of their
own home.
e) Resolutions.
1. CONSIDER A RESOLUTION AUTHORIZING APPLICATIONS FOR
FUNDING ASSISTANCE FROM THE IOWA DEPARTMENT OF NATURAL
RESOURCES FOR DEVELOPMENT OF THE IOWA RIVER CORRIDOR
TRAIL ALONG THE IOWA RIVER FROM INTERSTATE 80 TO PENINSULA
PARK
Comment: This resolution will enable City staff to apply for grants totaling up
to $200,000 from an Iowa Department of Natural Resources grant program
titled Resource Enhancement and Protection program. If awarded funds,
such funds will be used to develop a 10 -foot trail along the Iowa River from
Interstate 80 to Peninsula Park. This project would increase access to
multiple recreational activities and enhance the quality of life of residents and
visitors of Iowa City.
t 4 1t 3 2. CONSIDER A RESOLUTION ACCEPTING THE WORK FOR THE 420TH
STREET IMPROVEMENTS PROJECT.
Comment: The project has been completed in substantial accordance with
the plans and specifications. The Engineer's Report and Performance and
Payment bonds are on file with the City Clerk.

THE CITY CLERK TO ATTEST TO A SUBORDINATION AGREEMENT
BETWEEN THE CITY OF IOWA CITY AND RESIDENTIAL MORTGAGE
NETWORK INC., CORALVILLE, IOWA FOR PROPERTY LOCATED AT
5113 RD AVENUE, IOWA CITY, IOWA.
Comment: Residential Mortgage Network Inc. has requested that the City
approve a Subordination Agreement for the property at 511 3rd Avenue. In
2008, the owners of the property received a Mortgage from the City of Iowa
City. The property has enough equity to cover the City's lien position.
5. CONSIDER A RESOLUTION AUTHORIZING THE MAYOR TO SIGN AND
THE CITYCLERK TO ATTEST TO THE RELEASE OF LIENS REGARDING
TWO MORTGAGES AND TWO PROMISSORY NOTES FOR THE
PROPERTY LOCATED AT 7 ROWLAND COURT, IOWA CITY, IOWA.
Comment: The owners of the property received assistance through the City of
Iowa City Housing Rehabilitation program. The loans have been paid off;
thus the liens need to be released.

MORTGAGE FOR THE PROPERTY LOCATED AT 605 MANOR DRIVE,
IOWA CITY, IOWA.
Comment: The owner of the property received assistance through the City of
Iowa City Housing Rehabilitation program. The property has been sold; thus
the lien needs to be released.
7. CONSIDER A RESOLUTION AUTHORIZING THE MAYOR TO EXECUTE
AND THE CITY CLERK TO ATTEST TO A SUBORDINATION
AGREEMENT BETWEEN THE CITY OF IOWA CITY AND IOWA VALLEY
HABITAT FOR HUMANITY, AN IOWA NONPROFIT CORPORATION FOR
PROPERTY LOCATED AT 1806 ROCHESTER AVENUE, IOWA CITY,
IOWA.
Comment: The City provided Iowa Valley Habitat for Humanity (Habitat)
funds to purchase a vacant lot at 1806 Rochester Avenue, and the funding is
secured by a mortgage. Habitat, in turn, has built a home and sold it and also
has provided a loan to the owners, which is secured by a mortgage. Before
the Iowa Finance Authority will release additional funds to Habitat, the
mortgage held by the City must be subordinated to Habitat's mortgage.
There is sufficient value in the above - described real estate to secure the City
as a second lien.

8. CONSIDER A RESOLUTION AUTHORIZING THE MAYOR TO SIGN AND
THE CITY CLERK TO ATTEST A PARKING COVENANT FOR 328 EAST
WASHINGTON STREET, IOWA CITY, IOWA
Comment: This Resolution authorizes the Mayor to execute a Parking
Covenant for 328 East Washington, which is proposed for redevelopment in to
commercial and residential uses. This covenant is a necessary condition to the
Board of Adjustment's special exception granted to the property owner so that
the owner can satisfy a portion of its parking requirement in a municipal parking
lot. This Covenant cannot be released without the City's consent.
9. CONSIDER A RESOLUTION AUTHORIZING THE MAYOR TO SIGN AND
THE CITYCLERK TO ATTEST TO THE RELEASE OF LIENS REGARDING
THREE MORTGAGES FOR THE PROPERTY LOCATED AT 834 ST.
ANNES DRIVE, IOWA CITY, IOWA.
Comment: The owner of the property received assistance through the City of
Iowa City Downpayment Assistance program and the Housing Rehabilitation
program. The property has been sold; thus the liens need to be released.

TO SIGN AND THE CITY CLERK TO ATTEST A DONATION OF
ARCHEOLOGICAL MATERIAL AND ARTIFACTS COLLECTED FROM
HICKORY HILL PARK TO THE UNIVERSITY OF IOWA, OFFICE OF THE
STATE ARCHEOLOGIST
Comment: In March 2011, the City entered into a Temporary License
Agreement with the University of Iowa on behalf of its Department of
Anthropology to allow for the excavation of prehistoric Indian sites in Hickory
Hill park. A number of archeological materials were collected a result of these
excavations, and the Office of the State Archeologist ( "OSA ") has requested
that the material be donated and professionally curated for future researchers
to study and any donation will available to other institutions or the City for
research and display purposes. The Director of Parks and Recreation
recommends donation of the material for these reasons. This Resolution
authorizes the execution of the donation to the OSA. (Correspondence from the
OSA included).
11. CONSIDER A RESOLUTION AUTHORIZING THE MAYOR TO SIGN AND
THE CITYCLERK TO ATTEST TO THE RELEASE OF LIEN REGARDING A
MORTGAGE FOR THE PROPERTY LOCATED AT 410 IOWA AVENUE,
IOWA CITY, IOWA.
Comment: The owner of the property received assistance through the City of
Iowa City using Community Development block Grant Funds (CDBG). The

13. CONSIDER A RESOLUTION AUTHORIZING THE MAYOR TO SIGN AND
THE CITY CLERK TO ATTEST A LICENSE AGREEMENT BETWEEN THE
CITY OF IOWA CITY AND MClmetro ACCESS TRANSMISSION
SERVICES LLC TO USE A PORTION OF CITY STREETS AND PUBLIC
RIGHT -OF -WAY FOR THE INSTALLATION, OPERATION AND
MAINTENANCE OF A FIBER OPTIC NETWORK.
Comment: This agreement will allow MClmetro Access Transmission
Services LLC to install, operate, and maintain a buried conduit containing
fiber optic cable within City of Iowa City public rights -of -way. The installation
will be located within First Avenue and Scott Boulevard rights -of -way.
f) Motions.
1. CONSIDER MOTION AUTHORIZING THE MAYOR TO SIGN A LETTER OF
AGREEMENT WITH JOHNSON COUNTY ALLOWING SELECTED
TOWNSHIP RESIDENTS TO VOTE WITH SELECTED IOWA CITY
1 PRECINCTS.
Comment: This agreement allows township voters the ability to vote at a
nearby location and meets the intent of provisions in Chapter 49 granting cities
and counties the power to combine townships and city precincts as long as the
population does not exceed 3500 and the combined precinct is wholly within a
legislative district. Township voters will vote separate township ballots and are
not eligible to vote in City of Iowa City municipal elections.
2. CONSIDER A MOTION TO APPROVE DISBURSEMENTS IN THE AMOUNT
OF $24,548,172.30 FOR THE PERIOD OF JUNE 1 THROUGH JUNE 30,
2011. AS RECOMMENDED BY THE FINANCE DIRECTOR SUBJECT TO
AUDIT. DISBURSEMENTS ARE PUBLISHED AND PERMANENTLY

Avenue north of Huntington Drive.

Comment: At its April 21 meeting, by a vote of 6 -0 (Freerks absent), the Planning
and Zoning Commission recommended approval of this proposed preliminary plat.
Staff recommended approval in a memo dated April 21. Approval will allow
development of Rochester Ridge, a 55 -lot, 23.22 -acre residential subdivision
located south of Rochester Avenue west of Amhurst Street.

f) CONSIDER A RESOLUTION APPROVING THE FINAL PLAT OF ROCHESTER
RIDGE PART ONE, IOWA CITY, IOWA. (SUB11- 00008)
Comment: The Planning and Zoning Commission recommended that the Council
not approve the final plat until the Army Corp of Engineers approves the wetland
mitigation plan. It is anticipated that the Corp approval will occur in mid - August.
As an alternative to delaying final plat approval staff recommends that a grading
permit not be issued until the Corp approved the wetland mitigation plan. Staff
recommends approval of the final plat subject to approval of legal papers and
construction drawings. It is anticipated that legal papers and construction
drawings will be approved prior to the August 2nd City Council meeting. Approval
will allow the development of a Rochester Ridge Part One, an 18 -lot, 10.93 -acre
residential subdivision located south of Rochester Avenue west of Amhurst Street.

g) CONSIDER AN ORDINANCE AMENDING THE IOWA CITY ZONING CODE,
ARTICLES 14 -4A, USE CATEGORIES, AND 14 -9A, GENERAL DEFINITIONS,
TO ADD A DEFINITION OF PARENTAL GROUP HOME. (SECOND
CONSIDERATION)
Comment: At its June 2 meeting, by a vote of 4 -1 (Plahutnik voting no, Koppes and
Dyer absent), the Planning and Zoning Commission recommended approval of
these amendments to the Zoning Code. Staff recommended approval in a memo
dated June 2, 2011. Approval will establish a new category of group household
that will provide the opportunity for up to three teen or young adult parents to be
placed together with their babies in a mutually supportive living environment.

Comment: The grant for the UniverCity Neighborhood Partnership Program allows the
City to purchase twenty -five rental units located in designated neighborhoods
surrounding the University, rehabilitate them with up to $50,000 in grant funds, and
then sell them to income - eligible buyers. Under the UniverCity Neighborhood
Partnership Program, the City proposes to sell 519 North Johnson Street. The amount
of the sale will be $170,000 (this is what the City paid to purchase the home) plus
"carrying costs" of approximately $5,000. "Carrying costs" are all the costs incurred by
the City to acquire the home, maintain it and sell it, including abstracting and recording
fees, interest on the loan to purchase the home, mowing and snow removal, utilities,
real estate taxes, and any costs in excess of $50,000 to repair and rehabilitate the
home.

Commission (HCDC) discussed and recommended that City Council approve the FY11

Amendment #4 proposes to use $900,000 in CDBG program income to fund Wetherby
Condos South, LLC, a rental rehabilitation project. A 30 -day public comment period

Comment: The new voting precincts and City Council district boundaries reflecting
population changes of the 2010 Census have been drawn up and have been reviewed

requires a public hearing and publication of the ordinance before September 1, 2011.
A public hearing was held July 12. Staff requests expedited action to allow publication
prior to September 1 in accordance with State Code.

(CDBG) Funds to study the impacts of and explore and review all alternatives to
provide flood protection in the Taft Speedway area. This resolution authorizes the
Mayor to accept the funds and to sign the grant agreements for this project. Since the
award date, the study has been expanded to include the review of impacts on
residents and infrastructure in the Park View Terrace area. Any additional costs above
$84,550 will need to be covered with Iowa City funds.
