City of Iowa City and the Johnson County Board of Supervisors
Combining Selected Iowa City Precincts with Selected Township Precincts
Section 49.6 of the Iowa Code grants cities and counties the power to combine township and
city precincts as long as the combined precinct does not have a total population in excess of
three thousand five hundred, as shown by the most recent federal decennial census, and the
combined precinct is wholly within a legislative district except when this would force the
creation of a precinct with fewer than fifty registered voters. Precincts are required to follow
census block boundaries and must be composed of contiguous territory.
Therefore it is agreed that the southeast portion of East Lucas Township contiguous to the Iowa
City corporate limits and lying east of the east right -of -way line of Soccer Park Road in the
southeast quarter of Section 35, Township 79 N, Range 6 W, and including census block
identified by GEOID 191030018012031, shall be combined with Iowa City Precinct 12.
It is further agreed that the southwest portion of East Lucas Township contiguous to the Iowa
City corporate limits and lying west of the west right -of -way line of Soccer Park Road in the
southeast quarter of Section 35, Township 79 N, Range 6 W, not including census block
identified by GEOID 191030018012031, shall be combined with Iowa City Precinct 10.
Furthermore, the City of Iowa City has annexed portions of West Lucas Township, Scott
Township, Newport Township, and East Lucas Township since the 2010 federal census.
Therefore, it is agreed that the census blocks identified by GEOID 191030104004034 and
191030104004047 are comprised of incorporated and unincorporated territory, and the
annexed portion of Iowa City (see Iowa City Resolution #10 -291) shall be combined with West
Lucas Township. It is further agreed that the census block identified by GEOID
191030104004015 is comprised of incorporated and unincorporated territory, and the annexed
portion of Iowa City (see Iowa City Resolution # 11 -103) shall be combined with West Lucas
Township.
It is further agreed that the census block identified by GEOID 191030105001112 is comprised of
incorporated and unincorporated territory, and the entirety of said census block including the
annexed portion of Iowa City (see Iowa City Resolution #10 -501) shall be combined with Iowa
City Precinct 12.
It is further agreed that the census blocks identified by GEOID 191030001001045,
191030001001004, 191030101004030, 191030001001000, and 191030001001007 are
comprised of incorporated and unincorporated territory, and the annexed portion of Iowa City
(see Iowa City Resolution # 10 -43) shall be combined with Newport Township.
It is further agreed that the census block identified by GEOID 191030018012027 is comprised of
incorporated and unincorporated territory, and the annexed portion of Iowa City (see Iowa City
Resolution # 10 -458) shall be combined with East Lucas Township.
The City Council of Iowa City and the Johnson County Board of Supervisors agree to create the
combined township and city precincts as described above.
