We had been approached by downtown Iowa City business owner's expressing concerns over continual "meter feeding" taking place in Iowa City by customers and downtown employees that was negatively impacting their businesses. Iowa City has an existing ordinance that prohibits users from continuing to park beyond the posted term of the parking meter. This ordinance was in place to insure the continual turnover of our short term parking in an effort to allow for customers to come into Iowa City and be able to find short term parking places in near proximity to their destinations. Our parking system is set up in a manner to try and encourage those conducting business beyond 60 minutes to utilize one of our five parking structures in the area while allowing for parking meters to be used for short term business. Our intent with the change in enforcement was to address the concerns raised by the Iowa City businesses and to educate those that were parking for extended periods at short term parking meters. City staff met with representatives from the business community this week to outline concerns so that we could develop solutions that allow for the short term turnover required for many of Iowa City's businesses while also allowing the flexibility needed for customers. We will be reviewing the high points form those discussions and plan to make some recommended changes to our system in order to address the issues that were raised. I am concerned about the recent activation of chalking tires and warning parking patrons that they must move their vehicles after 1 hour. What more can you do to discourage people from coming down town to Iowa City. If I wanted to park in a 1 hour meter and walk into Iowa Book then over to Herteen and Stocker and maybe go check out Active Endeavors, to set up a scenario, I could not do that in 1 hour, let alone 1/2 hour in some for some of the meters. On top of that, I would have to park on the top level of the Old Capital ramp because the bottom levels are reserved for employees of the University. That seems a little negative on your part to try to restrict people from being downtown. What difference does it make if I choose to plug the meter for a second hour or if I move to another spot! Just really makes no sense and starting on the weekend of Fry Fest when lots of out of town people will be in our city makes even less sense. Sends a very negative and unfriendly feeling. My wife and I purchased 22 Colwyn Court in Idyllwild Condominium Group in 2000. We relocated from Burlington to one of the most ideal spots to live in Iowa City. We asked whether we should buy flood insurance -- after all, we were going to build our unit only about 1 1/2 blocks from the Iowa River. We were told emphatically, "No. That water level is all controlled by the dam and the Army Corps of Engineers." We elected to build. The flood of 2008 was a mistake. From our view, the Corps of Engineers allowed way too much water in the reservoir because it was summertime. When my family drove me by the reservoir three days before the flood, I remarked, "My gosh! I've never seen so much water in the lake." So, Iowa City Council, don't build a levee down Taft Speedway. Don't hire more engineers to make your decision and waste more money. And for the final nail in the coffin: My unit had seven feet of water in it. Our insurance agent was surprised because it was clear water. The people down next to the river reported only six feet of dirty river water. My unit, it turns out, flooded from the hills to the north and from water coming down Foster Road hill from the northwest catch basin that the city built. It got plugged up with debris and floodwater drained eastward, where the city sandbagged between our buildings and the building south of us. Our condo has been cleaned up like new at a cost of $67,000. It is being paid for by the city and state with a five -year forgivable loan. This seems a less expensive way to go then that proposed levee down Taft Speedway. My apologies for the delay in responding to your questions but I wanted to check with enforcement personnel involved and many are on a rotating shift schedule which required a little more time. A Type D sound permit, for Churches and Schools, was approved for amplified sound between 10:00 a.m. and 11 p.m. Copies of all permits are forwarded to all Police Supervisors. However, somewhere along the line there was a miscommunication and Police were operating under the impression that the permit was until midnight. In the future they will check their records to confirm the permit parameters. I have talked with Trish Kohl at Regina and she indicated there was apparently some confusion at their end as well. Please accept our apologies for the confusion and know we will continue to monitor noise complaints and see if changes need to be made in the procedure or in the duration times of the permit. This year they apparently had a permit that allowed them to party until midnight those nights. Remember that loud, thumping music is outside! I live across the street and every neighbor I spoke with is not happy about having to listen to that thumping so late into the night. This is a residential area with people that have to get up in the morning. We all try to be good neighbors and hesitate to complain about a school function, but midnight is much too late to allow this loud music. The rides were not running, and all young school children had long since gone home. The only people remaining were those in the beer tent with this loud music playing. Thanks for listening. I think it is in my best interest moving forward to commit entirely to my current campaign and I look forward to serving the interests of the entire Iowa City community. It is with regret though that I was not able to make this decision on my own, but I can rest easy knowing that I gave 11o% towards ensuring that students were represented to the best of my ability on the city council. The Consultation of Religious Communities (CRC) initiated our Task Force on Diversity, Poverty and Public Safety in the fall of 2010 to work with a sustained focus on issues of racial disparity in our broader community for the next five years. The recommendations brought forward by the ICHRC on the issues of immigration intersect clearly with the dialogue on diversity we have undertaken. Our Task Force meetings have included a wide coalition of participants involved in the work of community social service agencies and government as well as representatives of faith communities. We hope the Council will issue a proclamation that affirms the value of living in a community comprised of many nationalities and ethnicities. Such a statement by City government would send an important message to our whole area, underscoring our work as well. We especially endorse recommendations Six and Seven, particularly points c and d. The citizens involved in our Task Force are eager to see Iowa City provide persistent leadership to dismantle institutional racism in all aspects of our city at work. At that time we did not have adequate information to share regarding this proposal. I have been attending discussions with Linn County, Cedar Rapids and East Central Iowa Council of Governments representatives and believe there is more clarity regarding what this grant proposal would do. Requested Action At this time, Iowa City is being asked to sign a letter of support and commitment to participate in the ECISCI grant application and planning process should the grant be approved. If the grant is approved, a more detailed document would be pursued likely in the form of a memorandum of understanding between the entities participating in the planning process. What is the Sustainable Communities Planning Grant? The Sustainable Communities Planning Grant is a program administered by the Department of Housing and Urban Development (HUD) with participation by the Environmental Protection Administration (EPA) and Department of Transportation (DOT) to fund a three -year planning process which emphasizes regional planning and identification of implementation strategies in the areas of economic competitiveness, affordable housing, regional transportation, and watershed management. A main goal of the HUD /EPA/DOT program is to promote sustainability and livability in how regions plan for and shape growth and development. A draft ECISCI scope is attached. From discussions with the project team, the main focus of the application will be to utilize existing plans to the extent possible and use this process to focus on identifying regional issues (as opposed to local) and regional projects and initiatives, for which we would collectively pursue state and federal funding assistance. The goal is not to supplant existing local plans and processes; the goal is to develop more of a regional framework and to identify regional projects and initiatives which benefit the region as a whole. Commitment and Benefit It is being proposed that the East Central Iowa Council of Governments serve as the grant administrators, and to apply for $2.5 Million over a three year period. The funds would be used to hire consultant teams to conduct public outreach, work with staff, agencies and institutions, and ultimately develop a regional plan, goals and strategies in the areas of economic development, housing, transportation and watershed management. The grant requires a 20% local match, but in -kind time can be utilized as match. The commitment being requested is a commitment to utilizing staff time, hosting meetings and workshops, and engaging other non - profit agencies and institutions through the process, thereby utilizing their time as in -kind contribution as well. It has been clarified to me that insofar as staff work on ongoing efforts such as economic development, planning and zoning, transportation, etc. can inform the Regional Sustainability Plan, those hours of staff work can `count' toward the local match. The benefit of this process is two -fold. First, there is a benefit to utilizing this process to identify projects and initiatives and implementation strategies which benefit the region as a whole. Secondly, by completing this process, the entities in the region are eligible for federal implementation grants, and would have stronger applications for other federal grant programs such as the EPA Brownfields Program, US DOT Transportation Programs, etc. A draft letter of support is attached. Sincerely, 9/14/2011 HUD Sustainable Communities Scope DRAFT 2 East Central Iowa Sustainable Communities Initiative The East Central Iowa Sustainable Communities Initiative (ECISCI) seeks assistance through the Sustainable Communities Partnership (HUD, DOT, EPA) to foster urban & rural growth while maintaining community identity. The ECISCI will bring together diverse stakeholders to preserve small town identities by developing a regional framework that supports complimentary smart growth planning for both urban and rural areas of the region. The ECISCI project region will be defined as the Region 10 Regional Planning Affiliation, administered by the East Central Iowa Council of Governments (ECICOG). The ECISCI region represents a population of 445,380 and includes the counties of Benton, Cedar, Iowa, Johnson, Jones, Linn and Washington; two Metropolitan Planning Organizations; and 73 cities. Project Scope: The ECISCI goal is to create opportunities for communities to become more sustainable and advance the livability principles. The ECISCI will develop a Regional Sustainability Plan addressing housing, land use, economic & workforce development, transportation, and water supply & infrastructure plans that: • Serves as the planning framework for the region incorporating current planning processes (LRT updates & regional branding) and expanding the content, geography, and participants. • Aligns and informs the updates to required planning documents for housing, transportation, and economic development. Promotes the livability principles & smart growth planning through the planning process. The ECISCI will result in the following outcomes: • Use the recent update to the Comprehensive Regional Development Strategy (CRDS) as a basis for a Regional Sustainability Plan filling in the gaps to align with federal & state regional plan requirements. • Expanded public input in the Regional Sustainability Plan that ensures participation by under served populations and groups. • Establish regional "data warehouse" to collect, maintain and provide access to data required for plan updates. Data will be collected and /or identified to establish baselines for progress toward sustainability initiatives. • Develop an implementation strategy for the Regional Sustainability Plan. • Development of a "toolkit" for local planning and /or local initiatives that advance the livability principles & Iowa's smart growth principles. • Work with the 11 fastest growing communities in the region to establish a local sustainability plan and /or undertake at least 2 initiatives from the "toolkit ". • Encourage the use of the "toolkit" by all 73 communities in the region over the next 10 years to implement at least one initiative advancing the livability principles. The ECISCI will leverage existing regional initiatives to create sustainable communities by engaging in a comprehensive planning process. The ECISCI consortium is requesting $2,500,000 to develop a Regional Sustainable Community Plan over a three -year project.
