THE CITY COUNCIL OF IOWA CITY IS CONSIDERING APPOINTMENT TO THE FOLLOWING COMMISSION:
PARKS AND RECREATION COMMISSION
One Vacancy — Unexpired ( +) 4 -yr Term
Effective Upon Appointment — ending January 1, 2016
The duties of the members of the Parks and Recreation Commission are to recommend and review
policies, rules, regulations, ordinances, and budgets relating to parks, playgrounds, recreation centers,
and cultural functions of the City and make such reports to the City Council as the Commission deems in
the public interest; to exercise broad responsibility for the development of parks, recreation centers,
playgrounds, and cultural facilities to serve the City -- including the creation and appointment of advisory
groups to make studies.
Iowa City- appointed members of boards and commissions must be eligible electors of the City of Iowa
City. The Parks and Recreation Commission meets the second Wednesday of each month at 5:00 p.m.
Applications must be received by 5:00 p.m., Wednesday, September 14, 2011. The City of Iowa City
encourages diversity in the appointment of citizens to boards and commissions. Persons interested in
being considered should contact the City Clerk at City Hall, 410 E. Washington Street. Application forms
are available from the Clerk's office upon request or on the City website at www.icgov.org.

The three activities, which I believe provide me with the experience to serve on this commission, were my time
wq ig in the New York State Assembly, the office of the president at the University at Albany and at the department
of i- .idential life at the University at Albany. These positions have provided me with a combination of experiences in
committee work, administrative review of budgets, rules and policies, as well as developing culturally specific
programming.
WHAT IS YOUR PRESENT KNOWLEDGE OF THIS ADVISORY BOARD?
Of most importance, this commission is responsible for oversight over the policies, regulations and rules regarding the
parks and recreational centers as well as developing new partnerships and incentives, while keeping cultural
inclusion, effectiveness and the public good in mind. This can be seen through the public discussion on behalf of the
Iowa Coalition of Off -Road Riders regarding the request to build a mountain bike trail within a park in the Iowa City
limits and the necessary review, discussion and decision makinq process that follows.
WHAT CONTRIBUTIONS CAN YOU MAKE TO THIS ADVISORY BOARD (REASON FOR APPLYING)?
have been involved in state politics and have seen the direct impact that involved and passionate individuals have
made upon the community in which they live in. With this in mind I believe that I can bring my experience, provide a
fresh prospective, and bring a desire to serve the citizens of Iowa City. I have lived in Iowa City for a little over a year
now and have been able to develop a sense of community through many activities and events including the parks,
playgrounds, recreational centers and I want to help provide beneficial oversight and guidance for the future.

Fir the past several years I have led a grassroots effort to both promote bicycle riding and racing and to increase
t lumber of women bicyclists in the greater Iowa City area. In this role I continually make recommendations and
implement efforts to further the initiative. I also have over 8 years experience analyzing and evaluating data and
programs as part of my research and continuing work as a graduate student.

The board is responsible for reviewing and making recommendations related to all park and recreation activities in
he interest of the people who live in Iowa City as well as visitors. I know that this board can have a significant impact
on the maintenance and creation of park and recreation activities and facilities within our community.

Experience and /or activities which you feel qualify you for this position:
My background as a lawyer will help qualify me for this position. I maintain a general
practice including the areas of land use, environmental law, and commercial litigation.
My practice requires me to engage in creative problem solving, strategic planning,
analysis of rules and regulations, and analytical thinking on a daily basis. Through my
practice, I am also familiar with assessing financial information and developing budgets.
I also have experience serving on other boards and commissions and have engaged in
strategic planning for those groups. For instance, I am a current member of the Johnson
County Bar Association Young Lawyers Division Executive Committee and the City
High Alumni Association. In the past, I have served as a board member for Corridor Free
Wireless, Iowa Volunteer Lawyers for the Arts, and the Creighton University Chapter of
Habitat for Humanity. I am also a graduate of the Iowa City Chamber's Community
Leadership Program.
I am an honorary native of Iowa City — my family moved here when I was four. I
attended Regina, South East, City High, and the University of Iowa. I have worked for
many local employers ranging from a hardware store, a factory, and a department store,
to a data center and a law firm. I am invested in the community and hope that my
experience of growing up in Iowa City will be of benefit to the Commission.
I am an enthusiastic outdoorsman. My hobbies include hiking, camping, and enjoying
parks in Iowa City and across the country. As a heavy user of the City's park system, I
have a good sense of how consumers relate to the City's outdoor recreation opportunities.
What is your present knowledge of this advisory board?
I understand that the Commission recommends and reviews rules, regulations, and
budgets relating to the City's park system, recreation centers, and cultural functions.
also understand that the Commission is involved with developing new parks and
recreational opportunities. I have discussed this position briefly with Mike Moran.
What contributions can you make to this advisory board (reason for applying)?
Attractive recreation opportunities are essential for the City's positive growth. As a
young professional, I appreciate that young people consider whether or not an area has a
strong park system when deciding where to live. A city with a variety of recreational and
cultural opportunities will be in a better position to attract and retain employers and
workers, and to improve the quality of life for its citizens. Neighborhood parks also
serve to foster stronger, friendlier neighborhoods. I would like to serve on the
Commission to help the City maintain its strong recreation program and develop new
opportunities. As someone who has benefited from the City's parks and recreation
program for nearly thirty years, I would appreciate the chance to contribute to the
program.

A friend - John Westefeld - currently serves on the board, and another friend - Craig Gustaveson - formerly served.
As with every agency, there is always a demand to do more with fewer resources. Serving the wide - ranging interests
of a highly diverse community is a constant challenge, but is vital to maintaining the character of the city. My family is
very familiar with the offerings - from arts classes to the swimming pool at Mercer where my daughter learned to
swim,

In the 1970's, I was employed as a gardener with the County of Marin (California) for over 3 1/2 years and received a
certil` -ate in landscape maintenance. From 1986 -2009, 1 was employed as a landscape architect with the City of San
Frai, co. My work included the design of new parks, as well as park renovations. The park planning process
included community meetings to identify program needs, and public agency reviews for code compliance,
conformance with maintenance standards, and design approval by a peer group of design profes *nals.
