PEER COMMUNITY RESEARCH, ANIMAL CONTROL SERVICES REPORT [IP3]
Simon Andrew, City Manager's Office intern, presented information. City Manager Markus and
Animal Services Supervisor present for discussion.
INFORMATION PACKET DISCUSSION [9122 and 9129]

1. (IP4 — Kirkwood Avenue / Summit Street Intersection) Council Member Mims noted the
steps of a painted cross walk, followed by a refuge island, and questioned adding a
"Yield to Pedestrian, it's a state law" sign. Traffic Engineering Planner Nagle -Gamm
reported the painted crosswalk had been installed on the east side of the street, and
stated she would take the comments regarding the yield sign back to staff.
2. In response to Council Member Wright, Traffic Engineering Planner Nagle -Gamm
reported the traffic signal warrant study would be done in the spring along Kirkwood &
Keokuk in tandem with the three lane project on Lower Muscatine. In response to

Council Member Bailey, Engineering Planner Nagle -Gamm confirmed that pedestrian
counts would be included in the study.

SUMMARY OF PENDING WORK SESSION ISSUES [IP2]
Asst. City Manager reviewed the pending list and noted a number of items scheduled for
November 21 due to the combined meeting on November 1.
UPCOMING COMMUNITY EVENTS /COUNCIL INVITATIONS
1. Council Member Mims and Bailey will be attending the ICAD Investor Breakfast on
October 14.
2. City Clerk Karr stated the annual Human Rights Breakfast is scheduled for October 20,
7:30 AM at the Sheraton downtown and asked Council members to let her know if they
would be attending.
3. Mayor Hayek noted the distinguished international visitors attending the meeting from
Nepal and other beautiful countries around the world.
