Notice is hereby given that a public hearing will be
held by the City Council of Iowa City, Iowa, at 7:00 p.m.
on the 18th day of October, 2011, in Emma J. Harvat
Hall, 410 E. Washington Street, Iowa City, Iowa, or if
said meeting is cancelled, at the next meeting of the
City Council thereafter as posted by the City Clerk; at
which hearing the Council will consider:
1. A resolution amending the comprehensive
plan to change the land use designation from
single family residential stabilization to urban
commercial for property located at 221 N. Linn
Street, 225 N. Linn Street and 223 E.
Bloomington Street and the MidAmerican
substation located on the west side of Linn
Street.
2. An ordinance conditionally rezoning
approximately .41 -acres of land located at 221
N. Linn Street, 225 N. Linn Street and 223 E.
Bloomington Street and the MidAmerican
substation located on the west side of Linn
Street from Neighborhood Residential
Stabilization (RNS -12) to Central Business
Service (CB -2).
3. An ordinance amending the Planned

Road.

Zoning Code: Residential Neighborhood Stabilization, RNS -12 (1992) and Historic /Conservation
Districts
The RNS -12 zone addresses destabilization in Iowa City neighborhoods by preserving their predominantly single -
family residential character. The "Endangered Species Act ", as one former Planning and Zoning Commissioner
called it.
UniverCity Neighborhood Partnership (2010)
$1.6 million investment in neighborhoods located near the Iowa campus that retain a single- family character and
have an imbalance of renters to owner - occupants.
The rezoning proposal shows that the Northside's integrity
requires, as stated in the Comprehensive Plan,
"on -going efforts"
The Central District Plan (adopted October 21, 2008)
Does not recommend nor adopt the expansion of the Commercial Business Service (CB -2) zone to include the
three properties at the corner of Linn and Bloomington Streets.
Recommends the adoption of "zoning regulations... compatible with the surrounding residential neighborhoods'.
The expansion of the Central Business Service zone into the Northside neighborhood and the
demolition of three houses is not consistent with the spirit of the Comprehensive Plan and the
zoning of the Central District Plan.

Neighborhood Impacts of the Rezoning Beyond the
Demolition of Three Houses
DENSITY
• The proposed project would more than double the overall density of the three properties, and
would be twice the average density for the remaining RNS -12 properties on the block.
Existing 3 properties: 23.5 dwellings /acre (8 dwellings on .34 acres)
Proposed Project: 50.0 dwellings /acre (17 dwellings on .34 acres)
Correspondence from Prestige Properties, the owner of 228 Bloomington Street (property on the
north side of Bloomington Street, opposite the proposed project), to the City of Iowa City (August
21, 2011):
"We are concerned about the parking, garage access, and density for this building in this area....
The City should consider zoning the north side of Bloomington from Dubuque to Linn the same if they are
going to do this project."

Last Remarks
The proposal reduces the size of the Northside neighborhood, and threatens to further erode it.
It does not set a good precedent for development "compatible with the surrounding
neighborhood ".
That isn't to say, "Not in my Backyard ". Northside Marketplace and the Northside neighborhood's
southern edge would benefit from more diverse housing and a moderate density approximating 20
dwellings /acre.
This is an excellent location to attract working professionals and "empty- nesters ", who would
frequent the commercial and cultural attractions of Northside Marketplace and the Downtown.
Where it meets the Northside neighborhood, changes to Northside Marketplace must be:
• Consistent with the City's policies and programs aimed at preserving neighborhood integrity
• Compatible with the neighborhood's architectural character
• Built at the appropriate density, offering a range of dwelling sizes and building
styles

Re: UniverCity Neighborhood Partnership Program Update
Introduction:
On October 18th, City Council will be holding public hearings and voting on a resolution to
authorize the conveyance of 1208 E. Burlington Street and 329 Douglass Court as part of the
UniverCity Neighborhood Partnership Program.
History /Background:
The grant for the UniverCity Program allows the City to purchase twenty -six rental units located
in designated neighborhoods surrounding the University and downtown, rehabilitate them with
up to $50,000 in grant funds and then sell them to income - eligible buyers.
These two homes will be the eleventh and twelfth homes sold as part of the program. The
remaining 14 homes are currently under renovation.
Under the UniverCity Neighborhood Partnership Program, the City proposes to sell 1208 E.
Burlington Street for $150,000 (this is what the City paid to purchase the home) plus "carrying
costs" of approximately $4,000. "Carrying costs" are all the costs incurred by the City to acquire
the home, maintain it and sell it, including abstracting and recording fees, interest on the loan to
purchase the home, mowing and snow removal, utilities, real estate taxes, and any costs in
excess of $50,000 to repair and rehabilitate the home. The buyer is a University of Iowa
employee and will be receiving down payment assistance from the University in the amount of
$7500.
The City also proposes to sell 329 Douglass Court for $60,000 (this is what the City paid to
purchase the home) plus "carrying costs" of approximately $12,000. Carrying costs are high for
this home due to the poor condition of the property at the time of purchase which required a
complete renovation down to the studs, garage demolition, and replacement of the exterior siding
and windows. The Iowa Valley Habitat for Humanity assisted with many of the home renovations.
The kitchen cabinets, countertops, appliances and bathroom fixtures used in this home were
salvaged from a flood buyout property on Normandy Drive. The home buyers will be receiving
down payment assistance from the University of Iowa in the amount of $5000.
Recommendation:
Both of these homes were in need of extensive repair and after the renovation they have
become assets to the neighborhood and to the community.
Staff recommends that you approve the resolution to authorize the conveyance of 1208 E.
Burlington Street and 329 Douglass Court as part of the UniverCity Neighborhood Partnership
Program.

A PROPOSED RIVERFRONT CROSSINGS URBAN RENEWAL
PLAN FOR A PROPOSED URBAN AREA IN THE CITY OF IOWA
CITY, IOWA
The City Council of the City of Iowa City, Iowa will hold a public hearing before itself at
its meeting on October 4, 2011 which commences at 7:00 P.M. in the Emma J. Harvat Hall, City
Hall, Iowa City, Iowa to consider adoption of a proposed Riverfront Crossings Urban Renewal
Plan (the "Plan ") concerning a proposed Urban Renewal Area in Iowa City, Iowa legally
described as follows:
Beginning at a point on the southeast corner of Sturgis Corner Addition Part II;
Thence southerly to the centerline of U.S. Highway 6;
Thence westerly along said centerline to its intersection with S. Riverside Drive;

Iowa City, Iowa.
The City of Iowa City, Iowa is the local agency which, if such Plan is approved, shall
undertake the urban renewal activities described in such Plan.
The general scope of the urban renewal activities under consideration in the Plan is to
assist qualified industries and businesses in the Urban Renewal Area through various public
purpose and special financing activities outlined in the Plan. To accomplish the objectives of
the Plan, and to encourage the further development of the Urban Renewal Area, the plan
provides that such special financing activities may include, but not be limited to, the making of
loans or grants of public funds to private entities under Chapter 15A of the Code of Iowa. The
City also may install, construct and reconstruct streets, parking facilities, open space areas and
other substantial public improvement, and may acquire and make land available for
development or redevelopment by private enterprise as authorized by law. The Plan provides
that the City may issue bonds or use available funds for such purposes and that tax increment
reimbursement of such costs will be sought if and to the extent incurred by the City. The Plan
initially proposes specific public infrastructure or site improvement to be undertaken by the City,
but provided that the Plan may be amended from time to time to respond to development
opportunities.
Any person or organization desired to be heard shall be afforded an opportunity to be
heard at such hearing.

Re: Consultation with taxing entities on the Riverfront Crossings Urban Renewal Area
Introduction:
The purpose of this report is to document the required process for adopting the Riverfront
Crossings Urban Renewal Plan.
Background /History:
A Resolution of Necessity to consider an urban renewal plan for Towncrest was adopted by City
Council on September 6, 2011.
On September 14, 2011, notice of a consultation to be held between the City of Iowa City and
all affected taxing entities concerning the proposed Towncrest urban renewal area was
published in the Press - Citizen, and individual letters of invitation were also sent to
representatives for the taxing entities.
The consultation was held on September 30, 2011 at 10:00 a.m. in the City Manager's
Conference Room in City Hall. Rod Sullivan, Johnson County Board of Supervisors, and Paul
Bobek, Iowa City Community School District, attended.
State law requires that the taxing entities may submit any written recommendations for
modification to the proposed division of revenue within 7 days of the consultation. None were
received.
The Resolution of Necessity also requires that the Planning and Zoning Commission review the
proposed urban renewal plan for its conformity with the Comprehensive Plan. The commission
did so at their meeting on September 15, 2011 and by a vote of 5 — 0 found that the plan
conforms to the Iowa City Comprehensive Plan, and recommends it for adoption. (The
recommendation and the minutes of the meeting pertaining to the urban renewal plan were
included in your packet of Sept. 29, 2011.)
Discussion of Solution:
Consideration of the Riverfront Crossings Urban Renewal Plan may continue as all statutory
requirements have been met.
Recommendation:
Adoption of the Riverfront Crossings Urban Renewal Plan.

Court Hill Trail — Phase Three — October 18
This project will extend Court Hill Trail from Scott Boulevard east through Scott Park and
connect to the existing trail system within Windsor Ridge. MMS Consultants, Inc., of Iowa
City, Iowa was hired to perform design services for the project. Final plans, specifications
and form of contract have been submitted to the IDOT for utilization in their bidding
procedure, and a public hearing was set on October 4, 2011
The original concept plan made the connection to the Windsor Ridge trail system at the west
end of an existing trail on the south side of Ralston Creek that comes to a dead -end near
Lot 245 of Windsor Ridge - Part 11. However, the residents of Cumberland Lane were
strongly opposed to having a trail run along their back yards and preferred to keep the main
trail on the north side of the creek. After holding a few neighborhood meetings, there was a
consensus from the residents not to connect to the dead -end trail but to instead connect to
an existing trail on the north of Ralston Creek that runs north /south along the west side of
the South Hampton Condominiums. The decision was made to honor the resident's petition
and make the trail connection a short distance north of an existing trail bridge that crosses
the creek.
From said connection, the main trail for this project will travel westerly through Scott Park to
Scott Boulevard. The proposed trail will end /start directly across the street from an existing
trail that currently terminates at Scott Boulevard and a refuge island will be constructed to
help pedestrians cross safely. Besides the main trail, the project also includes trail spurs that
connect to the Dog Park, Court Street, and an existing trail that begins on the north side of
Cumberland Lane. New trail bridges are needed to cross Ralston Creek and make the
connections to the Dog Park and Cumberland Lane. A new trail bridge will also be necessary
for the main trail to cross an unnamed tributary of Ralston Creek. In addition, the project will
also include an 8 -foot wide sidewalk along Scott Boulevard adjacent to Scott Park.
The estimated construction cost is $516,000. The project will be funded 80% by an IDOT
National Recreation Trail Grant up to $416,159 and the remaining local share will be funded
with General Obligation bond proceeds.
Staff recommends proceeding with the following schedule for this project:
October 18 — Hold public hearing
November 22 — Award project to contractor
