KARR, CITY CLERK r �_ = CITY OF IOWA CITY s MEMORANDUM Date: November 10, 2011 To: Tom Markus, City Manager From: Erika Skemp, Community Development Project Coordinator Re: UniverCity Neighborhood Partnership Program Update Introduction: On November 22 "d, City Council will be holding public hearings and voting on a resolution to authorize the conveyance of 1208 E. Burlington Street and 1025 E. Bloomington Street as part of the UniverCity Neighborhood Partnership Program. History /Background: The grant for the UniverCity Program allows the City to purchase twenty -six rental units located in designated neighborhoods surrounding the University and downtown, rehabilitate them with up to $50,000 in grant funds and then sell them to income - eligible buyers. These two homes will be the 12th and 13th homes sold as part of the program. The remaining 13 homes are currently under renovation. Under the UniverCity Neighborhood Partnership Program, the City proposes to sell 1208 E. Burlington Street for $150,000 (this is what the City paid to purchase the home) plus "carrying costs" of approximately $4,800. "Carrying costs" are all the costs incurred by the City to acquire the home, maintain it and sell it, including abstracting and recording fees, interest on the loan to purchase the home, mowing and snow removal, utilities, real estate taxes, and any costs in excess of $50,000 to repair and rehabilitate the home. The sale of this property was previously authorized to a different buyer who was unable to meet a contingency. When the first sale did not close, the City accepted an offer from another program applicant. The City also proposes to sell 1025 E. Bloomington Street for $145,000 (this is what the City paid to purchase the home) plus "carrying costs" of approximately $5,000. The buyer is a University of Iowa employee and will be receiving down payment assistance from the University in the amount of $7250. Recommendation: Both of these homes were in need of extensive repair and after the renovation they have become assets to the neighborhood and to the community. Staff recommends that you approve the resolution to authorize the conveyance of 1208 E. Burlington Street and 1025 E. Bloomington Street as part of the UniverCity Neighborhood Partnership Program. This proposed amendment includes carryover appropriations and supplemental appropriations. History /Background: The City of Iowa City's budget is presented on a cash basis with a fiscal year beginning July 1 and ending June 30th. The State of Iowa allows cities to amend their annual budget to carryover unused appropriations from the previous fiscal period and to provide supplemental budget authority, as approved by City Council. The State of Iowa does not allow cities to increase property taxes through this process, therefore requiring them to utilize existing fund balance(s) and additional revenue sources to finance any increase in expenditures. Amendments which carryover expenditure authority from the prior fiscal year may provide for payment of goods and services encumbered but not invoiced and /or paid for by June 30tH Multi -year capital improvement projects also require continued appropriations, with budget authority often spanning many fiscal years. By comparison, supplemental amendments create new budget authority for items not previously authorized through City Council. Budget amendments are submitted to the Finance Department and reviewed for approval by the Finance Director and City Manager. A formal recommendation for budget amendment is then prepared for Council approval. Discussion of Solutions: This amendment identifies additional revenue and transfers -in totaling $98.8 million, as shown on Line 14 of the attached resolution (see Revenues & Other Financing Sources, lines 1 -14). Of this amount, $98.0 million were previously budgeted (carryover amendments) and $824,000 represent new (supplemental) appropriations. The section entitled appropriations of $148 appropriations total $1 projects: Expenditures & Other Financial Uses (lines 15 -31) provides for 1 million. Carryover amendments are $146.5 million and supplemental 6 million.
