Harvat Hall, 410 E. Washington Street, Iowa City, Iowa, or if said meeting is cancelled, at the next meeting of the City Council thereafter as posted by the City Clerk; at which hearing the Council will consider: 1. A resolution amending the comprehensive plan to change the boundary of the Northside Marketplace to exclude properties located at 228 & 232 Bloomington Street and 311 & 313 Linn Street. 2. KARR, CITY CLERK r _ �Mwo® * CITY OF IOWA CITY 7 z-- MEMORANDUM Date: January 12, 2012 To: Tom Markus, City Manager From: Erika Skemp, Community Development Project Coordinators Re: UniverCity Agenda Item - January 24, 2012 Introduction: On January 24th, City Council will be holding a public hearing and voting on a resolution to authorize the conveyance of 317 Douglass Court as part of the UniverCity Neighborhood Partnership Program. History/Background: The grant for the UniverCity Program allows the City to purchase twenty -six rental units located in designated neighborhoods surrounding the University and downtown, rehabilitate them with up to $50,000 in grant funds and then sell them to income - eligible buyers. This will be the 15th home sold as part of the program. The remaining 11 homes are expected to be completed and sold within the next two months. The home at 317 Douglass Court served as a rental for seven years prior to being purchased by the UniverCity program. Renovations include kitchen and bathroom updates, new windows and doors, a new roof, new siding, and new flooring. Improvements to the home are highly visible and the property is now an asset to the neighborhood and to the community. Under the UniverCity Neighborhood Partnership Program, the City proposes to sell 410 Douglass Street for $88,500 (this is what the City paid to purchase the home) plus `carrying costs" of approximately $2,300. "Carrying costs" are all the costs incurred by the City to acquire the home, maintain it and sell it, including abstracting and recording fees, interest on the loan to purchase the home, mowing and snow removal, utilities, real estate taxes, and any costs in excess of $50,000 to repair and rehabilitate the home. Statement of Fiscal Impact: The assessed value of 317 Douglass Court at the time of purchase was $82,040 and the sale price is approximately $90,800. It is likely that the assessed value will increase resulting in an increase in the tax base. There will be no impact on the General Fund for ongoing operating expenses. Recommendation: This home was in need of extensive repair and after the renovation it has become an asset to the neighborhood and to the community. Staff recommends that you approve the resolution to authorize the conveyance of 317 Douglass Court as part of the UniverCity Neighborhood Partnership program. KARR, CITY CLERK _„_ ®, CITY OF IOWA CITY -4- 0 116, . , MEMORANDUM Date: January 17, 2012 To: Tom Markus, City Manager From: Rick Fosse, Director of Public Works Re: Wastewater Treatment Facilities Consolidation Project Introduction Design of the Wastewater Treatment Facilities Consolidation Project is complete and we are ready to begin the bidding process. The estimated cost of construction is $393M and will be funded by a grant from the US Economic Development Agency (EDA), Local Option Sales Tax Revenues, a Community Development Block Grant, two I -Jobs Grants and wastewater operations. This project will expand the South Plant to accommodate flows from North Plant, provide additional capacity and meet current regulatory requirements. The North Plant will be decommissioned as part of this project and will be demolished when funding becomes available. History /Background The North Plant is the older of the two plants with some portions being in service for over 70 years. The City's long range wastewater system plan, stemming from the 1990s, envisioned expansion at the South Plant with eventual decommissioning of the North Plant. In 2008 the North Plant suffered extensive flooding which rendered most of the plant inoperable for an entire month. The South Plant remained fully operational because it is outside of the Iowa River floodplain. The flood served as a catalyst to advance the decommissioning of the North Plant. Discussion of Solutions This project will expand the South Wastewater Treatment Facility allowing the North Wastewater Facility to be eliminated and eventually converted to parkland as part of the Riverfront Crossings. The expansion of the South Facility will also provide additional capacity for growth, improve the quality or our effluent and better position us for potential future water quality regulations. Financial Impact This project will provide operational efficiencies by consolidating all operations at one site. Energy conservation measures were an important part of the design of this facility. KARR, CITY CLERK CITY OF IOWA C I T Y 9 2 sMEMORANDUM Date: January 13, 2012 To: Tom Markus, City Manager From: Rick Fosse, Public Works Director ?4 Re: Highway 218 and Melrose Avenue Traffic Signalization Project — January 24 and February 21 This project will construct a traffic signal at the intersection of the Highway 218 southbound ramps and Melrose Avenue. Plans and specifications for this project were completed by the City of Iowa City Engineering Division. Currently, the Highway 218 southbound off ramp approach operates under stop sign control. During peak traffic periods, this approach experiences excessive delay and queuing, and queues on this approach sometimes extend onto Highway 218. MPOJC completed a Traffic Signal Warrant Study for the intersection of the Highway 218 southbound off -ramp and Melrose Avenue in July of 2010. This study found the intersection met the peak -hour threshold for a traffic signal, and recommended pursuing installation of a traffic signal at the intersection. The proposed traffic signal should reduce the delay and queuing on the off ramp approach. The reduction in queuing also improves the safety on this approach by reducing the chance of queues extending onto Highway 218. Project plans also include interconnecting this signal with the existing traffic signal at the intersection of Melrose Avenue and Camp Cardinal Boulevard, to increase the efficiency of the signal operation. KARR, CITY CLERK r � m p CITY OF IOWA CITY 01 -24 -12 .._MEMORANDUM DATE: January 11, 2012 TO: Tom Markus, City Manager A FROM: Mike Moran, Park and Recreation Director RE: North Market Square Park Pavilion Project January 24 Hold Public Hearing / Advertise February 21 Award Project Introduction: This project consists of building a Park pavilion in North Market Square Park, located at Johnson and Fairchild Streets in Iowa City. History / Background: The park redevelopment project started in FY09 as the North Market Square Park Improvement Project and was delayed for a few years due to redesign of plan elements following neighborhood requested reviews into the project. The North Market Square Park redevelopment was completed in 2011 with the exception of the park pavilion which was held out of this overall project due to redesign. The park pavilion will now be the last phase to complete the redesign of the North Market Square Park project. Discussion of Solution: The North Market Square Park Pavilion Project as approved by the neighborhood will include a new pavilion, along with pavilion foundations, adjoining concrete sidewalk, stairs, and stair railing. Financial Impact Statement: The engineer's estimate for the project is $102,585 and will fall into the CIP budgeted amount for the entire park redevelopment project under fund # 4320 - 441870 (North Market Square Park Redevelopment).
