As directed by Title 9, Chapter 1, Section 3B of the City Code, this is to advise the City Council
of the following action.
Action:
Pursuant to Section 9 -1 -3A (1); Install LANE ASSIGNMENT sign and a LEFT TURN ONLY
pavement marking for interior lane of the northbound leg of the Highway 1 / Orchard Street
intersection.
Comment:
This action is being to clarify lane assignment for the northbound movement of the Highway 1 /
Orchard Street intersection.

Re: Item for the April 3rd, 2012 City Council meeting; Installation of an on- street metered
parking space and establishment of parking meter terms on the 200 block of East
Washington Street
As directed by Title 9, Chapter 1, Section 3B of the City Code, this is to advise the City Council
of the following action.
Action:
Pursuant to Section 9 -1 -3A (17), Establish one additional parking meter, W243E, on the south
side of the 200 block of East Washington Street. This meter will have a 1 -hour term at the rate
of $0.75 per hour.
Comment:
This action was requested by the Transportation Services department as part of the Washington
Street two -way conversion project.

signs on the west side of Algonquin Road.
As directed by Title 9, Chapter 1, Section 3B of the City Code, this is to advise the City Council
of the following action:
Action:
Pursuant to Section 9 -1 -3A (10); Installation of NO PARKING ANY TIME signs on the west side
of Algonquin Road.
Comment:
This action is being taken to establish parking protocol and ensure orderly traffic flow in a
developing higher density section of the Mackinaw Village neighborhood. This action will
supersede the previous action in which parking was prohibited on the east of the street. This
change was requested by the developer.

Ms Balmer — thank you for your email — it has been forwarded to me for a response. Your email will be
included in the information packet which will be released to the City Council on March 29, in advance of their
April 3 meeting.
I have attached a short history of the Lexington Ave barricade at the request of Geoff Fruin, Assistant to the
City Manager. Per the traffic calming program, we would be happy to resurvey Lexington Ave residents
regarding the barricade upon receipt of the petition from a group of residents /households.

i am thinking you will soon be again wasting postage to let everyone the gate is going back up.
Has the council ever considered the total cost of all of this road blocking, it is
always 2 or 3 trucks, 4 men and lots of time that could have been spent on
working on the city streets. Also the letters going out each time the gate is put
in place or taken down.
i am assuming Lexington Avenue will never be repaired, because they think it has
no traffic because of the gate. The South end of the street intersecting with
River Street is full of pot holes.
Ail of the people who signed the petitions to get this gate in place go out to the
North and use the street.
it was always my understanding that streets were for cars to go on, not to be
blocked in the middle of the block.
Please discuss this with the Mayor and maybe the present council will be more a
voice of reason, i do know that some of the former and present members think i
am nothing but a nuisance. We have lived here since 1972, and the people that
move in know all about the dips and should not buy in this area if they don't like
them.

Re: Lexington Ave Barricade
You had asked for some background information on the Lexington Ave traffic barricade in
response to a citizen concern related to the annual reinstallation of the barricade this spring.
Background
In 2001, Lexington Ave residents expressed concern about traffic safety issues on
Lexington Ave, specifically dangerous actions by some motorists. Some motorists were
driving on Lexington Ave recreationally at high rates of speed due to the steep terrain (AKA
Lexington Lumps). In August 2001, a barricade was installed on Lexington Ave near the
intersection with McLean St. The barricade was installed with City Council approval,
following a traffic calming evaluation, during which 68% of responding households indicated
they were in favor of the barricade.
One year after installation, as part of the Council adopted traffic calming policy, the
neighborhood was re- surveyed with 63% of responding households supporting continued
use of the barricade. As a result, the barricade remains in place from April to November
each year, and is removed in the winter to allow access for snow - clearing activities.
The traffic barricade is scheduled to be reinstalled next week by the Streets Department,
barring any inclement weather. As is customary, Lexington Ave residents will be notified in
advance by postcard. Let me know if you have any additional questions.

Rep. Walt Rogers and some ca,-eless Republicans oouldnt get their "ban ox speed and
red light camersa" through proper legislative proceedures, so they're trying a
clever trick of "dumping it s,nto an appropriations bill. ". This flies right is
the face of the Iowa Constitution Article 111, section 29 "Every act shall embrace
but one subject, and matters properly connected therewith; ". The same kind of
clever trick was done to get that "kill season on mourning doves", and "increased
speed :limit on Interstates ". They know how to cleverly "bait" bills when they
cant get them through standard channels.
I know they have clever of ficiale in high places tk:at tan "construe and twist
and interpret the constitution, and words# to make them all politically correct ".
By the time they get done with the constitutions they can make it mean the opposite
of what; it .says. Se-. the Waterloo Courier,l July 07, article by Dennis Clayson.
"For many . whe Constitution is dead document ".
The Constitution is ';Like 4 he "speed limit ". Its violated all the time, and is
only as good as it is enforced. But "WHO" is enforcing it?
Those in power do not like to be restrained.
