Harvat Hall, 410 E. The Commission determined that the property meets the requirements for designation as an Iowa City Historic Landmark. At this meeting the Commission voted unanimously to recommend approval of the designation of 108 McLean as an Iowa City Historic Landmark. Landmark Designation is a zoning overlay and therefore requires a recommendation from the Planning and Zoning Commission. The Commission's role is to review the proposed designation based on its relation to the Comprehensive Plan and proposed public improvements and plans for renewal of the area involved. The property was surveyed in 2009 by Svendsen Tyler, Inc. for the Iowa City Historic Preservation Commission. The survey concluded that because the building retains its original design and much of its integrity, it qualifies for listing in the National Register of Historic Places under Criterion C — distinctive architectural characteristics — both individually and as a contributing resource in a potential National Register historic district. It is the intent of the Owner to have this property accepted for listing in the National Register, and a Historic Preservation Certification Application was submitted to the Iowa State Historic Preservation Office. In a January 26, 2012 letter to the National Park Service, the Iowa State Historic Preservation Office recommended the property as "individually eligible for listing in the National Register of Historic Places as a good example of a stone -clad variation of the Tudor Revival style with a relatively high level of integrity." The Comprehensive Plan designates this portion of the Manville Heights Neighborhood as appropriate for residential development at a density of 16 -24 units per acre. The designation of the property as a landmark is compatible with this land use designation. The applicant is proposing to convert the building into 16 dwelling units. Designating the Sigma Pi Fraternity House at 108 McLean Street would be consistent with the goals and objectives of the Iowa City Historic Preservation Plan, which is an element of the Comprehensive Plan. Section 14 -213-8 of the zoning code contains provisions to help support the continued use of historic buildings. Designation of the property as a landmark will make it eligible for these provisions. The building has been recommendec by the Iowa State Historic Preservation Office as "individually eligible for listing in the National Register of Historic Places as a good example of a stone -clad variation of the Tudor Revival style with a relatively high level of integrity ". Please see the attached letter of January 26, 2012 from Carr to Shearer. It is the intent of the Owner to place this building in the National Register of Historic Places. I have attached a copy of the National Park Service application Part 1 — 'Evaluation of Significance' as well as a copy of the 'Multiple Property Documentation Form — Historical Resources of the Manville Heights Neighborhood of Iowa City Iowa', both authored by Ms. Marlys Swenson. I believe these documents adequately support the significance of the property, and my request the property be placed in the local list. As I review the properties listed as Iowa City Local Historic Landmarks I am surprised at the seeming under representation of properties located in Manville Heights, as well as the fact that there is neither a single former fraternity house nor sorority house in the list.
