Wlnkelhake of trespass, harassment and denial of human righta. The board said the complaint was one of six flied this year and last by the same man. In the latest complaint, fried with the~ board in February, the man stated th~ he'd written a letter to the police chief asking that police not come to hi~ ho'~e without a search warrant or ~ req~le~ from one of residents in the home. The man slated he gave the the city manager's administrative assistant.
