IOWA CITY
Board rejects police complaint
· The Police Citizens Review Board
has ruled against a man who accused
Police Chief R.J. Wlnkelhake of
trespass, harassment and denial of
human righta.
The board said the complaint was
one of six flied this year and last by the
same man.
In the latest complaint, fried with the~
board in February, the man stated th~
he'd written a letter to the police chief
asking that police not come to hi~ ho'~e
without a search warrant or ~ req~le~
from one of residents in the home.

The board said that there is no
evidence that the man ever gave the
letter to the administrative assistant.
Board members further ruled that
