The car failed to stop and traveled at a high rote of speed. When stopped the driver failed to obey the officer's commands. He was then taken to the ground and handcuffed. He then twisted and pulled away from the officer. The officer directed him towards a cot and placed the other cuffon his -exist. He . resisted officer while being escorted to the squad, getting into the squad and going into the jail. The officer Substance caught him and ordered his hands behind his back. The subject refused.
