RE: PCRB Complaint #98-12
Dear Chief Winkelhake:
In executive session Tuesday evening, September 1, 1998, the Police
Citizens Review Board agreed to review PCRB Complaint #98-12 at level
$-8-7 B.l{d). The Board requests from you the following information related
to this complaint:
1. Identification number of the initial officer;
2. A copy of the policy or procedure regarding traffic stops by
unmarked police vehicles;
3. Whether the initial officer was in uniform or in plainclothes?
4. The time interval between when the vehicle was stopped and when
backup officers arrived;
5. The procedure for requiring subjects to exit a vehicle prior to a
search and for handling situations in which the subject(s) refuses.
The Board will be meeting again on Tuesday, September 8, 1998, at
7:00 P.IVI. Would you please deliver one copy of this material by the end of
the work day on September 8 to the Board's Administrative Assistant,
Sandy Bauer, at the City Clerk's Office.

Dear Mayor and Council Members:
At our meeting of September 1, 1998, the Police Citizens Review Board
unanimously voted to request an extension of the 30-day reporting deadline
according to Section 1 of Ordinance No. 973792 for PCRB Complaints
#98-11, #98-14 and #98-16.
Because we are awaiting additional information requested from the police
department, we are requesting a 45-day extension on each of these
complaints:
· PCRB #98-11 - Report is presently due 9/19/98
45-day extension - Report would be due November 3, 1998
· PCRB #98-14 - Report is presently due 9/20/98
45-day extension - Report would be due November 4, 1998
· PCRB #98-16 - Report is presently due 9/20/98
45-day extension - Report would be due November 4, 1998
The Board has scheduled meetings for every Tuesday evening for the
remainder of the year, so your prompt consideration would be most
appreciated.

RE: Police Chief's Reports to PCRB
Dear Chief Winkelhake:
The Police Citizens Review Board has noticed an inconsistency in the format
of your reports (Chief's Reports) and wanted to bring this to your attention.
For example, the officers "number code" has been inadvertently omitted
from the PCRB #98-12 report.
The Board has become accustomed to the format utilized with PCRB #98-6
which is consistent with most others regarding the officer number code
throughout the report, and particularly under the two categories title "Record
of Previous Disciplinary Action" and "Record of Previous PCRB Complaint
History."
Your attention to this matter would be most appreciated!

SUBJECT: July and August Use of Force Review
The bi-monthly "Use of Force Review" Committee met on September 3, 1998. The
committee was composed &the following personnel;

Captain Widmer
Sgt. Steffen
Officer Dreckman
Officer Huff
A review of the reports submitted during the months of July (23 incidents-39 reports) and
August (25 incidents-46 reports) revealed only two issues, both of which are
administrative in nature.
#1 On the top line &the Use &Force Report, "Type of Incident" refers to a specific
crime or type of incident. Simply writing "arrest" is not what we are looking for.
#2 When a use of force incident occurs, all officers involved are required to fill out an
individual r6port. The only exception to this is an SRT incident. For purposes of the Use
of Force Report, SKT incidents are allowed to be documented jointly on one form. We
would suggest that "hands-on" contact would generate a report, hence if only one person
is physically taken down/cuffed, the primary officer would do the report to document the
operation. If two officers do actual "hands-on", then two reports would be required.
SRT supervisors are to monitor this.
Reports with noted discrepancies are being returned to the respective commanders.

Dear Mr. Hoffey,
This response is in reference to your letter of September 3, 1998 regarding the
use of the officers "number code" and the format of the report to the Police
Citizen's Review Board.
The "number code" was not inadvertently omitted. I did not include the "number
code" because the report is much more readable with the term "the officer" rather
than a number. However, I will review 98-6 and attempt to submit future reports
in the same manner.
