Winkelhake, Chief of Police (~[~1~7 iowa City Police Department 410 East Washington Street Iowa City IA 52240 Dear Chief Winkelhake: Thank you for the Internal Investigations Summary and the accompanying Internal Investigation Log. While reviewing the material, we believe there may be a possible error in I.A.I. #97-4. Your report states that I.A.I. #97-4 involved two allegations and one officer. However, we believe that I.A.I. #97-4 is the same as PCRB #97-1, which did indeed involve two allegations but those allegations involved two officers and not one officer. You may want to take a look at this. For the Board to better understand the Internal Investigations Log, we request that you send an annotated copy of this report reflecting the PCRB complaint number where a PCRB complaint was filed. The Board also requests that on further internal investigations, a cross-reference be made to any PCRB complaint numbers. This would certainly help to reduce any confusion on our part. The Board would like to invite you to make a presentation on the issue of building searches at its regular meeting on November 10, 1998. The presentation should not exceed fifteen (15) minutes and will be followed by a question and answer session. This meeting will commence at 7:00 p.m. in the Lobby Conference Room. Would you please reply to Sandy Bauer so that we can finalize the agenda. The Board would like to invite you to review various police policies and procedures at its regular meetings the second Tuesday of each month. We will keep you apprised of the issues we would like to be presented and discussed. Would you also please provide twelve (12) copies of the policy/procedure on building searches to accommodate the Board's review prior to the November 10 presentation. Sincerely, Leah Cohen, Chair Police Citizens Review Board v/ cc: PCRB City of Iowa City M MORANDUM Date: October 19, 1998 To: Police Citizens Review Board From: City Manager Re: PCRB Ordinance - Time Requirements In my memo of August 12, 1998 I requested the PCRB consider an amendment to the ordinance that would provide for an extension of time with respect to the investigation of complaints by the Police Department. As I indicated in my memorandum, although timeliness is critical, the thoroughness should be of paramount concern in these investigations. I note in your annual report recently submitted to the City Council that you have not recommended any ordinance changes as suggested in my August 12 memo. There is no mention of my request and your interest, agreement, disagreement, etc. In order that I may discern the position of the PCRB, I would appreciate receiving a written response so that I may determine what other action might be necessary on the part of my ofrico to encourage the amendments to the PCRB ordinance. As indicated would be happy to appear before the PCRB to discuss my concerns. cc: City Council
