Dear Chief Winkelhake:
This is to confirm your presentation of the Iowa City Police Department's
policy, procedure and/or practice on J~ at the PCRB's regular
meeting on Tuesday, November 10, 1998, commencing at 7:00 P.M., in the
Lobby Conference Room. To accommodate the Board's review prior to your
presentation, would you please provide 12 copies of any written policy,
procedure or practice on building searches to Sandy Bauer by 5:00 P.M.,
Friday, November 6, 1998.
Subsequent to your presentation on building searches at this meeting, the
Board wishes to discuss with you the issue of data collection on traffic
stops.
If you have any questions, please give me a call.

The Police Citizens Review Board discussed issues brought forward at the
community forum of October 27. Discussions before, during and after
suggest there are several important misunderstandings of the role and
function of the Board within the Police Department.
The Board has designated Paul Hoffey, Leah Cohen, and Attorney Doug
Russell to meet with you and Mr. Atkins to discuss our concerns. We are
available on Wednesday, November 18 at 2:00 P.M. or Thursday, November
19 at 9:00 a.m. Please let us know if one of these times would be
convenient for you.

PCRB Annual Report
Please inform the Board of a change in the filing of their annual reports henceforth. We
would like all Boards and Commissions to file reports for activities through June 30.
Reports can be approved by each respective Board or Commission in July but should be
submitted no later than August 1. Staffwill compile all Board and Commission reports
and present to Council in September of each year. I realize that next year's report will
not reflect a full twelve month period and a footnote could be added to the report that first
year. Thanks.
