CALL TO ORDER Chair L. Cohen called the meeting to order at 6:30
AI'I'ENDANCE Board members present: L. Cohen, P. Farrant, P. Hoffey,
and M. Raymond. Board member absent: J. Watson.
Staff present: Legal Counsel D. Russell and
administrative assistant S. Bauer.
CONSENT
CALENDAR Motion by P. Hoffey and seconded by P. Farrant to adopt
the Consent Calendar. Motion carried, 4/0, Watson
absent.
RECOMMENDATION TO COUNCIL
· The PCRB requests an extension to December 18,
1998, to file their public report on PCRB Complaint
#98-17 because the Board is responding to a request
of additional time from the Police Department through
the City Attorney.
EXECUTIVE
SESSION Motion by P. Hoffey and seconded by M. Raymond to
adjourn into Executive Session based on Section 21.5(a)
of the Code of Iowa to review or discuss records which
are required or authorized by state or federal law to be
kept confidential or to be kept confidential as a condition
for that government body's possession or continued
receipt of federal funds, and 22.7(11) personal
information in confidential personnel records of public
bodies including but not limited to cities, boards of
supervisors and school districts. Motion carried, 4/0,
Watson absent. Meeting adjourned at 6:33 P.M.
Regular meeting resumed at 7:00 P.M.
Motion by P. Hoffey and seconded by M. Raymond to
request from the City Council an extension of time to file
its public report on PCRB #98-17 to December 18, 1998,
because the Police Department, through the City
Attorney, is requesting additional time. Motion carried,
4/0, Watson absent.

PRESENTATION
ON BUILDING
SEARCHES Motion by P. Hoffey and seconded by M. Raymond to
accept correspondence from Chief Winkelhake, dated
11/5/98 and 11/6/98, regarding ICPD
policy/procedure/practices on buikling searches. Motion
carried, 5/0, all members present.
Iowa City Police Chief R. J. Winkelhake presented
information and materials concerning policy/procedures
and practices on building searches. In the near future,
the ICPD canine unit policy will become an integral part
in the building searches policy. A draft of a General
Order on building searches is presently being reviewed
by supervisors and officers, as is a draft of a General
Order for the use of a K-9 by the department. Chief
Winkelhake reiterated that all orders will be sent to the
PCRB as they are issued. Questions from Board
members followed.
DATA COLLEC~qON
ON TRAFFIC STOPS Board members questioned Chief Winkelhake
regarding the feasibility of data collection on traffic
stops. Chief Winkelhake's recommendation is not to
require it for the reasons stated in his letter of November
4, 1998.
PUBLIC DISCUSSION None
MEETING SCHEDULE
· The special meetings scheduled for November 17 and
November 24 are cancelled.

9:00 P.M. at the Broadway Neighborhood Center
· Regular Meeting December 8, 1998, 7:00 P.M. -

BOARD
INFORMATION P. Hoffey - was contacted by a director of a sorority
who expressed she has had occasion to contact the
police department in the past, with results both positive
and negative.
L. Cohen - confirmed that P. Hoffey, L. Cohen and D.
Russell will be attending a meeting with City Manager S.
Atkins and Chief of Police R.J. Winkelhake at 9:00 A.M.
on November 19, 1995, to discuss communications
between ICPD, the City Manager, and the PCRB.
STAFF
INFORMATION D. Russell - was contacted by the City Attorney about
recommendation for changes in the Board's Standard
Operating Procedures and Guidelines which she will be
submitting to the City Council at their informal meeting
on November 16. (J. Watson and D. Russell will attend
that meeting to answer questions, if any.)
Recommendations from the City Council will be
presented to Board members for their response.
ADJOURNMENT Motion for adjournment by P. Hoffey and seconded by
P. Farrant. Motion carried, 4/0, Raymond absent.
