Winkelhake, Chief of Police RE: REPORTS TO THE BOARD DATE: December 8, 1998 Some concerns have been brought to my attention regarding the methods for identifying officers in the body of my reports to the Police Citizen's Review Board, as well as the data I provide at the end of the reports which pertain to the officer's previous disciplinary history. The concerns focus on the ability to identify officers and the possible creation of bias against an officer because such information is provided before the Board's deliberation on the facts. To address these concerns from now on, the reports I submit will identify the officers as Officer #1, Officer #2, etc., rather than by an assigned number as in past reports. Further, I will not include past disciplinary history, nor past complaint history with my report. Notwithstanding the above, I will supply you with a monthly up-to-date history of Intemal Affairs for the year, but will not include any case for which the Board has not completed deliberation and issued its findings.I have included a sample of such a monthly report for your information. believe these changes will address the concerns of employees, as well as some issues which have been raised by the City Attorney's office. This change in my report format will begin with the next report I submit to the Board. ICPD TRAINING DATE: December 4, 1998 TO: Chief Winkelhake FROM: Captain v~r~dmer REF: November Training R~ort CRIME SCENE TECHNOLOGY WORKSHOP I (November 2-6) Northwestern Traffic Institute/Evanston, IL Officer Cox Officer Cox is one of our most active officers in the CST (Crime Scene Technician) program. During the spring conference of the Midwest International Association of Identification, he won free tuition to any one week school put on by Northwestern. Officer Cox selected this course to help him build his skills as a CST. This 40 hour course provides the fundamentals of crime scene processing by taking a multi-disciplinary approach. The course covered: approaching, searching and assessing the scene; notes, sketches & diagrams; evidence identification & collection, photography; bloodstain evidence; use of the forensic laboratory. DARE OFFICER TRAINING (November 8-20) Jefferson City, MO Officer Boland Due to the timely need for a replacement officer as a DARE instructor to fiflflll our commitment to the Iowa City grade schools, Officer Boland was selected to attend this certification training. This course of instruction equips the officer with the skills needed to instruct the anti-drug and violence curriculum of the DARE Program. VERBAL JUDO - TRAIN ~ TRAINER (November 9-13) Jacksonville, FL/IPTM (George Thompson) Lt. Johnson This training deals with skills to control verbal encounters that oRen have thc potential to generate complaints and/or escalate to physical confrontations. Iowa City Officers are expected to rise above the "heat of the moment" and use their controlled skills to defuse these common types of encounters. To better equip officers for these situations, it is our intent to provide training for all officers. Officer Johnson is now certified to instruct Verbal Judo and is developing a plan to make this training available for all officers. CitlLD ABUSE AND EXPLOITATION INVESTIGATIVE TECHNIQUES (November 16-20) Indianapolis, IN/Fox Valley Technical College Officer Platz This training (for which we received a scholarship) was co-hosted with the Office of Juvenile Justice and Delinquency Prevention. It focused on physical abuse and neglect, intrafamilial sexual abuse, missing children, child pornography, child protective services, child prostitution, interviewing techniques, and legal considerations in case preparation. Officer Platz will be assigned to the Investigations Unit in January. These sldlls are necessary fo.r her to perform these types of investigations SPECIAL RESPONSE TEAM TRAINING (November 23 & 24) Cedar Rapids Police Range 16 SRT Officers The team was divided in half (half each day) and traveled to the Washington County Conservation Board Range for weapons training. Team members practiced with the MP-5 and the Benelli shotgun. Various drills were practiced to raise qualification scores. Part of the training was conducted during hours of darkness. F.A.T.S. (NovembeO Iowa City Police Department 43 Officers During the month of November, officers were individually required to demonstrate proficiency in a skill builder and a use of force issue from the continuum disc, scenario #1 and #5. Copy: CiIy Manager To: Chief Winkelhake From: Officer 3oel Myers Reft Monthly Activity Rep(~t~l~c~ Date: December 10, 1998 Copy: Captain Widmer During the period covered by this report, 9 different officers spent a total of :161/4 hours participating in more than 14 community events and had contact with more than 362 citizens (not including the number listening to a radio program on Nov. 9. Listed is an overview of the different events. On Nov 01 Off. Singleman presided at a Neighborhood Watch Meeting on Shamrock Dr which lasted I hour. He enlisted two new members and answered questions. On Nov 02 Off. Berg made a presentation concerning alcohol- related law and search & seizure laws to 55 college-aged kids over 1.5 hours at Pappa 3ohn at U Hospitals. On Nov 2 Off. Boland made a 1-hour presentation on alcohol awareness and downtown policies to 50 college-aged students at the DU House. On Nov 03 Invest. Protaskey spoke to 30. hospital staff reg.: chain of evidence / forms / procedures. She spent 4.5 hours at Mercy discussing care of adult survivors of sexual assault. On Nov 03 Invest Protaskey also participated on a 3-person panel for one hour discussing sexual assault calls with 12 college-aged students. On Nov 04 Invest Protaskey also participated on a 3-person panel for one hour discussing sexual assault calls with 18 college-aged students. On Nov 06 Officer Berg and Coralville Off. DeBoer spoke to a driver's ed. Class at West High on Drunk Driving. They contacted 20 students during the hour. Community Relations Monthly Activity Report .1 On Nov 09 Off Berg appeared on a radio talk show for one hour promoting the Citizen's Police Academy. (KX[C AM 800). On Nov 15 Off. Fjelstad spoke on Stranger Danger to 4 kids and 5 adults at a cub scout meeting for 30 minutes. On Nov 16 Off. Berg spoke for 30 minutes to 25 members of the Eagles Lodge Auxiliary on the Neighborhood Watch program. On Nov 17 Sgt. Steffen spoke to 12 high school students for 11/4 hours at Regina about law enforcement as a career. On Nov 20 Sgt. Steffen spoke for 1 hour to 27 4th grade students at Regina concerning what an investigator does in solving a mystery. On Nov 21 an officer was assigned six 7 year olds as a cub scout merit activity to tour the police department. (1 hour) On Nov 21 Off. Dreckman and Off.
