MATS TRAINING - Session #5
(March 8 - 11 )
Johnson County Fairgrounds/Mercer Park/Civic Center
Average 14 Officers
Each Iowa City Officer is scheduled to attend four days of training, this being the fifth and
final session. Jointly with Johnson County SO, Coralville PD and University DPS,
instruction is received in Hazmat, Bloodbourne Pathogens, Alzheimer's Disease
Sensitivity, CPR, ASP, Defensive Tactics, Vehicle Operation and County Attorney Issues.
The 4th day of MATS does not include other agencies. Training is received in fire
extinguisher operation, evacuation plan, hazard communications/employee right to know,
first aid kits, rescue disk, respirator fit, community polic'mg/probation partnership, Use of
Force review and Communication Diversity ('individual topic synopsis available in "1999
MATS Course Content Guide). MATS is an annual training covering legal and
legislatively mandated subjects as well as targeted needs.
INTERVIEW AND INTERROGATION SCHOOL
(March 11-12)
Iowa Law Enforcement Academy (DCI)

This two day school, instructed by special agents from the Iowa Division of Criminal
Investigation, provides officers with basic skills of law enfomement interviewing and
interrogation techniques. Topics addressed include interrogations and the law, room
setting, interviewing skills, interrogation skills, report writing skills, and court room
testimony.
SPECIAL RESPONSE TEAM TRAINING
Team Exercise/Tactics/Scenarios
(March 16)
Hoover Elementary School
16 SRT Officers (2 Absent)
Members worked on an exercise involving a simulated hostage situation in the school.
This exercise involved all activity including planning and execution. After the exercise and
debriefing, specific practice was completed in group hallway movement with shields and
stairway movement.
Range Training
(March 29 or 30)
Washington County Range
9 SRT Officers on 29~, 7 SRT Officers on the 30th
All SRT officers responded to the DNR gun range in Washington County. There they
practiced/qualified with their assigned weapons, Marksman rifle, MP-5 or shotgun. Those
assigned as Marksmen qualified with the rifle.
GOVENOR'S TRAFFIC SAFETY NATIONAL CONFERENCE-LIFESAVERS
(March 20-23)

The Iowa City Police Department works closely with the State organization through the
various traffic safety grants we receive. This conference addresses a wide range of safety
topics, from child passenger safety and occupant protection to roadway and vehicle safety
and technology. It offers the latest information on advances in highway safety, highlights
successful programs and draws attention to emerging traffic safety issues. The majority of
the expenses incurred for this training are reimbursed by the State of Iowa.
NARCOTICS INVESTIGATORS SCHOOL (DEA)
(March 22-April 2)

As the newly assigned narcotics task force officer, this training is designed specifically for
those working in this area. Course topics presented include drug identification, evidence
handling, surveillance techniques, financial investigations, safety and survival, drug
trafficking patterns and asset forfeiture. The school was presented by a team form the St.
Louis, Missouri Drug Enforcement Administration Divisional Field Office.
MOTOR VEHICLE THEFT/CELLULAR PHONE FRAUD TRAINING
(March 23)

Officers Huff, Humrichouse & Clarahan
The morning session on motor vehicle theft/fraud was lead by Investigator George
O'Donnell from the Iowa Department of Transportation. The afternoon session on
cellular telephone frauds was lead by Dana Berry of Frontier Advanced Service
Technologies. These two distinct trainings exposed officers to various criminal frauds
being perpetrated in our area.
HOSTAGE NEGOTIATION TRAINING
(March 24)

This training, conducted by the FBI, was used a refresher for previously trained hostage
negotiators. They covered basic guidelines, measuring progress, high risk factors,
negotiation concepts for commanders, third party imermediaries and first responder
guidelines.
IOWA MULTI-JURISDICTIONAL DRUG TASK FORCE CONFERENCE
(March 24-26)

Lt. Wyss
Lt. Wyss oversees, and is responsible for, the grant which funds a full-time position for the
narcotics investigator. This annual training deals with many current topics in the area of
drug investigations and management of programs.
GOVERNOR'S HIGHWAY TRAFFIC SAFETY CONFERENCE
(March 30-April 1)

Sgt. Steffen manages this grant and is required to attend this annual conference. The
conference focuses safety issues in the areas of problems caused by alcohol abuse and seat
restraint issues.
IOWA CRIME PREVENTION ASSOCIATION TRAINING CONFERENCE
(March 30-April 1)

Officer Singelman
Officer Singelman is the newly assigned and trained crime prevention officer. This annual
conference helps keep the assigned officer abreast with current trends and issues. It also
allows him to network with other officers across the State. Specific topics included
crimes against the elderly, insurance fraud, meth labs and public education, road rage,
computer crimes and Safe Kids Coalition.

Attached is a listing of the current CALEA standards with their titles and broken down
into chapters. Also included are the directives and other documentation which is being
used to show compliance with the standards.
As of this date we have 157 standards which should meet CALEA requirements, 65 are
not applicable by function (i.e. jail standards), 57 are developed but currently at some
point in the review process ( by supervisors, officers comments, legal, or affected party),
48 are under development and 112 have yet to be addressed. I would anticipate several
of the 157 completed standards to be further refined to meet or remain consistent with
other standards as they are developed (i.e. a change in the evaluation, disciplinary or
internal affairs standards could affect the other two, requiring sections to be rewritten to
be consistent with each other). Also changes in the state code oitcn require minor
adjustments to a particular policy.
