Winkelhake, Chief of Police~-~ RE: TRAFFIC POLICY DATE: June 30, 1999 The use of unmarked cars and plainclothes police officers making traffic stops is part of a Traffic General Order. The Order is being reviewed by the City's legal staff, as well as members of the department. While I fully expect the General Order to be completed, there is the possibility that the review may not be completed before August 10, 1999. In the past, the Board indicated they were not interested in seeing an order or policy before it was completed and in place. The attached is an updated report of the CALEA project the department is engaged in at the present time. The information maybe of use to the Board to determine which policies they may wish to review. Also included are the directives and other documentation which is being used to show compliance with the standards. The 4th edition of CALEA has 439 standards which must be addressed. As of this date we have 170 standards which should meet CALEA requirements, 65 standards are not applicable by function (i.e. jail standards), 51 are developed but currently at some point in the review process ( by supervisors, officers comments, legal, or affected party), 51 are under development and 102 have yet to be addressed. I would anticipate several of the 170 completed standards to be further refined to meet or remain consistent with other standards as they are developed (i.e. a change in the evaluation, disciplinary or internal affairs standards could affect the other two, requiring sections to be rewritten to be consistent with each other). Also changes in the state code often require minor adjustments to a particular policy.
