RE: Proposed Amendment to PCRB Standard Operating Procedures
Dear Eleanor and Sarah:
As you may be aware within the last couple of months an issue has arisen concerning
the Standard Operating Procedures for the PCRB concerning name clearing hearings.
Chief Winkelhake proposed a modification in the manner in which notice is given to the
officers in order to provide them with more information concerning the subject of the
name clearing hearing. The Board has decided that this would be in the best interest of
the Board and the Department to advise the officer of the subject matter of proposed
criticism prior to the name clearing hearing so that the officer can make an informed
decision as to whether he wishes to participate. The amendment to the SOP is a
limited one. It pertains to IV Complaint Review Process Section E (7).
We would appreciate your comments on this proposal before we send it on to the
council for approval. The Board intends to simply include either the particular allegation
to which the criticism will pertain or if the criticism is with regard to a non-allegation then
the subject matter of the criticism will be noted in the letter inviting the police officer to
attend a name clearing hearing.

RE: PCRB-Videotape
Dear Bob:
In follow-up to the Board's "Purpose of PCRB Video," I am wondering if you need
anything further to move forward with the production of the videotape, or if there
is anything the Board can do at this point to assist you? At its meeting on
September 12, the Board also inquired as to your timeframe for completion of the
video. Would you please give me a call with an update so I can pass this
information on to the Board?
