HomeMy WebLinkAbout04-19-2001 Communication City of Iowa City MEMORANDUM DATE: April 9, 2001 TO: City Council FROM: City Manager RE: PCRB The City Council has requested the summary of costs associated with the operation of the Police Citizen Review board (PCRB). The attached summarizes costs. Costs by City Clerk, City Manager and City Attorney can not be accurately portrayed in the summary and therefore are no._3t included. We have identified, by complaint/allegation, the cost of staff time associated with the Police investigative process as it relates to policies and procedures within the PCRB ordinance. The cost of police officer participation in PCRB forums and related events has not been included in this report. Also shown is the cost of the operations of the PCRB on a fiscal year basis. These are primarily for contracted legal counsel and a staff employee. The costs do noj include the supervisory time of the City Clerk. Review all complaints of police misconduct. · Review Chief's Report in a manner that is fair, thorough and accurate · Issue public report to City Council 2. Help the Chief, City Manager, and City Council evaluate the overall performance of the ICPD. · Maintain a monitoring system for tracking complaints · Provide an annual report to the City Council · Review practices, procedures and policies and make recommendations for change · Recommend ways for the ICPD to improve community relations and be more responsive to community needs 3. Assure the citizens of Iowa City that the ICPD's performance is in keeping with community standards. · Seek and accept comment, opinion and advice · Hold periodic community forums to gather public input and to inform the public
