58, 54 08-01-03 3-38751 Open container When the officer advised the subject he
was under arrest he also told the
subject, who had been sitting on a
bench, to stand up. The subject did not
comply until the officer grabbed him by
the left arm. At that time the subject
actively resisted the office's attempts to
handcuffhim and knocked the
t'~ handcuffs from the officer's hand. The

N a window and then run. The officer
chased him a short distance while
giving him verbal commands to stop.
When the officer caught the subject he
directed him to the ground. The
subject then complied with verbal
commands to place his hands behind
his back.
54, 13, 58 08-02-03 3-38979 Fight Subject was handcuffed without
incident but then tried to pull away and
kick the officers. He was told to lie on
the ground but refused to do so and
continued to try to actively resist.. An
officer deployed a chemical agent and
the subject then complied with officer
commands.
55 08-03-03 3-39127 Fight Officer was in a foot chase with subject
who had been in a fight. The officer
caught the subject and directed him to
the ground. Subject then cooperated
with the officer.
55 08-14-03 3-41033 Man with a gun Officer responded to a report of a man
with a gun. When the officer arrived
several subjects fled. The office
pursued one subject on foot and
directed him to ground. Subject kept
his hands under him and refused to
show them to the officer. The officer

used his flashlight as a lever to pry his
hands out from under him and handcuff
him.
3 08-15-03 3-41296 Possible armed subject Officer responded to a complaint of a
subject who may be armed. The officer
grabbed the subject by the right arm
and escorted him to the floor. The
subject did not resist and no further
force was needed.
58 08-16-03 3-41410 Bar Check The subject refused to comply with the
officer's verbal directions to step
outside where the officer could more
easily interview him. The officer
grasped the subject by the arm and
escorted him from of bar.
56 08-20-03 3-42280 Shoplifter When the subject was told she was
under arrest she pulled away from the
officer. The officer directed her to the
ground where she was handcuffed.
37 08-22-03 3-42619 Public Intoxication The subject refused to be handcuffed
and clasped his hand onto his wrist.
The officer directed him to the ground
and used a hands control technique to
get his hands in a position where a
second officer could handcuff him.
21 08-22-03 3-42767 Animal Complaint The officer used his side arm to
dispatch a opossum that had been
severely injmed by a dog.
14 08-24-03 3-43123 Loud Party Officers were trying to break up a large
o~ fight and had told the subject to leave.
~ ~~ ~ After refusing to leave she was told that

out of her handcuffs. The officer then
placed her against a squad car where he
again placed handcuffs on her wrists.
26, 31 08-24-03 3-43168 Out with subject Subject had nm from officers but
stopped after 5-6 blocks. The officer
ordered him to the ground, but he did

not comply. The officer directed him
to the ground and handcuffed him.
6 08-26-03 3-43562 Out with subject After the subject had been placed under
arrest he refused to get into the patrol
car. The officer physically directed
him into the paa'ol car.
58 08-26-03 3-43567 Public Intoxication The subject was told multiple times by
an officer to back away from a second
officer who was in the process of
making an arrest. The first officer
advised the subject that he was under
arrest after he yelled at and advanced
on the 2na officer. The subject began to
flail his arms and was about to flee
when the officer grabbed him by the
co arm. The subject then attempted to pull

~ 9, 54 C~ 08-27-03 3-43820 PAULA The officer was investigating the
c-~ subject for PAULA and was in
possession of a fake ID. When he
attempted to grab the ID back from the
officer and nm the officer grabbed him.
With the assistance of another officer
the subject was directed to the ground
where he continued to resist. The
officer used a hands control technique
to place the subject's hands behind his
back to hand cuff him.
54 08-28-03 3-44080 Theft 5th After the officer informed the subject
that he was under arrest the subject
attempted to walk away. When the
officer grabbed the subject's shirt to
stop him the subject quickly turned
around. The officer grabbed the
subject's right arm and attempted to
place it behind his back, but the subject
kept trying to pull away. The officer
directed the subject to the ground
where he was handcuffed.
19 08-28-03 3-44293 Bar Check The arrested subject refused to comply
with officer requests to get into the
squad car. The officer exposed the

subject to a chem/cal agent when he
started to kick the officer.
54 08-30-03 3-44644 Bar Check While the subject was being written a
PAULA ticket he ran from the officer.
The officer pursued him and directed
him to the ground. He was handcuffed
without further incident.
38, 15 -08-31-03 3-44929 Burglary The subject, who appeared agitated,
refused to comply with verbal
commands and was directed to the
ground by the officer where he was
handcuffed.
57 08-31-03 3-44976 Assault/Fight Officer observed subject punching
another person who was on the ground.
The officer grabbed the subject by the
upper body and directed him to the
ground where he was handcuffed.

27, 16, 47, 59 09-03-03 3-45712 Unk. Problem Suicidal subject had covered htmSelf
with lighter fluid and unsuccessfully
attempted to light himself on fire.
Subject did not drop the lighter and go
to the ground as directed. An officer
LO deployed a chemical agent, causing the

~_ ~C) continued to disregard officer
o.. ~II" - commands and attempted to flee. An
~'- officer attempted to use his baton when
~ ,}_ CD the subject became physically
~- r combative. Officers were able to

c-~ C) ground where he was handcuffed.
9, 15 09-05-03 3-46000 911 Hang-up call The subject attempted to walk away
from the officer who was conducting an
investigation. When the officer
grabbed him by the arm the subject
jerked away and tried to strike the
officer. The officer blocked the strike
and directed the subject to the ground
where he was able to place one
handcuffon the subject. The subject
placed his other hand under his body
and the officer used a hands control
technique to place this hand behind the
subject's back to be handcuffed.
58 09-05-03 3-46008 Bar check Officer was conducting a bar check and
requested ID fromthe subject. The
subject refused to provide ID and
refused to follow the officer outside to
talk. When the subject attempted to
walk away from the officer, the officer
grabbed him by the arm. When the
subject resisted the officer advised him
that he was under arrest and to place his
hands behind his back. When the
subject continued to physically resist
the officer held him against a wall to
handcuff him.
19 09-05-03 3-46224 Intoxicated subject The officer was attempting to pat the
arrestee down when the subject
aggressively mmed around to face the
officer. The officer physically directed
the subject so the subject was leaning

front forward over the trunk of the
squad car.
27, 49, 47, 48, 09-05-03 3-46284 Out of control A subject who was suffering from
40 individual hallucinations, for unknown reasons,
jumped into the backseat of a patrol car
and started slamming himself against
the doors and windows. When the
subject made verbal thxeats an officer
deployed a chemical. Officers were
able to remove him from the car, direct
him to the ground and place handcuffs
and leg restraints on him as he kicked
and straggled with officers. After the
t.o .~c officers had placed him back in the
~ patrol car he was able to free one
of
his
~ ~12 C~ hands from the handcuffs. When the
.~t.~t .,r' ~X,~, - officers opened the car door the subject

c:~ ambulance to UIHC where it was
determined he had been using an unk
stimulant.
58 09-07-03 3-46673 Fight Officer observed subject punch a
person in the face. When the officer
yelled at him to stop the subject ran.
The officer pursued him while
continually yelling at him to stop.
When the officer caught up to the
subject, the subject turned to face the
officer and the officer deployed a
chemical agent. At that point the
subject complied with officer requests
and went to the ground as directed.
14 09-07-03 3-46731 Disorderly House When the subject was advised that he
was under arrest he attempted to leave.
When the officer grabbed him by the
arm he turned on the officer, driving
the officer against a wall. The officer
was able to gain control of the subject
and directed him to the ground where
he was handcuffed.
14, 42 09-07-03 3-46851 Public Urination While speaking with the subject about
urinating in public the subject fled from
officers. After a short foot chase the

subject stopped and laid on the ground
where he was handcuffed. After
walking the subject back to the patrol
car the subject started to kick the
officers. The officer gained control of
the subject and placed lfim into the
patrol car.
51 09-10-03 3-47204 Suicidal Subject Officers responded to a complaint ora
suicidal person armed with a knife.
When officers amved they saw the
subject tuck something into the right
side of his pants. The officer drew his
side arm and ordered the subject to put
his hands up. After the subject was
secured the officer holstered his side
arm. The knife was confiscated.
1 09-17-03 3-48571 Medical Assist The subject was resisting attempts by
medical personnel by flailing his arms
about. The officer restrained the
subject by placing handcuffs on him.
5 09-18-03 3-48861 Welfare The officer drew his sidearm while
Check/Building Search checking a building.
58 09-20-03 3-49343 OWI After officers had arrested the subject
for OWI he began screaming at them
and tried to pull away while being
escorted to the patrol car. The officer
held the subject against the patrol car's
trunk while conducting a pat search.
20 09-20-03 3-49353 Open container The officer told the subject to come
to back to the patrol car with him. When
to ~ the subject declined the officer grabbed

~ ~- to the patrol car. While the officer was

20 09-21-03 3-49689 Fight in progress Officer attempted to separate subjects
who were fighting. One subject backed
away while this subject continued to
advance on the other combatant. When
the subject refused to heed officer
commands to back away the officer

pushed him in the chest to keep him
separated from the other individual.
The subject then tm-ned aggressively
towards the officer. When the subject
was placed under arrest he tensed up
while being handcuffed.
90 09-26-03 3-50548 Littering Officer observed subject throw a glass
in the street. When he called to the
subject the subject walked away as if he
didn't hear. When the officer placed
t~ his hand on the subject's shoulder to
t~ ~ get his attention the subject attempted
~ ~'~'G to run. When the officer attempted to

tried to run. The officer directed the
~ ~ ) ~ subject to the ground where he was
~ ~- handcuffed.
on 09-27-03 3-50785 Open Container When the officer attempted to speak

container of alcohol the subject
attempted to run but tripped and fell.
The subject physically resisted being
handcuffed and attempted to flee again.
The officer directed him to the ground
and exposed him to a chemical agent to
gain control and compliance.
56 09-27-03 3-50878 Intoxicated Person After being placed under arrest the
subject refused to get into the pat~oI
car. When the officers attempted to
direct him into the back seat the subject
kicked at the officers. After the officer
exposed the subject to a chemical agent
the subject complied.
4, 54 09-28-03 3-50979 Public Intoxication While attempting to handcuff the
subject she physically resisted. The
officers directed her to the ground
where they were able to handcuffher.
58 09-28-03 3-50986 Disorderly conduct The subject refused to comply with
officer commands to place his hands
behind his back. When the officer
grabbed the subject's hand the subject
tensed up. The officer used a hands
control technique to place the subject's
hands behind his back to handcuff him.
