Approved 6-0. Report from Website Subcommittee: No update. Report from Grant ProgramminQ Subcommittee: Keranen reported that she announced the Youth Empowerment Grant at the Student Citizenship Awards ceremony held during the Council meeting on November 5. She also reported that she would be posting Facebook ads shortly. The timing for the ads was discussed. It was agreed that the holiday season was not a good time to promote the grant due to the hectic nature, so another major advertising push would begin after the holidays in 2008. Green reported that she had given flyers to student group leaders at Regina High School. Nelson reported that he emailed information about the Youth Empowerment Grant to leaders of University of Iowa student groups that were interested in community service. Public Discussion: None. Vacancies: Applications are being accepted for two positions for ages 18 to 21. One of the 18 through 21 positions is immediately open, while the remaining open on January 1, 2008. November 19th: Each group will receive the family that they will be working with and the religion class that will be contributing. November 20th_26th: Each group will visit with their family and determine what the family's needs and wants are. November 27th: The forms/posters describing the needs and wants are due and will be posted in the classrooms. December 4 th : We will have a prayer service with the entire school, creating enthusiasm for the project. December 5th: Collections begin in the religion classrooms. One ofthe four seniors in the group will be in their religion class before school every morning to superVise. December 7th: Final prayer service draft due. December 9th: Collect monetary donations from the community in a separate collection at the various churches. December 10-14: Last week of collections. December 13th: Each senior group receives a designated amount of money to go shopping for something needed that was not donated. December 19th: Final prayer service showing the community all ofthe gifts that have been collected and will go to the families for Christmas. *Seniors will need to wrap all the presents and prepare them to be taken to the families. The mission of our project is to provide seventeen needy families in the Iowa City community with bountiful Christmases. It is to bringjoy to these downtrodden families when they receive basic life essentials that so many of us take for granted, yet they have been living without for so long. It is to see the tears of joy in the parents' eyes when their children have the opportunity to unwrap presents on Christmas morning, something they did not believe would happen based on their income. These families are recommend to us by the Crisis Center. They represent the "working poor~" members of our community who only have the resources to live day-to-day. Explain why you are doing this project, who it will benefit, and how it will help the Iowa City community. Every year the Regina High School seniors organize a project known as "The Christmas Basket Project." The project gives members of the Regina community a chance to reflect on the materialistic lives they live, and then challenges them to donate to the less fortunate things they may not use anymore or could live without. It brings to mind the reality of poverty allover the world, and it gives people the chance to help others during the so-called "season of giving." The project benefits the students because they obtain the satisfaction of aiding others. It is also very humbling to see so many others worse off than ourselves and to realize how selfish we can sometimes be. It obviously benefits the seventeen families because they are receiving Christmas presents consisting of anything from tables and chairs to gently used clothing to a Barbie for a young child. It reaffirms that there is still kindness and selflessness in the world, and even mere high school students can make a difference. Call the City Manager's Office at 356-5010 if you have questions, EXPLANATION OF FUNDING REQUEST FOR FISCAL YEAR 2009 * Summer of the Arts Global Village: $500 We participated in the Global Village event in June of 2006. At the event the YAC ran a tent focusing on the country of Ghana. We provided a beverage and several craft activities for the children who attended the event. The event provided a chance for the YAC to interact with younger youth of the community, increasing the visibility of the commission. We are requesting the same amount of money as last year to continue our involvement. The Summer of the Arts provides $200 in funding, to which the funding we are requesting would augment if needed. * Website and Advertising: $500 Last year we were allotted $500 for developing and promoting a website about the YAC. Since then, we have produced a website which offers a community events calendar focusing on youth, biographical information about members, and materials relating to the Youth Empowerment Grant. The major development of the website is complete. However, since the success of the webpage and the YAC depends on the community engagement, we are requesting funding to advertise. We advertised during fiscal year 2008 by producing flyers, pencils, and Facebook ads. We hope to continue to expand our advertising by reaching out to student groups at high schools and the university, as well as community groups that may indicate interest in the program. Through advertising, we hope to improve community awareness and participation in YAC endeavors. * Youth Empowerment Grant: $2000 We were allotted $1500 for establishing a youth mini-grant program for fiscal year 2008. Since then we have developed an application and process for evaluating and approving youth-led projects for Iowa City residents with funding up to $500. As of November 28, 2007, we have not approved any projects. This is likely because this is a new program and that it will take time to inform members of the community.
