The Event: On August 15th, 2009 the Youth Advisory Commission (YAC) of Iowa City will be providing, free of charge to those attending, basic concessions, pick-up sports, free swimming and high school musical, theatrical and art entertainment to district students and their families from 4 - 7 p.m. (Note: this event will also encourage attendance from students and families of the Regina Catholic Education Center.) We would like to ask the District to assist in promoting this event by including the accompanying flier in the Back to School packet of information sent out every year. While there are strict rules governing the use of district mailing lists, we would like to ask for an exemption under the Other Governmental Bodies clause, which the YAC is. We believe that the goals of this project are in harmony with district-wide goals of providing a positive learning environment for students and starting the year off on a positive tone. We would greatly appreciate any help that the District can spare us in advertising this event. Costs: The YAC will be covering all costs involved and we would be more than willing to cover printing costs for the fliers as well. Purpose: The Youth Advisory Commission (YAC) of Iowa City is looking to encourage the use of bicycles in the Iowa City area by educating fifth and sixth grade about proper bike maintenance, safety, use and routes to elementary and junior high schools. The Event: We will be working in coordination with local bike shops and organizations to sponsor a day of bicycle education and awareness. A number of bicycle enthusiasts will provide their services and support to instruct fifth and sixth grade youth in basic bike maintenance, safety, local routes (to and from their elementary or junior high schools) and the benefits of using bikes over automobiles. We are currently lining up support from Geoff's Bike and Ski, 30th Century Bicycles, The Broken Spoke, World of Bikes, Bicyclists of Iowa City, The Iowa City Cycling Club and the Iowa Coalition of Off- Road Riders. We are looking to organize teams of four to six instructors per elementary school (varying on the size of the student population) with schools ranking highest in percentage of free/reduced lunch students getting first priority. From the numbers we're already looking at, it doesn't look like we'll have to exclude any schools, but we want to have a system for inclusion just in case. It is also worth noting that as this is the YAC of Iowa City, we will be focusing exclusively on schools in Iowa City. However, I am in contact with Councilman Gross of Coralville, will be contacting the North Liberty City Council at their meeting on May 11 and will be contacting the Hills City Council in the future. Should these bodies agree to provide a small amount of funding and promote the event in their respective cities, we would certainly try to provide instruction teams in their localities as well. Costs: The YAC will be covering all costs, which should be minimal, through fundraising and our own budget. We ask for the District's assistance primarily in helping contact elementary school principals and, of course, allowing this to be a part of the city-wide curriculum for those schools. Contact: If there are any questions, feel free to contact me at 319-688-0962, 319-471- 5521s or zach.wahls@gmail.com Iowa City Rides Zach Wahls Purpose: In an effort to promote bicycle safety, maintenance and awareness, the YAC should sponsor a program to reach out to fifth and sixth grade elementary school kids in the Iowa City area. Summary: With thirteen elementary schools in our locality, providing every school with a five person team to run such a program would require almost seventy people. These teams would follow a loosely established curriculum covering basic bike maintenance, the benefits of biking (both economic and environmental), routes to their relevant elementary or junior high school and how and where bicycles can be obtained at low cost. If the kids bring their bikes to school, hopefully the teams would also be able to give them quick tune ups on the spot. Timeline: May 15 (On or before): Contact Elementary school principals with the hopes of scheduling ICR on Tuesday, June 1 2010. June 1 (On or before): Contact bike organizations (Bicyclists of Iowa City, the Iowa City Cycling Club and the Iowa Coalition of Off-Road Rider) with hopes of securing instructors and/or equipment. July 1 (On or before): Contact bike shops (World of Bikes, 30th Century Bicycles, The Broken Spoke and Geoff's Bike and Ski) with hopes of securing funding, instructors and/or equipment. (Contact Scheels only as a last resort. Let's try and keep this local.) August 1 (On or before): Complete curriculum to be distributed to all instruction teams. This will be designed with the assistance of participating groups. November 1: Finalize groups of volunteers to form teams and assign them schools. This is the point when we'll know exactly how many elementary schools will be able to participate in the program. The number will largely hinge on how many teams we are able to organize. The order of schools for inclusion in this program ought to be directly related to the proportion of free or reduced lunch students, with highest percentage receiving first guaranteed place in the program. January 15: Begin sending out periodic reminders of the upcoming event to shops, organizations and schools. May 22-23; 29-30: Depending the availability of teams, on any of these dates (The two weekends preceding the day) they should actually visit the school they will be instructing at. The best possible location will probably be outside in the school yard or field. Backup locations, should June 1 prove to be rainy, ought to include gymnasiums, community centers and MPRs. The teams should be familiar with these as well. June 1: Iowa City Rides! Iowa City Rides Zach Wahls Costs: We would ask all organizations, for-profit and non-profit alike, to donate their services and/or equipment free of charge. The benefits of this program will extend far beyond the elementary school kids who will take part, reaching into the community as Iowa City pedals away from automobiles, becomes more proficient in maintaining bikes, (Kids could surely demonstrate "what they learned at school today for their parents and siblings) and reduces our COZ footprint. As such, donating a few hours out of their day, not to mention the fact that increased bicycle use will result in increased bicycle shop use, is hardly much to ask for something that benefits us all. The YAC should however consider the possibility of raising funds (or budgeting) for providing t-shirts, with the name of the program and presently undersigned logo on it, to participants. (Instatshirt.com tells me that 1,000 color shirts would cost $3,350. If we could get sponsors, who would get mentioned on the back of the t-shirt in all likelihood, this could probably be whittled down significantly if not eliminated altogether.)
