MINUTES: Heywood motioned to approve the September 27 minutes. Wahls seconded. The motion passed 4-0. DISCUSSION OF PROPOSED JUVENILLE CURFEW: Heywood provided a recap of the September 29th City Council meeting. The City Council deferred the second reading of the proposed curfew ordinance to December 1St by a vote of 5-2. Wahls expressed his opinion that families in support of the curfew made some reasonable arguments against deferment of the reading, but said that he thought oftentimes a problem must be directly illuminated before it can be addressed. Green mentioned that previously with her experience in the Commission, a youth forum had been held to discuss important issues and that this is an issue that ought to be discussed with Iowa City youth. The Commission then discussed the possibilities and formats for such a forum pertaining to this issue. The forum will take place from 2:00 p.m. to 5:00 p.m. on October 24th in Harvat Hall. The Commission will ask elementary school guidance counselors to invite capable, interested fifth and six graders to attend. In addition, youth at all four junior high and high schools involved with student government will be invited. The forum will hopefully feature three presentations by the Police Chief, The Coalition, and Iowa City Neighborhood Association respectively. The hope is to inform Iowa City youth of the background and intricacies surrounding this issue and try to gauge their opinion on both the curfew and the root cause of the problem itself. While very specific invitations will be issued, the event is certainly open to all Iowa City youth. Refreshments will be provided to participants. YOUTH ADVISORY COMMISSION September 27, 2009 Page 2 of 4 BYLAWS: Heywood distributed a brainstorming sheet regarding how best to fulfill the mission statement of the Commission. OTHER BUSINESS: Wahls mentioned that he thought the Commission ought to move as quickly as possible to fill the vacancies on the Commission. MEETING SCHEDULE: The Commission decided to meet again on Thursday October 8th to discuss developments regarding the youth forum and then another meeting on November 1St to conduct regular business. ADJOURMENT: Heywood motioned to adjourn. Gao seconded. The motion passed 4-0. We are trying to gauge the opinion of Iowa City youth and are asking elementary school guidance counselors to invite four students who have expressed interest in their community, are capable thinkers and are in the fifth or sixth grade. The forum will take place on October 24th from 2:00 p.m. to 5:00 p.m. in the City Council chambers. While the event is open to the public, we are hoping to have a core group of students nominated by their schools to best represent their peers and participate in an important community discussion. Subject to City Council approval, Community Event and Program funding may be provided by the City to organizations or individuals who wish to provide events or programs for Iowa City residents and visitors. Estimated Major Expenses Description Amount Global Villa e $ 250 Website & Advertising $ 1,000 Empowerment Grants $ 2,000 Carnival $ 1,000 Total Budget for Event/Program $ 4 250 YOUTH ADVISORY COMMISSION (YAC) O O Explanation of funding requests for fiscal year 2009-2010 Summer of the Arts Global Village: $250 We have participated in the Global Village event in June 2006, 2007, and 2008. At the event the YAC usually runs a tent focusing on another nation, and provides beverages and craft activities for children attending. The event provides a chance for the YAC to interact with younger youth of the community, increasing the visibility of the Commission. We are requesting less money this year to go towards our involvement. We have deemed some of the funds for this event are unnecessary. Website and Advertising: $1000 Last year we were allotted $500 for developing and promoting a website about the YAC. Since then we have produced a website which offers a community events calendar focusing on youth, biographical information about members and materials relating to the youth empowerment grant. Since the success of the website and the YAC depends on community engagement, we are requesting funding to advertise. We advertised during fiscal year 2009 by producing flyers, pencils, and Face book ads. We hope to continue to expand our advertising by reaching out to student groups at the high schools and university as well as community groups that indicate interest in the program. Through advertising we hope to increase community awareness and participation in YAC endeavors. Youth Empowerment Grant: $200 We were allotted $2000 for continuing a youth mini grant program for fiscal year 2009. We have developed an application ad process for evaluating and approving youth led projects for Iowa City residents with funding up to $500. A student outreach group at Regina was awarded a grant for a project geared towards helping needy families during the holidays. With active promotion and targeted information, countless people have the opportunity to be helped by Iowa City youth. Back to School Summer Fun Fest: $1000 A new idea thought up this year by the Commission was the emergence of an annual back to school celebration at the City Park for the Iowa City Community School District. The event could include possible donated swim user for ICCSD students, small carnival games and activities, and school affiliated softball tournaments. Much more detail will be put into the event in the upcoming future, and the event will likely take place the weekend before school starts for the ICCSD. Being a youth oriented organization, the YAC feels it should take a much larger role in the area school and this event would be a great way to have fun and bring the schools together.
