Before any other business took place, Karr noted that the "Broadway" or "Fas Trac" group the Commission had been referring to in their previous meeting is called "The Coalition." The minutes had been appropriately changed. MINUTES: Gao motioned to approve the minutes of October 1. Wahls seconded. The motion passed 4-0. YOUTH FORUM: The Commission quickly worked through a rough email that had been complied by Wahls to reflect the full nature of the youth forum. These changes primarily made the email suitable for Junior High and High School counselors. The forum was also shortened from 2:00 - 5:00 pm to 2:00 - 4:00 pm. The Commission then compiled questions for the presenters, which will include the Police Department, The Coalition and the Iowa City Neighborhood Association. These questions are: 1) What changes in neighborhood safety have you seen and/or experienced? 2) What steps could be taken to increase safety in our neighborhoods? 3) Share your perspective of the proposed curfew ordinance. 4) What role can youth play to address safety issues in our neighborhoods? Heywood also noted that Mr. Harper told her that he has two students who are interested in joining the YAC. YOUTH ADVISORY COMMISSION October 8, 2009 Page 2 of 5 Wahls requested that the representative of the police force come in plain clothes. The Commission then put together an agenda for the forum, which is as follows: • Introduction by YAC (5 min] • Presentations regarding public safety situation [30-45 min] o Police o Coalition o Iowa City Neighborhood Associations • Intermission [10 min] • Small group discussion [30-40 min] • Synthesis/sharing session [20 min] • Open mic {~--er~l~} [20 min+] The Commission also discussed whether or not to televise or record the forum. The Commission agreed to tape the presentation, synthesis and open mic sections. Wahls asked if the Commission could give a presentation of their own to Council, reporting the results of the forum. Karr said that this was could be done at the public presentation period at the Council meetings November 2 or 17, or during discussion of the deferred curfew ordinance on December 1. Written comments are due the Wednesday prior to the meeting for distribution in the Thursday Council packet. Wahls and Green formed a subcommittee to put together the opening remarks for the forum. The four discussion questions will be: 1. What was your reaction to the presentations? 2. What have your experiences in your community or neighborhood been? 3. What you think youth can do to help make ours a safer community? 4. What tools do you think are best suited to dealing with this problem? BUDGET FY11: The Commission then went through their budget for FY11. The Commission decided to discontinue its participation in the Summer of the Arts Global Village. When the Commission began to discuss the website & advertising, Heywood asked if it would be possible for us to contact a marketing student at the college of business to do some pro-bono work. Karr said that was definitely possible. Wahls requested that the carnival spending be replaced with $1,000 for hosting youth forums and an additional $1,000 for proving two Recognition scholarships at $500 each. The Commission unanimously agreed to these reallocations. Wahls will prepare a summary for attaching to the budget application to be prepared by Karr. YOUTH ADVISORY COMMISSION (YAC) Explanation of funding requests for fiscal year 2010-2011 Website and Advertising: $1,000 Last year, we were allotted $1,000 for maintaining and promoting a website about the YAC. Since then we have produced a website which offers biographical information about members, materials relating to the youth empowerment grant and information regarding the history and formation of the YAC. Since the success of the website and YAC depend on community engagement, we are again requesting funding to advertise. We advertised during fiscal year 2010 by producing flyers, hosting events and purchasing Facebook ads. We hope to continue to expand our advertising in FY 2011 by working with a marketing student at the Tippie B. College of Business pro-bono, reaching out to student groups and high schools and developing deeper relationships with community groups that indicate interest in the YAC's mission. Through continued advertising, we hope to increase community awareness and participation in YAC endeavors. Youth Empowerment Grant: $2,000 We were allotted $2,000 for continuing a youth grant program in FY 2010. We have developed an application and process for evaluating and approving youth led projects that benefit Iowa City Residents with funding up to $500. A student outreach group at Regina has continually expressed interest in, and been awarded, a grant for a project geared towards helping needy families during the holidays. With active promotion and targeted information, countless people have the opportunity to be helped by Iowa City youth. Youth Forums: $1,000 The YAC has recently redoubled its efforts to fully live out its mission statement and truly act as a sounding board for issues affecting Iowa City youth. Acting in empowering leadership roles is only a part of that mission, however, and actively seeking out what youth have to say about the issues affecting them is just as important. To that end, the YAC is requesting $1,000 to have on hand when issues (such as the proposed juvenile curfew) arise and we wish to hold a forum to discuss those issues, as well as address the youth community at large. Recognition Scholarship: $500 If approved by Council, the Recognition Scholarship, $250, will be awarded to two Iowa City Youth, one female and one male, who have demonstrated leadership potential and a commitment to community service. These youth must be Iowa City residents in the seventh or eighth grade (orhome-school equivalent), have to be recommended by at least two teachers and must write, in 500 words or less what "leadership" means to her or him. This scholarship will serve not only to recognize youth for their work thus far, and potential for their futures, but also act as a recruiting tool for the commission itself. We are trying to gauge the opinion of Iowa City youth and are asking school guidance counselors to invite four students who have expressed interest in their community and are capable thinkers. The forum will take place on Saturday. October 24th from 2:00 p.m. to 4:00 p.m. at City Hall, 410 East Washington Street in Harvat Hall. While the event is open to the public, we are hoping to have a core group of students nominated by their schools to best represent their peers' opinions and participate in an important community discussion. Various speakers will explain the issue from multiple perspectives and youth will be invited to share their opinions about safety in the community. Jeremy Bossard of the ICPD shared his responses to the four questions that the YAC provided him. Bossard reported that he had observed a dramatic increase in crime, violent and otherwise, over the last few years. He said that the crime has generally increased on the Southeast Side. ICPD has increased its foot patrols; local apartment buildings have hired private security companies to increase safety. He also said that the police department generally favors the curfew, as it's another tool that the department can use to get youth to talk about these problems. One of the big things he's pushing for is to get youth "involved." Henri Harper of the Coalition reported that he's primarily seen a change in attitude in Iowa City youth, specifically an increase in hopelessness, desperation and general irritability. He's also observed flaws in the system of blame. He stressed that this is not just the families' fault, but the system at whole. He wants to make sure that there are solutions implemented whether or not the curfew resolution carries. Mr. Harper said that he does not take issue with the curfew specifically, but with the way that the issue is being handled and will most likely be implemented if it is enacted. He says that people feel that the curfew will be targeting black youth on the southeast side. He thinks that it's ironic that youth are not really being engaged at all in this conversation. He said they will be implementing programs during the summer, as this is the time when kids have the most free time and are most apt to get in trouble. Marsha Bollinger from the ICNA spoke first. She quickly outlined her responsibilities as the ICNA coordinator and provided a background of the Grant Wood neighborhood, the largest neighborhood on the southeast side of Iowa City. Theresa McKenzie, the Grant Wood representative, spoke about the rise of crime in her neighborhood. She said that it started with a lot of little things, stolen bikes, etc. But over the summer, it became a much larger problem. In her words, there exists extensive fear, whether ., based in reality or though. We need to be proactive. She thinks an increased police presence would save money in the long run, akin to preventative medicine. She wants to focus on working through police channels and having crime prevention. Her key area, however, is positive events. She reported that there is a great gym at the Grant Wood school and is definitively underutilized. She'd like to see programs there every day after school. She's said that she's had lots of interactions with kids who have really good ideas about community development and thinks that we really need to engage the youth. She really wants to push the importance of volunteering in the community and tutoring programs for all grades in the neighborhood. Get involved with the elementary schools! Give them goals, dreams, hopes and structure. Change of mindset. There needs to be an impetuous for social change. Theresa McKenzie: Empower teenagers to make differences in their community. They known that in working with adults in other groups, they can actually affect change. She affirmed that kids want to be a part of the community, but don't want to be told what is or is not good for them. She noted that kids have their own ideas and they should be allowed to roll with it, because that's how you get kids wanting to be involved. She thinks we need to stop reacting to mini-riots and stop reacting to gangs of kids and look at the big picture as a whole. Marsha Bollinger: Neighborhood groups starting to work together. Charlie Eastham: His kids grew up on the Eastside. Comments regarding the use of policing children. The ICPD is very good at catching criminals who commit serious crimes. 35% of black youth in Johnson County have been arrested at least once. Let's have the race discussion. Brennan Bogert: We need goals and community role models. Knapp: Tae Kwon Do? Marching Drum Corps? Harper: I see opportunity. We've got the chance to make systemic changes that must be made.
