CALL TO ORDER:
The meeting was called to order at 5:1.0 PM. Heywood chaired the meeting.
MINUTES:
Wahls motioned to approve the November 14 minutes. Tamerius seconded the motion. The motion
carried unanimously, 5/0.
UPDATE ON VACANCIES:
City Clerk Karr stated the Commission currently has just one vacancy, Tate. Karr noted Council had
made three appointments on December 7th: Caroline Van Voorhis (At-Large) who begins her term
immediately; and Sam Fosse (City High) and Leah Murray (West) who begin January ls`. Van Voorhis,
Fosse, and Murray were present and introduced themselves to the Commission.
BUDGET UPDATE:
City Clerk noted the history of the budget requests included in the packet per Commission request. After
discussion the Commission decided to request $3,250 for the FY 12 as follows:
Forums - $500
Website & Advertising - $250
Empowerment Grants - $2,000
Recognition Grants - $500
Moved by Tamerius, seconded by Gao, to approve the request. The motion carried unanimously, 5/0.
Gao volunteered to prepare the "Explanation of funding requests for fiscal year 2011-2012" for review by
the Commission at the January meeting; and then on to the City Council later in January.
SUBCOMMITTEE REPORTS:
^ Grant Programming Subcommittee -Tamerius abstained from the meeting due to a conflict of
interest. Wahls summarized the application request from GLOW, and recommended funding of
the remaining available budget of $898. Wahls motioned to approve the grant of $898, which was
seconded by Gao. The motion passed unanimously, 4/0 with Tamerius abstaining.
Tamerius returned to the meeting.
The Commission then reviewed the draft grant information. Wahls noted a Typo on the
"Frequently Asked Questions" page, noting that the response to "How many grants are awarded?"
should show "two" projects and not "three".
The thank you note from Regina was noted. In response to questions, Karr noted that she had
received no receipts from the Regina Christmas Basket project which was committed $1,000.

Youth Recognition Grant - Wahls reported that 12 applications had been received from Regina
and noted that he had visited with a teacher from Northwest Jr. High and that she hadn't heard
anything about it. He suggested that in future years the materials be distributed to the teachers
directly rather than counselors. Gao noted that Matt (Lincoln) did a great job with making
announcements every day at school, and the advantage of being in the same building. Wilburn
noted that the district has recently created a new position "community liaison /communications
director", and this type of thir-g would go straight to that person next person. Karr noted nothing
replaces a personal follow up.. Commission Members suggested a question be added asking about
individual activities; and also review a change in the essay leadership question itself.
Karr noted that 3non-residents and 1 late one were not distributed for consideration. Individual
Members expressed their views on the individual applicants. Wahls and Heywood shared their
top choices as outgoing members. Wahls suggested the recipients be presented their awards at a
Council meeting. Wilburn suggested an alternative might be to invite the Council or Mayor to a
Commission meeting. A letter will have to be prepared for the applicants as well as the ones
selected. A decision will be rriade at the January Commission meeting.
Heywood stated she was uncomfortable with the $250 amount being too much; Wahls suggested
a bond be given instead of a cash award. Wilburn asked that the City Attorney's office be
contacted if the suggestion for a bond is pursued. The Commission agreed to discuss the matter
further after completion of this year's process.
CITY COUNCIL UPDATE:
Wilburn reported that the new City Manager started on December 1 and a public reception was well
attended on December 9; City Council will receive budget proposals by the end of the year and that the
budget is available on the City website; and presented Certificates of Appreciation to outgoing
Commission Members Heywood and Wahls.
MEETING SCHEDULE:
The Commission set a date for the next meeting, Sunday, January 9, at 4:00 PM.
Wahls motioned to adjourn, which was seconded by Tamerius. The motion to adjourn passed
unanimously, 5/0, 6:10 PM.

The City Council has scheduled a budget work session addressing the FY12 budget
requests for Tuesday, January 18, starting at 7:00 p.m. If your Board or
Commission would like to address the Council during this work session, please call
me at 356-5041 (ore-mail works too) to schedule a time as soon as possible.
Boards and Commissions are being scheduled 15 minutes apart, and suggest each
appearance include a 10 minute presentation followed by five minutes for questions.
It is intended this time be used to discuss changes to the proposed budget.
I will provide a schedule to you and include in the Council information packet of
January 13.

YOUTH ADVISORY COMMISSION (YAC)
Explanation of funding requests for fiscal year 2011-2012
Website and Advertising: $250
Last year, we were allotted $1,000 for maintaining and promoting a website about the YAC.
Since then we have produced a website which offers biographical information about members,
materials relating to the youth empowerment grant and information regarding the history and
formation of the YAC. Because the success of the website and YAC depend on community
engagement, we are again requesting funding to advertise, but ha~~e concluded that fewer funds
will be sufficient.
We advertised during FY2011 by producing flyers, hostinb c~°enis and purchasing Facebook ads.
We hope to continue to expand our advertising in FZ' ~ ~ 1 ~' by reaching out to student groups and
high schools and developing deeper relationships ~~~ith community groups that indicate interest in
the YAC's mission. Through continued advertising, we hope to irnrcase community awareness
and participation in YAC endeavors.
Youth Empowerment Grant: $2000
We were allotted $2000 for continuing a ~~outh grant ~~n~gra~n in FY2011. We have developed
an application and process for evaluat i n ~ and approv~i n ~~ ~ outh l.ed projects that benefit Iowa City
residents, with funding up to $ 1000.
A student outreach gmu~~ at Regina has continual I~~ crpresscd interest in, and has been awarded,
a grant for a project geared t~~~~~ards helping needy families d~u~ing the holidays. With active
promotion and targeted infornuition. countle~~peo~le have the opportunity to be helped by Iowa
City youth.
Youth Forums: <$SU0
The YAClas recently ~edoublcd-.its efl~~rts to fu11ti~ live out its mission statement and truly act as
a sounding<board for issue~`affecting Iowa City youth. Acting in empowering leadership roles is
only a partof hat mission, ho~~~c~cr, and actively seeking out what youth have to say about the
issues affecting them is just as important. "To that end, the YAC is requesting $500 to have on
hand when issues arise and we «ish to hold a forum to discuss those issues, as well as to have
the ability to address tt~cyoutl~ community at large.
Recognition Grants: $500
In FY2011 we were granted $~00 for Recognition Grants, awarded $250 each to two Iowa City
youth in who have demonstrated leadership potential and a commitment to community service.
These youth must be Iowa City residents in the seventh or eighth grade (or home-school
equivalent), have to be recommended by at least two teachers and must write essays that answer
a relevant question. These grants serves not only to recognize youth for their work thus far, and
potential for their futures, but also to act as a recruiting tool for the commission itself. Because
of the success of this initiative, we are again requesting funding.

Re: GLOW application from Lea Barbary
At your December 10 meeting YAC granted $898 to Arianna Dahlin for her grant application
requesting funding for a T-shirt project "Suicide Doesn't Need to Happen". However, when I
was processing the check request I noticed that Ms. Dahlin is not an Iowa City resident, and
notified her and her sponsor, Maureen Hill, immediately. Our requirements state that the
applicant must reside in Iowa City.
I spoke with Maureen Hill via email and on the telephone explaining to her that the application
must come from a resident of Iowa City.
A second application was received for the same project on Monday, December 20, asking for
the same award of $898. This time the applicant resides in Iowa City, and the payment will be
made directly to Old Capitol Screen Printers.
Consideration of this second request is on your January 10 agenda for action.
