ITEM 3. OUTSTANDING STUDENT CITIZENSHIP AWARDS — Longfellow
Elementary
Hayek: We need to bring in some Longhorn's I think from out in the hallway from
Longfellow. Would the Longfellow students please come on in! Well good
evening! How are you guys doing? Good! Well I'm ... I'm Matt Hayek, I'm the
Mayor, and this is the City Council seated here behind you, and you guys are the
Longhorn's, aren't ya? All right! Well, we're excited to have you here and ... and
what the City Council does throughout the school year, uh, each year is invite
student leaders from each of the elementary schools in Iowa City who are
nominated by, uh, teachers, uh, as ... as great leaders from their, uh, elementary
schools to come and see the City Council, and we've got an award that I'll show
you in a minute but as I see you've been well prepared. We, uh, we typically ask
you just to tell us a little bit about yourselves and uh, I can hand you the
microphone and we'll start with you!
Bradley: Um, hi, I'm Adeline Bradley. Since I was little I've volunteered helping many
causes. For instance, after the 2006 tornado I helped clean up College Green
Park. This year I made quilts and organized a caroling fundraising event at ... and
raised $68 all for Shelter House, as well as caroled at Mercy Hospital. Also I
worked as a teacher's assistant at the Hart School of Art and am a child intern at
my father's office. I helped plant Longfellow's butterfly and vegetable gardens,
and I am active in Girl Scouts and Student Council. Thank you. (applause)
Gianola: Hi, I'm Caroline Gianola. I've done Student Council twice, recycling and safety
patrol once. I've been doing Jump Rope for Heart since third grade, and I've
done trick -or -treat for UNICEF three times. Also, in Girl Scouts I earned 41
badges. I donate used items to Goodwill and donate food to the Thanksgiving
food drive every year. This winter I gave $40 to help buy vaccines for hospital.
In summer, I sell lemonade for charity. After school I do piano, violin, and track.
In school I strive to be a good student. For these reasons please choose me for the
Citizenship Award. (applause)
Knoop: Hi, I'm Edie Knoop. Over the past several years I've done trick -or -treat for
UNICEF. I've made quilts for the homeless with my friends. I do Jump Rope for
Heart. Um, my family donates items to Goodwill and I'm a vegetarian because
I'm against animal mistreatment. I do choir, French, soccer, and swimming. I
was on Student Council. I've been in the recycling club two years. I did a
lemonade stand and we're donating $30. (applause)
Hayek: Those are wonderful and I ... I don't know if I want to speak for the City Council,
but I think if you added up everything we do it wouldn't equal what one of you
does in a given week! I can't believe all the things you do, uh, outside of school.
That's just fantastic, and it's great for us to see our, uh, young citizens off to such
a great start here in the community and um, one of the reasons we ... we bring you
down here is to ... to recognize your good work in the community and ... and at

your schools, uh, and to show you off a little bit, and uh, we know you're, uh,
here with your ... with your folks and with your families, and maybe there's some
teachers in the ... in the crowd, we want to recognize them for their role ... roles in
your lives. Obviously they have a huge impact on you, but I just want to
encourage you to keep up, uh, what you're doing because you ... you serve as such
great examples for everybody else in your school and around the community, and
it's just wonderful to see all this activity. So, what we have here for you is called
a Citizenship Award and it reads as follows: For her outstanding qualities of
leadership within Longfellow Elementary, as well as the community, and for her
sense of responsibility and helpfulness to others, we recognize you as an
outstanding student citizen. Your community is proud of you. Presented by the
Iowa City City Council in May of 2012. Adeline, here's yours! (mumbled)

ITEM 5. COMMUNITY COMMENT (ITEMS NOT ON THE AGENDA)
Hayek: This is the opportunity at each City Council meeting for members of the public to
address the City Council, um, regarding items that are not on the agenda. So if
there's something that's not on tonight's agenda that you'd like to bring to our
attention, I invite you to come forward, uh, we'd ask that you sign in at the
podium and also give us your name, uh, verbally and we ask you to limit your
comments to five minutes or less.
Schneider: I'd like to make a statement.
Hayek: Okay.
Schneider: And it's been bugging me for a long time.
Hayek: Ma'am, could you, uh, sign in there, uh, so we get your name and then we'll need
to hear what your name is as well. That's (both talking)
Schneider: I'm Vera Schneider from Iowa City. (mumbled) rule now that nobody's not
allowed to stand on the corner. They have signs up and beg for money. I'm just
afraid that they have one on Riverside Drive (mumbled) Ronald McDonald's.
They also have one on ... on Highway 1. They (mumbled) and I'm just afraid that
(mumbled) and when there is, I'm going to blame that person that's standing on
the corner. They need to put signs up and stating we don't allow that no more.
We're going to make a law of that because I'm just afraid that they're not going to
concentrate driving and I'm sorry. I'm more concerned about the driving than I
am (mumbled) I'm homeless, you know, I need money. Well all they do is spend
money on beers and cigarettes (mumbled) but she's not here tonight. She's in the
hospital. You know, cause she's got heart problem.
Hayek: Well, ma'am, I appreciate you bringing this to our attention. Uh, and ... and...
Schneider: And that's because it needs to be stopped (mumbled) before anybody gets hurt in
an automobile accident, and I do have one more (mumbled) thing. By the Old
Capitol Mall (mumbled) out of the Capitol Mall, they need to put a stop sign there
because some of those vehicles don't stop. They just keep on going. I almost got
hit one time. Some guy was talking on the phone. So, lucky for me! I
would ... lucky for me I looked up and whoa! Came close getting that ... getting
my butt hit because of that. So, they need to put signs up. They also need to put
signs up saying we do not allow people standing on the corner begging for
money, whatever, cause that's all they gonna do. (mumbled) and cigarettes and
that's not what my money's for. Money is for when you go to church you put the
money in the offering plate. That's (mumbled) you know, but I'm hoping that
you'll understand where I'm coming from, you know, cause I want (mumbled)
hope that we'll get it straightened out and hopefully you know, hopefully
everything'll go well. Cause I figure this way they got shelters and all this and

that. Why not just go down thereto the Wesley House and they can go down
(mumbled) getting' drunk and smokin' cigarettes, if you know what I mean.
That's not my type of style. (mumbled) but if you (mumbled) I really appreciate
that. So ... uh ... that's about all I can say, but you know, just think about what I'm
saying. You know, hopefully we'll get this done, cause I don't think it's right that
nobody else can stand on the corner (mumbled) have to (mumbled) once and for
all cause I don't want to see nobody get hit. You know, or get hurt. If you know
what I mean (mumbled) so that's all I can say.
Hayek: Okay. Thank ... thank you for sharing all of those concerns with us.
Schneider: Yeah, I really appreciate it because I need to get this done as soon as possible
because they got people on highways, you know, standing with signs and I says
why don't they get a job or whatever but they don't, you know (mumbled) so you
know how that is. So that's about all I can say for that, you know.

Schneider: So..
Hayek: Well thank ... thank you for coming down this evening.
Schneider: Yep, and I hope you get ... consider what I brought up tonight. All right. Thanks

ITEM 6. PLANNING AND ZONING MATTERS.
a. VACATING .27 -ACRES OF STREET RIGHT -OF -WAY
ADJACENT TO LOTS 1 -8 MELROSE PLACE. (VAC12- 00001)
1. PUBLIC HEARING
Hayek: Approval of this will allow the City to vacate a portion of the Melrose Place
public right -of -way to be incorporated into a surface parking area for the U of I
Hospitals. This is a public hearing. (bangs gavel) Public hearing is open. Public

Dobyns: I just wanted to bring up the fact that, um, I'm, uh, planning on voting against this
ordinance today. I've worked at the College of Medicine and the UIHC for about
25 years and um, consistent with the growth of the Hospital to Melrose, um, I
have no problems with that. It's the unprecedented nature of moving across the
street towards Melrose, which I think is inconsistent, uh, both with what I would
like to see as the future growth of the hospital, but also it's inconsistent with our
own Comprehensive Plan that looks to sustain neighborhoods, uh, next to the
University for (mumbled) recognizing the University and the Hospital have
negotiated with the City in good faith and have some very good plans for this, I'm
just uncomfortable cause it's just that, you know, perhaps in the future, um, I just
think it's important to suggest that the University needs to realize that there is
some concerns about further growth, uh, south of the Melrose area.
Mims: I would agree with you, Rick, in terms of concerns about growth on the south side
of Melrose. I think it's ... I think it's been apparent to ... to anybody's who
watched over the last 15 to 20 years that the University has gradually been
purchasing property on the south side, and certainly understand the landlocked
situation that the University and the Hospital find themselves in, um, however,

given the fact that the University does own the property, that the parking lot is
going to go in, um, regardless of whether we vacate the property or not. It seems
like we are in a better position, uh, at least from staff's position with better design,
um, with the vacation of the property, and so for that reason I am going to support
it, although I concur with your concerns about the movement of the University
across Melrose.
Champion: I agree with both of you. (laughter)
Payne: Me too! (several talking)
Throgmorton: ... bold statement! How you going to vote?
Champion: I'll vote when it's time to vote! (laughter)
Hayek: Uh, this ... this is not an easy decision because we do have neighborhood concerns
there, um ... but I ... I, you know, this is part of a substantial and valuable
investment into University infrastructure north of Melrose that I think benefits the
entire community. Um, you do raise a good point, you know, the land is
purchased, this is going to happen anyway. What I appreciate about this process
is that there appears to have been a fair amount of, uh, give and take in terms of
the design, um, elements of this, uh ... uh, facility, and I, uh, I'm glad Dave
Ricketts from the University is here representing the University, uh, on this
and ... and I'm pleased to see that there appears to have been collaboration both
with ... with the City and with the neighborhood, um, on ... on some of the
peripheral items, uh, screening and ... and aesthetics, etc., and I think that's
important going forward, um, so I wanted ... wanted to say that, but I will be, uh,
supporting this vacation. Any further ... okay.
Throgmorton: Well, I... one shouldn't ... I don't want to remain completely silent. Um ... I ... I
was on the City Council roughly 20 years ago, uh, when Melrose was widened
and my recollection, fallible though memories are, my recollection is hearing,
frequently hearing, uh, University officials saying they had no intention of
moving south of Melrose. Maybe my memory's wrong, but that's what I
remember. Uh, so I don't like ... just like Rick, I don't like seeing this move, uh,
south of Melrose and what it makes me do, makes me feel, is very skeptical about,
uh, future oriented promises with regards to what the University's intentions are
in the rest of the area south of Melrose. Be really nice to see some, uh, assurance
that one could really count on. I also am thinking about, uh, you know, the ... the
reliance on, what... 250... what is it, how many parking spaces? (several
responding) Reminds me of the 1971 urban renewal plan for downtown Iowa
City. Know what that plan was? An enclosed mall for downtown Iowa City,
surrounded by a parking lot. That was the plan. And that's what I think the
University is, you know, I'm exaggerating a little bit here, but that's what I feel
like they're kind of, uh ... um, helping to create over there. (mumbled) I want to
vote against this. We'll see how ... yeah, I'll vote against it!

ITEM 6b CONSIDER AN ORDINANCE REZONING APPROXIMATELY 2.43
ACRES OF LAND FROM INTENSIVE COMMERCIAL (CI -1) TO
COMMUNITY COMMERCIAL (CC -2) FOR PROPERTIES LOCATED
EAST OF WEST SIDE DRIVE AND NORTH OF MORMON TREK
BOULEVARD NEAR ITS INTERSECTION WITH HIGHWAY 1 WEST
(REZ12- 00003). (SECOND CONSIDERATION)
Hayek: This is second consideration, and again, this regards the McDonald's restaurant
property which, uh, approval would allow expansion of an existing restaurant, uh,
at 2440 Mormon Trek Boulevard, and generally acknowledge that, uh, general
retail commercial is appropriate at this intersection.

Cook: Are you taking public input on this?
Hayek: If...if you'd like to comment, Casey, come forward, yeah ... you can!
Cook: It's nice to be here, and uh, make comments that have nothing to do with, uh,
inter -city rezoning! (laughter) Um ... I'm not opposed to this, this rezoning.
Hayek: Hey, Casey, why ... why don't you introduce yourself?
Cook: I'm sorry! My name is Casey Cook. I live at #1 Oak Park Court. I'm not
opposed to this rezoning. I just want to ... just sort of summarize a few things.
Um, the City owns some land north of the Airport, and it was zoned ... it is zoned
for the most part CI -1 and it was rezoned CC -2 to accommodate a move by
Walmart. And that didn't pan out, and so the City went back and rezoned that
back to CI -1 in order to accommodate ITC. There was a back and forth. It was a
difficult zoning to, uh, accommodate. Um, and the most recent simplification of
our ordinance the CI -1 zoning had restaurants taken out of it. Um, they had
professional offices left in, but medical offices taken out. Big box retail is okay in
CI -1, but convenience retail is, er, yeah, convenience retail is not. Urn ... there's
been a lot of anomalies that have come out of this. Uh, the idea with CI -1 zoning
is to accommodate outdoor storage. So, uses like nurseries and building products
generally fall in CI -l. But as a practical matter, every Hy -Vee in town runs a
plant sale and they're all in CC -2 zones. Are you starting to see some... problems

here? Uh, Shottenkirk, which is a car dealership, just paid, uh, $1.3 million for
land located across Mormon Trek Boulevard from Billion Auto. They didn't
realize that because it was zoned CO -1, it had been changed from CI -1, to
accommodate a problem with PIP Printing that they can't build an auto dealership
there. So they're going to come in here and they're, you know, have to do
something with that or sell the land for, uh, CO -1. Um ... I own CI -1 land at the
kitty - corner opposite the McDonald's and I'm not sure what it's best situa, uh,
suited for. Uh, I've talked to implement dealers; I've talked to car dealers; I've
talked to hotels, restaurants, um ... and I really won't know how to use this land
until I actually get, you know, an offer or something, you know, serious. So, if I
get a ... offer from medical offices, a hotel, or a restaurant, I'll have to come in and
rezone that from CI -1 to something else that would accommodate that! CC -2, I
don't know if that accommodates hotels or not, uh, I think it does restaurants.
CH -1 does hotels, but not implement dealerships. The point is this: you will
continue to have these problems until you truly look at these commercial zonings
and simplify them and rationalize them, so they make sense! Right now, I think
there's a lot of arbitrary and capricious distinctions between CI -1, CC -2, and CH-
1 that inhibit economic initiative. That's my comment.

Dickens: I'm still going to be voting no on this, not for the reasons that I don't like the
three- bedrooms. I, and I like the way this is moving forward. I don't like the way
it was set up, kind of reversed how the plan is supposed to be done, where it goes
to Planning and Zoning Commission. There's input. It's brought to us, instead of
reverse. We're getting all of this information from the ... the, uh, Homebuilder's,
some ideas that they have, wasn't even considered when this first was brought
forward. I agree with the three- bedrooms. I think it's a good idea. The four and
five - bedrooms are way too big, but I don't like the way it was done.
Throgmorton: Matt, I'd like to ask a question of Bob or Jeff, I'm not sure who's in the audience
now. Oh, Karen, I'm sorry! Um, one of the things we got in our packet this
evening is, uh, letters from Michael Pugh. Um, two of `em, April 30th and April
26th. They were both considered in, uh, the staff, uh, the staff presentation that
was made tonight?
Howard: Urn ... yes! They were considered. We did meet with the Homebuilder's
Association and we had a good meeting with them. Um, there was a couple
things that we needed to clarify with them, um ... about their letter and some
confusion about ... we ... we had sent early drafts of the proposals to the
Homebuilder's Association so there was a number of drafts floating around. So I
think we've addressed most of...most of the concerns, and then for those items
that we just agreed to disagree on, um...
Throgmorton: I just wanted to make sure it wasn't additional information that had not been taken
into account in... in terms of what we heard earlier in our work session.
Howard: The second letter that you received, uh, did take into account then the meeting
that we had on Friday, um, and I think then they did not include the things that
we'd clarified for them.

between the staff and the Homebuilder's Association. I think we're more on the
same page than people believed we were earlier. Certainly some issues
remaining, uh, on which there's not consensus, um, but I think that inner -play and

ITEM 6d CONSIDER AN ORDINANCE AMENDING TITLE 14, ZONING,
ARTICLE 5A, OFF - STREET PARKING AND LOADING STANDARDS,
TO INCREASE THE NUMBER OF REQUIRED PARKING SPACES FOR
CERTAIN MULTI - FAMILY DWELLING UNITS WHEN LOCATED
WITHIN A DESIGNATED UNIVERSITY IMPACT AREA (UTA).
(SECOND CONSIDERATION)

Throgmorton: I would like to move that we defer this another, uh, til our next meeting, uh,
pending an opportunity to develop an amendment to the proposed ordinance that
would, uh, provide an alternative pathway for developers to follow. And uh, I'd
be happy to explain this briefly if, uh, if it would be helpful. Uh, so I have two
reasons for (both talking)
Hayek: You're going to have to get a second.
Throgmorton: I'm sorry! I'm sorry!

Throgmorton: Uh, so I have two reasons for suggesting this possibility. The first comes out of
the fact that I recently read the draft long -range transportation plan to the year
2040, prepared by the, uh, by the ... the staff of the Metropolitan Planning
Organization of Johnson County, and when I read that plan, what I noticed was it
was silent with regard to climate change, uh, issues and what that might imply for
us. And it was silent with regard to, uh the possibility that we would see
significant decreases in federal and state funding for transportation investments
over the coming, uh, couple decades. So it...it seems to me un ... unwise for us to
be taking actions that promote additional parking when we haven't even
considered the, uh, the ... the possibility that, uh, we'll have to make some
fundamental changes over time, because of the two things I just mentioned.

Second and more important, it seems to me that there might well be some really
severe adverse affects on the, uh, walkability, urbanity and liveliness of the
streetscape as a result of building, uh, apartment buildings that have more, um,
parking than is necessary. And when I say that, I'm thinking in part of what I've
heard recently, very recently actually, that the, uh, there's been a significant
decline in the number of... of stu... or number of, well, number of students that are
bringing cars to campus. Instead they're using, I don't know, moped scooters, uh,
other small, uh, devices like that. So, what ... what I would like to suggest that we
do is defer for, uh, you know, two weeks and then encourage the development
community to invent an alternative that enables, uh, people... enables um ... them
to uh ... provide space for people in new apartment structures that, uh, guarantee in
some verifiable, contractual way that, uh, the occupants will not own or operate a
motor vehicle, in which case, uh, they could have fewer parking spaces in their
area. And I say this partly because I think if...it might be a difficult topic to work
through, but if we don't give ourselves a chance to invent a ... a new solution to a
problem, we will never invent a new solution to a problem. So, anyhow...
Hayek: Okay. Further discussion on the motion? I ... I, Jim, I appreciate your concerns.
I'm not interested in ... in deferring this, uh, to allow for the process you ... you've
described. We talked at our work session earlier about those two concerns that
you raised, and I felt that staff gave very satisfactory, uh, answers in terms of, uh,
their sense of the impact of this, um, rezoning on, um, or this ... this amendment of
the ordinance on... on... on issues like streetscape and um, surface parking and
things like that. Um, so that ... that was enough, uh, for my perspective on ... on
that, and then the second issue, climate change. You raised excellent points I
think, um, but it ... but it seems to me that the appropriate way to take those issues
up is probably with our Metropolitan Planning Organization, which, uh,
represents, you know, all the local municipalities and ... and collaborates and
coordinates transportation and ... and transit and ... and road planning throughout
the area, uh, including going after project money, and so maybe that's a better
venue for that, and I know you wrote them on that issue. So ... further discussion
on the motion? Um, all...
Payne: I guess I just want to say, reiterate what I said at the work session. I think it's a
very noble idea. I just don't think our culture is quite there yet, to not ... have
ready access to a car. Um, someday I think we may be, but I don't think zoning is
the way to push people into that, and I think we would build something that
nobody wants to rent! Or we wouldn't build anything, I mean, it would hurt our
...hurt our building trades because they wouldn't be building anything.
Throgmorton: Just to be clear about this, there's nothing in what I'm suggesting that would
inhibit the ability of apartment owners, or property owners, to build apartments
that comply with the ordinances that we're considering. They could go ahead and
do that, and in fact what I ... what I was suggesting is that, um, that we ... we retain
the existing proposal, uh, for parking, uh, but we build into it, uh, an opportunity
for developers to invent an alternative. That's all. So it's not as if I'm threatening

Association proposal. So ... it's my understanding that you're not getting staff's
recommendations on those new recommendations that just came in yesterday. Is

Howard: They were the same recommendations, other than ... other than the fact that they
deleted some of their ... the ones that they had clarified at the meeting. So they
were the same recommendations, um, that ... that were in the first letter.

Dickens: I ... I have to agree with Jim a little bit on that, that I would like to see less cars in
the downtown area. That was our ideas when we're building down there that
there ... that not everybody is driving. The idea is to make the city walkable, and
so I won't be voting for this, partly because of the ... the impact zone is so large
that it could be used in certain areas, but I think it's too large so I will not be
voting for it.
Dobyns: And I think the intent of this ordinance, as well as its partner ordinances, actually,
um, that was the intent, and I have reasonable confidence, um, that it'll do so.
It'll create that sort of atmosphere around the central business district.
Mims: Well and I (both talking)

Payne: I just wanted to clarify, this is not affecting the parking in the CB zones, right?
So I mean, I'm going to what you're saying, Terry, I mean, you're talking about
central business, downtown, but it's ... this parking is for not those ... those (both

Payne: ...except those CB zones.
Howard: The ... Central Business Zone, the only change in the Central Business Zones is to
increase the parking requirement for three bedroom units from two to three. Uh,
the other parking requirements for the other, the one and two bedroom
apartments, will stay the same as they are now, which I think for one bedroom
apartment it's point 5 spaces per unit and for two bedroom units it's one space,
um, so it isn't requiring, uh, a one for one bedroom mix in the downtown. There
is a break on the parking in the immediate downtown.
Mims: I'll continue to support this, um, amendment to the ordinance. I agree that it
would be ... it's a laudable goal to have fewer cars downtown. I don't think by,
um, making less parking available that's going to do it. I think all that's going to
do is put more and more cars on the streets, in these neighborhoods, um, more on-
street congestion, which is one of the issues we have, um, that the neighborhood
people have already been complaining about. So, um, I will be supporting the
ordinance.

part of the strategic plan is to provide more information to the public on our
budget. So we decided to, uh, increase those staff. So if you have any questions
on that, I'd be happy to answer `em.
Fruin: If I could just add to that real quick, um, you know, there's a couple of things
going on here. If you recall at the last meeting we ... uh, adopted a new
purchasing manual and I think that hopefully will have some impact on the
workload in purchasing. Um, the other thing that we have going outside of this is
removing the front desk operation here at City Hall from Purchasing and tying
that into the new Communications staff that's falling under the City Manager's
office come July. So with those two things we felt that, um, we could, um, get by
with fewer resources in Purchasing and at the same time, as Kevin mentioned,
with some of the, uh, initiatives that we want to accomplish with the ... with the
budget, and ... and some of the financial analysis associated with that, just felt the
timing was right to ... to move forward and shift some resources in that direction.
O'Malley: Well, and it'll augment what Geoff, when he was talking it just reminded me that

top in terms of effectiveness and... and communication skill and... and diplomacy
and everything else, so uh, let me read this, Cody, and then you can come up and
shake... shake our hands, I guess! Uh, this is a City Council Certificate of
Appreciation to Cody Graham. Uh, for his dedicated service as the University of
Iowa Student Government Student Liaison to the City Council of Iowa City to
better identify issues of common concern to students and the City, and for his
commitment to improve communication between UISG and the City for the 2011-

Graham: Uh, just for the future in general? Um, this summer I'll be working full time on
Dave Loebsack's campaign as a field organizer, uh, both out of Johnson County
and uh, Scott County. Um, from there I'll be finishing up ... I'll be going back to
school in the spring semester, taking a ... a semester off. I figured it was probably
the thing to do. I think it'll actually be beneficial in the long run to, uh, to get
some good, uh, real -world experience. Uh, from there, um, I'm not quite sure.

I'm going to probably gravitate towards, uh, the D.C. area. I think I've got, um, a
good foot in the door there with Dave Loebsack's organization. Um, I'm really
interested in, uh, education policy. Uh, I've considered perhaps doing a stint with
Teach for America and then from there perhaps going on to law school, um, and
then, you know, maybe working on education policy on the Hill from there, so
that's... that's kind of what I'm looking at right now so...

Graham: That's in there somewhere, uh, I'll try to remember to do that!
Hayek: Bill Clinton took time off from school to go back and run a campaign. I think he

year, 2012/2013. Um, I'm also the, uh, Chair Member of the Recreation Services
Committee on campus, and I'm also a committee member on the Dean Student
Advisory Committee. Um, and I'll be, um, in those positions next year also. Um,
very excited to obtain this position and I look forward to working with you all. A

Recycling Center. It was a great event. Uh, quite a few people showed up for
that, uh, former Councilor, uh, Bailey was there and uh, a lot of news media, but it
was a great event, to see it, to walk around and... and I... I hadn't been down to
check it all out, so it was kind of fun!

Mims: Uh, I believe it's tomorrow night at 7:00 at the Library, um ... a forum on Black
Americans in Iowa City, African Americans and culture issues. Would encourage
people to come out for that. Um, follow up to that will be on May 9th is the Police
Citizens Review Committee, um, Police Citizens Review Board public forum on
May 9th and would encourage people to participate in that, as well.
Champion: I just want to congratulate the whole area on the splendid job they did with
organizing the wrestling tournament or whatever it was called. (laughter)

see President Obama speak at the Fieldhouse, thanks to Marian and others. Uh, it
was a great experience. We were like 30 -feet away from the President when he
was speaking and after he was finished he came by and shook hands and shook
...shook her hand. We were pretty pumped about that! So, that ... that was a
terrific thing. Uh, I also had the opportunity to go to an ICAD luncheon with, uh,
with Matt and uh, that was pretty productive and informative. Went to City of

Literature board meeting. Like to thank Jeanette Pilak for her service, in two
years, as Director of... of the, uh, City of Literature, and to welcome John Kenyon
aboard as the Interim Director. Went to an ECICOG board meeting. (laughter)
Lucky, Terry, you didn't have to drive up to Cedar Rapids. (laughter) And heard
a tremendous presentation by a... a group of University of Iowa urban planning
students about their sustainability initiative in Dubuque. They did a great job.
One last thing, I guess. I saw a performance of Mayberry, a... a new play about
race relations in Iowa City. It's a brilliant piece of writing. The playwright did a
superb job. The actors are terrific, and uh, I'll bet it gets around, cause I think
they only had three scheduled performances and ... it'll get around.
Payne: I went to it, Jim. I thought it was fantastic!
Hayek: Thanks... thanks for that. Um, several items, uh, I want to wish Jeanette Pilak, uh,
well in ... in her future endeavors. Uh, and ... and I want to welcome John Kenyon
to the interim position. Found out the other day, John and I were born within two
hours of each other. (laughter) Uh, so ... also on the Olympics, that was just a
fantastic experience for the community, um ... I had, uh, a client that had a ... a
board meeting in Iowa City and they didn't, uh, plan it well enough in advance
and there were just no hotel rooms in the county. Um, so you can see the kind of
economic impact it...it had and Iowa City staff, Transportation and Police and
others, did a great job collaborating with the CVB and the University and
everybody else who ... who was involved. Um, the Basta, uh, outdoor cafe, uh,
which as you may recall required us to make a legislative change went up
yesterday or today. Check it out. Um...

Hayek: And lastly I just want to ... uh, Zack Walls, uh, well known, uh, fine young man
