BACKGROUND INFORMATION:
The University of Iowa has applied for the vacation of .27 acres of street right -of -way along the east and
southern portion of Melrose Place. The proposed vacation includes both paved and unpaved areas
adjacent to lots 1 -8 Melrose Place. These properties, along with a driveway and rear lot at 711 Melrose
Avenue, will be turned into a surface parking lot to serve the University of Iowa Hospital staff. The
application indicates that the lot is necessary to serve parking areas displaced by the expansion of the
University of Iowa Children's Hospital.
Lots 1 -8 Melrose Place will be rezoned Institutional Public (P -2). The Institutional Public Zone provides
reference to public uses of land owned or controlled by the State or Federal government, such a
university campuses, regional medical facilities, post offices, and other state and federally owned
facilities. This designation serves a notice function to those owning or buying land in proximity to publicly

owned land that is not ordinarily subject to City development regulations. While these public entities are
not ordinarily subject to City regulations, the development standards in the code serve as a minimum
guidelines for State and Federal government entities to use to help create a consonant transition
between public and private uses.
Melrose Place is a low volume cul -de -sac with access off of Melrose Avenue just east of the intersection
of Melrose Avenue and Hawkins Drive. The street is substandard in terms of pavement width (20 feet),
and paving is in poor condition. Melrose Place does not have sidewalks or storm sewer service.
ANALYSIS:
The following factors are to be considered in evaluating a vacation request:
a) Impact on pedestrian and vehicular access and circulation;
b) Impact on emergency and utility vehicle access and circulation;
c) Impact on access of adjacent private properties;
d) Desirability of right -of -way for access or circulation needs;
e) Location of utilities and other easements or restrictions on the property;
f) Any other relevant factors pertaining to the specific requested vacation.
Vehicular and pedestrian circulation and access to private property:
The applicant is seeking vacation of those portions of the right -of -way adjacent to lots 1 -8. These
sections of the right -of -way will no longer be necessary for vehicle or pedestrian access once the
University removes the structures and redevelops the property as a parking area. The portion of
Melrose Place right -of -way that serves lots 9, 10, and 13 Melrose Place (properties not owned by the
University) as well as vehicle access to the parking for 741 Melrose Avenue will be retained and
improved as a public street. The University will widen the street to 23 feet, improve the paving, and
install curb and gutter along the length of Melrose Place. The University will also construct a 4 -foot
sidewalk along the west side of the street, adjacent to the privately owned property. Parking will be
prohibited on Melrose Place.
The connection to Melrose Place is located less than 50 feet to the east of the Melrose Avenue -
Hawkins Drive intersection and thus does not comply with current intersection standards. The current
proposal preserves two -way access along Melrose Place to serve the remaining residential
properties, however, the entrance to the parking area will be gated to allow entry but not exit. All
vehicles that pull into the university parking lot will be required to exit via the eastern driveway
between 711 and 727 Melrose Avenue.
The site plan shows the consolidation of two driveways (for 711 and 727 Melrose Avenue) into one.
This single driveway will provide two -way access to the University parking area as well as the private
property (727 Merlose Ave). During peak hours, exiting traffic will queue along the drive. While the
issue of queuing does not create congestion on Melrose Avenue, it is a concern if drivers become
impatient to enter traffic or fail to yield to pedestrians on the sidewalk. From a traffic safety
standpoint, this drive would be better designed with a left and right turn lane. Providing the additional
space for turn lanes would require an access agreement with the property owner at 727 Melrose
Avenue or removal of the structure at 711 Melrose Avenue. Locating the drive further from the
intersection of Melrose Avenue and Hawkins would be preferred.
Our transportation planners reviewed the proposed parking area design as well as traffic data
provided by the a consultant hired by the University (Anderson- Bogert) and believe the proposed
traffic circulation and access is safe but indicate that turn lanes for the two -way access drive would
further improve traffic flow and safety (see attached memo).
Emergency and utility and service access:
Because the gate will allow public access, emergency vehicles and service and utility maintenance

crews will be able to use the parking lot to exit via the eastern driveway. The Fire Department has
reviewed and approved the proposed access and circulation.
Parking Area Design and Screening
Because the right -of -way vacation will allow the expansion of the planned parking area, the City may
consider requiring certain conditions regarding the parking area. The University has worked with the
Melrose Neighborhood Association and has attempted to address their concerns, including that the
design be efficient for snow removal to minimize noise disturbance for the surrounding properties.
Parking areas in the P1 zone are typically required to provide a 10 -foot setback from residentially
zoned property; the proposed site plan shows an 8 -foot setback. While the University is not ordinarily
subject to City development regulations, these standards serve as minimum guidelines to help create
a consonant transition between public and private uses. To minimize the impact of this large parking
area on significant historic properties in the residential neighborhood to the east, staff recommends
the parking area be set back a minimum of 10 feet from the properties on Melrose Circle and Melrose
Avenue. The submitted site plan shows parking aisles that are 24 feet wide; this is two feet wider than
what is required by code. Each parking aisle could be reduced by up to 2 feet in order to
accommodate additional setback.
To comply with the S3 standards, the University's submitted plan shows a solid fence or wall within
the setback in addition to landscaping. Landscaping is typically provided on the outside of the fence,
facing the neighboring properties.
For the benefit of all surrounding residential properties, staff recommends that the final parking area
meet City standards with regard to terminal islands and lighting and include shade trees to minimize
the heat island effect. The plan submitted by the University complies with this recommendation.
Location of utilities
Letters have been sent to MidAmerican, Qwest, and Mediacom to determine whether private utilities
are present along this portion of right -of -way.
As part of the vacation process, and proposed construction, the City of Iowa City Engineering Division
would expect that all infrastructure and utility improvements be taken care of by the University of Iowa
as part of this project. This would include the reconstruction of Melrose Place (paving w/ curb and
gutter), sanitary sewer abandonments as needed, water main improvements, and management of
storm water.
The water main in this area, which has a history of problems, will need to be upgraded and
shortened /terminated at the new end of Melrose Place. The water main will be located under new
street paving. The storm water management has been reviewed by the City Engineering Department
and is being addressed by the University in its plans.
SUMMARY:
Staff finds that, subject to the conditions specified below, the proposed vacation meets the criteria for
right -of -way vacations as outlined in the code.
STAFF RECOMMENDATION: Staff recommends approval of VAC12 -00001 a vacation of a portion of
the Melrose Place right -of -way subject to the following conditions:
1. Vehicle access to the parking area from Melrose Place will be one -way: a gate or other device will
allow public entry to the lot but will block exit from the lot to Melrose Place.
2. The University will improve the remaining Melrose Place right -of -way, including the reconstruction
of Melrose Place (paving w/ curb and gutter), 4 foot sidewalk, sanitary sewer abandonments as

needed, water main improvements, and management of storm water.
3. The final parking area design should meet the City's standards with regard terminal islands and
lighting and should include shade trees as proposed in the submitted plan.
4. Along the east property, where the parking area abuts private properties on Melrose Avenue and
Melrose Circle, a minimum setback of 10 feet should be provided with a solid fence or wall in addition
to S3 landscape screening.

Re: Proposed Melrose Place Parking Lot
Per your request, staff reviewed preliminary designs and traffic data provided by Anderson -
Bogert with respect to the proposed University of Iowa parking lot adjacent to Melrose Place.
After review, staff concurs with both the assumptions /data used in the traffic study, as well as
the results provided by the consultant. Staff wants to make clear that the data /plans reviewed
allows full access (entrance /exit) for Melrose Place properties at the intersection with Melrose
Avenue, but would disallow those using the proposed University parking lot from exiting onto
Melrose Avenue at Melrose Place. This arrangement would be ensured by installing an
`entrance -only' gate at the south end of Melrose Place (shown in the preliminary design).
With respect to traffic operations, the information provided by the consultant shows that the
proposed parking lot and associated traffic will have minimal adverse effects on existing
Melrose Avenue or Hawkins Drive traffic operations. The greatest delay for motorists, as shown
by the consultant, is for southbound left -turns at Hawkins Drive with a level -of- service (LOS) E.
Level -of- service is graded 'A -F' with 'A' representing free - flowing traffic and 'F' representing
complete break -down of traffic flow. The addition of the proposed parking lot does not worsen
the LOS at this location. The second noteworthy delay shown by the data will be for northbound
left -turn movements (out of the parking lot) at the proposed east driveway with a LOS E.
Although some vehicle queuing will occur at this location as a result of this delay, all queuing will
occur on the proposed east drive; not on City streets.
One reason the northbound traffic exiting the parking lot will experience delay is due to the
driveway design, which is limited to one lane for all exiting traffic. The addition of separate right
and left -turn lanes for exiting traffic will alleviate some delay and congestion, reduce vehicle
queuing, and reduce the chance that vehicles will be blocking the sidewalk when pedestrians
are present. Increasing the capacity of the driveway will also minimize the potential for risky
turning movements due to excessive delay. We recognize that due to site constraints it may be
difficult to construct an additional lane for exiting traffic.
Staff should review any further revisions /alterations of the proposed concept prior to approval.

Concerning the agenda item for your formal meeting on April 5, 2012 about the
vacation of the street right -of -way located adjacent to 1 -8 Melrose Place, I would
like to convey the following comments from the Melrose Neighborhood.
In summary
Because we believe that The University of Iowa will proceed with the parking lot
(even though it is against the wishes of the Melrose Neighborhood), the vacation of
Melrose Place is not as important an issue for us as is the possible
removal /destruction of one of the Neighborhood's historic properties (711 Melrose
Avenue) if the UI cannot obtain some of the neighboring property (727 Melrose
Avenue) to use as part of the entrance /exit lanes to /from the parking lot. Both 711
and 727 are listed on the National Register of Historic Places.
Therefore, because the City does not have any enforcement power over the UI, we
are asking the City to uphold its stated commitment to the Neighborhood's
preservation and to strongly urge the UI, in the spirit of cooperation between the
City and the UI, to preserve the historic house and barn at 711 Melrose Avenue.
That is, we encourage the City not to stand in the way of the parking lot plan and the
vacation of Melrose Place as long as the house and barn are preserved in that
location - see below for details.
Background information:
This vacation is requested because the UI wishes to construct a large parking lot in
the Melrose Neighborhood. Such a structure would be very disruptive to the
integrity of our Neighborhood and would not be something that we welcome,
especially as it involves the demolition of eight Neighborhood properties. We have
expressed our opposition to this parking lot both publicly and to the UI. However,
the UI has the power to build this structure over the objections of the Neighborhood
and of the City.
The City, in various of its publications, has stated that the Melrose Neighborhood is
worth preserving. The Neighborhood itself spent extensive time, effort, and funds to
have a large portion of the properties listed on the National Register of Historic
Places (an effort usually done using the resources of the City rather than of the
neighborhoods).
The UI's current plan will disrupt the integrity of our Neighborhood through
construction of a large parking lot within the Neighborhood borders. In recent
years we have seen some improvement in communication of the UI's plans to the
Neighborhood. However, this project is an exception. We had recently been told
that the UI did not plan to purchase any more properties in the Neighborhood but
they then informed us that they were planning to buy two more properties,
demolish eight properties, and build a large parking lot in our Neighborhood. We
were informed of the planned lot only a few days before it was to go before the State
Board of Regents, leaving us little time to express our concerns and to explore other
options.
In their request to the Regents to purchase two Neighborhood properties to realize
their plan, the UI correctly stated that none of the eight homes that they wish to
demolish are within the Neighborhood's Historic District. At first the lot was said
to be temporary and the Regents were told that it would hold approximately 250
cars. It is now acknowledged to be a permanent structure and was to hold 300 cars.
In addition, the survival of one house in the Historic District is now in jeopardy.
We are encouraged that the UI has recently included two Neighborhood members in
their planning meetings for this parking lot. At those meeting, these neighbors have
expressed their concerns, such as those described below.
In addition to the disruption to our Neighborhood, we have been concerned,
amongst other things (such as view, noise, and light pollution, run -off affecting
Brookland Park, overnight parking prior to football games, protection from the
effects of additional football parking, environmental impact including replacement
of vegetation for esthetics and bird /animal protection) about the effect of the lot's
traffic on Melrose Avenue, especially as the entry point was originally confined to
Melrose Place, which is awkwardly placed as regards the traffic lights at Hawkins
Drive. Therefore, the UI has perceived a need for a second two -lane entrance and
exit adjacent to 711 Melrose Avenue. It now appears that there is not enough space
for these two lanes on the 711 property unless the historic house there is removed.
Therefore the survival of the 711 house at its current location now depends on the
owner of the adjacent property allowing some of his property to be used to facilitate
the two lanes.
We think that support of this plan by the City (through vacation of the Melrose Place
right -of -way) could be considered at odds with the stated commitment of the City to
preserve the Neighborhood. At the least, we think that the vacation of the City
street is premature until it is known whether 711 can be preserved by the owner of
727 facilitating the two lanes needed for the eastern entry /exit.
That being said, we are aware of the time constraints the UI has developed for the
construction of the lot. We would therefore ask the City to approve the vacation of
Melrose Place pending the preservation of 711.

Note 1: This request for vacation of Melrose Place is reminiscent of the UI's request
for the vacation of Grand Avenue Court, where the UI's plans for the building of the
Gerdin Athletic Learning Center were so far advanced that the City had little chance
but to vacate the street. (The UI said that when the Center was built 'the road would
be too close to it'.)
We believe that the UI should request street vacations at a point in their planning
where they are not totally committed to the project in question, so that the City has
a better chance to decide what is in the best overall interest for the City as a whole.
Note 2: As regards landscaping, we have been very concerned about the original
paucity of replacement vegetation offered by the UI and are pleased that the City has
recommended that the number of trees be increased and that the UI has heeded that
recommendation. However, we would like to have evergreens in addition to
deciduous trees, both for winter esthetics and for bird /animal protection. This
parking lot is unique in that it is an unwanted intrusion in the middle of a
neighborhood and so we believe that landscaping and other esthetics should have
special consideration in this case.

At your May 1 meeting I believe you will consider the University of Iowa's request that the City vacate Melrose Place to
facilitate the construction of a parking lot there, in the Melrose Neighborhood. Part of the UI's plan for the lot is to
demolish the house at 711 Melrose Avenue. The Melrose neighbors request, based on the information below that was
sent by us to the members of the State Board of Regents, that the City Council, as part of the vacation discussion, ask the
UI to move the house to a vacant lot they own at 311 Melrose Court (or any other vacant area they own in the Melrose
Neighborhood), rather than demolish it.

I am writing to you with some information that I do not think you have as you make your decision about Item 13, because
this is an important decision concerning the demolition of a historic 100 - year -old house in the National Register of Historic
Places' Melrose Historic District. It also clears up some misinformation you received from The University of Iowa. I would
appreciate if you would read this information so that your decision is more informed.

Summary:
The Melrose Neighborhood is requesting that you do not vote to give the Ul permission to demolish the historic
100+ year old house at 711 Melrose Avenue, that is listed on the National Register of Historic Places as a
contributing structure, but rather that you request that the house be moved to the UI's vacant lot at 311 Melrose
Court or another of the UI's vacant properties in the Melrose Neighborhood.
We also ask that you request that the new lot be given (on a sign at the lot) the name of "Melrose Place Lot" or
"Melrose Place Parking Lot" in addition to its assigned number. This would be one small way to recapture some
of the history of the Neighborhood (and the Historic District) that will be wiped away by construction of this
parking lot.
Details:
The University of Iowa is asking you for permission to demolish 711 Melrose Avenue in Iowa City due to their planned
parking lot at Melrose Place.
We have communicated to you previously (December 7, 2011) that the planned lot is an unwelcome intrusion in our
historic Neighborhood. We believe that the City would not have allowed a parking lot to be built in our Neighborhood and
it is contradictory to the City's Comprehensive Plan. Thus we believe that it is only through the power of the UI being a
State entity that the UI can override the City's plans and regulations and this lot will be imposed on the Neighborhood.
There were various reasons why the Neighborhood thought it would not be a good idea to place the lot in the planned
location, a prime one being that the only ingress /egress available was at Melrose Place, which is located in a very
awkward position as regards the traffic lights at the intersection of Hawkins Drive and Melrose Avenue.
Nevertheless, at your December meeting the Regents gave the UI permission for the project, for them to purchase 1
Melrose Place and 711 Melrose Avenue, and for them to demolish eight houses in our Neighborhood (1 -8 Melrose Place),
that are not within the Melrose Historic District. However, the Regents did not give permission for them to demolish either
the house or the barn at 711 Melrose Avenue, which are within the Historic District and listed on the National Register of
Historic Places "under Criteria A and C as a contributing structure to the Melrose Historic District" (see the attached site
inventory form).
Initially the lot was said to be temporary, and you were told by the UI that it,was to hold approximately 250 cars.
We are now at a situation where the UI says the lot is permanent, the UI planned on having 300 car spaces (where the UI
assumed it would be granted vacation of Melrose Place by the City), and the UI is asking for demolition of historic 711
Melrose Avenue. (The number of spaces is now approximately 285 due to requests from the Neighborhood and the City
to have more landscaping to lessen the lot's impact on the Neighborhood.)
It could be concluded that this whole situation has arisen due to bad or rushed planning. There are other alternatives that
could have provided parking close to the UI, such as:
1. Waiting a short while to build the new Children's Hospital until more appropriate parking could be found, for example
when the UI facilities at the Iowa River Landing are complete.
2. Better timing of the building of the practice football field with the planned parking, where the bubble used to be.
3. More intensive use of parking in outlying areas and efficient transportation from those parking areas.
4. Building a ramp at the Finkbine parking lot.
5. Building a ramp in the surface lot north of the Quadrangle.
6. Even building a ramp in the surface lot west of the Athletic Learning Center would be preferable to building a parking
lot in our historic Neighborhood.
It appears that this is an example of the UI forging ahead with plans for a new structure without due consideration of its
effect on neighboring City areas. It could be that this is due to the power that the UI has to override City regulations. We
believe that with such power comes great responsibility, for example looking far enough ahead so that a neighborhood
does not have to bear the brunt of any apparent miscalculations or change of plans of the UI, and ultimately has to pay, as
in this case, by the destruction of one of its historic houses and the resultant bisection of its Historic District by a three -
lane entrance /exit. (Last August we were told that construction of the Children's Hospital would not affect the
Neighborhood.)
The most egregious apparent lack of planning is that the ingress /egress at Melrose Place has been found to be
unworkable (because it is not wide enough and because it is too close to the Hawkins Drive intersection with Melrose
Avenue), which has led to the UI proposing demolition of the historic 711 Melrose Avenue house to achieve a three -lane
entrance /exit.
We do not believe the UI would appreciate if another entity demolished one of its 100 - year -old historic houses (or built a
parking lot in the midst of its campus) against the wishes of the UI and against the UI's Campus Masterplan. (That is, the
UI's lot in the Melrose Place location is counter to the City's Comprehensive Plan.)
Now that the parking lot is going to be built, we do appreciate the efforts of the UI construction planning team, with input
from Neighborhood members and the City, to alleviate some of the impact of the lot on the Neighborhood, such a
landscaping, lighting, and runoff considerations, etc. We also appreciate that the 100 -year old historic barn on the 711
Melrose Avenue property will be relocated and preserved.
As regards the house at 711 Melrose Avenue (see attached site inventory form from the nomination of the Melrose
Historic District to the National Register of Historic Places), it has been misrepresented in the request by the UI for its
demolition (and subsequently in the press). This house was built in 1910 or 1911 and thus is over 100 years old and it
IS listed on the National Register, as an integral part of the Historic District. It is not a key structure, but a contributing
structure, as are many other buildings that make up the Historic District.
In addition, though the District does not currently have a local historic designation, the Historic Preservation Commission
has thought for some time that it has urgent need to be considered for this designation and is actively pursuing this
consideration. Thus this house is under consideration, along with the rest of the Historic District, for having the
protections of a local designation.
We take exception that the house is apparently denigrated in the UI's request for its demolition. Other houses in the
Historic District have been used as rental property for students and this house was described in good enough condition to
be included in the National Register in 2004 and there is no apparent significant change in its exterior condition since
then.
If the house at 711 Melrose cannot be retained in its present location, we request that the UI be instructed not to demolish
the house but instead to move it to a vacant lot already dwned by the UI at 311 Melrose Court, or another of the UI's
vacant properties in the Melrose Neighborhood.
We also request that the new lot be given (on a sign at the lot) the name of "Melrose Place Lot" or "Melrose Place Parking
Lot" in addition to its assigned number. This would be one small way to recapture some of the history of the
Neighborhood (and the Historic District) that will be wiped away by the UI's construction of this parking lot.
(Note: We also regret that the UI has asked for demolition of the house at 15 Melrose Place, as this structure is not
involved in the parking lot plans.)

7. Narrative Description
This one -and - half -story single - family dwelling was built in 1900 according to Iowa City Assessor's Records, a date
frequentiy used for older buildings when a more specific date is unknown. Johnson County Auditor's Property
Transfer Records show the property separating from a larger parcel in 1910 when William and Grace Kettlewell
sold the property to Albert J. Wiese for only $975, indicating that no house was yet on the property. In the city
directory published in 1912, Albert Wiese was listed on the West Side (in 1911 and earlier years he was listed
elsewhere in lows City), and in later directories was living at 711 Melrose Avenue. Together this information
suggests that the house was built sometime between 1910 and 1911.
This frame dwelling is an example of a "Front -Gable Roof" form that was commonly used for vernacular
residences in the late 19 and early 2& centuries in Iowa City. It has a broad front -gable roof with gable wall
dormers positioned as cross- gables on the east and west sides. A low - pitched hipped roof porch extends across
the full front. The main roof has cornice returns in the gables and in the dormers. The foundation is parged stone
or concrete block and the walls are presently clad in marrow vinyl siding with the original cornerboard and
beitcourse detailing clad in a contrasting color. The porch has square columns at the outer comers and at the
entrance opening resting on the closed balustrade that is clad in vinyl siding. Storm sash have been installed
above the balustrade but the entrance step area remains open. Windows throughout the building are 1/1 double -
hung sash with the bay window on the second floor centered beneath the front gable the most prominent opening.
Though the pattern of beitcourses suggests that a contrasting material ``such as shingles may have been
employed in the gable ends, the current owners indicate that wood siding is the only material present.
At the rear of the Wiese House is the property's original two -story frame barn. It has a side -gable roof with a
steep pitch and, like the house, is set on a parged foundation, It retains its original board- and - batten wood siding
and an original or early standing - sepal metal roof. Access for vehicles is through sliding by -pass doors on the
north side with a hinged passage door on the same side. The passage door is of vertical board construction and
the by -pass doors have a board- and -batten finish, The hay door is located on the east and of the north side.
Both of the gable ends have multi -tight windows. A passage door is also located on the south side with a patched
opening also present on this side. The barn still retains its original dirt tloor. 'the Wiese barn is the only surviving
barn in the District, which originally had severs, such outbuildings located along Melrose Avenue. A concrete slab
for a chicken coop (nonextant) is located alongside the east property line slightly south of the barn.
The house lot is generally level along Melrose Avenue with large shade trees and mature shrubs dotting the yard
and along the foundation. The carriage barn, which is positioned along the rear property line southwest of the
house is connected to Melrose Avenue by a narrow drive along the west side of the house.
& Statement of Slanificance
This house is a moderately preserved example of a vernacular house known as the "Front -Gable Roof' form.
Construction of this house was likely associated with the population growth after the turn of the 20th century and
the annexation of the West Side that occurred in 1910. The mouse is eligible for the National Register under
Criteria A and C as a contributing structure to the Melrose Historic District. The carriage barn is a well-preserved
example of a two -story bam and the only extant one in the district.
The Melrose Historic District itself is locally significant under Criteria A and C. Under Criterion B the District has
both local and state level significance. Under Criterion A, the District derives significance from its association with
an important era of residential development from the 1920s -1950s along and south of Melrose Avenue adjacent
to the State University of Iowa (SUI) West Side Campus. Its greatest growth in the 1920s and 1930s was
associated with the establishment of the SUi hospitals and the creation of facilities for SUI's athletic programs.
The mixture of small and large lots available in various additions and subdivisions encouraged a similar mix of
both affordable and upscale housing. These lots provided ideal home sites in the Melrose Historic District for the
staff and faculty of the SUI'hospitals and athletic programs who needed housing during this period.

Under Criterion B the Melrose Historic District derives significance from its association with important Iowa City
residents and a number of prominent SUI faculty members whose contributions were on the state and national
level. Each of these individuals resided in the Melrose Historic District during the times that they made their main
contributions to their respective fields.
Under Criterion C the Melrose Historic District is significant as a representative collection of the architectural
styles and vernacular house forms that primarily appeared in Iowa City neighborhoods beginning in; the period
before World War I and continued through the post - World War Ii era. The juxtaposition of a dozen different
architectural styles and house forms for single- family dwellings, duplexes, and a large apartment building testes
to the architectural diversity of the District, The District demonstrates both the organic development practices
seen when a rural neighborhood becomes absorbed into an urban area and the developer- homebuiider practices
seen in an early automobile suburb developed. between World War i and li.
A discussion of the development of this property is summarized in Richard Carlson's study of early Melrose
Avenue houses. The passage below explains the possible scenarios for the construction of the house:
"A 0.8 -acre parcel containing the site of the present house was separated from a larger parcel in 1910. It "
was sold by William and Grace Kettlewell to Albert J. Wiese for only $975, indicating that no house was yet
on'the property. Albert Wiese was listed in city directories on the West Side starting in 1912 -1913 (in 191'1
and earlier years he was fisted elsewhere in Iowa City), and was living on Melrose Avenue by the time of the
1918 city directory. The house was thus probably built for the Weses between 1510 and 1912."
As Carlson notes, the Kettlewells sold the property for this house to Albert J. Wiese in 1910. At the time Wiese
worked as a concrete mixer for Michael Vilihauer, a local manufacturer of concrete block. Wiese's three adult
children resided with him and his wife Augusta In the residence at 1111 Rochester Avenue. He apparently retired
the next year while their house was -being constructed and by 1912 city directories list him as a re red farmer
residing on the West Side along with his family. In 1914 Wiese returned to employment as a cement contractor.
The Wieses continued at this address until ca. 1935 when Albert died. He alternately worked as a laborer and a

continued to reside here until the early 1940s along with several of theircWdren including William O.E. who
worked for a time as a watchman at the SUI Armory (1920s) and Holding (Holden) who worked as ,a clerk at the
SUI Hospital. Holdine acquired the house from Augusta in April 1940 and continued to reside here by herself until
the early 1950s. By 1958 she had married and city directories show the house occupied by Edward and Holdine
(Wiese) Munkhoff. The couple continued here during their retirement in 1967, the cut -off date for city directory
research for this survey.
Current owners of the Weise House, Pat and George Turecek, have lived here since ca. 1970. George worked at
Moore Business Forms for 44 years and retired in 2001. He spent the first five years at Moore's in shipping, then
about 35 years as a plate maker, transferring printing to platevia negatives, and then the last years as a press
operator. His wife Pat worked about ten years at the register in the UI Hospital Cafeteria and left in 1983. She
also was supervisor in the lunch room of Lucas Elementary School for 10 years, retiring in 2000. The couple
raised seven children while residing at 711 Melrose Avenue.

WHEREAS, the applicant, The University of Iowa Board of Regents, wns certain contiguous lots

WHEREAS, the applicant, The University of Iowa Board of Regents, wns certain contiguous lots
surrounding the Melros Place cul -de -sac, upon which there are presently loca ed single family homes; and
WHEREAS, the Uni rsity desires to construct a surface parking lot ove and across these lots, as well
as over and across a port-S-1
of the Melrose Place right -of -way;
WHEREAS, the Universe has therefore requested that the City vacat and convey to it that portion of
the Melrose Place street right -o way located adjacent to its property; and
WHEREAS, that portion req fired to be vacated will no longer serve public purpose if the University-
owned houses are demolished, alth ugh a public access easement shou be retained to provide appropriate
traffic circulation for the public nee associated with the remaining mes along the remaining Melrose

Section 2. To the extenhe projects or ctivities described in this
resolution may be reasonably c to be included 'n more than one classification
under Division III of the City owa, the Counci hereby elects the "essential
corporate purpose" classificatiocedure with res ct to each such project or
activity, pursuant to Section 38 he City Code of Io a.
Section 3. This Resol tion shall serve as a declaratio of official intent under
Treasury Regulation 1.150- and shall be maintained on file a a public record of such
intent. It is reasonably exp cted that general fund moneys may e advanced from time to
time for capital expenditur s which are to be paid from the proce s of the above Bonds.
The amounts so advanced shall be reimbursed from the proceeds o the Bonds not later
than eighteen months aft r the initial payment of the capital expendi res or eighteen
months after the property is placed in service. Such advancements shall not exceed the
amount authorized in this Resolution unless the same are for preliminary expenditures or
unless another declaration of intention is adopted.
