Washington Street Iowa City, IA 52240 Dear Mr. Markus, In keeping with our mission to raise funds to support animal care services at the Iowa City Animal Care and Adoption Center (Animal Center), the Friends of the Animal Center Foundation (FACF) is pleased to present you with this letter outlining our intent to begin a multi- phase capital campaign to secure $1 million in private donations in support of the construction of a new Animal Center. This is a major commitment by a non -profit organization and not one the FACF Board of Directors takes lightly. This is in addition to the continued commitment by FACF to provide programmatic support during this same period; however it should be noted the level of programmatic support will most likely diminish during this period. This commitment would be made over a five -year period with anticipated payments to the city of $200,000 annually beginning in June 2013. Should donors fulfill their gifts more quickly and FACF is able to accelerate the pledge redemption period we are committed to doing so. To be able to secure these funds we will require the partnership of city staff and council to ensure consistent and clear communication with potential donors. City staff will have the opportunity to review solicitation materials to ensure they are inclusive and accurate. Additionally, the inclusion of FACF representatives in the facility design committee is appropriate. Further, FACF and the City of Iowa City will need to work together very closely to provide the community with clear and accurate information about this project. This will require the formation of a small team of city and FACF representatives to work together on the release of project information to the community in a manner consistent with public information requirements and best practices for fundraising. 1 P.O. Our planning efforts have already begun and assuming schematic design, schematic cost estimate and, jurisdictional investments are defined in the near future, FACF will begin solicitation efforts this summer. The Friends of the Animal Center Foundation is proud to offer our time, talents and financial support to the City of Iowa City for the express purpose of constructing an Animal Center. We believe this effort will provide our community with the necessary space to ensure public safety and appropriate care for animals as well as resources for pet owners. The Solon City Council considered the funding request proposed by Iowa City and also investigated the use of the Cedar Valley Humane Society. After reviewing the options available, the Solon Council has decided to terminate its agreement with Iowa City for animal control services and opt into a contract with Cedar Valley. Per our contract with Iowa City Solon is obligated to provide a 30 -day notice for termination of the agreement. Solon has decided to end the contract as of June 30, 2012. In light of your concerns we'll be conducting observations, evaluating collision data and traffic circulation patterns, and looking for any visibility problems to determine what, if any, changes are needed. Would you please forward it to the appropriate person /department and the Council? Thank you. Jesse Burns ISSUE: Safety concern with pedestrian and vehicle intersections on Market & Linn Streets, and Jefferson and Linn Streets: In recent months signs were placed in the center of the streets that have only added to the confusion at these intersections. At certain times of the day it is very bad due to rush hour traffic as well as times between classes. Vehicle drivers as well as pedestrians are still confused as to who has the right of way, at what point they have the right of way, whether to start or stop moving. Confusion will lead to accidents. I drive this route multiple times daily and experience this first hand as well as witness others. Also adding to the problem is that cars are parked along these intersections which make it more difficult to see children or persons in wheel- chairs. Additionally, due to the east/west facing directions of these streets, the problem is compounded by sun glare at certain times of the day /year. Can some other form of signage or signaling be done to make these intersections safer? Ideas: Remove current signage in streets and install clear instructions such as 1. Install a four -way stop for vehicles and pedestrians. or 2. Install pedestrian push -button activated lighted signals similar the pedestrian crosswalk on Clinton Street in front of the Old Capital Mall. In addition, PATV has helped produce a documentary of his life that helps cast those with disabilities in a more positive light. Chad Simmons of Diversity Focus said that with PATV's assistance 4 30- minutes programs were produced that will help them fulfill their mission. The four programs focused on the experiences of Muslims, the GLBTG community, immigrants, and the millennial generation. PATV is a great resource for the sustaining and building community. Yale Cohn said that he has been a producer at PATV for about 1 1h years. During that time he has discussed a great many issues with a variety of notable, diverse Iowa City figures. PATV allows the wealth of interesting and informative individuals to be shared with the community. The host of a PATV program, Frame, said that she has been involved with art and culture organizations in the Corridor for over three years and PATV has helped promote a rich arts culture in the area. PATV helps preserve and promote our literacy heritage. Many people outside Iowa City view programs streamed on the Internet by PATV. The owner of the Oasis restaurant said PATV was instrumental in the promotion and subsequent coverage of the new Northside Oktoberfest festival that drew over 10,000 people. Manuel Galwaz produces programs at PATV that are focused on the Latino community. Having these programs helps Latinos transition into the mainstream culture and empowers the Latino community. An aspiring comedian said that his website received several thousand hits after appearing on "Talking With Yale Cohn ". PATV is a valuable tool for the promotion and development of local artists and creative individuals. Craig Dahl said that Iowa City is a diverse community and PATV enables all segments of the community to have a creative voice. This is a great benefit to the community and promotes the strength that is found through diversity. Daniel Beltrain said he is a Latino pastor who wanted to reach out to the Hispanic community. PATV has helped him to do so. The team at PATV is very helpful and professional. IP12 Mary Blackwood with the Land Locked Film Festival said that PATV is a critical element to their festival. They provided promotion, taped workshops and were engaged in a number of other ways. PATV's resources allow aspiring film makers to produce work that otherwise they could not as the cost would be prohibitive. Craig Jarrie said that public media strengthens free speech. There is a great need in our society for non - profit media. Community media with its local content is valuable and worth preserving. Hani Elkadi said that he produces a program called "Education Exchange" at PATV. PATV gives the community a valuable outlet to discuss and examine local issues that are important to the community. PATV is the only open democratic forum in society as the mainstream media becomes more and more concentrated. Shinji Uozumi said he is a visiting professor from Japan who is researching community media. PATV provides social capital for the community. The book "Bowling Alone" documented how the advent of television promoted a cultural isolation of the individual. To the contrary, production of local, community television brings people together in a common endeavor and strengthens communities. PATV provides a historical record of the community. Community television promotes democracy. John Shoewalker said the existence of PATV empowers independent voices in the community and promotes decentralized viewpoints. Community television supports creativity and imagination. Karl Hillie said PATV plays an important role in the community by providing citizens an opportunity to reach out the community. It serves as an important means of community communication. Jonathon Sabin said he has worked for over 40 years in media. PATV is a valuable resource for the community that needs to be preserved. Tom Nothnagle said that he is a PATV board member and that PATV is now as busy and serving the community more than anytime in its 24 year history. Josh Eklow said that he is a video artist and values PATV for the resources they provide. PATV is the best art gallery in Iowa City. Pai Jouhikainen said that PATV helped him integrate into the community when he moved here. Now the presence of PATV influences his decision to stay in Iowa City. PATV is a valuable resource for the community. Jason smith said that he attended a youth leadership program years ago when he was in 6' grade that included work at PATV. The experience was a positive developmental event in his life and is just one example of the many ways PATV serves to better the community. Nathan Christenson said that he tapes church services using PATV's equipment and has found the staff first -rate and very helpful. A women name Lauren said that as a 20 year resident of Iowa City she values PATV for how it helps people feel connected to their community. What the community receives back from PATV is a better community. Rudy Marcelino said he is a DJ and has produced programs at PATV. As an example of the type of valuable programming found only at PATV is coverage of the 5 -part symposium on civil discourse in politics featuring Jim Leach. Josh Goding, Executive Director of PATV, thanked the attendees for their positive comments and noted that 2011 was the busiest year on record for PATV. We are currently working on a training video for a required class for people going through divorce or custody cases in this judicial district. We got a grant from the Greater Cedar Rapids Community Foundation for part of the video expenses and have raised additional funds through contributions. One of our primary expenses is the editing that will be done by PATV. Our small nonprofit can afford to create these teaching videos because we work with PATV. Our partnership with PATV allows us to recognize needs and produce videos that meet those needs. We learn needed skills from them and rely on PATV for what we cannot do. I am a former TV -news producer for the public broadcasting system in Japan. I am now teaching media studies at a college in the city of Osaka; that is in the west of Japan, but currently visiting University of Iowa as a researcher. It is a pleasure to study in such a beautiful place like Iowa City. Today, I'd like to address how I see public access TV as a visitor from the foreign country. 1 st of all; I regard PATV as one of the social capitals for the community. That is; public access TV is where people gather to create variety of shows as community projects. A decade ago, a scholar whose name is Robert Putnam pointed out in his book "Bowling Alone" that TV is one of the reasons people in the U.S. became isolated. In Putnam's observation, people started to consume their time at home in order to satisfy their appetite for amusement on TV, and thus they became reluctant to go out and participate in the activities of their community. On the other hand, public access TV has been trying to reinstate community activities since they were launched as early as in 1970s. That is, public access TV has tried to make people involved in the programming as producers, directors, cameramen & women, audio and several other kinds of staffs. Iowa City for example, PATV cable - casts program such as "Live from Prairie Lights." I believe many people have been involved in the Prairie Lights show not only as technical staffs, but also as volunteers and audiences. I wish I could have such a program in my home town in Japan that tells us to whom I can meet at the local bookstore. 2ndary, I understand that public access TV is the place where people can speak up freely, and thus its program can be the historical records for the community to review what kind of issues that people faced in the past and how people thought about it. I once saw the program about Occupation Iowa City on PATV. A vehicle that enables people to be heard (and also reviewed) is vital to democracy. And it is better if you have more vehicles like that. Print media are friendly for the people who have difficulty in hearing, radio is friendly for the people who have difficulty in reading, and TV is friendly for the elders and the people from foreign countries like myself. Today, people tend to think that the internet covers all the demand, but I do not think so. Traditional media still remain as friendly media, and people should not forget about public access TV because of the internet. By the way, my home country Japan does not have public access TV except for a few instances. That is because we never have mandated our cable systems to reserve channels for the community usage. We do have some community TV on voluntary base, but I can say TV is very much the one -way media in Japan. In order to overcome this situation, my colleague researchers and I have been writing several books and papers about public access TV in the U.S., and educating the people of Japan to teach the notion of public access to media. And I am proud to tell you that some inspired people are holding the national meeting for the community media, or we now call it "meeting for the technological accessories as well as their Staff and Interns. In conclusion, My full length film that is playing in theaters in Iowa has sparked a lot of interest in the film community. I was contact by NBC /Universal Studios representative and other Big Producers that want to check the film out or are looking at it now to invest in the sequel. Will it be scheduled at a more convenient time than during lunch or dinner as it has been? 12:30 p.m. and 6 p.m. are times when Oaknoll residents in the skilled care center are in the dining room where there is no TV. As the provision of communication and media services increasingly becomes the realm of companies with national and even international focus, the unique opportunity that public access offers to the citizens of our area grows more apparent. It is ironic that as we increase our global interconnectedness though satellites and corporate consolidation, our capability to connect with our neighbors via media suffers. The ability to tune in a channel on radio or television with locally - generated content has largely become a casualty of the broadcast industry's evolution. I have worked in communications for more than 20 years, as a foreign correspondent, writer and editor, and more recently as a communications consultant, and I am a firm believer in the importance of maintaining that local connection via a media so ubiquitous as the television. Public access television is especially important to the Iowa City media market, which apparently is not big enough to support local commercial television stations. Cedar Rapids is relatively close in terms of the airwaves, but it is not Iowa City. I have noticed that the ability to get locally - generated information and programs into the homes of our elder, less mobile citizens is especially important. In this regard, support for PATV can be seen as support for Iowa City's senior citizens. On a more personal level, I have experienced the welcoming, community -based nature of Channel 18's service first hand. My teen -aged son and myself have taken advantage of training opportunities offered by the PATV staff, and we have made use of their cameras and editing systems to produce local content that otherwise would not have found an outlet. Most recently I produced and have repeatedly broadcast a 5- minute Public Service Announcement promoting a community -based musical in which more than 125 of our neighbors joined to raise money and awareness for the non- profit service organization Iowa City Hospice. I also believe that adding local voices to the discussion of global issues is important. A year ago I returned from a humanitarian mission to Haiti and was able, only because of public access and the people at Channel 18, to document that experience and broadcast it to our local audience. Recently I completed a film project with a 12 year old Down syndrome child I work with. Eli wrote the film and I shot it. The staff at PATV was extremely helpful, they bent over backwards to help with the production and editing of the short film. "Eli's Movie" has now been seen almost 600 in the community and nation. The purpose of the film was to present Eli in a positive, "normal" light, to help people understand his world. The movie has been a smashing success! Eli's mother pulled me aside and told me how proud she was of our school and community for giving Eli an opportunity to be heard. Eli's voice would not have been heard with out PATV there to help him. This was a project that brought together community citizens, the local school district and the university, all to showcase Iowa City in a great, positive light. I can think of no better realization of PATV's mandate. They perform this service, for anyone, again and again. There is no one that does what PATV does; not the school district, not the library, and certainly not channel 4.They are a priceless resource to this community. In some cases restarting the converter box can solve the problem. Butler said the problem prevents subscribers from programming their DVR. Goding asked if there had been any progress getting Mediacom to carry high definition programming from the access channels on the video on demand channel. Hardy said Mediacom indicated that it is a possibility. To get a more definite response a proposal will need to be developed and presented to Mediacom. It needs to be determined if there is enough high definition content to justify asking Mediacom to carry it. Butler asked if Mediacom indicated how much high definition content would be needed to make it worth their while. Hardy said they have not. Mediacom has not adequately responded to questions regarding the technical aspects of getting the programming to Mediacom. Bergus asked if the City could ask Grassley to delegate that responsibility to someone who has the technical expertise to answer the questions. This project is worthwhile for the community as well as Mediacom and should not be dropped. Hardy said he made inquiries of the access channels about the amount of high definition programming available but did not get much of a response. Butler asked how much high definition programming PATV produces. Goding said he was unsure but the amount is increasing rapidly. Hardy said he would follow up with Grassley for the technical aspects of getting high- definition programming to Mediacom. The access channels also need to meet. Hardy said that Grassley has been very difficult to reach. Hoershelman asked if the City could request a different representative. Hardy said he know of no provision that would permit the City to do so. Bergus said the City could ask and that Doug Frank might be interested in learning how frustrated the Commission has become. Hardy said he could write a letter to that effect. There is no provision in the franchise agreement that stipulates that a representative of the cable company attend the Commission meetings. Hoerschelman offered to sign the letter on behalf of the Commission if that would be assistance. LOCAL ACCESS CHANNELS REPORTS Hoerschelman noted that the access channel reports were included in the meeting packet. Goding said the wireless microphones purchased with community programming funds have been a great addition. CABLE TV ADMINISTRATOR REPORT Hardy said he has been asked by the City administration to do a report on the current state of local access. Brau said that the Press Citizen has a feature on Goding in today's newspaper. Also, the Press Citizen now has a link to a website maintained by the City Cable TV Office that has a program listing and guide for those local access channels that wish to participate. At this time PATV, the City Channel, North Liberty, Coralville, and the Library have their listings include. PATV and the City Channel are making full use of the program guide's capabilities by embedding links so viewers can view programs over the Internet. PATV CONTRACT Hardy said the contract is not yet finished, as there are still a few issues to resolve. One possibility might be to approach various organizations whose membership would be fairly representative of the community as a whole and ask for their assistance in contacting their members and request that they respond to the survey. For example, City of Iowa City employees or employees of University Hospitals may be a fairly random sample. Another option would be to distribute a card with information on the survey and the URL in a random manner. Brau asked for other ideas. Fisher suggested the use of a QR code. Coleman suggested consideration of an incentive to complete the survey. Hoerschelman said that it might be possible to partner with an organization that has an interest in the results. Hardy said he would follow up and determine if it is legal for the City to do so. Kilberg said that some questions ask if the respondent knows what their download and upload speeds are. While Kilberg has no idea what speeds he is getting he does know that it is good. It may be a good idea to alter that question to offer a response that indicates the respondent doesn't know but they believe it is good or bad. ELECTION OF OFFICERS City Clerk noted the by -laws provide for election of officers at the first meeting March, and no meeting was held. It was agreed to wait until after discussion of different strategies available to the Commission. Majority agreed to defer pending further discussion of the strategic plan. SUBCOMMITTEE REPORTS AND APPOINTMENTS Empowerment Grant. — In response to Dobyns, Nepola reviewed the grant purpose and process. Murray noted there is no deadline and the program responds to grant requests as they come in and ends when the money is appropriated for the year. Publicity for the grant is generally by word of mouth in the schools. YOUTH ADVISORY COMMISSION April 1, 2012 Page 2 of 5 Website & Advertising — No report. In response to Murray, City Clerk Karr stated the website can be updated at any time and the subcommittee can recommend changes. Global Village — Forms for this year's event were included in the packet. City Clerk Karr reviewed the procedure for participation. The event this year is 10:00 -4:00 on Saturday, June 2. Set -up and take down is roughly an hour before and after the actual event. Murray reviewed the activities done the previous year when YAC selected "Brazil" as their country. Karr noted YAC members had a number of conflicts last year and the booth relied on SOA floating volunteers for some shifts. Murray stated she felt with a few exceptions (set -up and take down) the booth could be staffed with just 2 volunteers. Dobyns questioned participation by senior members with graduation parties and other activities since school is over for the year. After discussion a majority agreed to do a booth again this year and repeat the same country and activities. City Clerk Karr will respond that YAC will be participating. Thornton volunteered to participate in the Recognition Grant subcommittee. CITY COUNCIL AND STAFF UPDATE City Council Liaison Dobyns and City Clerk Karr reviewed the history of the establishment of the YAC, and changes that have occurred over the years. Dobyns reviewed the University of Iowa Student Government (UISG) liaison process whereby the individual is recommended by the government body itself. Karr reported that the application and appointment process for YAC was patterned after procedures for all other City Boards and Commissions, and the appointment process could be reviewed and changes recommended to Council. Dobyns noted an advantage of YAC members politicking and working with their respective student governments to get the recommendation similar to the UISG process; as well as the advantage in being appointed independently of the government body and filling a separate application. In response to Karr, Nepola read the mission statement from the website. Murray stated she used to be on student government but they made a decision she disagreed with and has resigned; she felt strongly that the appointment process remain the same and not be tied to the student government. Rapp did not see a benefit in changing the procedure. Karr noted that the UISG procedure allows for a one year appointments only rather than a two -year term. Dobyns questioned the procedure for communications between YAC members and their schools and /or their government. Nepola reported he communicated regarding grant funding. Murray shared volunteer recruitment for the Global Village event. Dobyns shared comments he received from individual members via phone calls, and his perspective of similarities and differences with other City Boards and Commissions. Dobyns shared that many Boards have a limited or specific scope or direction and that the YAC, similar to UISG, are not bound by certain topics but can pick items to comment to Council. Dobyns suggested YAC select topics relevant to the Commission and let the Council know verbally or in writing your thoughts. Some topics might be: • Approve TIF for downtown • Changes in Farmer's Market • Approving the Animal Shelter • Taft Speedway Levy • Changing the Broadway Street name YOUTH ADVISORY COMMISSION April 1, 2012 Page 3 of 5 • Dodge Street/Bowery intersection • Second story sidewalk cafes • Neighborhood Stabilization Dobyns stated the process could include deliberation, preparation of a letter to Council, learn to understand information, discuss with each other, you learn as a team who would write the letter. Staff would help accomplish the end result. Karr stated subcommittee could be formed on a subject to prepare a draft letter. Dobyns stated he was placing a seed for operational change. Dobyns noted the Commission was not for student government and trying to figure out what is going to happen in your schools; this Commission has nothing to do with your schools but everything to do with your City. In response to Dobyns, Karr noted some subjects could be more time sensitive than others and could involve inviting speakers to come to a meeting with more information or utilization of subcommittee that would do some research and include the information in the meeting packet for the next meeting. Different subjects and different individuals create different opportunities. After discussion Commission Members agreed: • To explore selection of topic • Talk with parents, teachers, friends, groups • Research prior to next meeting • Bulk of work to be done at a YAC meeting • Communicate either verbally or in written form to Council Dobyns indicated the decision is totally the Commissions' and he would commit to it, and keep them on task, as long as the Commission felt this was the direction they wished to pursue. Karr noted that Commission members may wish to subscribe to receiving the weekly Council packets as well. Dobyns stated he could bring items but he would need guidance from the Commission on what interested them. Karr also encouraged members to bring things to the table that they hear about. Dobyns stated he would provide items for next month's meeting. Electronic Packets — City Clerk Karr stated obviously there were some problems with receipt of the meeting packet this time and she would re -send the packets after the meeting and wanted feedback if they could not be read. Karr noted that the agenda is always the front page but you should have the ability to scroll thru entire packet. Budget.— No changes. Update on vacancies - One vacancy exists for a Tate representative. Bio updates on website — Karr distributed copies of the bio information currently on the site for members, and asked members to let her know of any changes, updates, or additions. State of Iowa Youth Advisory Council — Information was included in the packet for those interested. APPROVE MINTUES Item was deferred pending April 1 minutes from Nepola. GLOBAL VILLAGE City Clerk Karr stated she had received some preliminary information regarding the event, and questioned if there was interest and volunteers necessary to do the event. In response to Commission Member Murray, City Clerk reported that a number of the supplies were provided to the Commission from Parks & Recreation Department the previous year, and that if they were interested in doing it again a request could be made to the department. Karr noted the event is Saturday, June 2 10 -4; and volunteers are asked to report by 8:30 AM to set -up. A questionnaire from the Summer of the Arts staff was received. Karr raised concerns regarding staffing the booth all day. Murray stated she was interested in doing Brazil again and that a lot of the set -up and activities would be repeated and wouldn't take that much time to organize. Commission Members present had interest in doing the event. The Commission subcommittee (Murray & Rapp) will meet and respond to the questionnaire, and let City Clerk Karr know what supplies are needed from Parks & Recreation or may have to be purchased. Murray noted costs last year included printing for the animals (colored) and purchasing poster board for signs. Karr suggested dividing the volunteers into shifts of 2 or 3 hours and friends or school clubs are a good source for volunteers. Commission Members Thornton and Craig stated they would be out of town for the event and unable to work. Members were going to check their calendars and let Karr know about availability. Karr felt it was important that a member of the Commission be present at all times, and stated for an individual to stay all day could be a long day. COMMISSION TRAINING & ELECTION OF OFFICERS City Clerk Karr stated that Council Liaison Dobyns had requested this item be placed on the agenda prior to election of officers to discuss some potential structural changes and suggested that this item, as well as the Election of Officers, wait until Council Liaison Dobyns was in attendance. City Clerk Karr suggested Members think about possible changes that could improve participation and strengthen the current structure. SUBCOMMITTEE REPORTS Karr encouraged committee members to review the application, process, and website to familiarize themselves with the information and see if changes might want to be considered. She noted that the Commission was not bound to continue these projects or programs and that YOUTH ADVISORY COMMISSION May 8, 2012 Page 2 of 3 the decision was totally up to the Commission. Reviewing this now would enable the subcommittees to meet prior to the next meeting. Empowerment Grant. — No report Website & Advertising — No report Recognition Grant — In response to Karr, Commission Members Thornton and Murray reported on the ceremony held at the April 17 City Council meeting. Members liked it at the beginning the meeting and felt they got more publicity for the award than in the past. Karr stated the award could be scheduled earlier in the year next time. Murray stated she liked it better than last year. Global Village — Discussed earlier in the meeting DISCUSSION RE URBAN / BACKYARD CHICKENS Karr reminded Commissioners of Council Liaison Dobyns previous comments regarding involving the Commission in topics that are will be discussed or are being discussed by Council and reported that Council will be discussing the subject of backyard chickens in the near future. Council Liaison Dobyns selected this item in hopes of providing time for research by individual members. The YAC packet contained the same information that was distributed to Council recently. No discussion is scheduled at this meeting but will be scheduled at the next meeting prior to Council discussion. Karr stated that Council Member Dobyns will be sharing information from time to time to enable an opportunity to provide input to Council. Members were encouraged to talk with others about the item. CITY COUNCIL AND STAFF UPDATE Budget — Funds for empowerment grants and recognition grants have been spent for the year. Karr noted the new budget year begins July 1. UPDATE ON VACANCIES Karr noted one vacancy exists for a Tate representative. TRAINING OPPORTUNITY - City Clerk Karr pointed out information distributed in the packet on Board Member training provided free to City Board and Commission members on May 22 at the Public Library. Karr will follow up with an email to YAC Commission Members on specific times to enable them to check their calendars and asked them to let her know if they were interested in attending. MEETING SCHEDULE Murray stated she would be attending Hope College and would need to resign from the Board. Karr outlined the procedure, noting an email addressed to Council would be fine. In response to Murray, Karr stated the resignation could be effective immediately or indicate a specific date. Majority agreed to schedule next meeting for 10:00 AM on Tuesday, June 5.
