Absent: Dickens UISG: Uttermark Staff: Markus, Fruin, Dilkes, Karr, Davidson, Moran, O'Brien, Hansen, O'Malley, Cohn, Fosse, Boothroy, Rackis, Ream, Dulek, Jordan, Hightshoe (A complete transcription is available in the City Clerk's Office and the City website) COUNCIL APPOINTMENTS [Agenda #26] None QUESTIONS FROM COUNCIL RE PLANNING & ZONING ITEMS ITEM 5a CONSIDER A MOTION SETTING A PUBLIC HEARING FOR JUNE 5 ON AN ORDINANCE REZONING APPROXIMATELY 1.3 -ACRES OF LAND LOCATED SOUTH OF HARRISON STREET BETWEEN CLINTON AND DUBUQUE STREETS FROM PUBLIC (P -1) TO INSTITUTIONAL PUBLIC /CENTRAL BUSINESS SERVICE (P- 2/CB -2). (REZ12- 00007) In response to Council Member Throgmorton, PCD Dir. Davidson confirmed the property was the Sabin school and the proposed use would be Midwest One drive -up facility; and two items are currently being pursued through the Board of Adjustment. ITEM 5e CONSIDER AN ORDINANCE AMENDING TITLE 14, ZONING, ARTICLE 5A, OFF - STREET PARKING AND LOADING STANDARDS, TO INCREASE THE NUMBER OF REQUIRED PARKING SPACES FOR CERTAIN MULTI - FAMILY DWELLING UNITS WHEN LOCATED WITHIN A DESIGNATED UNIVERSITY IMPACT AREA (UTA). (PASS AND ADOPT) Council Member Throgmorton noted he had distributed electronically to Council copies of an article "My Car, Your Car ", that refers to an activity called "zip drive ". Asst. to the City Mgr. and Parking & Transportation Dir. O'Brien provided information on "car sharing ". A majority of Council requested the item be added scheduled for a future work session or a memo provided in an information packet. AGENDA ITEMS 1. (Agenda item # 20 —Ordinance amending Title 2.... "Human Rights".... Chapter 4 ... "Enforcement" to provide that the Human Rights Office make the probable cause determination.) City Atty. Dilkes responded to questions. Council Work Session May 15, 2012 Page 2 2. (Consent Calendar #3e(2) - setting a public hearing ... amendment to Iowa City's FY1 Annual Action Plan ....) In response to Council Member Payne, City Clerk Karr responded that the last line of the comment should be corrected to read "starts" rather than "started ". 3. (Consent Calendar #3e(1) — resolution of intent to consider proposed conveyance of utility easement ... 1807 and 2001 Lower Muscatine Road ....) After consulting with City Atty. Dilkes, Council Member Payne stated she would be abstaining on this item and Council agreed to remove from the Consent Calendar for separate consideration. 4. (Agenda item # 12 — ... letter of support for the multi - family development program) Council Member Payne stated she had served on the committee that selected the builder and question whether she should abstain. City Atty. Dilkes stated she could vote on the item. 5. (Agenda item # 25B — resolution authorizing ... a concession agreement with Fin & Feather for ... recreational rental equipment ... ) Parks & Recreational Dir. Moran responded to questions from Council Member Payne. City Manager Markus reported a presentation will be made at the formal meeting. 6. (Agenda item # 7 — amending the FY2012 Operating Budget) In response to Council Member Payne, Finance Fir. O'Malley stated the State law requires Council action to over spend appropriations. 7. (Consent Calendar #3d(5) — agreement between the City ... Eliezer A. Sotillo Rodriquez (artist) and Marc Moen (sponsor) ... installation of a mural at 220 S. Dubuque Street ...) PCD Dir. Davidson, City Manager Markus and sponsor Marc Moen responded to questions. 8. (Consent Calendar #3f(3) — letter from Jesse Burns ... safety concerns ... signs in the center of street) PCD Dir. Davidson present for discussion. Staff will prepare a summary memo for the information packet. 9. (Agenda item # 10 — adopting Iowa City's FY13Annual Action Plan ....) Community Development Planner Hightshoe responded to questions. City Manager Markus stated further explanation would occur during the formal meeting. SIDEWALK SNOW CLEARING ORDINANCE rIP # 31 Housing & Inspection Services Dir. Boothroy & Enforcement Officer Ream present for discussion. Majority of Council agreed to retain the present ordinance. STAFF ACTION: No changes. DISPOSITION OR RELOCATION OF PUBLIC HOUSING UNITS rIP # 41 Housing & Inspection Services Dir. Boothroy & Housing Administrator Rackis present for discussion. Majority requested financial analysis prior to further discussion. STAFF ACTION: Provide further information on reducing public housing units. (Boothroy & Rackis) DISCUSSION RESOLUTION REGARDING DIVERSITY ISSUES [AGENDA # 251 Council Work Session May 15, 2012 Page 3 Council Members Dobyns and Throgmorton facilitated discussion of the proposed resolution. After discussion the City Clerk was directed to make the following changes for consideration at the formal meeting: ➢ First WHEREAS paragraph, end with the word "concern" ➢ Second WHEREAS paragraph, change to read "these events and their aftermath serve as a reminder of the need to focus on issues of cultural and racial awareness and acceptance in our community" ➢ Third WHEREAS paragraph, no changes ➢ Fourth WHEREAS paragraph, change to read "these demographic shifts have contributed to increased social tensions" ➢ Fifth, sixth, seventh, eighth WHEREAS paragraphs, delete ➢ Final WHEREAS paragraph, retained with no changes INFORMATION PACKET DISCUSSION [May 3 & 10] May 3 1. (IP2 — Memo from Asst. to the City Manager re Passenger Rail Update- Chamber of Commerce) Council Member Mims noted the rail presentation scheduled for May 24 and that interested members needed to RSVP. May 10 1. (IP8 — Information from City Manager re EEO4 report) Council Member Mims requested a discussion be scheduled and further information provided by staff in terms of recruiting and hiring efforts to increase diversity within City staff. 2. (1136 — Memo from City Clerk re schedule: June 6 - Throgmorton June 13 - Payne June 20 - Mims June 27 - Hayek July 4 - Holiday, No show July 11 -Payne July 18 - Dobyns July 25 - Champion August 1- Throgmorton KXIC radio show) Council agreed to the following COUNCIL TIME 1. Council Member Throgmorton noted the Civil Service Commission's certified hiring list inquired in Council information packets, and questioned whether it is required. Staff will follow up.
