Burlington Street District: College Hill Conservation District Classification: Contributing This is a 1 Y. story house that was constructed ca. 1900. It is a contributing property in the College Hill Conservation District, however it has been inappropriately altered in the past. The applicant is remodeling the interior of the house and is requesting a certificate of appropriateness to replace a double-hung window with a window that meets the requirements for egress. Previously, the Chair and staff approved a COA to replace the window in the front gable with a new double-hung window. The applicant would like to use the same size doubie- hung window as is in the front gable to replace either the west or east gable window. Applicable Guidelines: IOWA CITY GUIDELINES FOR HISTORIC PRESERVATION Guidelines for Alterations 4.7 Windows Recommended: Reolacement windows . Using new wood windows and sashes, if necessary, to replace historic wood windows and sashes. The use of metal-clad, solid-wood windows is acceptable. Replacement windows and trim must accept paint. Divided-lights may be created with munlins bars that are adhered to both sides of the glass, but not with snap-in muntin bars. . Replacing a bedroom window, if required for egress by the Building Code, with a new one that matches the size, trim, use of divided-lights, and overall appearance of the previous bedroom window or other windows in the house. SECRETARY OF THE INTERIOR'S STANDARDS 2. The historic character of a property shall be retained and preserved. The removal of historic materials or alteration of features and spaces that characterize a property shall be avoided. 9. New additions, exterior alterations, or related new construction shall not destroy historic materials that characterize the property._The new work shall be differentiated from the old and shall be compatible with the massing, size, scale, and architectural features to protect the historic integrity of the property and its environment. Staff Comments: The east and west gable windows are significanlly narrower than the front gable window. For the purpose of preserving the proportions of the window and character of the gable, a casement window with a simulated checkrail more appropriate. The height of the window should not be greater that the existing window to maintain the relationship between the window sill and fish scale shingle siding. Recommendation: The application for a certificate of appropriateness to replace either the east or west gable window be approved provided a wood or metal clad wood casement window is used. The casement window must have a simulated horizontal checkraif and be no greater in height than the existing window. Stylistically, it is an American Foursquare. The applicant is requesting a certificate of appropriateness to add a handrail to both the front and back entry stairs. The applicant is proposing to use a wood handrail with a top and bottom rail and square spindles. Applicable Guidelines: IOWA CITY GUIDELINES FOR HISTORIC PRESERVATION Guidelines for Alterations 4.10 Balustrades and Handrails Recommended: New Balustrades and Handrails · Installing turned balusters in balustrades that have an actual diameter of 2 inches or greater, or square spindles that are 1-1/2 inches or greater in width. · Installing top and foot rails that are at least 2 inches in thickness. These can be made with 3/4-inch and 5/4-inch lumber glued together. · On buildings where a spindled balustrade would be most consistent with the architectural style, spacing spindles so that the balustrade is at least 40% solid. Spindles must be spaced so that no gap between the spindles exceeds 4 inches as required by the building code. This is for child safety. · Providing handrails on porch steps as required by the building code. Handrails should match the historic balustrade height on the porch unless otherwise specified by the building code. The handrail must have a continuous member that can be easily gripped. The handrail should either match the porch balustrade or be made of round steel pipe. Disallowed: New balustrades and handrails · Using unpainted treated wood for elements that would have been painted in the historic application. · Using wrought iron elements unless they were part of the historic design SECRETARY OF THE INTERIOR'S STANDARDS 2. The historic character of a property shall be retained and preserved. The removal of historic materials or alteration of features and spaces that characterize a property shall be avoided. 9. Staff Comments: Staff feels that this application complies with the applicable guidelines. The attachment of the handrail to the existing house must be in a manner that will not damage or destroy the historic materials. Recommendation: The application for a certificate of appropriateness to add a handrail to the front and back entry stairs be approved. Two extra storage rooms are being created. The first one turns the existing, unused vestibule into storage for the Before & After School program. The second one is added space between the old vestibule and the new one. This second storage area will be the home for cafeteria tables when they are not in use. Currently, the door leading directly into the gymnasium functions as the most used entrance into the school. However, this entrance is confusing to visitors and not well marked. We have used existing elements to create a visual focus that lets students and visitors alike know that this is a well-used door and a valid entrance into the building. The school's gymnasium floor is now taking a lot of unnecessary stress due to current traffic flow. By creating a vestibule we have engaged an area to collect the rain and mud ITom shoes in order to help preserve the gymnasium floor, keep it clean, and stop the wood ITom rotting. Also the additional added airlock is necessary to maintain some of the outdoor-to-indoor temperature changes and help control utility bills. Materials to be used On the exterior ofthis new addition, a brown field brick will be used to match the existing, a gray accent brick band to match the existing, a stone base to match the existing, a concrete trim around the door to match existing concrete trim around near-by gymnasium window, and a pilaster with cap to match and line-up with existing. Exterior appearance changes The existing vestibule is to be extended approximately 25' to the west. Existing bands and colors are to be carried through the addition. Two pilasters with caps are to be added as to maintain the integrity ofthe existing design, but still add interest to the structure. All materials are to match existing materials, to the maximum extent possible. .0 ..---~. '~--=--'-'"'-~--~- ~.._._~~._.~ Staff Report July 16, 2004 Historic Review for Longfellow School District: Longfellow Historic District Classification: Key/Contributing This is a request for a certificate of appropriateness to allow the construction a one-story addition on the south side of the Longfellow School gymnasium. The addition is required to provide storage for cafeteria tables and an entrance vestibuie to the gymnasium. The applicant has provided color drawings of the addition and description of the project. Applicable Guidelines: IOWA CITY GUIDELINES FOR HISTORIC PRESERVATION 5.0 Iowa Citv Guidelines for Additions 5.1 EXPANSION OF BUILDING FOOTPRINT Recommended: Desion · Preserving significant historic materials and features of the original structure such as decorative windows, brackets, porches, and trim. · Designing an addition so that it does not diminish the character of the historic structure. · Distinguishing between the historic structure and the new addition. This may be accomplished easily by offsetting the walls of the addition from the walls of the original structure. · Matching key horizontal "lines' on the existing building, such as water table, eave height, window head height and band boards, in order to provide continuity between the addition and the historic structure. · Using a palette of materials that is similar to that used on the historic structure. · Placing building additions at the rear of a property, if possible. Additions at or near the front of an existing building must be set back at least 18 inches from the front plane of the historic building, and must be differentiated by a change in the roofline or other means. Foundations · Constructing an addition foundation that appears similar to the historic foundation in color, texture, unit size, and joint profile. Mass and Roofline · Constructing additions that are consistent with the massing and roofline of the historic building. This requires that the wall areas and corners, as well as the roof pitches and spans are all consistent with the existing building and have a proportion that is similar to that of the existing building. · Constructing the roof overhang, soffits and eaves of the addition so that they match the roof overhang, soffits and eaves of the existing building. When the eaves of an addition intersect the eaves of the existing building, care should be taken to assure that the two eaves align properly. The trim details of a new eave should match the eave details of the existing Masonrv · When using masonry on an addition, using new masonry that appears similar in color, texture, unit size, and joint profile to the historic masonry. building. The new work shall be differentiated from the old and shall be compatible with the massing, size, scale, and architectural features to protect the historic integrity of the property and its environment. 10. New additions and adjacent or related new construction shall be undertaken in such a manner that if removed in the future, the essential form and integrity of the historic property and its environment would be unimpaired. Staff Comments: This is an addition to a non historic ca1960 gymnasium addition and will not impact any of the materials of the historic building. The architect has incorporated elements from both the historic school and gymnasium. Staff feels that overall this is an appropriate addition to Longfellow School. Recommendation: The application for a certificate of appropriateness to construct an addition on the south side of the Longfellow School gymnasium be approved as submitted. ITEMS FOR CONSIDERATION: Historic Review: 728 Dearborn Street. McCafferty stated that this project involves a number of changes to a contributing property in the Dearborn Street Conservation District. She said the owners propose to remove an original gable window in the attic. McCafferty said she has recommended against the removal of that window. McCafferty said the owners also propose to remove the square windows on the end walls of the dormers. She said the dormer likely is original as are these distinctive windows. McCafferty said the windows on the east side, the long wall of the dormer, were probably added when the 1960s addition was constructed. McCafferty said the owners propose to replace the doors and windows on the north and south sides of the gable addition on the back with a horizontal window on either side. She said the applicants will be removing the chimney and install fireplace along one of the walls of the addition. McCafferty said the fireplace would vent directly outside, and the owners would like to have windows above the fireplace and mirror the same thing on the other wall. McCafferty said the owners propose to replace the windows on the gable end of the addition with French doors. She said the addition of French doors is allowed by the guidelines. McCafferty said the owners propose two additional windows on the east wall of the dormer. She guessed that the windows had been replaced in the 1960s. She said the owners would like to have two more windows to get more light in the room. McCafferty recommended that the owners use two pairs of windows with some space in between. McCafferty said the owners propose to replace the kitchen window with a window that is twelve inches smaller in height. She said this is a result of Building Code issues resulting from moving the stove to the window side of the kitchen. Historic Preservation Commission Minutes June 10, 2004 Page 2 Weckmann addressed the items and concerns with some proposed amendments for several of the items. Weckmann said, regarding the gable end on the second floor and the window he originally proposed to remove, he now proposes to leave the window. He said he would finish the interior around it but leave it in place so that it will not be an issue from an exterior perspective. Weckmann said that, regarding the square windows on the ends of the shed dormer, the current homeowner at one time replaced the two windows on the east wall of the dormer, although the little ones could be original. He proposed to replace what is there with a new window that looks similar. Weckmann referred to the list he had provided showing what the windows would look like and giving their perspective. Weckmann said he understood the concern that the long window on the first floor addition is not usual for this style of house. He said that to make it more acceptable, instead of using one long strip of windows, he would like to use two sets of windows that are 16 inches high and three feet long and have the sets separated. Weckmann said they would have the proper trim and spacing between them. He said the windows would have vertical muntin strips to break up the panes. Weckmann said the French doors would also have vertical muntin strips. Weckmann said the east wall of the dormer would have two smaller windows mulled together so that there are two separate units of two smaller windows mulled together. He said the separate units would be spaced apart with the proper trim and a little bit of siding between. Weckmann said he tried to make the windows narrow to keep the elongated look that is consistent with the house. Weckmann said the kitchen window is an original window. He said the owner would like to move the stove to the window side of the kitchen to make the kitchen more usable. Weckmann said he would need to raise the sill up to meet the building code. He said that will also make the window narrower to keep the same look. Weckmann said the chimney is deteriorating and falling apart, and it leaks into the attic so that it will need to be removed. He said he also plans to get rid of the existing wood stove venting. Weckmann said the owners want to bring the house back to a more traditional look. Weckmann said, regarding the gable ends of the second floor, one window would be left and then sealed off, and the other window is usable so it would be replaced. Gunn asked about the location of the transom units, and Weckmann showed him the locations on the diagram. He said the transom units are symmetrical in the room. Gunn said this is an unconventional use of transom units, but it seems okay to him on the addition in the back. Weitzel agreed that, given the age of the addition, the transom units are acceptable. McCallum asked Weckmann if he would be removing the side door, and Weckmann confirmed this. Weitzel asked about the dimensions of the new window in the kitchen. Weckmann said the current window is four by four, but he thought the new window would end up being three feet by three feet. MOTION: Gunn moved to approve a certificate of appropriateness for the revised plan for the project at 728 Dearborn Street presented by Chris Weckmann at the June 10, 2004 Historic Preservation meeting, with the amendment to proposal number one that the south gable end window will not be removed and the north window will be replaced to match the original. Weitzel seconded the motion. Weitzel said the chimney is in really bad shape and is hardly visible from the street. Gunn said the guidelines were written so that chimneys like this could easily be demolished. Historic Preservation Commission Minutes June 10, 2004 Page 3 The motion carried on a vote of 6-0. MOTION: Sueppel moved to approve the minutes of the May 27,2004 Historic Preservation Commission meeting, as written. Gunn seconded the motion. The motion carried on a vote of 6-0. ITEMS FOR DISCUSSION: McCafferty said there was a situation in the Housing Department in which a contractor applied for a permit to remove a historic porch and replace it with a sun porch. She said the application was in the HIS office for about two weeks before the contractor was informed that the permit required historic review. McCafferty said the owner was quite displeased at the delay. McCafferty said there was not an opportunity to post a new agenda adding this item for consideration of the project 24 hours in advance of this meeting. She said informed the owner that she would request that the Commission have a special meeting next week for consideration of the application. The consensus of the Commission was to hold a meeting on Monday at 7:00 p.m. Weitzel said a concerned citizen recently spoke to him regarding a couple of issues. He said that Housing Inspection Services (HIS) apparently requires inspections for smoke detectors on any building permit. McCafferty said there are a few things that don't require smoke detector inspection. She said it is standard practice that when a project requiring a permit affects the interior of the building, HIS also checks to insure there are working smoke detectors. Weitzel said the citizen wanted the Commission to put pressure on H IS to not do that. Weitzel said the citizen also had a complaint about the fee structure, as she felt that a $35 fee is regressive but.a smaller fee would not be, because if a homeowner replaces one window at a time, it costs a lot more than for someone who can afford to replace all their windows at once. Weitzei said he thought the best thing the Commission could do to respond to these kinds of complaints would be to have neighborhood meetings or some kind of public seminars to explain the permit process to people. McCafferty stated that a homeowner could apply for a permit or historic review for many smaller projects, but complete them over a period of time. Weitzel said he suggested that the woman approach City Council with her suggestions or come before the Commission to discuss any concerns. McCafferty said the Commission would like to make the fee structure as equitable as possible, but she did not think the Commission should be involved with health and safety issues. Regarding the proposed north side districts, McCafferty said they were to be reviewed on Friday the 11th by the State Nominations Review Committee. She said that when the letters were sent by the State, a group of seven owners in a portion of the proposed Gilbert/Linn Street District that is zoned for commercial use sent letters of protest to the State. McCafferty said if over 50 percent of the property owners in the district protest, then the district would not be designated, but it would proceed to the federal level for determination of eligibility and everyone else in the district would still be eligible for incentives. McCafferty said it has now become a political issue. She said that when the City Council signed the resolution to give the Commission authorization to get the grant, that was its stamp of approval to Historic Preservation Commission Minutes June 10, 2004 Page 4 proceed with these districts. McCafferty said she sent out an information packet earlier in the day to City Council members. She said the data contained all of the letters, information regarding what the National Register nomination means, the completed nominations and a memo to discuss the process and ramifications to property owners and addressing the concerns of the protesters. McCafferty pointed out that the local designation is a completely separate process from National Register nomination. She said that the State has agreed not to forward its recommendations to the federal level for 60 days, in order to give the City Council time to review the information and recommendations. McCafferty said the Commission may want to hold another educational meeting regarding the districts and the process. She said that seven owners out of 80 owners of 103 separate properties are protesting the designation. McCafferty said that Don Cochran is buying the McCollister Homestead with plans to do an OPDH development there. She said Cochran plans to save and rehabilitate the house and then also develop the upper portion of the property. McCafferty said there would be a public hearing regarding rezoning the property from IDRM to IDRS. Actual development will not be reviewed until the property is again rezoned to OPDH. McCafferty said the Melrose Historic District would also be reviewed by the State tomorrow. ITEMS FOR CONSIDERATION: Historic Review: 512 South Summit Street. McCafferty said this application involves an addition to the rear of a property. Bodensteiner said there was hail damage to the roof of his' house. He stated that the damage gave him the impetus to removed the existing shed roof on the rear addition and extend the gable roof of the house over the addition, which will add second floor room. Bodensteiner said there is another issue with the dormer. He said the only support for it is a couple of boards on each end. He said if he extends the roof across, he should be able to salvage that. Bodensteiner said the project should not take anything away from the house. He added that there would not be bedrooms here, so the egress requirements for bedroom windows would not need to be met. McCafferty referred to her drawing of the plans, saying that she redrew it to better illustrate the details. MOTION: Sueppel moved to approve a certificate of appropriateness for an application for a second story addition with a gabled roof provided a vertical board separates the addition from the existing house; wood or metal-clad wood windows with exterior muntin bars are used; and all wood trim and clapboard matches the existing. McCallum seconded the motion. Weitzel said this is a sympathetic and creative application of an appropriate addition. The motion carried on a vote of 6-0. Maharry asked Bodensteiner for his opinion on the review process. Bodensteiner said it was fine. 325 Summit Street. McCafferty stated that this application is to construct a ramp on a house on Summit Street. She said the owners are concerned about the economics of the project. as they anticipate this will be a temporary ramp and plan to remove it when it is no longer required. McCafferty said she provided an elevation using a minimum number of wood members. She said the ramp would not require a guardrail. McCafferty said she recommended that the ramp be attached to the house in a manner that does not damage or destroy any of the historic material. McCafferty said the ramp would be located on the side of the house where there is a lot of vegetation and bushes so that it will not be highly visible. Weitzel asked if the owners would pour footings, and McCafferty did not know. Weitzel said the owners can call this temporary and it may stay for a long time, but if it is attached in such a way that it does not damage the existing structure, that is what the Commission is after. Historic Preservation Commission Minutes July 8, 2004 Page 2 Weitzel asked if the Commission should include a change of ownership clause in the motion that would require the ramp to be removed if the property were to be sold. McCafferty said she could look into the possibility of doing something like this. Smothers said she believed the Commission should have faith in the owners' statement that this will be a temporary ramp. McCallum agreed and Weitzel agreed as well. MOTION: Sueppel moved to approve a certificate of appropriateness to add a ramp on the north side of the house at 325 S. Summit Street provided It conform to staff's drawing and provided that it may be easily removed, does not damage the porch and Is removed once it is no longer required by current owner. McCallum seconded the motion. The motion carried on a vote of 6-0. Lonofellow School. 1130 Sevmour Avenue. McCafferty said Longfellow's athletic director submitted this application for a combination concession stand/restroom facility at Longfellow School. McCafferty referred to two accessory structures, one of concrete block and one of stucco, that are located in this neighborhood. She said she recommends that the proposed building use rusticated concrete block rather than plain concrete block and that the building have a higher pitched hipped roof. McCafferty said the doors would be metal doors and the concession door would be a metal overhead door. Weitzel said that area is certainly not visible from the street. He added that in walking around back there, there is a sense of buildings in back yards, and this building would be very appropriate for that context. McCallum agreed that the recommended building would be appropriate. Weitzel asked if the wording would give the leeway to put in clapboard if that were the decision, rather than restricting the building to brick. McCafferty said the Commission could give that flexibility, although the advantage of concrete block is that it is fairly indestructible. She said she sent her drawings to the applicant but had not heard back from him. McCafferty said that if her drawings are unacceptable, the applicant can always reapply. Weitzel asked if by the term rusticated, McCafferty was calling for broken concrete rusticated or if it would be the cast block that looks like stone. McCafferty replied that it would be the standard concrete block that is molded to look like stone. She said the requirement could be more specific if the Commission would prefer. Sueppel asked if the Commission would have a say on how an addition would be if the school should ever decide to build one. McCafferty confirmed this and said that something like this may be on the next meeting agenda. She said the Commission could approve her drawings or could approve what was submitted, but in her opinion, the applicant's submission does not comply with the guidelines. McCafferty said there is no historic model for that low ranch-style roof. The drawings she provided she felt would have the least impact on the cost of the structure while still being appropriate to the historic context. MOTION: Weitzel moved to approve a certificate of appropriateness to construct a concessions and restroom facility at the Longfellow School soccer field provided it is constructed of rock-face concrete block, has a roof pitch of at least 8:12, either open rafter tails or fiber cement board soffit and fascia, and the type of block be specified more clearly. McCallum seconded the motion. The motion carried on a vote of 6.0. 717 Clark Street. McCafferty said the Commission has reviewed this project in the past. She said that since the Commission reviewed the addition to the back, the applicant decided that the flat-roofed garage is no longer necessary as a roof deck since he will now have a roof deck to the rear. McCafferty said the applicant also has issues with the flat roof leaking, so he has now requested that the flat roof on the garage be changed to a hip roof. McCafferty stated that this is a non-historic building in a conservation district, so the guidelines are much looser here. She said she found one precedent of a similar era house with a hipped roof over the garage. Weitzel said the proposal would look better to him. MOTION: Sueppel moved to approve a certificate of appropriateness to add a hipped roof to the attached garage at 717 Clark Street. Weitzel seconded the motion. The motion carried on a vote of 6.0. Historic Preservation Commission Minutes July 8, 2004 Page 3 728 Dearborn Street. McCafferty said she put this application on the agenda but has received no information from the applicant. She recommended deferral of the item. McCafferty said that Marvin Windows now makes a fiberglass-clad window, which the Commission has not reviewed previously. She said she requested a sample from the applicant, as well as information on the paintability of the material, but had not heard from the applicant. The consensus of the Commission was to defer consideration of this item. Minutes: June 10. 2004. Regarding the second paragraph on page three, Maharry said that Weckmann's response that he was okay with this conveyed the impression that there was a much higher cost, which did not convey what his intent seemed to be. McCafferty said she would listen to the tape recording of the meeting and report back to the Commission. I have been a proud resident of the newly designated East Jefferson District, for 18 years, working during that time to foster pride in our unique mixed use neighborhood. My views, and more importantly the track record of Iowa City's success of our current historic districts and their aesthetic and economic benefits are well known. I do want to say that I support the current process for designating districts and to respond to the claims of those regarding lack of notification of residents/property owners. Without having the copy of the actual letter I can assure you that I was originally notified of the process to assess the my neighborhood for potential historic districts in a letter over two years ago. This letter invited me to complete a survey form listing any information I had about my residence. I knew this letter would be corning as I had attended a Northside Neighborhood meeting that spring talking about the survey and the Historic District process and what it meant. The reason I remember the letter so clearly is that it carne a week after my yard had been spray painted by the city to mark out parking meters to be put in front of my residence with NO notification at all from the city. When I called to ask about not being notified I was told that a public hearing had been held 9 months previously, but that no notification of that meeting was ever mailed to the property owners. Besides the initial contact I mentioned above I have in my possession the April 23rd letter I received from the city, the Northside Neighborhood Newsletter that lists the meeting, a flier mailed by Friends of Historic Preservation, and a letter from the State Historical Society dated May 3rd about the state hearing. For people to complain that they were never informed is clearly wrong. I read all mail I get from the City of Iowa City, the idea of sending registered letters is absolutely unnecessary. I strongly urge councilors to support the Gilbert-Linn District and to continue to back the Historic Preservation Commission in their vital work to protect the heritage of Iowa City. This area is unique in sharing a neighborhood with the hospital nearly as long as both have existed. There are many homeowners in the area who show their pride in living in the neighborhood with continual maintenance and improvements to their homes. I have lived in and owned my home at 508 E. Bloomington for nearly 20 years. Before that I rented on Fairchild and Gilbert. Living on Bloomington has given me the convenience of living close to downtown and to the University. Living here also bestows upon me the responsibility of keeping a definitive border between expansion of downtown and the quiet walkability of neighborhood. Next door to me is beautiful brick house built in the 1890s. My home was built in the 19teens. The 400 block of Bloomington holds some remarkable older buildings serving as residences and as businesses. I would truly miss any of these "unprotected" buildings as much as I would miss the buildings along Gilbert Street. The 600 block of Bloomington is a reminder of what can happen when a large entity can make change without approval of neighbors. The designation of historic preservation district would allow the approval of change in a formal manner. Any demolition and new building would require approval by the Historic Preservation Committee of plans drawn up before the plans are put in place. As it stands today, I receive no notification of Mercy plans. In the last 4 years, I have learned I need to constantly keep up with changes as buildings go down and parking lots go in. I have little voice in expressing the way I feel about my street. Having the Historic Preservation Commission review plans before changes are made that could drastically alter the streetscape is important to me in protecting the neighborhood I have lived in for 25 years. Designation of the area along Gilbert Street from Market to Fairchild Street as an Historic Preservation District is a wonderful start to assuring growth is monitored and in keeping with the livability of the area. I know there is opposition to the designation of Historic status along Gilbert Street by some neighbors on the grounds that they received no notification. I know of three notifications in the Northside Newsletter. * The first notice was in February 2003 with an announcement that the city received a grant to hire a preservation consultant for the areas in particular. * The second was in September 2003 announcing to those in the proposed districts and other interested persons a meeting to be held on Oct 13, 2003. * The third notice was in May 2004 describing what in means to be a part of an historic district. The May description was a repeat of the Sept 2003 description. In addition letters were sent directly to property owners. I have talked with owners who received them. 1 Please listen to the voices of those who have worked long and hard at protecting these neighborhoods. Like many of our neighbors, we are pleased and thrilled that our house and neighborhood have been selected to be part of the National Register of Historic Places. We hope that will also lead quickly to the designation of a local historic district. Our house is an 1896 single-family home in a mixed owner-occupied and rental residential neighborhood. We make an effort to maintain the property in good condition, and have recently had major renovation work done on the garage/outbuilding to stabilize and paint it. We are long-time Iowa City residents, and for the past 30 years have lived in various older neighborhoods, including the Longfellow and Northside, where we own property. Part of what we enjoy and believe is unique and attractive about Iowa City are its older neighborhoods and the well-preserved homes available to both renters and potential homeowners. We have been contacted by a small group of property owners who oppose the historic designation; however, they do not offer any real arguments against it, and we do not share their concerns. The main issue seemed to be that they were not notified of the designation. We received three separate mailings in April, May and June from the State Historical Society as well as the City of Iowa City, which answered all of our questions, and provided more than adequate notice. We are happy to support the proposed designation, and believe it will enhance and help to maintain our historic neighborhood while in no way inhibiting property owners from using the properties as they were intended. Please continue to support the recommendation of the State and National Register Nominations Review Committees, the State Historical Society of Iowa, and Friends of Historic Preservation, and designate our house and neighborhood as a local historic district. Though I had found several lovely homes that I might have purchased in the Iowa City/Coralville area, I kept returning to the Northside during my search. I loved the vibrancy of the downtown area. I loved and still love the diversity of my neighbors. I adored and continue to adore the historic architecture that has miraculously survived decades of short-sighted progress. These are among the reasons I continue to reside on Linn Street. These are among the reasons I strongly support the nomination of our home and our neighborhood to the National Historic Registry. Each year I join friends on the Parade of Homes--partly out of curiosity, partly out of my interest in issues of community development. While I am sometimes wowed by what I see--particularly the new homes made by the hands of builders who maintain a dedication to lasting craftsmanship--I am always happy to return to my 1870 prairie home, a home that though modest is unlike any other. Each year I have become more deeply convinced that "intelligent" community development must embrace historic preservation--to protect neighborhoods like the Northside is to provide a link between the past and the future.
