Historic Review for 404 S Summit Street
District: Summit Street Historic District
Classification: Contributing
Applicant, Francoise Blanc, is requesting approval of Certificate of Appropriateness for proposed demolition and
restoration at 404 South Summit Street, a contributing property in the Summit Street Historic District. The project
includes:
1) demolition of the work-shed on the east and south of the original house,
2) restoration the resulting foundation and basement wall by closing the existing openings with concrete block and
regarding part of the yard,
3) repairing the foundation wall on the kitchen on the north-east corner,
4) build new concrete piers to stabilize the sleeping porch,
5) restoration of the chimney by replacing the damaged or missing bricks and tuck pointing.
The applicant is also proposing to repair or replace the soffit and fascia boards, to replace the external gutters and
downspouts, and to repair paint the metal roof on the house and sleeping porch.

Staff Comments
Lack of decorative features, removal of the wrap around porch makes and later additions it difficult to determine a
distinctive style for this house. However overall the basic structure of the brick house remains intact shows possible
influence of simple Italianate style. The work shed is a later addition to this brick house built in 1890s. South corner
wall and roof of the shed has collapsed. Use of concrete block for restoring the historic stone basement/foundation
wall, exposed as result of shed demolition, is contrary to the guidelines and the Secretary of Interior's Standards.
The sleeping porch also appears to be a later addition as some doors and windows openings are filled in. removing the
shed may add to unstable condition of the sleeping porch. The applicant has proposed to use concrete column piers
to support the porch once the steel columns from the shed are removed. It would appropriate to build a solid
foundation instead to support the sleeping porch. As the staff understands from the conversations with applicant, no
plans have been fmalized to restore/remove the sleeping porch yet.
Other repairs such soffit and fascia boards, gutters and downspouts and metal roof painting should be carried out per
the ICHP Guidelines and Secretary of Interior's Standards for Rehabilitation.
