(t( ttt;ø1 bð1É~r?ð'V(f" fv<r ~43~qYt~,J-5f , , Staff Report Historic Review for 435 Grant Street District: Longfellow Historic District Classification: Contributing August 05, 2005 Applicant, Kim Hanrhan, is requesting approval of Certificate of Appropriateness for proposed addition at 435 Grant Street, a contributing property in the Longfellow Historic District. The original proposal was to construct of a back porch measuring 33' x 10'. The proposal was revised per the suggestion of the Design Review Subcommittee (DRS). The revised proposal includes a central porch measuring 10' x 10' with a pergola of similar measurements on the north of the proposed porch. Applic~ble Regulations and Guidelines: Please refer to following sections: 5.0 Iowa City Guidelines for Additions Staff Comments The house is an example of eclectic design built with influences of Colonial, Cottage and Craftsman styles of architecture and design elements that were prominent in the period from 1910s to 1930s. This design is from a mail- order catalogue by American Face Brick Association, Chicago. The original design was modified to omit a garage, a sleeping porch on the second floor over the existing enclosed porch on the south and enclosing the sun room (existing enclosed porch on the first floor). In place of the garage is now the pergola on the north side of the house. The applicant's earlier proposal to construct the porch would not be possible because of the yard requirements for this zone. The property under consideration is a corner lot. A minimum of 20' setback is required. An uncovered porch or patio would be allowed in the front yard. The applicant has indicated that she would be willing to consider/accept any suggestions made by the Commission to construct the porch. The applicant has also agreed to the alternative suggested by the DRS (central porch flanked by pergola). However, pergola on the south side of the proposed porch would be allowed after a yard reduction approval by the Board of Adjustment. In staff's view any addition to the house should be as small in size as possible. A flat roof will be more appropriate and less imposing than the pitched roof shown on the original application. This will enable the original roof and mass to be kept intact and will match with the exiting enclosed sunroom and the detached garage. The proposed project includes an addition measuring 24' x 23' on first floor level on the rear of the existing structure. Applicable Regulations and Guidelines: Please refer to following sections: 5.0 Iowa City Guidelines for Additions Staff Comments The house is built with influences of Colonial style of architecture and design elements, particularly the symmetric three-bay façade and hipped roof. The proposed addition is on the back of the house and garage. The garage has a flat roof being used as walk-out terrace. The proposed addition will have a hip roof. Peak of the roof will be visible· on front elevation. However, in staffs view it may not be obvious when viewed from the street. Due to this addition a few windows will be removed or replaced. Staff has particular concern about a symmetrically placed second floor window on the north side will be shortened. The applicant has proposed to use casement type windows, but material for the windows is not provided. The guidelines do not allow the casement windows. Staff recommends use of windows that match type, proportions, trim and appearance of the existing windows on the house. Following issues should be resolved prior to the approval for the certificate. 1. Setting the addition back from the existing plane of the garage to distinguish the new construction. 2. Roof pitch for the new addition - in staffs view a flat roof or appearance of a flat roof would be more appropriate. 3. A vent pipe has been shown on the elevation. This kit allows you to quickly and easily install new sash within an existing window frame. It includes two energy efficient sash and all the necessary hardware. The kits are available with either wood or clad-wood exteriors. In most cases, you won't have to disturb interior or exterior walts and trim. Additionally, we offer a head filler SashPack system. This system offers an additional wood head parting stop, which you may need for older window designs.
