Myers House, 335 S. Clinton Street, Iowa City, Iowa
Description
The Myers House is currently located at 335 S. Clinton Street in Iowa City, although it is
scheduled to be removed from the site by June 1,2006. Located on a comer across the street
north from the Johnson County court house, this building is the last remaining vestige of a
residential area that formerly lined both sides of Clinton Street between Iowa City's downtown
commercial district and the court house.
Built in 1880, the Myers House is an excellent example oflate Italianate-style residential
architecture in Iowa City. The 2Y2-story, cross-gabled building has an asymmetrical plan
composed of a principal front-facing gabled wing, cross-gabled wing on the north, and polygonal
bay window wing on the south. A 1 Y2-story gable-roofed wing projects from the rear (west)
facade. The building sits on a foundation of rock-faced limestone ashlar. The brick walls are laid
in common bond, with every eighth course a header course. The roof is covered in standing seam
metal. The open gable returns have been boxed in by what appears to be plywood. The roofs of
both the main section and the rear wing have built-in gutters at the eaves.
With the exception of the oculus window in the front-facing gable, all the window and
door openings on the house, including on the rear wing, are segmental-arched on the first story
and round-arched on the second story. The arches over the first story windows and doors are
composed of a single solider course of bricks, while the arches over the second story windows are
composed of two rowlock courses. The arches employ decorative limestone blocks as either
pentagonal springers (first story) or rectangular imposts (second story), and as pentagonal
keystones (both stories). The only exceptions are the windows on the rear facade, which lack
decorative stonework. The arches of all rear windows are composed of two rowlock courses of
bricks. Nearly all the windows, including those on the rear wing, have stone sills and Ill-light
sash. The only exceptions are the taller window openings on the east facade, described below,
which lack stone sills. A wide frieze band beneath the second-story eaves displays decorative
jigsaw-cut brackets on all sides of the house. The brackets are typically paired, but are sometimes
single, principally on the south facade. Only the eaves of the one-story rear wing lack these
brackets.
The front door is located in the north bay of the three-bay front facade. The door has
sidelights and a segmental-arched transom. The door itself is not original, instead representing a
type of slab door popular in the 1910s and 1920s. It has four tall, narrow lights at eye level above
a simple rectilinear wood block pattern-a horizontal bar supported visually by three wide dentil-
like blocks. The door is otherwise flush. Tall window openings occupy the other two bays of the
three-bay front facade on the first story. While these openings may originally have housed taller
windows or French doors that extended to the porch floor, they now contain standard-sized
windows set atop flat wood panels. A similar tall window opening is located on the east facade
ofthe north-facing wing. Aside door in the north gable end displays two tall obscure glass lights
above two smaller wood panels. The side door has a segmental-arched transom, but no sidelights.
Modem precast concrete steps lead up to this door.
An oculus window opening is centered in the front-facing gable. Although this opening
historically framed a window, it now frames a panel bearing the date 1881. The window opening
is outlined by a double rowlock course of bricks, punctuated at the four "compass points" by
pentagonal keystones like those on the other windows. Basement windows, located on all but the
front (east) facade, are topped by segmental arches composed of a double rowlock course of
bricks. A small coal door is located in the foundation on the south facade.
The massive wrap-around front porch was added in 1904, replacing an original smaller
porch that spanned only the three-bay front facade. The railing and posts of this porch appear to
be constructed of stone rather than concrete, although the material is not readily distinguishable
because the porch has been painted. A newspaper mention of the porch in 1904 also stated that it
was constructed of stone (Iowa Citizen, May 18, 1904, p. 3). The porch railings are constructed
of coursed rock-faced ashlar, with a massive smooth-finished rectangular block serving as top-
rail. Broad smooth-finished stone posts with inset panels support the low-pitched hipped roof.
Large classical scrolled brackets flank each porch post below the roof. A row of dentil also
decorated the porch eaves. The poured concrete porch floor is at grade level, and is probably not
original. Two modem glass windows have been installed on the north side ofthe porch.
History
This house was built in 1880 for Sarah A. Myers, widow of Johnson County pioneer Eli
Myers, who had died in 1850. Sarah A. Myers had married Charles W. Hobart in 1858, but they
had evidently separated by 1880, by which time Sarah had resumed her first married name of
Myers. In 1880-1881, when the house was constructed, the property was owned by Sarah Myers'
daughter, lone (or lona) A. Myers. From 1881 to 1902, it was owned by another daughter of
Sarah Myers, Lydia Edmonds, wife of James B. Edmonds. Lydia Edmonds was a resident of
Washington, D.C., during the period when she owned the house.
The foundation of the house was started around October 1880, and the house was
probably completed in 1881. Neither the architect of the house nor its builder (if different) is
known. The only designer or craftsman associated with the house whose name is known is stone
mason August Leuz, who built the foundation. The overall form and many specific details of the
Myers House are very similar to those of other extant or former brick houses in Iowa City,
suggesting strongly that they were designed by the same architect-builder or brick mason. Most
similar to the Myers House is the Pratt House at 503 Melrose Avenue (extant; pictured in Keyes
1967:108), which has been designated an Iowa City Historic Landmark. Although the Pratt
House lacks a polygonal bay wing, it possesses many other features seen on the Myers House,
including a cross-gabled form, oculus window in the front-facing gable, a front door located in
the rightmost bay of a three-bay front facade, tall windows in the other two bays next to the front
door, similar stone keystones and springers in all the door and window arches, and a consistent
pattern of segmental-arched windows on the first story and round-arched windows on the second
story. At least two other similar residences are known to have existed in Iowa City, but both have
been demolished. These were located at 329 S. Clinton Street (non-extant; pictured in Aurner
1913:136) and 403 S. Dubuque Street (non-extant; pictured in Ellis 1947:81). Another Iowa City
Historic Landmark, the Cannon-Gay House (extant; 320 Melrose Avenue), shares some but not
all ofthe common features found on the other four houses (Keyes 1967:77).
Sarah Myers occupied the house with her daughter lone (or lona), who died in 1890.
Sarah Myers died in 1901. In 1902, the house was sold to Joseph W. Mullin, a partner in the
Iowa City meat market firm of Mullin, Messner & Co. Mullin replaced the original front porch
with the present stone porch in 1904. The next two owners, John Rorick (1906-1919) and Mary
Bradley (1919-1944) leased the property to tenants, often to widows and their families. The
tenant who occupied the property the longest during this period was Sarah Sale, widow of Frank
E. Sale, who lived in the house from about 1915 to 1926. The family of policeman George G.
Speaks occupied the house from 1930 to 1936. During the early 1940s, the building housed the
Johnson County Board of Social Welfare, the Johnson County Department of Relief, and the
Johnson County Food Stamp Office. This appears to have been the first time the house was used
as an office rather than a residence.
In 1944, the property was purchased by Dee C. Bell and his wife Mary. No occupation
was listed for Dee C. Bell in city directories, suggesting that he was retired at the time he bought
the house. He was probably the Dee C. Bell identified in census records as the proprietor of a
cafe or restaurant in Anita, Cass County, Iowa, in 1920 and 1930. A photograph of the house

taken ca. 1947, during the ownership of the Bells, indicates that the oculus opening in the front-
facing gable, now housing a dated panel, was still in use as a window at that time (Ellis
1947:259). The same photograph shows that the open gable returns had not yet been enclosed.
Dee C. Bell and his wife (later widow) Mary Bell lived in the house until 1965, when
Mary Bell leased the property to the real estate and general insurance partnership of Darling and
Bender. The property was sold to Darling and Bender in 1979. Darling-Bender Agency (general
insurance) and Darling-Bender Inc. (realtors}-later Coldwell Banker Anderson-Bender
Realtors-occupied the site from about 1965 to 1994. The current owner, A-B Building
Associates, is a continuation of the Anderson-Bender partnership. The firm's offices are no
longer located in the Myers House, which has been occupied since about 1994 by a lawyer's
office. The building is scheduled to be vacated and removed by June 1, 2006.
Statement of Significance
The Myers House is significant to Iowa City architecture (Criterion A) as an excellent
example of late Italianate-style residential architecture in the city. The building displays many of
the distinctive characteristics of this style (Criterion E), and also possesses a high degree of
integrity of location, design, materials and workership (Criterion B). Its integrity of setting has
been compromised by the removal of all other residential properties that formerly lined Clinton
Street and Court Street along this block, and their replacement by modern buildings or parking
lots. The 1899-1901 county court house, located across the street to the south, is now the only
building in the immediate vicinity that is older than about 1960.
The Myers House is an excellent example of late Italianate-style residential architecture
in Iowa City. The 2Y2-story, cross-gabled building displays many ofthe features common to this
style of building, including irregular massing, a two-story polygonal bay window, decorative
under-eave brackets (both single and paired), windows topped by either round or segmental
arches, decorative window trim including stone springers, imposts and keystones, and an oculus
window opening in the front-facing gable. The massive stone front porch with oversized classical
details, although not original to the building, is an excellent example of an architectural style
popular during the first decade of the twentieth century. Now more than a century old, this porch
has attained architectural significance in its own right, and contributes to the overall significance
of the property.
Exterior alterations to the house since it was first constructed have been minimal. The
construction of the front porch in 1904 has been the most significant exterior change. That porch
has now been associated with the building for most of its history, and it has become one of the
architecturally distinctive features ofthe building that contribute to its significance. Other lesser
changes have been noted above: the replacement of the front door by a Craftsman-era door, the
replacement of the oculus window in the front gable by a dated panel, the enclosing of the gable
returns, the introduction of two modern windows on the front porch, and probably the
replacement of the porch floor. The changes to the house since 1904 have been minor and
reversible, and do not detract significantly from the period character of the building. Because the
house is an excellent example of its type, because it represents a once popular but now
increasingly rare building type in Iowa City, and because it retains a high degree of period
integrity, it is being nominated for listing as an Iowa City Historic Landmark.

At the March 22 meeting at which the Council decided not to pursue landmark designation for
the house at 35 S. Clinton, an update on the progress made toward the possible relocation of
this building t College Street was requested.
day, staff from the Building and Fire departments inspected the structure and
apprised Ma McCallum of the work that would be required for the house to be used at the site
on College S reet. Mr. McCallum will be estimating the costs of those requirements to help in
his determin tion of the feasibility of the project.
Concurrently an evaluation of the Zoning Code requirements for the proposed . use of the
building on t e lot with the existing multi.family structure at 811 E. College was completed. The
zoning issue pertain to density and off-street parking. Both of these matters can be resolved
by the Board of Adjustment if the house is a landmark.
We have pro eeded with the research necessary to begin landmark designation and will begin
the process f Historic Preservation Commission (HPC) review, State review, and Planning and
Zoning Com ission (P & Z) review with the understanding that no public hearing before the City
Council will e set until the building is transferred to someone who wishes to move it. Mr.
Bender has n apprised of these intentions and agrees to this process. We will also proceed
with consid ration by the Board of Adjustment of the density and off-street parking
accommodat ons anticipating the landmark designation. The Board's action will be contingent
on such desi nation.
May 10 is th Board meeting date at which this action is contemplated. By that time, the HPC
and P & Z w I have deliberated on the landmark status so the likelihood of the designation can
be evaluate . After the Board action on May 10, Mr. McCallum will be expected to make a
decision as t his commitment. If he decides to go forward, the house would need to be moved
between Ma 10 and June 1.
In the mean ime, the details of the actual move are being researched by Mr. McCallum, our
streets and t attic signal personnel, police, and the City Forester. Mr. McCallum will be working
with the utili companies on moving any lines. Public Works has also engaged NNW Engineers
to evaluate t e impact of the load of the move on the bridge on Burlington Street over Ralston
Creek. NN has advised us that the bridge should hold but that there should be temporary
supports pia d under the bridge. Mr. McCallum advises me his mover had anticipated this.
NNW will be utlining for us specifically what is necessary.
We will keep you apprised as this proceeds.

Dear Karin,
Thank you for letter of March 30,2006 referencing our property at
335 S. Clinton St. My understanding is that you will be attempting
to secure a landmark designation for the building in order to facili-
tate Mr. McCallum's efforts to relocate the structure. I would like
to reiterate our position that our scheduled deadline of June 1 S\
2006 remains unchanged. It is our understanding that, in the event
that Mr. McCallum is unable to relocate the structure on the agreed
timeline, the City of Iowa City will not attempt to secure landmark
status or otherwise impede or delay our schedule. We would like to
proceed with demolition shortly thereafter in the event that Mr.
McCallum is not successful in his efforts. If this is not also your
understanding, please let us know this as soon as possible. We sin-
cerely hope that he is successful and continue to support his efforts
m any way we can.

Applicant, Mark Grove, is requesting approval for a Certificate of Appropriateness for the proposed demolition at
830 Bowery Street, a contributing property in the Governor-Lucas Street Conservation District. The applicant is
proposing to demolish a garage that was damaged when a vehicle drove into it. The application does not provide
information regarding future plans to replace the structure.

Staff Comments
The house on the property was built in c. 1870 with the mix of Vernacular architectural style with the influence
Gothic Revival stylistic features. The date of construction for the garage is not available, but it is shown in the 1930
Sanborn Fire Insurance map. The garage is a very modest structure with no stylistic features.
As per the guidelines, a demolition proposal of an outbuilding is to be reviewed on case-by-case bases, considering the
condition, integrity and architectural significance of the structure. Although the garage does not have any significant
architectural or stylistic features it follows the 'minimal traditional style' employed for a carriage house style structures
built in the neighborhood at the time. Apart from the damage on the north-east comer as presented in the application,
the garage does not appear to be in a condition that it is beyond repair. The foundation for the structure is in a
satisfactory condition. In staff's view, the c4rrent condition of the garage, which is pardy a result of neglect and
deferred maintenance, could be improved for reuse.

Project description
Single family two (2) story wood frame residence, 712 Ronalds Street, is to have a 12.5
feet by 16.6 feet wide addition constructed. The addition will closely match, but be
differentiated from the existing structure. The residence is a non contributing house that
is classified as non-descript in the Brown Street Historic District. The addition will be
hidden at the rear of the structure matching the massing of the rear previously constructed
addition to the house. It will not affect the existing porch, doors, windows, siding and
color of the structure to remain. The addition will preserve the District's significant
historic materials by preserving the palette of existing materials. The addition does not
diminish the character of local historic buildings. The addition will be distinguished by
the vertical trim at the comers, the width of the new wood siding, and the metal roof
matching adjoining properties' roofs. The addition horizontal line and size of the eaves
will match the existing structure.
Materials to be used
The type of finish, color, and style of the exposed foundation exterior wall, siding, and
windows will match existing color, texture, hue, and shape of the existing structure.
Horizontal wood siding and wood sash windows will be used for the addition. The roof
will be raised seam metal roof colored red to match the adjoining property roof style,
texture, color and hue. Attached are photographs of the recently constructed and original
roofs on Ronalds, Lucas and Brown Streets. The metal roof is needed due to the gentle
slope of the new roof. A roof of less then 4: 1 can not use asphalt shingles, based on the
manufacturers' specifications. By lowering the addition's roof the mass of the addition is
reduced and its' impact on the existing and neighboring structures is minimized.
Exterior appearance changes
The exterior of the residence addition will not be readily visible from the street. The
addition is over 85 feet from the sidewalk, over 100 feet from the street and is inset 10
feet from the west side face and 6 feet from the east side face of the existing structure.
The attached photographs have had the addition added to a view from the Ronalds Street
side at the mid point between the adjoining structures. The east and west faces of the
structure are shown in two different photographs. The addition is not visible from the
west side and is almost totally hidden by the porch on the east side. Therefore it is
assessed that there will be a minimal impact on the appearance of the existing residences
on Ronalds Street.

Historic Review for 712 Ronalds Street
District: Summit Street Historic District

The applicant, Robert Warner, is requesting approval for a proposed addition on the back of the house at 712 Ronalds
Street, a non-contributing property in the Brown Street Historic District. The applicant intends to construct a 2-storey
addition, and increase the footprint by approximately 14.5 feet x 16 feet with metal shed roof. The applicant intends
to use wood siding, wood windows, and foundation to match the existing.

Staff Comments
The date of construction for this house per the City Assessor is 1900, but the 1997 Iowa State Inventory form
indicates that it could have been built anytime during 1903-1917. The style of the house is also unclear as two distinct
sections exist. The taller section in the back may have been added soon after original construction. It is evident from
the style and size of the columns and the railing height, that the wrap-around porch is a much later addition. The
applicant now intends to build a new addition by extending the taller existing 'addition', on both first and second
floors.
Additions to an exiting house, per the guidelines, are to be designed such that they are compatible with existing house
in terms of form, roofline, proportions and placement of openings-windows and doors. It is also essential that the
additions should not diminish the character of the historic structure. The proposed addition would not be compatible
with the existing in terms roof pattern, horizontal lines and placement of windows.
In staff's view a cross-gable roof pattern that has a pitch similar either to the roof over the front portion or the one
over the taller rear portion of the existing house, would be more compatible. It is recommended that the proposed
second-floor window on the east fac;:ade be moved to the north by approximately 18 inches to match with one of the
proposed windows on the fltst floor (please refer to the sketch attached). The applicant has been made aware of these
concerns and has not agreed to reconsider the roof pattern.
Staff recommends approval subject to the suggested change in roof pattern or other compatible alternative design by
the applicant.

Staff Comments
This is a Foursquare house built in c. 1911 with some influence of Prairie Style. The house is generally intact but is
loosing character due to some alterations over the period. The applicant intends to create more habitable space in the
basement and therefore is proposing to 1) install an entry door by enlarging the existing cellar entry way on the rear
fa<;:ade, and 2) replace a paired basement window. To reach to the basement level from the new entry door the
applicant may need to reconfigure the existing stairs (extend by adding a few steps).
The applicant proposes to use metal-clad window with divided lights, concrete block for the stair 'well'. The
application does not provide information about the proposed entry door.
In staffs view, it would be best to create an internal stairway and use the existing rear entry door to access the
basement. Also by installing an egress size window the existing sense of symmetry will be lost.

Project description
We propose to construct a 22' x 22' detached garage behind the house. The garage will be similar
to garages built on other properties in Iowa City's historic neighborhoods between 1915 and 1925.
We have attached photos of the specific garage that we are using as a model.
Materials to be used
We would like approval of two alternative siding materials and would like to make the final decision
based on material availability and cost. Alternative #1: pine dutch-Iapp siding with corner boards.
Alternative #2: three inch cedar siding to match siding on the house.
The trim boards will be 3 to 4 inch cedar.
The windows will be 4-pane wood barn sash. The side door will be a salvaged 3 panel wood door
with half light. The garage doors will be metal or wood carriage style doors (photo attached).
Asphalt shingles will be used for the roof. We hope to re-roof the house with matching shingles.
The foundation will be concrete.

Exterior appearance changes
The garage will not be highly visible form the street because it will behind the house and over 60
feet from the street. The garage will also be at a lower grade than the street. We believe that the
garage will have the appearance of a garage that would have been built at the time that the house
was built.

The house built in c. 1905 has influence of Late 19th & Early 20th Century American architectural style and can be

Project Description
Due to hail damage, we would like to replace the 45-year-old synthetic metal siding on our
house. We would also like to add a front porch. Contractors have told us it would be
beneficial to do these projects in tandem, because they both involve siding. We are
personally committed to the historic review process, and want to preserve the character of
the house and the neighborhood. We are proposing a few scenarios for your review, and
we welcome any advice. We do not have a contract yet, but have talked to several
contractors. Our deadline for insurance purposes on the siding in May 7, so we are hoping
to have approval for that phase this month, if possible.
Phase 1:
This project includes removal of synthetic metal siding on all faces of the house. If wood
lap siding exists underneath, it would stay, unless badly damaged or in need of repair.
Insulation and furring would be applied over wood siding, and the house would be finished
with fiber cement board siding (as listed in section 4.5 of the guidelines, under "wood
substitutes." The work would include replacing metal on the fascia, trim, trim around
windows and doors. The windows would remain as they are now.
Phase 2 (see attachment):
Phase 2 would include the addition of a front porch. The porch would fall outside the
standard RS-8 setback (15 feet from sidwalk right-of-way) and would extend approximately
8 feet from the front of the house (the same as our neighbor's porch). We've found a
concept that we think would complement the neighborhood' that's based on a house almost
identical to ours (see attachment). Of course, the sides of the porch would not extend past
the sides of the house as pictured, and the bases of the posts would be finished with siding
- not stone. We are open to ideas on this - we want it to fit. This is a front porch
neighborhood - almost every other house on the block has one. We feel like a front porch
would enhance our house and our neighborhood.

Historic Review for 520 Grant Street

The applicant, Ben Lewis, is requesting approval for a proposed alteration and an addition on the house located at 520
Grant Street, a contributing property in the Longfellow Historic District. The applicants intend to replace the existing
aluminum siding with fiber cement board siding. The proposal also includes addition of a seven and half foot wide
front porch along the length of the front fa<;ade of the house.

Staff Comments
This house was built in 1939 and generally fits into the category of Cape Cod within the Late 19th/Early 20th Century
Colonial Revival architectural style. This house was one of the popular styles in 1930s and this house plan could be
based on one of the mail order catalogs.
The applicant intends to build a front porch extending across the front of the house. Typically the Cape Cod style
houses do not have front porches and if one is designed with a porch, the porch is part of the overall mass. It is very
common to build additions on the side and rear rather that the front fa<;ade, to maintain the symmetrical arrangement
of the fa<;ade that is generally found on such houses. The Sears mail order catalog contains some similar house plans
which have a central porch with a square footprint and steep roofs to match with the roof pitch of the house. In
staffs view, a similar porch would be more appropriate on this house.
The existing aluminum siding on the house has suffered damage from a hailstorm. The applicant is removing it to side
the h.ouse with fiber cement board to match the original siding of the house.
Staff recommends approval to the siding replacement project and deferral of the porch addition to allow
consideration of a design which is more appropriate for a Cape Cod style house.

Historic Review for 519 S. Summit Street

The applicants, David Barker and Sarah Richardson, are requesting approval for a proposed partial demolition and an
addition on the back of the house at 519 South Summit Street, a contributing property in the Summit Street Historic
District. The applicants intend to demolish a portion of the existing first floor addition, approximately 14 feet long
and 6 feet wide and construct a new addition approximately 28 feet long and 12 feet wide on the first floor and 16 feet
6 inches long and 8 feet wide on the second floor. The applicants also propose to construct a gable roof over the
existing addition measuring approximately 16 feet x 28 feet.
Applicable Regulations and Guidelines:
5.0 Iowa City Historic Preservation Guidelines for Addition
Staff Comments
The house was built in c. 1910 (1880 per assessor) with Late 19th/Early 20th Century Revival architectural style and
with some influence of N eo-Classical stylistic features. Some exiting additions built on the back of the house detract
from the original form and mass of the house. The applicants intend to build a new addition by removing some
potion of the existing addition and by expanding it on both first and second floors.
Additions to an exiting house, per the guidelines, are to be designed such that they are compatible with existing house
in terms of form, roofline, proportions and placement of openings-windows and doors, and additions should not
diminish the character of the historic structure. Such proposals must comply with the Neighborhood District
Guidelines. In this instance, the district guidelines for Summit Street require that the rear wall of the primary structure
must not extend deeper than 125 feet from the front street. The intent of this guideline is to preserve the openness of
the rear yard, which is a unique feature of most properties in Summit Street Historic District. This language creates
ambiguity as to whether the 125 feet distance is to be measured from the property line of from the street curb. There
is no precedent to follow, therefore the intent of the guidelines should be the deciding factor. If the distance is
measured from the curb, the applicant's plan will be approximately 4.5 feet beyond the 125-foot limit. A 2-car garage
is placed approximately 16 feet from the rear property line and the existing rear plane of the house is approximately 20
feet from the garage. With the proposed new addition in place this distance will be reduced by 12 feet.
Currently the rear additions on the house, although not compatible with the character, are prominent in terms of mass
and form. The proposed addition will increase significantly the overall mass of this portion of the structure and with
the large gable roof the 'visual' mass will be much larger than the existing. The existing house has been altered on
various occasions and has openings with various sizes and proportions. The proposed addition should not contribute
to the visual clutter but should be designed to minimize it to the extent possible.

PUBLIC DISCUSSION OF ANY ITEM NOT ON THE AGENDA:
335 North Clinton Street.
Don Otto introduced himself as a green homebuilder and the owner of DPO Construction in Iowa City. He
said he is very concerned about sustainability, green construction, indoor air quality, energy efficiency, etc.
Otto said he noticed today that there is a notice of demolition on the house at 335 South Clinton Street, to
the northwest of the post office. He said he is opposed to the demolition of that building. Otto said the house
was beautifully built by craftsmen in 1881 and is a solid home that has been beautifully maintained. He said it
is a beautiful part of this town, and to see that building go would be a really unfortunate thing.
Otto said he understands the right of an owner to do what he wants with his own property, as long as it fits
within the rules, but in this case, he believes the building is part of the City. He said that as a citizen of this
town, he thinks the town will be diminished if the house is removed.
Regarding the green effect, Otto said that the best thing to be done for green would be to not build this again.
He said the money would not have to be spent twice, and the fuel for construction would not have to be
wasted twice. Otto said the building is certainly serviceable. He said the owner has a right to income, but
Iowa City would be lessened if the building were removed.
Maharry recommended that Otto speak about this at the City Council open forum session. Otto said he did
not know much about the history of the building but said it is a beautiful part of the City and is in a very
public, central part of the City, and in that sense, it is a public building. Terdalkar said the next City Council
meeting would be held on Tuesday.
Terdalkar said for a historic property there is a 60-day hold before a demolition permit is issued. This permit
application was submitted on March 14th and the as the property is not a registered historic property the hold
is only for 7 days. Burford said that Tom Bender contacted her and would like to see the house moved.
Weitzel said that the developer/owner would like to move the house, but Weitzel did not know if that would
be feasible.
Otto said the house is not a registered landmark property and is not in a historic district. Weitzel said the
house is at least potentially eligible. Maharry said that per City ordinance, the homeowner would need to give
consent for the property to have landmark status.
McCallum asked if there are other buildings around this one to be razed. He said that the buildings around it
are not really historic. McCallum said if this is a landlord situation in which the owner is combining lots to
maximize that corner, it would be difficult to salvage this property. He said this gets back to incentives - if the
house is being torn down on its existing, small lot, why would the developer be redeveloping that and would
he get the same density.
Weitzel said the lot is commercially zoned and has a fairly high commercial density. Terdalkar informed that
it is zoned CB-5. Weitzel said that if the City had a nearby lot to trade, that might be a feasible solution to
keeping the house. He said, however, that the open lots near this location are privately owned.

Weitzel asked Burford if she had spoken with the University about the lot across from the President's house.
Burford said she made two inquiries, but with President Skorton leaving, no one wanted to make a
commitment regarding that lot.
Svendsen asked if the building is to be razed and then new construction put on the lot. Otto said he had
heard that the owner intends to construct a six-story building, but he was not certain of that. Burford said the
owner has offered $10,000, the equivalent of the demolition costs, to put toward moving the house. Burford
said the movers she discussed this with in Washington County had given an estimate of $100,000 to move
the house to within a one-mile radius.
Svendsen said one of the issues here is that to allow the future owner in a new location to be able to take
advantage of the federal investment tax credits for the property, it would be a good idea for the Commission
to go on record and offer an opinion as to the property's eligibility in its current location. She said the property
has not been surveyed.
Maharry said that moving the house would therefore require an empty lot within one mile of the site.
McCallum said that he has an empty lot at 819 College that could be used, if the City would give him an
occupancy permit for the building and give him higher density.
Weitzel stated that there are two options: keep the building in place or try to move it. He suggested that the
Commission come to some conclusion about the eligibility of the property and then discuss the two options.
Carlson said he walks past the property every day, and it appears to be in perfect condition. He said that in
his opinion, the building is absolutely eligible for National Register under Criterion C for architecture. Weitzel
said that because the building is across from the Courthouse, there also has to be some kind of local history
related to the property.
Svendsen agreed with Carlson and said that under Criterion C, it doesn't matter who lived there. She added
that the house meets the true definition of a landmark property. Weitzel said he agreed with Carlson
regarding eligibility. The consensus of the Commission was that this is a significant structure.
Carlson asked if there would be any chance to speak with the owner to delay demolition of the house.
Burford said that the owner contacted Friends and the Johnson County Historical Society when this issue
came up. McCallum said the owner is a realtor. Weitzel said the Commission should assume that the owner
will not delay demolition but added that the owner should still be contacted. The Commission expressed
support to the efforts of Don Otto in saving the structure.
Summit Street House.
Russ Garrett said that he is a contractor in Iowa City. He said he has a potential client who would like to put
an addition on the back of a house on Summit Street. Garrett said that the rules state that the deepest one
can be on Summit Street from the back of the curb to the back of the house is 125 feet. He said the rules
state "street," and he believed that referred to the curb. Garrett said it is unclear whether this actually refers
to the curb or the sidewalk. .
Weitzel said that he thought it would have to be from the front of the lot line. He said it is ambiguous, but he
thought that legally, one would have to go from the front of the lot line, because that is where setbacks are
determined from. Weitzel said that the sidewalk is almost always within the City property. Garrett said that he
would have to locate the lot line, but that would solve his first problem.
Garrett said he also would like an opinion on the addition so that he could present it formally at the next
meeting. Weitzel suggested that Garrett work with Terdalkar and then fill out an application.
Uodate on Preservation Plan.
Svendsen [the historic preservation planning consultant working on the Historic Preservation Plan Update]
said that she spent Tuesday in Des Moines talking with the State Historic Preservation Office staff about
Iowa City and its many different perspectives. She said it was felt that the Commission is doing a good job,
although there are a few areas that need to be worked on. Svendsen said she received some commitment
from the State staff to work on elements of getting the plan updated.

Svendsen said she has already conducted some interviews. She said she and Weitzel discussed a variety of
issues relating to the operation of the Commission, the ordinance, and getting the Montgomery-Butler House
National Register nomination completed. Svendsen said she has spoken with other City staff people,
including the person referring Section 106 cases, and also spoke with Burford.
Svendsen said she is in the process of scheduling the neighborhood strategy meetings and is considering
the last two weeks in April and the last two weeks in May. She said there will be four meetings, beginning
with three residential neighborhood meetings to be held at Longfellow School, Horace Mann School, and
Lincoln School.
Svendsen said that the fourth meeting tentatively scheduled for May 1 ih would be held in City Hall. She said
the meeting would be held for downtown property and business owners and others with an interest in
downtown and would be held from 7:30 to 9:00 a.m. Svendsen said that the meeting would be held during a
three-day visit by the Colorado consultants. She said the meeting would include discussions on the
difference between a National Register district and a local ordinance district.
Svendsen said that because the downtown area has already been certified as a cultural and entertainment
district, it would behoove property owners to consider having the area become a National Register district to
take advantage of the tax credits at the state and federal levels. She said that other financial incentives
would be discussed at the meeting, and information would be disbursed and gathered. Svendsen said she
would be preparing a presentation about other communities to show what has been done successfully.
Svendsen said that when the consultants are visiting, they would hold a session with the Commission,
tentatively scheduled for Monday, May 15th. She said there would also be an evening social event while the
consultants are visiting.
Svendsen said she is still looking for more interview subjects. She asked Commission members to e-mail her
with the contact information of people to whom she should speak.
ITEMS FOR CONSIDERATION:
Certificates of Appropriateness:
520 South Governor. Terdalkar said this is an application for the replacement and relocation of windows and
the installation of some new windows to the house at the back, which appears to be a second addition to this
house. He showed where windows would be moved and added and where three large windows would be
installed and a new door installed.
Long said that there is a good-sized backyard here with a grotto that was built in the 1960s. He said the
purpose of the project is to open the house to the backyard to enjoy the backyard more. Long said the
project involves renovating the kitchen and turning a bedroom into a sunroom off of the kitchen. He said they
would be using identical windows.
Carlson said that where the three windows are proposed for the sunroom, one drawing shows a one over
one sash, but the other sketch shows two over two. Long said that they would be using the divider.
MOTION: McCallum moved to approve a certificate of appropriateness for the application for 520
South Governor Street, as proposed. Ponto seconded the motion.
Carlson said he had a slight discomfort with the row of three windows there when there is nothing similar to
that on the house. He added however, that he understood that this is an addition, and therefore more leeway
could be allowed. Carlson said he would be happier with two windows, but if three windows are acceptable to
other Commission members, he would be okay with that. Ponto said that three windows would be acceptable
to him and added that the windows give the feel of a sunroom.
Maharry asked if the windows would go all the way up to the roofline or if there would be headers as on the
other windows. Bentler said they would have the same molding on the top as the other windows.

of the Commission for this application.
Terdalkar stated that the packet contains the two memos and a letter from the applicant as well as the
applicant's letter to the City Council. He said that all of the information should be considered as part of the
application.
Carlson said that the Commission discussed the general issues regarding this item at its last meeting, before
he sent the Commission's memo to the City Council. He said he got the impression then that, although there
was some reluctance, the Commission was more or less willing to go along with the kind of compromise that
was proposed, to retroactively approve a certificate of appropriateness, given the nature of the circumstance,
which involved confusion on the part of Commission members as to the exact interpretation of guideline
4.11, which the Commission is now working to clarify.
Carlson said that for the purposes of 517 Grant Street, the Commission seemed to agree that it could be said
that what is there now is not so different from what it would have approved anyway. He said the Commission
seemed willing to agree to let this one go, knowing that in the future with a similar case, the Commission
could be more specific.
Maharry suggested that the Commission emphasize that the finished project may have not been distinct
from what the Commission would have approved. Weitzel said, as a point of information, that a lot of details
were presented to the City Council that the Commission never had the advantage of being able to discuss at
the first meeting regarding this property.
Terdalkar said that the applicant sent the letter to the City Council and not to the Commission. Maharry
suggested that it should have been forwarded on to the Historic Preservation Commission, knowing that the
letter had to do with historic preservation.
Weitzel stated that Svendsen is going to look at these types of work flow issues, as this was in the RFP that
Terdalkar submitted. Weitzel said the CLG is still there for supplemental funding for other parts of this project
should it run on. Carlson said the Commission has not yet applied for the CLG grant, and Weitzel confirmed
this. Weitzel said the application would be due in August; however, the grant cycle begins in April.
Maharry asked if there were a certificate application before the Commission. Carlson confirmed this, stating
that it basically consists of the original application, the letters sent to the City Council, and Carlson's memo to
City Council. Terdalkar said he called the applicant, but she was not ready to apply. He said that he
proposed to apply for her, and that was acceptable to her.
Carlson stated that because the final result is not much different from what the Commission probably would
have approved with a lower pitch of some kind, because the project did not actually involve moving historic
material but merely covered over historic material, and because the Commission was internally divided as to
the exact interpretation of Section 4.11, he felt that in this narrow case, the Commission could make a
special exception.
MOTION: Maharry moved to approve a certificate of appropriateness for the project at 517 Grant
Street, as discussed at the Commission's previous meeting and reiterated at the present meeting and
for the reasons discussed by Carlson, with the comment that he is disappointed that the applicant
did not direct the correspondence involving the Commission to the Commission. McCallum
seconded the motion. The motion carried on a vote of 5-0-1. with Weitzel abstainina from the vote.
Weitzel again took over as Chair of the meeting.

meeting, subject to typographical corrections to be submitted by Carlson. Ponto seconded the motion. The
motion carried on a vote of 6-0.

Weitzel stated that on page three, in the first full paragraph, the last sentence should be changed to "... from
the beginning, his concern was because of the potential to set a general precedent." He said that on the
same page, in the fourth full paragraph, the last sentence should be changed to, "... this instance is
something most architectural historians..."
Carlson said that on page three, in the eighth paragraph, the second sentence should be clarified to read,
"Weitzel said the proposed CLG grant request that the Commission is talking about doing in the future, that
was specified in the HRDP, was designed to look at those kind of staffing/work flow issues."
Weitzel said that in the last paragraph on page three, the second sentence should be changed to read,
"...and the Commission's action could be to take no further action, but the Commission..."
Carlson stated that on page four, in the ninth paragraph, the fourth sentence should read, "... that the
Commission should not trouble the owner for another application."
MOTION: Carlson moved to approve the minutes of the February 22, 2006 Historic Preservation
Commission meeting, as amended. Ponto seconded the motion. The motion carried on a vote of 6-0.
OTHER:
Historic Preservation Awards.
Burford said that in preparation for this year's awards, 56 properties were reviewed by the Chair, Terdalkar,
and herself. She said she also contacted most of the painting contractors in Iowa City and Johnson County,
as well as past winners, to see if they had properties done during the past year that they would want
considered. Burford said she also contacted people in the Melrose District to see if there would be a
nomination. She said that there were also word-of-mouth referrals for these nominations.
Burford distributed a chart showing the categories of awards that have been presented since 1993. She
stated that 201 awards have been given in the last 13 years, 49% of which were given for painting and
exterior finishes, although the Iowa City Historic Preservation Handbook does not regulate painting or color
choice.
Burford said the Commission may want to consider making some guidelines and establishing a method for
securing nominations for future awards to make them more objective. She said that Svendsen has discussed
on numerous occasions what color schemes may be appropriate for different styles of houses, and some of
her comments are on tape so that there is a body of evidence for the Commission to use as a reference tool.
Maharry said that he felt that awards are inherently subjective. He said that otherwise there are simply
criteria, and if the criteria are met, one receives an award.
Weitzel added that there are guidelines for historic paint colors that could be made available on the website.
He said people then have the option of following the guidelines, and if the guidelines are followed, then the
Commission has the option of granting an award.
Maharry said that in the past, some people have felt snubbed, because they weren't given an award when
they applied for one. He said that now, everyone who applies pretty much receives an award.
Burford stated that there should be a definition to separate stewardship from rehabilitation. She said that it is
difficult to find people who actually make an investment in stewardship, in really taking care of a place.
Burford suggested the Commission encourage stewardship by recognizing people who take on big projects.
Weitzel said he feels that stewardship implies a long-term, continued maintenance of a property, although it
does not necessarily involve a rehabilitation, for example a house that has been kept up over a long period of
time. .

Burford said that the addresses of the past award winners are clustered in specific areas, which shows that
one project can affect another. Weitzel agreed.
Burford said the Margaret Nowyscz Award has not been presented since 2001, when it was given to the
Englert Civic Theatre Group. She stated that in the past the award has been given to Commission members,
architects, and community activists. Burford said she could not find a definition or criteria for the award,
although she thought she had come across it at one time.
Burford said that, after reading past programs, there was a category called historic landmarks added three
years ago. She said that each of the approved districts and properties that had received national or local
recognition was listed on the program.
The Commission looked at the list of properties provided by Burford, and Commission members discussed
additional properties as well. Maharry stated that the landscaping category had been .added without being
announced in any press release so that people did not have a chance to apply for that award.
Burford said there are currently 29 people on the list, with two more added by Commission members. She
stated that a previous presentation of 20 awards took about one hour. The consensus of the Commission
was to try to keep the awards down to a reasonable number to keep it competitive.
Weitzel said the comment was made at the last presentation that people in Friends of Historic Preservation,
the Commission, and City staff should not receive the awards. Maharry agreed and asked to have his
property removed form the list under consideration. McCallum pointed out that recognition of good work also
has the effect of seeding neighborhoods. Maharry and Weitzel agreed. Weitzel pointed out that the awards
would encompass all of Johnson County this year, instead of just the City of Iowa City.
Maharry suggested that Commission members drive by properties still under consideration and discuss them
at the next meeting. He pointed out that the selection process is ahead of schedule this year.
Burford said that there would be a significant number of activities in May regarding national historic
preservation. Terdalkar said that the awards presentation would be held on Thursday, May 11th, which is
normally the Commission's regular meeting night. Burford said the awards ceremony would be held at Old
Brick. Terdalkar asked if the Commission would need to hold another meeting in May, and Maharry said he
thought there would probably need to be another meeting. Terdalkar said that Svendsen and the consultants
would be in Iowa City during the third week in May. Weitzel suggested the Commission hold a meeting on
the third Thursday in May to meet with Svendsen and the consultants and also consider certificates of
appropriateness after discussions with the consultants.
Elliott Memo to Carlson.
Carlson said he distributed this memo for the Commission's information. He added that Elliott, as a private
citizen, had sent the memo to Carlson, as a Commission member.
