Washington Street This application was tabled at the September 14 meeting to allow the applicant to reconsider the garage design. The applicant has agreed to revise the garage design and incorporate some of the original stylistic features of the original garage. The applicant has also agreed to provide a revised sketch prior to the meeting. 923 Iowa Avenue The Commission directed staff to seek a legal opinion whether the College Hill Neighborhood District Guidelines can be applied to the new multi-family structures. The Zoning Interpretation Panel (ZIP) has reviewed this matter and determined that there is ambiguity in the manner in which the College Hill Neighborhood Guidelines are written. Although it may have been the intent to apply them to multi-family structures, the second sentence of the guidelines that refers to them applying to single-family and duplex buildings, appears to limit their application to single-family and duplex structures. For this reason the panel determined that the guidelines in Section 8.2 do not apply to multi-family building. However the ZIP indicated that the Building Height/Mass standard under Section 10.1: the Mandatory Compliance Items implicitly serves the same purpose as the Site and Scale Guidelines under the Neighborhood District Guidelines do, to maintain the building scale and the character of the neighborhood. Building Height/Mass standard requires that measures should be incorporated into the new building design to reduce the 'visual mass' and overall height and provides examples of such measures. One such measure suggested is to reduce the height of a taller building down to two stories at ends adjacent to existing buildings that are two-stories or lower in height. The Commission may consider other measures to achieve a smaller visual mass and overall height. Governor Sunil - Doug received the memo from HPC and asked that I let you know what the plan of action is at 17 S. Governor. After October 13, I will be able to require that the building be registered as a vacant building. They will have 30 days to register. If they don't, I can issue a citation for not registering and ask the court for a court order to require that the rest of the 2nd floor windows be boarded up. If they still don't do it, then we can get the courts permission to go on the property and do it ourselves with costs assessed to the owner. If they do register the building, then we would also require that the windows be boarded up. The vacant building ordinance just gives us a little more clout. So I am fairly confident that we will be able to get all the windows boarded up before winter. That's about as far as we will be able to go. As a vacant building, we would inspect it to make sure that it stays secure and that it is not a nuisance (weeds, garbage etc. - essentially what I am doing now). If it is registered and stays secure and does not become a nuisance or, for some reason, declared a dangerous building, it can remain in that status indefinitely until other factors could be proven to be causing demolition by neglect. 9/21/2006 Iowa City Historic Preservation Commission Attn: Sunil Terdalkar City Hall, 410 East Washington Street Iowa City, IA 52240 September 20, 2006 Re: 923 Iowa Avenue Dear Commissioners: As residents of the "Governor's Square" area, we are writing to express our concern about the structure proposed to replace the demolished apartment building at 923 Iowa Avenue. Several of us attended your meeting last Thursday night and our concerns were expressed by one property owner (P. Lutgendort), but others were unable to attend because of other commitments. We would like our views to be taken into account by the Commission when it next meets to consider this proposal. We are seriously concerned about the scale and mass of the proposed apartment building, which considerably exceeds that of the structure it is to replace. This increased size is to enable the property owner to double the number of tenants, and although this last point is not within your purview, we trust that you will understand our further concern about this. The 900 block of Iowa Avenue has become dominated by student renters, and the few remaining single family home owners feel increasingly embattled and isolated. We understand the aesthetic and architectural guidelines of Historic Preservation and Conservation to ultimately be in the service of quality of life, and also intended to help stabilize neighborhoods that contain mixed owner-occupied homes and rental properties. We consider the massive building proposed for 923 Iowa to violate the spirit of these principles, and we hope that you will seriously consider the intent of Section 8 of the Guidelines. We urge you not to approve the current proposal, and instead to request a revised design that does not exceed the size of the demolished structure. Thank you for your attention. College Street District: East College Street Historic District Classification: Contributing September 28, 2006 The applicant, Bob Newman, is seeking approval for a proposed alteration/addition project at 1141 East College Street, which is a contributing property in the East College Street Historic District. The applicant is proposing to replace an existing exterior stairway with a new stairway. Applicable Regulations and Guidelines: 4.0 Iowa City Historic Preservation Guidelines for Alterations 4.10 Balustrades and Handrails; and 5.0 Iowa City Historic Preservation Guidelines for Additions 5.1 Expansion of building footprint; and Staff Comments This... vernacular house was built in c. 1910. It appears that the house was originally built with American Foursquare architectural style and Victorian stylistic features. The house has a steep-pitched pyramidal roof with four gabled dormers and a full-width front porch with tapered Tuscan Columns. Over the years it has experienced many alterations but the most of the original shape and character has been maintained. In c.1990 the house was converted into a duplex and a wooden exterior stairway and a metal fite escape ladder was added to the house. This exterior stairway is the principle means of access to the unit on the second floor. Because the existing exterior stairway needs some significant repairs-hand-rails, stringers, treads, the applicant is proposing to replace it with a new stairway. The new stairway will be 3 feet 6 inches wide and 22 feet long with a 5 feet x 5 feet landing deck at 12 feet 6 inches height. The proposed stairway will be slightly wider and four feet longer than the existing stairway. The applicant may not be able to build the new stairway as proposed if it extends in the required setback areas (Zoning Code - Setback Requirements, 14-2A-4B.e4.d). There are no specific guidelines related to exterior stairways in the Iowa City Historic Preservation Handbook, therefore the general principles of the guidelines of maintaining the character and integrity of older buildings should be applied here. The guidelines recommend that the alterations should be done such that they are appropriate to the style and age of the building, as well as its neighborhood context. The applicant is also proposing to install new simple, square-spindle railings to replace the existing railings. The applicant is also proposing to repair the deck of the front porch to match the appearance of the existing porch. The applicant is proposing to repair the windows and existing vinyl siding, and to reconstruct the storm-damaged roof and the front porch, however, is seeking approval not to rebuild a brick chimney. Applicable Regulations and Guidelines: 4.0 Iowa City Historic Preservation Guidelines for Alterations 4.12 Chimneys Staff Comments This American Foursquare house was built in c. 1920. The house was built with and a relatively low-pitched pyramidal roof with a centrally located brick chimney, and a front porch with brick columns and parapet walls. The foundation of the house was built with the combination of brick (that matches with the brick porch columns) and stone masonry. The house originally had stucco exterior fmish which was covered with vinyl siding in 2002. The house was significantly damaged in the April 2006 tornado and lost its roof, chimney, and front porch roof. The applicant is proposing to rebuild the roof, the front porch and repair the vinyl siding to match the pre-storm condition. However the applicant is proposing not to rebuild the chimney and is requesting approval for a Certificate Appropriateness to allow reconstruction without the chimney. The chimney can be seen in a photograph (attached) which was taken in April 2002. The guidelines disallow removing chimneys that are important to the architectural character of the building. This reconstruction project involving the roof, the front porch and the window repair will qualify for a Certificate of No Material Effect, provided the roof is built to match the original, with details such as the pitch, a slight flair with deep eaves. This summer the commission, along with the West Boulevard neighborhood and the Washington Community Theater, sponsored an event called "Sunday on the Porch." This one day educational event commemorated life as it was one hundred years ago when the brick streets and concrete curbs were first laid in this neighborhood. The Historic Preservation Commission collected newspaper clippings from 1907 for the 6 months leading up to the completion ofthe paving project. This research was provided to the actors and residents. Individuals who were enacting a particular family received additional information about the people who lived in their houses. The public was invited to walk from house to house, visit with people, play croquet, and partake of angel cake, gingerbread and lemonade. Visitors received a brochure and map at the beginning of the street. There was no admission. We support your organization's enthusiasm for historic preservation. The host must guarantee 15 attendees. Workshops can not be scheduled in winter months due to unpredictability of the weather. The host must be willing to distribute workshop information and press releases within the surrounding area (100 miles radius). Meeting room that can accommodate at least 30 people (Must be able to darken for PowerPoint presentation.) The room size may need adjusted depending on turnout. Head table (chairs facing attendees) for staff Podium if available Tables and chairs for attendees (Participants need a little elbow-room so they can study workshop materials and take notes.) Registration table with one or two chairs (A volunteer to man this table is not necessary but if possible a bonus for staff.) Equipment Projection screen We have our own laptop and projector - but if a compatible projector can be available and set-up prior, that's great. TV with VCR Continental Breakfast Provided by the hosting organization - menu items the host's preference - Generally, donuts or bagels or rolls or a mix, coffee, hot tea, juice, sometimes milk, on occasion fruit Lunch Normally, we schedule the workshops from 8:00 a.m. to 1:00 p.m. to avoid the concern with lunch details and accommodations, however when scheduling a workshop, if the location is more two hours or more away from Des Moines the schedule will be adjusted and the host would be responsible for making arrangements for lunch to, preferably, be catered in at each attendees expense. Accommodations Ifthe workshop location is two hours away from Des Moines staff would need to arrive the evening before, recommendations for nearby hotel accommodations that accept governmental rates is greatly appreciated. Locust, Des Moines, IA 50313. 3 NEW HISTORIC BUILDING CODE This year the state of Iowa has adopted a new building code which includes new code requirements for historic buildings. The Iowa Chapter ofthe American Institute of Architects, the State Fire Marshall's Office and the State Preservation Office are planning a conference to discuss these changes and how they apply to historic buildings. This conference is tentatively scheduled for mid-December 2006. As soon as the details are finalized, an announcement will be posted on the State Historic Preservation website. Sessions included a historic tax credit roundtable; how to run a historic preservation commission meeting and information on recycling historic materials and buildings. Students from Dubuque's Central Alternative High School presented their project to research, the city's shot tower. Attendees also toured local preservation projects and historic sites including numerous downtown buildings undergoing rehabilitation, Eagle Point Park and the Mines of Spain. Annual reports must be returned to our office by January 31, 2007. 4 PORTRAIT OF A GOVERNOR: A LIFE, A LEGACY A NEW EXHIBIT AT THE STATE HISTORICAL SOCIETY "Portrait of a Governor: A Life, A Legacy" explores the lives and legacies ofIowa's 39 governors while asking voters to examine what they want in the state's next chief executive. The exhibit includes information, portraits and artifacts from the governors' public and personal lives, and features Iowa's four living governors - Vilsack, Terry Branstad, Robert Ray and Robert Fulton - in separate videos discussing their experiences before, during and after they held the office. In addition, the exhibit features Vilsack, Branstad and Ray with their spouses - Christie Vii sack, Chris Branstad and Billie Ray - in a video discussing their motivation and decision-making process in seeking the office, and their accomplishments and challenges as chief executives and first ladies.
