Re: 321 Davenport Street
The house at 321 Davenport Street suffered a fire in May 2009. 321 Davenport was considered a Key-
Contributing property in the Northside Historic District.
The property has been placarded as unsafe to enter and the Building Official has requested its immediate
removal due to safety concerns for people and for the neighboring properties. Pursuant to Gty Code, the
I-IPC has 30 days to provide comment and determine if any alternative solution can be achieved.
In Staff's opinion, the structure is in a very dangerous condition and the likelihood of being reconstructed is
negligible. The structure has suffered significant structural damage in the fire. Staff recommends the
approval of the demolition of 321 Davenport with the condition that the new structure shall comply with the
appropriate sections of the guidelines and receive a certificate of appropriateness for approval of the building.

Historic Review for 621 Rundell Street

The applicant, David Hinz, is requesting approval for a proposed alteration project at 621 Rundell Street, a
contributing property the Longfellow Historic District. He is seeking approval to replace three windows.

This single story gable roof house was built by Moffitt and Blakesly in 1924, making it one of the earliest
houses on this side of the street. It features a side gable entry and exhibits characteristics of the popular
bungalow style with broad eaves, exposed rafter ends, and a clipped gable roof. A gable roof is found above
the entrance. The broad brick chimney is located on the front of the house. This house appears to be
unaltered. It is a very good example of its period and type.
The applicant is proposing to replace three windows on the front and south side of the house. Two of the
windows were damaged bya fire and the applicant would like to replace the third so all windows in the room
match. The proposed windows are Marvin metal clad wood double hung insert windows, with an 8 over 1
divided light pattern
The guidelines recommend replacing badly deteriorated windows with new ones that match the type, size,
sash width, trim, use of divided lights, and overall appearance of the historic windows. The guidelines also
recommend using solid wood or metal clad solid wood windows either with true divided lights or with
muntin bars adhered to both sides of the glass, but not with snap in muntin bars.
In Staff's opinion, the replacement windows will have minimal impact on the historic appearance of the
house, provided the divided light pattern is achieved either with true divided lights or with muntin bars
adhered to both sides of the glass, but not with snap in muntin bars.
Recommended Hotion
Move to approve a Certificate of Appropriateness for the project at 621 Rundell Street as presented in the
application with the condition that the divided light pattern is achieved either with true divided lights or with
muntin bars adhered to both sides of the glass, but not with snap in muntin bars.

The applicant, Bruce Juetten, is requesting approval for a proposed alteration! addition project at 726 dark
Street, a contributing property the dark Street Conservation District. He is seeking approval to change two
windows into a sliding glass door and to construct a 9' x 11' deck

Staff Comments
This one story, hip roof cottage is a modest dwelling of frame construction that retains its original porch.
This is a good example of a 1900 affordable house.
The applicant is proposing to remove a set of windows on the rear of the house and replacing them with a
sliding patio door. The applicant is also proposing to build a 9' x 11' deck off the rear of the house. The
proposed door is a Pella 72" x 81" vinyl sliding patio door. The deck will be constructed of treated lumber.
The guidelines generally disallow the installation of sliding patio doors. However, an exception to the
guidelines for properties in Conservation Districts allows sliding patio doors to be installed on the rear of a
building provided the opening is trimmed to match the existing windows and doors. The guidelines also do
not allow vinyl windows and doors. To meet the guidelines the door needs to be either solid wood or metal
clad wood.
The guidelines for decks recommend locating new decks on the rear of the building and set in at least 8"
from the sidewalls. Decks should also be of a scale and location that does not detract from the character of
the district. The guidelines also recommend for deck railings to meet the requirements of 4.10 Balustrades
and Handrails.
In Staff's opinion, the proposed sliding patio door and deck will have minimal impact on the character of the
district. Existing landscaping and fencing will buffer the deck from street view. In order for the railing to
meet the requirements of 4.10 Balustrades and Handrails, a railing with spindles tied into the top and bottom
rail as shown in the illustration below is necessary.
Recommended Notion
Move to approve a Certificate of Appropriateness for the project at 726 dark Street as presented in the
application with the following conditions:
· that the deck railing appears similar to the illustration below
· that the sliding patio door is wood or metal clad wood and is trimmed to match the existing
windows and doors.

Historic Review for 613 Grant St

The applicant, Lynn Zimba, is requesting approval for a proposed project at 613 Grant St, a contributing
property the Longfellow Historic District. The applicant is seeking approval to replace the exterior doors and
windows.

This simple bungalow with some craftsman characteristics is an example of affordable housing in the 1920's.
The one story gable roof dwelling is of frame construction and is clad in weatherboard siding. The gable
fronts the street and a wide, open porch welcomes visitors. The home is a basic design for the period.
The applicant is proposing to replace the exterior doors and windows. The windows are beginning to
deteriorate and will be replaced using metal clad woodJeld Wen "Sash Packs" with simulated divided lights.
The two windows on the north elevation are bedroom windows and need to meet egress requirements. This
would require the windows to become 6" wider. The applicant did not provide details about the doors.
The guidelines recommend replacing badly deteriorated windows with new ones that match the type, size,
sash width, trim, use of divided lights, and overall appearance of the historic windows. The guidelines also
recommend using solid wood or metal clad solid wood windows either with true divided lights or with
muntin bars adhered to both sides of the glass, but not with snap in muntin bars. The guidelines also
recommend retaining the historic window frames and replacing deteriorated sashes with new sashes that
match the historic ones, which is what the applicant is proposing
In Staff's opinion, the window replacement will have minimal impact on the appearance of the house. It
appears that the existing window sashes are black Staff feels that the new windows should replicate this
historic color. Staff believes that because both windows on the north elevation will be increased to the same
size, the increased size will not hann the historic appearance.
Staff has not had the opportunity to assess the existing front door for its historic significance or physical
condition. If it is found that the front door is architecturally significant and in good physical condition, staff
would not recommend replacement of the front door.

application with the following conditions:
. The divided light pattern match the pattern on the existing windows
· The window trim be maintained and any new trim replicate the existing trim

Historic Review for 230 S Dodge Street

The applicant, Mark Holtkamp, is requesting approval for a proposed alteration project at 230 S
Dodge Street, a contributing property the College Green Historic District. He is seeking approval
for several projects in the rehabilitation of this structure.

This is a good example of a Queen Anne residence, with a prominent front wraparound porch on a
prominent intersection of Iowa Gty. The house is covered with asbestos siding and it is indicated in
the Site Inventory Form that it maybe eligible for the National Register if the asbestos siding was
ever removed. The house has been vacant and the applicant is proposing to convert it into a duplex.
The alteration of this house into a duplex requires review by the Staff Design Review Committee
(SDRq because it is located in the Central Planning District. The SDRC and HPC review happens
concurrently. Any HPC requirements supersede SDRC requirements.
Siding
The applicant is proposing to remove portions of the asbestos. siding under the porch roof and on
the rear portion of the house and replace it with cement board lap siding with the same reveal as the
asbestos siding.
The guidelines recommend removing synthetic siding and repairing the historic wood siding. When
the wood is deteriorated, fiber cement board siding has been approved in the past, provided it retains
the appearance of the original wood siding.
In Staff's opinion, the appropriate thing to do would be to remove all the asbestos siding and restore
the wood siding. If only portions of the siding is clapboards and the rest is asbestos shingles, the
house will have a pieced together disjointed appearance. Staff believes that all of the asbestos
shingles should be removed and the wood underneath restored. Once the asbestos is removed, it
maybe found that the wood is significantly deteriorated or possibly missing. In this case, the
applicant could replace the wood with fiber cement board siding of the same reveal as the original
wood siding.
In Staff's opinion, if the applicant is not willing to remove all of the asbestos siding, then repairs
should be made to only the damaged portions. This would at least give the house a cohesive look
The rear portion of the house currently has a wide reveal lap siding. The applicant also proposes to
remove this siding and replace it with fiber cement board. Because this is a setback rear addition and
the current siding does not match the siding on the remainder of the house, staff believes that the use
of fiber cement board lap siding that matches the original wood is appropriate in this location. In the
event that the siding on the remainder of the house is restored in the future, the siding on the rear of
the house will already be done to match.
Windows
The applicant is proposing to replace the existing windows with Pella Proline metal clad wood
windows. The applicant is proposing to use either a dark red or brown colored sash. The existing
windows are deteriorated from years of minimal maintenance. Most of the existing windows are
one-over-one while some are two-over-two. The applicant would like to use one-over-one windows.
The applicant is also proposing a new window on the rear (east) elevation and on the south elevation.
This is in order to convert the garage into a bedroom. According to Irving Weber's account of this
house, the garage was originally a kitchen.
The applicant is also proposing to remove a window and a door on the north elevation. Staff
discussed with the applicant changing the existing large window on the first floor of the north bay
into two smaller windows of the same dimension as other windows and adding additional window on
the second story of the bay. The applicant is willing to put in the first floor windows but there is
currently a chimney that runs along this wall on the interior of the second story making it unfeasible
to place windows in this location.
The guidelines allow for the replacement of badly deteriorated windows with new ones that match
the type, size, sash width, trim, use of divided lights, and overall appearance of the historic windows.
The guidelines also recommend using solid wood or metal clad solid wood windows. According to
the guidelines, new windows should match the type, proportion, trim, and appearance of historic
windows and should be added in locations that are consistent with the window pattern of the historic
building.
In Staff's opinion, the new windows would have minimal impact on the historic character of the
house. The existing windows are deteriorated from the minimal maintenance the house has received.
Additionally, either two-over-two or one-over-one windows would be appropriate for this type of
house. The window pattern proposed by the applicant is in keeping with the historic character of the
house. If the asbestos siding is removed, it may be possible to see where any additional windows
were located. In this case, a change in the window pattern could be approved by Staff. Staff believes
that the original trim should be maintained and any new windows should be trimmed to match the
original trim in profile and width.

The applicant is proposing to replace the asphalt shingles. He is hoping to be able to make repairs to
the metal roof of the porch, but is uncertain of the condition. He would like the option to use
asphalt shingles on the porch roof if the metal roof is beyond repair.
The guidelines allow for the use of asphalt shingles or rubber sheeting for porch roofs. Also in the
past, the Commission has not required the replacement in kind of metal roofs when the roof has
reached the end of its lifespan.
In Staff's opinion, the use of asphalt shingles on the porch roof would have minimal impact on the
historic appearance of the house.
Parking
The applicant is proposing to construct a parking area on the north portion of the property. In order
to achieve the desired occupancy, he must provide six parking spaces. However, based on the
number of bedrooms, he is only required to have four parking spaces. The proposed parking layout
can be seen on the attached site plan.
The applicant is also proposing to remove the drive off Burlington Street and remove the garage
door to make the garage into a bedroom.
The parking also requires a minor modification from the Building Official because of its location on
a state highway and its proximity to an intersection. During this meeting there was discussion about
narrowing the drive width, limiting the number of parking spaces to four, providing a turn around so
vehicles could pull out onto Dodge Street, and requiring landscaping along the north and east lot
lines. The minor modification decision may be known prior to the November 12 HPC meeting.
The guidelines state that the driveway leading from the street should be one lane in width (10-12 feet
wide), but can be widened toward the back of the lot to provide access to the parking. In addition,
the guideline for parking says, "Recommended: Providing parking behind the primary structure on a
lot where possible. If parking must be located along the side of an existing structure, it must be set
back from the front plane of the building a minimum of 10 feet and be screened by a decorative
fence, landscaping, or a combination of decorative fencing and landscaping, and approved by the
Historic Preservation Commission."
In Staff's opinion, the parking area as shown is not compatible with the historic building and the
neighborhood and some steps need to be taken to mitigate the visibility from the street and adjacent
properties. Staff believes that narrowing the driveway width to 12', reducing the amount of paving to
the minimum required, and providing landscaping along the north property line will help soften the
visual appearance of the parking from the street and neighboring properties. The landscaping should
be at least 50% evergreen to provide a buffer during the winter months. The landscaping and paving
could either be subject to staff approval or be considered at a future HPC meeting.

· The applicant removing all of the asbestos siding and restoring the wood siding. If it is
found the wood siding is deteriorated or missing, the applicant has the option of using
smooth face fiber cement board lap siding of a reveal to match the reveal of the original
wood siding. If the wood siding is missing a reveal of 3-5" is appropriate.
· If the applicant chooses not to remove all the asbestos siding, then repairs should be made
only to the damaged portions of the asbestos siding. The repairs shall be done with material
to match the existing as bestos siding and to give the house a cohesive appearance.
· The applicant has the option to replace the siding on the rear portion of the house with
smooth faced fiber cement board lap siding to either match the reveal of the asbestos siding
or with a 3-5" reveal. If it is possible to determine the reveal of the original siding on the
main house, the replacement siding on the rear wing should match that siding.
· Two windows are used on the first floor of the north bay with a dimension similar to other
windows on the house instead of the larger single window as shown on the plans. The final
placement of the new windows is subject to approval by staff.
· All replacement windows must retain the size, sash width, and overall appearance of the
historic windows.
· The trim on all replacement and new windows must match the dimension, profile, and
overall appearance of the original trim
· A landscape buffer being placed between the parking area and the north and east property
lines and the paving area kept to a minimum. The landscape buffer shall be at least 50%
evergreen. The final landscaping and paving plan is subject to approval by staff.
Application for Historic Review
Application for alterations to the exterior of historic landmarks or proper-

CALL TO ORDER:
Chairperson Bunting Eubanks called the meeting to order a 6:00 p.m. She welcomed Thomann as the
newest member of the Commission.
PUBLIC DISCUSSION OF ANYTHING NOT ON THE AGENDA:

Kuecker said she grouped together the projects that meet all the conditions of the guidelines.
818 North Linn Street.
Kuecker said this project involves a window replacement, and she showed a photograph of the two
windows to be replaced. She said they are being replaced with metal-clad wood windows of the same
dimension and appearance.
Martin, the contractor for this project, said that he would be replacing the trim to match as well.
221 Fairchild Street.
Kuecker stated that this project also involves a window replacement. She said the owner is finishing the
attic, and the attic windows have never been properly maintained and have deteriorated. Kuecker said
the owner is replacing the windows on three sides of the attic with double hung windows, one as a fixed
window and casement windows for egress on the back of the house to minimize the appearance from the
street. She added that the windows will be metal-clad wood windows.
613 Grant Street.
Kuecker said this project is for a chimney demolition, window replacement, and new window wells. She
said the chimney is hardly visible from the street, is non-functional, and is in a state of decay. Kuecker
said the window replacement is for basement windows that will be metal-clad wood windows of a similar
type to what is existing and are not likely to be seen from the street. She stated that the window wells will
be around those windows and will be made of landscape block.
Kuecker said staff is recommending approval of all three of these applications as submitted.

Ponto moved to approve certificates of appropriateness for the three applications on the consent
agenda as submitted. McMahon seconded the motion.
The motion carried on a vote of 7-0.
Certificates of Appropriateness:
816 Roosevelt Street.
Kuecker said this application is for the demolition of a garage and the construction of a new garage on the
same site. She showed a photograph of the existing garage and plans for the new garage.
Kuecker said this would be a 16' by 24' garage, and the siding will be fiber cement board with a reveal to
match the house. She said the roof will be asphalt shingles.
Kuecker said the guidelines state that decisions to demolish outbuildings are to be made on a case-by-
case basis, taking into account the condition, integrity and architectural significance. She said this new
garage is designed to be compatible with the house and the neighborhood. Kuecker said the existing
garage is deteriorated and not functional for a modern-sized car. She said the new garage will have a
minimal impact on the integrity of the property and street.
Kuecker said she recommends approval as submitted, with the conditions that the window, garage door,
and entry door specifications be subject to staff approval; and the window and door trim match the trim on
the house.
Baldridge moved to approve a certificate of appropriateness for the application for 816 Roosevelt
Street as submitted, with the conditions that the window, garage door, and entry door
specifications be subject to staff approval; and the window and door trim match the trim on the
house. McMahon seconded the motion.
The motion carried on a vote of 7-0.
629 Ronalds Street.
Kuecker said this application is for the demolition of a garage. She said the house is a non-contributing
property in the Brown Street Historic District. Kuecker said the house was moved to this site in the 1920s,
and a second-story addition was constructed in the 1990s, making the house non-contributing.
Kuecker said the outbuilding is in pretty bad shape. She said it is on the alley, so its demolition would not
disrupt the street rhythm. Kuecker said the Commission needs to consider the condition, integrity, and
architectural significance of the building.
Kuecker said she checked the 1933 Sanborn map, and there was a garage in this location at that time,
but it was oriented the opposite direction on the site. She said this garage therefore was likely built after
1933. Kuecker said that in staff's opinion, because the garage is in such bad condition and the safety is
questionable, staff is recommending approval of the application as submitted.
Wagner moved to approve a certificate of appropriateness for the application for the demolition of
a garage at 629 Ronalds Street. Baker seconded the motion.
The motion carried on a vote of 7-0.

CONSIDERATION OF MINUTES FOR SEPTEMBER 10. 2009.
Baldridge moved to approve the minutes of the Commission's September 10, 2009 meeting, as
written. McMahon seconded the motion.
The motion carried on a vote of 7-0.
OTHER:
Kuecker said there were nominations for historic preservation awards from the Johnson County Historic
Preservation Commission. She said that Commission submitted two properties for consideration - a barn
and a building that was the old general store in Swisher. There were no objections to awards for the two
properties.
Bunting Eubanks said the Awards Ceremony will be held November 2 at 5:30 p.m. Kuecker said she
would send out reminder notices.
Kuecker discussed the September 23rd ECO Iowa City presentation about Making Older Homes Energy
Efficient. She said there was discussion about small-scale things that can be done to make a house
more energy efficient.
