Historic Review for 614 Iowa Ave

The applicant, TAS Properties, is requesting approval for a proposed alteration project at 614 Iowa Avenue, a
contributing property in the College Hill Conservation District. The project consists of the removal of two
sets of porch stairs and the installation of one set of porch stairs.

This house, c. 1900, is a typical Foursquare with symmetrical massing and a hipped roof. While the porch
roof is full width, the porch floor is not full-width and has two non-original front entry stairs.
The applicant is proposing to remove the two sets of steps on the front porch and replace with one set of
steps that line up with the concrete steps and front sidewalk. New railings will be constructed to match the
existing railing, but will be taller to meet building code (36"). The railing and steps are to be constructed of
painted wood and materials will be reused when possible. The applicant also proposes to remove the non-
historic flush doors and storm door and replace with metal two panel doors with two lights above.
The guidelines recommend for the removal of non-historic features from a structure. The guidelines further
recommend retaining or replicating historic balustrades. Concerning doors, the guidelines disallow the use of
flush entry doors and recommend using doors that are consistent with the historic style of the structure.
In Staff's opinion, the centrally located stair is likely the original location of the stair and will be true to the
architectural style of the house. Staff believes the most historically appropriate thing to do would be to
restore the full width porch, but the proposal is moving the porch closer to its original appearance. Staff has
some concern that the higher railing may end up being taller than the stone pier portion of the column. If
this is the case, an alternate design may need to be worked out for the railing.
Staff also believes that the new metal doors will be more in keeping with the style of the house than the
existing flush panel doors. Provided the new railing ties into the stone pier portion of the column and is
constructed to appear similar to the existing historic railing that is present on the porch and not like the
railing that is currently present on the steps, the proposed alterations will be compatible with the architectural
style of the house.
Recommended Notion
Move to approve a Certificate of Appropriateness for the project at 614 Iowa Ave as presented in the
application with the condition that the new railing tie into the stone pier portion of the column and be
constructed to appear similar to the existing historic porch railing, not the railing on the stairs. If the railing is
taller than the stone pier portion of the column, an alternative railing design maybe approved by staff.

repair/replacement project at 512 N Van Buren Street, a Contributing property in the Northside Historic
District. The project consists of repair/replacement of the front porch.

This house was built in the 1920's and is of the vernacular housing style.
original and the porch has been enclosed.
The applicant has written a memo outlining the proposed project.
The guidelines recommend repairing historic porches and conserving as much of the historic material as
possible. The guidelines also recommend replacing badly deteriorated components with new ones the match
the historic components in design and material. The guidelines also allow for the use of a substitute wood
material if the new material retains the appearance and function of the original wood, is durable, and accepts
paint. However, the guidelines disallow changing the original roof pitch, recommending instead to use
EPDM rubber sheeting and! or heat-sealed asphalt.

Under Section 3.2 Exceptions to the Iowa Gty Guidelines it says, "The Commission is charged with
interpreting and applying the guidelines in a fair and consistent manner, but is afforded flexibility when
reviewing applications in order to arrive at historically and architecturally appropriate solutions in cases where
a proposed construction project does not significantly affect the architectural character of a historic
structure." One exception documented in the Mass and Rooflines section for all properties is to allow for
minor changes to the roof pitch to address drainage concerns. This is to be considered on a case-by-case
basis if documentation is provided to establish evidence of need. All other architectural features must not be
altered.
Staff has visited the property and witnessed the decay from the moisture. Photos of the decay will be shown
at the meeting on October 14.
In Staff's opinion, the proposed project will improve the integrity of this house by correcting moisture
problems and opening up the front porch. Staff believes that there is evidence of need to change the roof
pitch to allow for better drainage and that the proposed roof pitch is compatible with the architectural style of
the property.

the application with the following conditions:
· The applicant reusing the wood columns. If it is found that the wood columns are deteriorated
beyond reuse, deterioration must be presented to Staff and Staff must approve the fiberglass
columns.
· All other porch details being replicated with like materials.

Re:
The home at 512 N Van Buren has been purchased through the City's UniverCity Neighborhood
Partnership for rehab and resale as affordable owner occupied housing. As part of the planned
work to be done on this home, all of the roofs will be stripped down to the sheathing and redone.
The main house roof and the garage are both fine and will be done with an architectural type
shingle. The front and back porch roofs, however are too low of slope to accept standard
shingles.
The front porch has extensive water damage on the south corner and both the roof system and
floor have been compromised and will require extensive repair or possibly complete
replacement depending on what we find once they are opened up and we investigate the extent
of the damage. Should it be found that the roof has sufficient damage to require rebuilding, we
would like permission to rebuild it with a hip roof with enough slope to allow for shingles to be
installed. By raising the pitch to just below the bottom of the second floor windows, we can
create enough pitch to avoid having to install a membrane roof system. The roof currently has
shingles installed, but it is not steep enough and there is no warranty on the shingles, nor would
we expect it to last long in Iowa City's climate.
The floor of the front porch has the most damage from the water intrusion and will almost
certainly have to be completely replaced. This will necessitate the removal of the enclosed
walls, windows, and storm door. It is our intension to rebuild it as an open porch and put it back
to the way it was originally designed. The large round wood columns will be reused as long as
they are still in good enough condition. If they are found to be damaged, we would replace them
with matching fiberglass columns. The rail system would match the original. There is still at least
one section of the original rail left for us to model the new rail off of. The floor will be done with
painted T&G fir and the ceiling will be wood bead boards.
The back porch is also low slope with a failing rolled asphalt roof. The rafters over the first floor
bathroom are partially collapsed and we would like permission to replace the entire roof with a
steeper roof that would allow for shingles. Like the front porch, there is room under the second
floor windows to allow for new, steeper rafters to be installed. This would also allow for
insulation to be installed in the ceiling of the first floor bathroom which would help that room a
great deal this winter.

The applicant, Matthew Roffman, is requesting approval for a proposed alteration project at 911 E
Washington Street, a contributing property in the College Hill Conservation District. The project consists of
siding and window replacement.

This house reflects that architectural pattern of the College Hill area and was built in c. 1900. A 2-story
addition is located to the rear, but otherwise this house is intact.
The applicant is proposing to replace the windows with vinyl windows and replace the siding with aluminum
siding. Specifics of the windows and siding were not provided.
The guidelines disallow the installation of vinyl windows on contributing properties unless they are original to
the building. The guidelines also disallow the application of synthetic siding including aluminum siding on
contributing properties.
In Staff's opinion, the installation of vinyl windows and the application of aluminum siding would not be
appropriate for this property. Upon inspection by staff, the siding seems to be in repairable condition. The
painting of the siding has been neglected and the paint that is present is peeling badly. However, there is not
a substantial amount of decay in the siding to justify the replacement. Because of the presence of decaying
and neglected storm windows, it was difficult for staff to make a determination of the condition of the
existing windows.

Staff finds that this proposal does not meet the guidelines for siding. Rather than the application of
aluminum siding the guidelines, indicate that the existing siding should be repaired. Furthermore, Staff finds
that the applicant has not provided evidence that the windows are deteriorated to the extent that warrants
replacement. If replacement was deemed to be warranted, the proposed vinyl windows do not comply with
the guidelines. Staff recommends that both the siding and the window application be denied.

The applicant, Matthew Roffman, is requesting approval for a proposed demolition project at 915 E
Washington Street, a non-historic property in the College Hill Conservation District. The project consists of
the demolition of a garage.

The house that previously existed on this property was destroyed by fire in 1996, but the garage remains on
the lot.
The applicant is proposing to demolish the garage.
The guidelines state that the demolition of outbuildings will be made on a case-by-case basis, with the HPC
considering the condition, integrity, and architectural significance of the outbuilding.
In Staff's opinion, the condition and location of this garage do not contribute to the character of the
neighborhood and the demolition will have minimal impact on the property or the district.
Recommended Notion
Move to approve a Certificate of Appropriateness for the demolition project at 915 E Washington as
presented in the application.

Re: Minor Review - Pre-approved items
The recently adopted Historic Preservation Handbook allows for the Commission to consider items to be
placed on a "pre-approved item" list. These items can then be approved by staff without consultation with
the HPC Clair or the HPC This was envisioned to include things, such as windows, doors, railings, and
decks. This could be items that are universally acceptable or that are acceptable if certain conditions are met.
For example, a certain type of handrail may only be appropriate on Victorian style structures or a deck is only
a pre-approved item if it is set back from the sides of the house a certain amount. I have compiled a listing of
initial pre-approved items for consideration at the October 14 meeting. It is anticipated that this list will
contmue to grow.
.Radon Nitlgation
Staff recommends approving installation of Radon Mitigation systems as a pre-approved
item eligible for a Minor Review if the following conditions are met:
. The radon mitigation system being on a non-street facing elevation and located
on the rear of the property if possible.
. The exposed pve pipe being painted to match the structure
WIndows
Staff recommends approving the following windows as pre-approved items eligible for a
Minor Review if the following conditions are met:
. The applicant must demonstrate deterioration of the existing windows
. The new windows being of the same type and size as the existing windows and
matching the sash width, trim, use of divided-lites, and overall appearance of the
historic windows. Any divided-lites maybe either true divided-lites or created
with muntin bars adhered to both sided of the glass, but not with snap-in muntin
bars.
. If egress windows are required, a casement window that retains the appearance of
the original window may be approved by a Minor Review. A change in the
window size will be fOIwarded to a higher level of review.
Brands and lines of windows:
Staff has requested information from Wmdsor Wmdows, Adams Architectural Millwork,
Pella Wmdows, Marvin Wmdows, Quaker Wmdows, WeatherShield Wmdows, Kolbe
Wmdows, and Jeld-Wen Wmdows. At the meeting October 14, staff will present the lines of
windows that are recommended as a pre-approved item eligible for Minor Review.
Decks
Staff recommends approving new deck construction as a pre-approved item eligible for a
Minor Review if the following conditions are met:
. The new deck is located on the rear of the existing structure (opposite the street-
facing fa<;ade) and is set back at least 8" from the side wall and
. The deck is attached to the building in a manner that will not damage a historic
exterior wall or other historic materials
. The railing design meets the pre-approved railing conditions
Siding /replacement
Are there any instances where siding replacement could be a Minor Review? Any specific
conditions? Be prepared to discuss at the meeting.
Railings
Staff recommends approving the railing shown below as a pre-approved item eligible for a
Minor Review if the following conditions are met:
. The house is of simple ornamentation or the balusters being changed to match
the style of the house
. If this railing is for a rear deck, the simple square spindles are appropriate for any
style of house
. If replacing an existing railing, the applicant must make a case for the replacement
of the historic rail, such as evidence of substantial decay or a requirement to meet
current building code standards

1228 Sheridan Avenue.
Kuecker said this house is in the Longfellow Neighborhood. She said the owner is requesting approval for some
work that was done without a permit, including insulation of a rear patio door, construction of a rear deck/stair,
alteration to a window opening on the east side of the house, and the installation of a gas fireplace vent.
Kuecker showed a photograph of the door to the rear deck. She said it is a French style door with one side that
opens and one that is stationary. Kuecker said the deck is essentially just stairs coming down off that door. She said
in staffs opinion, the patio door meets the guidelines and will have minimal impact on the historic integrity.
Kuecker said staff does believe that trim needs to be installed around the patio door to match the trim of the other
windows of the house. She said staff feels the deck/stair meets the guidelines, and it meets the setback requirements
and such of the rear deck standards.
Regarding the side window and fireplace vent, Kuecker showed the size that the window had been. She said the
window has now been made smaller and showed where the siding was pieced in. Kuecker said the fireplace vent
has been installed below. She said the guidelines allow for window replacement but in general require that new
windows retain the size and type of the original windows. Kuecker said the Commission has made exceptions for
window sizes and patterns if the proposal is in keeping with the architectural character of the house.
Kuecker said staff believes that the retention of the original window would have been most historically accurate.
She said, however, that it is not uncommon for a craftsman-style house to have a short, high window on the side.
Kuecker referred to some images in the packet that demonstrated this.
Kuecker said staff feels the shorter window is in keeping with the architectural style, provided that it is trimmed to

of decorative grillwork as shown in many of the examples. She said the best solution is probably to have some
vertical muntins to match the other windows on the house.
Kuecker said staff believes the fireplace vent should be painted to match the siding color.
Kuecker said staff recommends approval of the project at 1228 Sheridan with the conditions that: the exterior of the
fireplace vent be painted to match the siding of the house; the side window and patio door being trimmed in wood to
match the existing window and door trim; a decorative, divided light pattern being present in the new window; and

the window being solid wood or metal clad solid wood with the divided light pattern either being true divided lights
or created with muntin bars adhered to both sides of the glass, but not with snap-in muntin bars.
Baldridge asked what is above the French doors in the rear. Kuecker said it is replacement siding to fill in the gap.
Ackerson asked if the fireplace vent would hold paint well with the heat. Kuecker said it may not hold paint as well
as the siding will, but it will hold paint, although it may need to be painted more often than the siding would be.
Whitt, the applicant, apologized for the way this has come about - coming before the Commission after the fact.
She said she had thought she had done everything she needed to do.
Whitt thanked the Commission for considering her request and thanked Kuecker for her help and recommendations.
She said she wants to do what is right by the Longfellow District and by her house. Whitt said she has been trying
to respect the history of the house as well as its future in making her decisions.
Kuecker said that Whitt had applied for what she thought was needed for a certificate to open up the front porch.
Kuecker said that was approved by a certificate of no material effect. She said Whitt was unaware that these other
items required review, although she did know that her house is in a district.
MOTION: McMahon moved to approve a certificate of appropriateness for the application for 1228 Sheridan

CONSIDERATION OF MINUTES FOR AUGUST 12,2010:
Michaud said that on page six, in the fifth full paragraph, the word "reserve" should be changed to "mature."

2010-11 WORK PLAN:
Kuecker said she prepared a list of the items discussed at the last meeting. She asked for suggestions.
MOTION: Litton moved to approve the Historic Preservation Commission's 2010-11 Work Plan as presented in the
September packet. McMahon seconded the motion. The motion carried on a vote of 8-0 (Downing, Swaim, and
Wagner absent).
OTHER:
Kuecker stated that she would be sending out a press release soon to request nominations for historic preservation
awards. She said the awards have been scheduled for November 14. Kuecker asked Commission members to
inform her of any properties that may be eligible for awards. She said that the Commission also usually recognizes
some properties from the County, which are compiled by the Johnson County Historical Society.
Kuecker said the new handbook, which was approved unanimously by the City Council, has been distributed to
Commission members. .
Baldridge said he was disappointed when he noticed the huge concrete foundation in the 900 block of Burlington
Street. He asked what could be done to avoid situations like this.

Kuecker said the Commission does not have any purview over zoning issues. She said if the property had been in a
district, the Commission would have some purview. Michaud asked about the street facing garage door. Kuecker
responded that a property owner could get a special exception to the regulation if there is not alley access.
