HCDC Meeting on June 15, 2006
The June HCDC meeting will include all of the items that were to be discussed in May with the
addition of one agenda item; the review of the downpayment assistance program. Please bring
your May packets to the meeting. If you no longer have the packet, the information can be
obtained by downloading from the following website: www.icgov.org/boardminutes.asp?ID=17
or please contact staff to forward the materials to you.
As you may already know, on May 2 the City Council approved the FY07 Annual Action Plan as
recommended by HCDC. A copy of the approved FY07 Action Plan budget was included in the
May packet for your information.
The following is a short description of the June agenda items. If you have any questions about
the agenda or if you are unable to attend the meeting, please contact Tracy Hightshoe at 356-

New Business
Community Land Trust Presentation - The Housing Fellowship
Maryann Dennis, Director of The Housing Fellowship, will present information on community
land trusts and will discuss how The Housing Fellowship has worked with land trusts to ensure
permanent affordability for owner-occupied homes.
Review of the Allocation Process
With the FY07 allocation process fresh in your mind, staff is interested in hearing your
suggestions for next year. Last year a subcommittee was created to review the process and
recommend changes to the allocation process. There were some substantial changes made to
the process this year, such as separate applications and ranking systems for different funding
categories. The committee may decide to appoint a subcommittee for further review or simply
offer suggestions for next year.
Discuss Summer Schedule
Typically, the commission does not meet one month during the summer. We will need to
discuss summer plans and our meeting schedule over the upcoming months. Please bring your
date books.
Discuss Inclusionary Zoning
The commission will discuss the process of reviewing inclusionary zoning. At the June meeting
the commission will discuss a process, timeline, and information necessary to formulate a
recommendation to City Council. Upon consideration of inclusionary zoning, the commission
may decide to recommend, not recommend or to make no recommendation to City Council.
The July or August agenda will include the discussion of design guidelines and inclusionary
zoning. There will be a late summer/early fall agenda item regarding the financial investment
policy.

Upcoming HCDC Vacancies
Bill Greazel and Michael Shaw's terms expire September 1, 2006. If interested in reapplying,
please submit your application to the City Clerk before July 26, 2006.

National Community Development Celebration
The committee will provide an update at the June meeting.
Review of the Downpayment Assistance Program
The City received $30,000 in FY06 CDBG funds for a downpayment assistance program to
income eligible households. As of June 8, 2006 no funds have been disbursed under this
program. HCDC will review the program to consider program revisions, a time extension, or to
recommend the recapture of funds.

Re: FYO? Unallocated HOME Funds
At your May 1st informal meeting you discussed the FYO? Annual Action Plan
budget which included the proposed FYO? CDBG and HOME funded projects.
There was considerable discussion about the $89,409 in HOME funds that were
not allocated to a particular project. One Council suggestion was to create a
revolving loan fund in order to allow for the funding of hOusing projects year
round and another suggestion was to' have a special mid-year allocation to
distribute the funds.
As you know, the Housing and Community Development Commission (HCDC)
recommended that the Council not allocate the remaining HOME funds and
combine the funds with the FY08 HOME funds that will be allocated beginning in
December 2006. HCDC received a smaller than usual number of housing
applications which they thought may be due to issues such as land cost, zoning,
the unavailability of good lots and scattered site requirements. Of the four
housing applications received, two were funded, one withdrew and one was not
funded. One of the reasons that HCDC did not fund the one project was
because of the high cost per unit ($239,196). HCDC intends to spend time
advertising and advocating for a wide range of affordable housing projects prior
to the next funding round.
After checking with the regional office of the U.S. Department of Housing and
Urban Development (HUD) it was determined that a HOME revolving loan fund is
not allowed.
The two remaining options are to have a mid-year allocation to distribute the
funds or to hold on to the funds and combine the funds with the FY08 allocation
process that begins in December 2006.
If the decision is made to have a mid-year allocation, the process should begin
soon given that we need to allow for adequate notice to potential applicants,
review the applications, gain Council approval and comply with the applicable

HUD regulations regarding public comment periods. This process could take up
to three months and the FY08 allocation process begins in less than seven
months.
Staff recommends that Council members take the recommendation of HCDC and
combine the funds with the FY08 HOME funds that will be allocated beginning in
December 2006, allowing HCDC time to advertise and advocate for a wider range
of projects.
