Enclosed are the revised allocations for your review. There were no changes to the ranking
worksheets. At the March 26 meeting, HCDC will allocate the funds available to FY10
CDBG/HOME applicants and then forward this recommendation to the City Council for
consideration. Unfortunately, at the time of this mailing HUD has not determined the HUD
entitlement amounts yet. The Commission will need to consider if there is a change in the
anticipated funding amounts, how to formulate the final budget recommendation to Council.
This could be accomplished with a motion such as if the final budget is within 0-4% of the
anticipated budget, the increase or decrease is pro-rated to each eligible, funded activity, if over
a 5% change, the commission will meet again to discuss.
As a reminder, the March 26 meeting begins at 6:30 pm at the Iowa City Public Library,

Housing and Community Development Commission:
At the HCDC meeting of March 12 a commission member asked for information regarding the length of
time home renters with The HousIng Fellowship have resided in their homes.
We have an analysis of residency duration which covers the period from rent-up of our first rental
project through December 31, 2007. For this analysis, residency was defined as the duration of
continuous occupancy of a rental home by a single family or household. Pertinent results:
Total residencies = 319
Average residency duration = 31.9 months
Total residencies greater than 36 months = .92
