Notice is hereby given that a public hearing will
be held by the City Council of Iowa City, Iowa, at
7:00 p.m. on the 21st day of August, 2012, in
Emma Harvat Hall, City Hall, 410 E. Washington
Street, Iowa City, Iowa, or if said meeting is
cancelled, at the next meeting of the City Council
thereafter as posted by the City Clerk; at which
hearing the Council will consider:
1) AN ORDINANCE REZONING
APPROXIMATELY 2 ACRES OF LAND
LOCATED SOUTH OF HIGHWAY 1 AND
WEST OF SHIRKEN DRIVE AT 521 AND
531 HIGHWAY 1 WEST FROM INTENSIVE

DEWEY STREET BRICK RECONSTRUCTION
PROJECT CITY OF IOWA CITY, IOWA
TO ALL TAXPAYERS OF THE CITY OF IOWA
CITY, IOWA, AND TO OTHER INTERESTED
PERSONS:
Public notice is hereby given that the City Council
of the City of Iowa City, Iowa, will conduct a public
hearing on plans, specifications, form of contract
and estimated cost for the construction of the
Dewey Street Brick Reconstruction Project in said
city at 7:00 p.m. on the 21st day of August, 2012,
said meeting to be held in the Emma J. Harvat
Hall in the City Hall, 410 E. Washington Street in
said city, or if said meeting is cancelled, at the
next meeting of the City Council thereafter as
posted by the City Clerk.
Said plans, specifications, form of contract and
estimated cost are now on file in the office of the
City Clerk in the City Hall in Iowa City, Iowa, and
may be inspected by any interested persons.
Any interested persons may appear at said
meeting of the City Council for the purpose of
making objections to and comments concerning
said plans, specifications, contract or the cost of
making said improvement.

Neighborhood Partnership house
Introduction:
On August 21St, City Council will be holding a public hearing and voting on a resolution to
authorize the conveyance of 618 N. Gilbert St. as part of the UniverCity Neighborhood
Partnership Program.
HistorylBackground:
The grant for the UniverCity Program allows the City to purchase twenty -six rental units located
in designated neighborhoods surrounding the University and downtown, rehabilitate them with
up to $50,000 in grant funds and then sell them to income - eligible buyers. The terms of the sale
require the buyer to live in the home for 5 years to receive the $50,000 in renovations as a
grant. The home is also required to remain owner - occupied for 20 years.
This will be the 24th home sold as part of the program. The remaining two homes are expected
to be sold within the next month.
Under the UniverCity Neighborhood Partnership, the City proposes to sell 618 N. Gilbert
for $221,000, which includes "carrying costs" of approximately $56,028. "Carrying costs" are all
the costs incurred by the City to acquire the home, maintain it and sell it, including abstracting
and recording fees, interest on the loan to purchase the home, mowing and snow removal,
utilities, real estate taxes, and any costs in excess of $50,000 to repair and rehabilitate the
home. The house had been rented as a 3 -unit apartment building for over 40 years before
being purchased by the UniverCity program. Prior to UniverCity renovations, there was a one -
bedroom apartment on the first floor, a one - bedroom apartment on the second floor, and a
studio apartment in the basement. The buyer is a University of Iowa employee and will be
receiving down payment assistance provided by the University in the amount of $15,000. The
buyer will be receiving additional down payment assistance from the Iowa City Housing
Authority in the amount of $7,000.
Statement of Fiscal Impact;
The assessed value of 618 N. Gilbert Street at the time of purchase was $166,270 and the sale
price is approximately $221,000. It is likely that the assessed value of this home will increase
resulting in an increase in the tax base. There will be no impact on the General Fund for
ongoing operating expenses.
Recommendation:
This home was in need of extensive repair and after the renovation it has become an asset to
the neighborhood and to the community.
Staff recommends that you approve the resolution to authorize the conveyance of 618 N. Gilbert
St. as part of the UniverCity Neighborhood Partnership program.

RESOLUTION AUTHPRIZING CONVEYANCE OF A SINTLE FAMILY HOME '-;
LOCATED AT 618 NORTH GILBERT STREET.
WHEREAS, the UniverCity Nei borhood Partnership Programl is a joint effort between the
University of Iowa and the City to encourage home ownership d reinvestment in designated
neighborhoods surrounding the Uni ersity of Iowa; and
WHEREAS, the City has received a 1.25 million I -Jobs grant to assist in the acquisition and
rehabilitation of twenty -six single fam \homes to provide a ordable housing in designated
neighborhoods surrounding the Univerowa; and
WHEREAS, Resolution 09 -384 auththe City to a quire and rehabilitate properties
consistent with the grant agreemenWobs funds or the UniverCity Neighborhood
Partnership Program; and
WHEREAS, the City purchased and rehabilit yhgme, a family home located at 618 North
Gilbert Street, Iowa City; and
WHEREAS, the City has received an offer to p North Gilbert Street for the principal
sum of $219,395, plus any "carrying costs" r July 17, 2012. Carrying costs are
costs incurred by the City to acquire the home and sell it, including abstracting and
recording fees, interest on the loan to purcha mowing and snow removal, utilities,
real estate taxes, and any costs in excess of $pair and rehabilitate the home; and
WHEREAS, this sale would provide affordable �iousinin a designated area surrounding the
University of Iowa; and /
WHEREAS, on July 31, 2012, the City Cou cil adopted Resolution proposing to convey its
interest in 618 North Gilbert Street, authori ng public noti of the proposed conveyance, and
setting the date and time for the public hear ng; and
WHEREAS, following the public hearin on the proposed conveyance, the City Council finds
that the conveyance is in the public inter st.
