Re: City Sponsored Event Funding Process
This memo pertains to the process by which the City allocates funding for City sponsored
events. In past years, the staff has solicited applications from local organizations in the fall for
funding requests associated with events in the following fiscal year. Those applications are
collected and presented to the City Council at a special budget work session along with a
recommendation from staff for a total line item funding amount. Staff has not historically
provided recommendations on individual funding requests.
In the 2012 work session, the Council made the following funding decisions:

requests for funding in
2012 for a total of
$168,467
As you know, the budget review process requires a significant commitment of time from our
elected officials. The process includes several work sessions, including an all -day session and
several additional multiple hour sessions. The City sponsored event work session is combined
with reports from boards and commissions that wish to address the Council. It is important that
the Council has an opportunity to hear from stakeholders throughout the budget process and
also for the elected officials to wholly understand and maintain an ability to alter funding lines as
they see fit. However, in this case staff believes those objectives can be appropriately
maintained while shifting to a new process that will eliminate the need for a separate work
session entirely. It would be our hope that eliminating a work session from an already lengthy,
stressful process will lead to greater focus and productivity and thus enhance the process as
whole.
It is important that boards and commissions continue to be given the opportunity to address
Council regarding the budget proposal. Staff's recommendation would be to provide that
opportunity during the appropriate department presentation. For example, if the Historic
Preservation Commission wishes to address the Council they would be afforded that opportunity
during the presentation of the Planning and Community Development budget. Not all boards
and commissions choose to address the Council during budget sessions and we do not believe
that combining this opportunity with the department budgets will necessitate a significant
amount of time to be added to the department budget work session.

In addition, we are recommending the following changes to the City sponsored event funding
process:
That separate line items be created for the firework display and the Summer of the Arts
(SOTA) programming. These activities accounted for the vast majority (85 %) of the
funding for City sponsored events. City staff would still seek a funding request from
SOTA and scrutinize the request before making a recommendation to Council that would
presented along with the fireworks recommendation during the City Manager's Office
budget presentation.
2. That a new line item be created for City sponsored cultural events and festivals. Access
to the funds would be very similar to the current process with an application requirement.
However, staff would accept the applications and make funding recommendations that
would be presented to Council at a regular meeting after they have been presented with
a total funding amount for the specific line item. The Council would have the authority to
edit staff's recommendations as they see fit. This line item would likely require a
minimum sponsorship (i.e. $1,000) and would be targeted to cultural events. Examples
of such events would be the Mission Creek Festival, Riverside Theatre Shakespeare
Festival, and 319 Music Festival.
3. That a third line item be created for miscellaneous event sponsorships under $1,000.
Council would be presented with a total funding amount for this item as well, however no
formal application would be required of organizations making the request. The City
Manager, or designee, would have the authority to meet such requests throughout the
year up until the established budget threshold has been met. Examples of such events
that may fall into this category would be Bike to Work Week or the ADA Celebration.
If the City Council is agreeable to these changes, we would incorporate the new process into
the upcoming budget review schedule. As is typical, interested organizations would be notified
of the application period in September.

Re: DCS /CCIA AmeriCorps Living Allowance Funding Request
Introduction:
The City of Iowa City was approached by the Department of Correctional Services (Sixth Judicial
District) to assist with funding five full -time, five half -time, and two quarter -time AmeriCorps members.
The funding request totaled $9,167 and will support the living allowance for the AmeriCorps staff
members.
Background:
The Community Corrections Improvement Association (CCIA) received an AmeriCorps national grant
award of $460,435 which supports underserved at risk and high risk and adult offenders in Linn, Johnson,
and Tama Counties. AmeriCorps members, supported by the CCIA, have acted as program support staff
for initiatives aimed at achieving the goals of the CCIA and DCS.
Iowa City has seen the benefit of such programs. The 319 event in the Broadway neighborhood received
assistance from AmeriCorps members and was a part of their required service project to complete their
term of service. Sand in the City utilizes offender work crews for set up, staffing, and tear -down for their
event. Both events are supported by the CCIA and their AmeriCorps volunteers.
The three yearlong grant period, starting September I of this year, will support the various programs
occurring throughout the region. Including the resources being offered by the CCIA and the DCS (both
monetary and in- kind), the CCIA is asking surrounding communities to assist with living support for the
AmeriCorps volunteers. It is noted that the DCS has fully supported these efforts in the past, without
assistance from surrounding communities. The DCS's long term plan included support from the
constituencies being served.
Cumulative budget cuts and a hiring freeze have brought the DCS to a point where their ability to
maintain the program within the regulations required to retain the AmeriCorps volunteers is threatened.
They have requested support from the various communities being served by their AmeriCorps members.
This funding will go to support the living allowance given to AmeriCorps volunteers while they serve
their terms.
As of August 28, 2012 the following communities /entities have committed to their assistance:
1) Johnson County Board of Supervisors ($7,000)
2) City of North Liberty ($4,000)
3) Linn County Board of Supervisors ($15,000)
4) CCIA ($15,000)
5) DCS (in kind administrative support)

Pending assistance from communities:
1) City of Coralville ($8,500)
2) City of Cedar Rapids ($10,000)
3) City of Iowa City ($9,167.29)
The CCIA and DCS expect that this will be a one year request that they will look to renew each year. The
City expects that an annual report will be provided and in the future, this group will go through the
community events and funding process as all similar funding requests do.
Discussion of Solutions:
The various programs supported by the AmeriCorps members through the CCIA and DCS support City
strategic plan goals including neighborhood stabilization and downtown development. As with all
community events /organization funding, the CCIA and DCS will need to continue to justify their funding
requests with outcome metrics and show community value.
Financial Considerations:
The request being made is for a total of $9,167. The requested amount will be deducted from the City's
contingency reserve fund.
Recommendation:
Staff recommends funding this request at the level requested by the CCIA and DCS. Consistent with
Resolution 12 -190, the City Manager can authorize funding for such a request.

Author and founder of Next Generation Consulting Rebecca Ryan will keynote the Iowa City
Area Development Group Annual Meeting and Breakfast on Tuesday, October 16, 2012, from -
7:30 a.m. to 9:00 a.m. at the Celebration Farm* in northeast Iowa City. The meeting is
sponsored by the Eastern Iowa Airport.
Cost to attend Is $25 for ICAD Group 2030 Visionaries and investors and $35 for the public.
Tables of eight are available.
Ms. Ryan has presented around the world on topics such as workplace culture, innovation,
creativity, community development and talent attraction. Currently, she's finishing her new
book ReGENERATION: A Manifesto for America's Next Leaders.
This year's annual meeting will Include more information about the Vision 2030 plan, its goals and benchmarks,
and ICAD Group's activity during the last fiscal year. Additionally, Tim Bradshaw, Director for the Eastern Iowa
Airport, will make a few comments about air service in the region and its impact on economic development.

Literature continues to grow to meet
the needs of our local area. In the two
years since the first staff person came
on board, we have established the
Hawkeye Reader program, organized
the One Book Two Book children's
literature festival, celebrated Paul
Engle's contribution to Iowa and
literary life, created a videography of
visiting authors to Iowa City, presented
Book Marks to Johnson County, and
collaborated on the Iowa City Book
Festival, among many other literary-
themed projects. Thousands of people
have enjoyed events produced or
aided by the City of Literature.
I want to offer a sincere thank you to
the many donors, volunteers and
supporters who contribute to the
organization's success. Together, we
are sharing a passion about reading
and writing that is one of the things
that makes this such a special place.

A YEAR OF GROWTH
A LETTER FROM EXECUTIVE DIRECTOR JOHN KENYON
When I took on this role in May, the Iowa City UNESCO City of
Literature was wrapping up its most successful year. We produced
a slate of events, some for the first time, and collaborated on
others. We worked to celebrate and support literature, and
connected readers and writers, both core parts of our mission.
Since then, many have shared ideas about how the City of
Literature organization can become an even more integral part of
the literary community. These include program suggestions, collaboration offers and
promotional ideas. Given that enthusiasm and support, I can say with confidence that
a successful 2012 will give way to an even better 2013.
The next year will be busy as we continue successful programs while adding significantly
to our portfolio by becoming the lead organization behind the annual Iowa City Book
Festival. All of this helps us to meet goals of developing strategic partnerships, providing
high - quality activities and growing our organization.
One major goal for the coming year is to communicate more effectively about what
we do and what is on offer in the City of Literature. Part of that goal is met by this report,
which details our events and collaborations, introduces our board and supporters and
outlines how you can get involved. We also have enhanced our twice - monthly e -mail
update (sign up here: htto: / /bit.ly /COLnews), and soon will unveil a redesigned website
with regular news updates and information about literary activities.
Thank you to everyone who has helped us thus far. Our successes would not be possible
without the support of partners, sponsors, donors and attendees. I believe your time and
money is well spent; City of Literature programming adds to the culture of our
community, making it a better place to read and write, enhancing quality -of -life and
helping to draw visitors to the area.
If you have comments or suggestions, please do not hesitate to get in touch. I look
forward to working together as we tackle another exciting year in the City of Literature!

Cultural Organization, created the Creative Cities Network in
2004. Edinburgh, Scotland, was the first city to join the
network, named that same year as a City of Literature.
Iowa City joined the network in 2008 as the third City of
Literature. Today, we are one of six Cities of Literature and
among 34 members of the Creative Cities Network.
UNESCO does not fund designated cities, but rather lets the
city determine how best to manage the designation. While
to many it is seen as a way for Iowa City to celebrate and
promote its rich literary history and current programming, it
also gains us entry into a worldwide network of cities that
seek to learn from and collaborate with one another.
At the annual meeting of the network, held in Montreal in
May, representatives from member cities discussed ways to
strengthen the network as it grows, and made connections
that will enable cross - disciplinary partnerships that should
yield interesting and enlightening collaborations.
Specifically, our colleagues with the other Cities of Literature
shared best practices that, if implemented across the cities,
will enhance programming and extend our reach globally.
The network decided at the Montreal meeting to take on
more of its own administration, leaving important tasks like
bid evaluation and the award of designations with UNESCO,
making the network better able to deal with future growth.
This mix of the local and the global makes this a truly
valuable designation for Iowa City, and one this organization
plans to leverage to the benefit of our literary culture.

literature, and the kids in attendance were challenged
to name the work. Erskine could hardly get the first few words out before the youngsters
in the audience were shouting out the names of favorite books.
It is this spirit that the City of Literature hoped to capture and
celebrate with this inaugural festival, presented by the Pearson
Foundation. The event was held Jan. 13 -15, 2012. It began with
the above - mentioned dinner, where local students
representing each elementary school in Iowa City read their
own work to the crowd of about 250. This work was compiled
into a bound book available at the festival and to local school
libraries, and binders filled with the work toured the
community.
Saturday offered an all -day Children's Book Fair at the
Sheraton Iowa City Hotel, drawing 3,000 attendees. Activities
were free and open to the public and included readings by well -known Midwestern
and Iowa authors, storybook character appearances, face painting, book making, a
Harry Potter exhibit, live music, and children's film screenings.
On Sunday, the Reading on the Rails excursion took 2,200 young readers and family
members on a 40- minute train ride between the University of Iowa Main Library and
North Liberty Public Library. Both libraries hosted programming.
Children not in attendance also benefitted from the event. Pearson's "We Give Books"
program donated 1,000 books due to the efforts of area readers, while a book drive at
the festival yielded an additional 720 books from attendees.
The next One Book Two Book festival is scheduled for Jan. 11 -13, 2013, with keynote
speaker Nancy Krulik.

WORLD BOOK & COPYRIGHT DAY
COMMUNITY BOOK TALK PROGRAM
By celebrating World Book Day, UNESCO seeks to promote reading, publishing and the
protection of intellectual property through copyright. The idea for this celebration
originated in Catalonia, where on April 23, Saint George's Day, a rose is traditionally
given as a gift for each book sold.
To celebrate in the Iowa City area, the City of
Literature hosted a Community Book Talk.
Community and business leaders discussed a
favorite or meaningful book. Nancy Willis, a City of
Literature board member and co -owner of Willis &
Willis and Security Abstract Co., moderated the

The program was such a success that the City of Literature plans to hold it
IV twice yearly, with one event in Iowa City and the other in a neighboring
community.
In addition, more than a dozen area businesses, public libraries, florists, independent
bookstores, artists, poets and scholars participated with special offers, including free
roses with purchase of a book, rose - flavored gelato and other treats.

CITY OF LITERATURE TO BE LEAD ORGANIZATION IN 2013
The Iowa City Book Festival will celebrate its fifth year
with the City of Literature as its new lead organization
The festival, which was created and operated by the
University of Iowa Main Library in its first four years, will
build on that success with more programming and a
larger scope in 2013.

The three -day celebration of books, reading and
writing includes a book fair with sellers from
across the region, author readings, book
discussions, and demonstrations by authors,
illustrators and book - making experts. This
includes programming in various disciplines, such
as science writing and children's literature. The
2012 event was July 13 -15.
The third day of the festival, called the Day in
the City of Literature, features authors reading at
dozens of local businesses throughout Iowa City, literally taking the festival into the city.
The festival, which has drawn between 1,500
and 2,000 people annually, has been held on
University property in July. With the City of
Literature now organizing the event, the date
and location are to be determined. Discussions
about those details will be held this fall among a
number of stakeholders. The City of Literature
has been integrally involved in the festival for
the past three years. The organization plans to
maintain ties with UI Libraries and others
involved with past festivals while collaborating
with community groups to expand programming.

PAUL ENGLE DAY
INAUGURAL AWARD AND ESSAY CONTEST
In a video excerpted in the new film, "City of Literature," Paul
Engle emphatically declares, "All writers in the world ought to
come to Iowa City." He says it in a way that makes the idea
seem more ordained than improbable; such was Engle's
passion and force.

Engle (Oct. 12, 1908 - March 22, 1991), a noted poet, editor, '
teacher, literary critic, novelist, and playwright, is perhaps best
remembered as the long -time director of the Iowa Writers'
Workshop and as founder of the International Writing Program
at the University of Iowa. At the turn of the millennium, Engle was selected as Iowa's
poet of the century, and Gov. Tom ViIsack proclaimed Oct. 12 "Paul Engle Day."
To celebrate this day and Engle's role in nurturing what would become foundational
pillars of the City of Literature, the organization invited high school students from around
the Corridor to participate in a writing contest in honor of the man. The grand prize-
winner received a $500 college scholarship and the top four essay writers received gift
certificates and an opportunity to read their work in front of an audience at Prairie
Lights Book Store.

go statewide in 2013, with the prize being a year of free tuition to
the University of Iowa. The Paul Engle Award will return in 2013.

HAWKEYE READERS
A PARTNERSHIP WITH THE HAWKEYE FOOTBALL TEAM
Hawkeye Readers is a program that brings University of Iowa athletes into local
classrooms to serve as role models and to teach the importance of reading.
For the second year, members of the
Hawkeye Football team visited with about
300 students at Mark Twain and Grant Wood
elementary schools in Iowa City during the
spring semester.
One day a week for six weeks, the players
would visit classrooms to meet with students.
The first week, they discussed what it is like to
be a student and an athlete at the college
level. In subsequent weeks, the student -
athletes participated in the reading
program the teacher had planned.

In addition, the City of Literature contributed books to participating students, using the
proceeds from Scholastic Book Fair sales during the Iowa City Book Festival, as well as
directed contributions from donors.
The program is scheduled to continue in spring 2013, with the hope of expanding it in
the future.

ON THE FLY: WRITERS ON WRITING
A VIDEO SERIES DELVING INTO THE LIFE OF WRITERS
Iowa City is known as much for the writers who call it home as it is for the hundreds of
writers who visit throughout the course of a given year. Seeking a way to capture the
wit and wisdom of both sets of authors, the City of Literature created the On the Fly:
Writers on Writing video series.
Filmmaker Ben Hill, who also wrote and directed
the "City of Literature" film that debuted in
2012, oversees the project. He films and
interviews poets, novelists and non - fiction writers
who traveled to Iowa City to read at Prairie
Lights Books, teach at the Iowa Writers'
Workshop, or take part in the various writing
conferences, delving into their lives as writers.

Ann Packer, Robert Pinsky, Alison Bechdel, Yann Martel, Stuart Dybek and Mona
Simpson are among the more than 50 authors who have sat for our cameras in the past
two years. Each author answers a series of questions about writing, reading and the
unique place that is Iowa City. In aggregate,
these videos are like a master's seminar in the
state of literature in the world.

In addition, local authors and student authors
have shared their writing experiences in video
interviews. The collection to date includes 62
videos, all available on the City of Literature web
site (www.cityofliteratureusa.org /video) and
YouTube channel.
The series was created in partnership with Humanities Iowa in 2011. In 2012, it was
funded through the generous support of Nate and Samantha Kaeding and the Iowa
City /Coralville Area Convention & Visitors Bureau. Sponsorships for the 2013 season are

BOOK MARKS
BOOK ART IN JOHNSON COUNTY
Dubbed "a celebration of reading, writing
and book art in Johnson County," the Book
Marks Iowa public art program brought 28
gigantic book art displays to the area from
June to October 2011. The project was a
partnership among the City of Literature, the
Coralville Public Library, the Iowa City Public
Library and the North Liberty Community
Library.
The statues were created by artists from across the Midwest and placed on display
throughout the community. Each statue was sponsored by a local business or
organization (sponsoring organizations are among those listed on p. 17). The statues
were later sold at an auction and several were donated to local schools and libraries.

notion can be attributed to Australian novelist P.L.
Travers. Why share it here? Because the City of
Literature may first be thought of as a city of writers.
But just as important is the fact that it also is a city of
readers.

PROJECTS WHERE THE CITY OF LITERATURE PARTNERS WITH OTHERS
Liffle Free Library is a book - sharing program whose mission is to
"promote literacy and the love of reading by building free book
exchanges worldwide." Through the program, small wooden
"libraries" are built and installed throughout the community.
Owners fill them with books and invite neighbors and people
passing by to take a book or leave a book. The City of Literature
is working with the Little Free Library organization and the city to
promote and facilitate the program locally.
The film "City of Literature" is an hour -long documentary that tells the story of creative
writing in Iowa, from its frontier beginnings to the recognition of Iowa City as a UNESCO
City of Literature. It includes clips from the City of Literature's Writers on Writing: On the
Fly video series. Rachael Carlson, the City of Literature organization's operations
manager, did historical research for the film.
Novel IC, a program that ran during the 2011 Iowa City Book Festival,
encouraged participants to help write a "Twitter Novel" by contributing
tweets that added to the continuous story as the novel developed and
unfolded over the three days of the festival. Individuals from across
globe contributed tweets, with 72 authors writing 878 tweets. The City of
Literature helped to promote the project.
Musick is a series of festivals that focus on music for small ensembles inspired by works
of prose and poetry. The literary sources for the music are read or projected during the
concerts as well as being available in the festival playbill and on the Musick website.
Musick has among its partners the Iowa Summer Writing Festival and Iowa City
UNESCO City of Literature.
Hof Tin Roof is a program to showcase current literary work produced in Iowa City. The
series is organized and juried by representatives from The Englert Theatre, the City of
Literature and Little Village magazine. All three are among financial supporters of the
project, as is M.C. Ginsberg. Each month, a selected piece of creative writing up to
1,000 words is published in the pages of Little Village, Iowa City's News and Culture
Magazine. The author receives an honorarium of $100.

Dear Board Members,
As you look at the district's long term plan, keep in mind the principle of fairness.
We moved back to town a decade ago. Our children attended Hoover Elementary and loved it. The large increase in
students three years ago at Hoover was managed with temporary classrooms. As I understand the numbers, it would
make more sense to build a new east side elementary school than to put money into an unneeded third high school.
I was back in my hometown recently. As a freshman I worked after school as a janitor in what was the Glenwood Junior
High at that time. I thought the building was in rough shape then and would be long gone by now. The Glenwood
school district appears to have made a substantial investment in upgrading the building. It is now a beautiful looking
elementary school. It seems only fair to the Iowa City taxpayers to make that sort of investment in our existing schools
in both appearance and infrastructure, most notably, air conditioning. It was very warm in many of my daughter's class
rooms at back to school night at Southeast Jr. High last week.
My children at City High enjoy many benefits of advanced classes and extracurricular activities that I did not have growing
up in a much smaller school. If a third high school is built, these benefits would need to be reduced to all future high
school students.
We are glad to live in a city that values education with an excellent school district and hope to keep it that way.

As a long -time member of the Iowa City Community School District family, please accept my comments below on issues
currently facing the
ICCSD
Simply put, please stop all consideration of a new high school in North Liberty (or elsewhere) and instead focus on (1)
adding elementary capacity, (2) refurbishing the district's older schools, and (3) using the district's existing high school
capacity to full advantage.
I am vehemently against a new high school in North Liberty or elsewhere at this time. If a bond election were put
forward that had a third high school on the list of objectives, I would absolutely and without equivocation vote against it.
What's more, I would actively campaign against it. I hope I am crystal clear on this point, and I hope you understand that
as a long -time resident, I know a lot of people (i.e., voters) and will call a lot of people to similarly vote against such a
proposal.

Administration's facility planning.
I ask that you review records and technical data submitted to the board and administration by the physical
plant and consulting firms over the last 5 years and you will find ample evidence to support postponing
construction of a new high school, improving infrastructure and adding space at the elementary level.
I urge you to make improvements to neighborhood elementary school's classrooms heating, cooling,
accessibility, utilities, grounds that will meet tomorrows teaching standards, serve for the remaining life of the
building but not beyond.
When necessary make complete plans for the possible closing of any building /s or properties that no longer
can be upgraded or retrofitted for other purposes. This includes life expectancy based solely on the building
structure, components and benefits to the community in it's current location.
Improve the elementary education options on the eastside of the community by replacing current buildings on
site or building new ones at new sites.
In 2010 your physical plant reported over $80,000,000 in deferred PPEL projects and estimated their annual
PPEL revenue at $7.5 million. Continuing to defer improvements at older locations on the eastside of Iowa City
is not in the best interests of the communities which makeup the ICCSD.
Please reconsider the decisions and directions laid out by past leaders in the past three years. Review the
materials submitted if you are a new leader. These different ideas are valid recommendations supported with
information in your possession. Take into consideration the positive views of others who have a vested
interest in this community and respect for the role ICCSD has in this community.

I am the father of an eight grader at South East Junior High School. We moved to Iowa City for my work at UIHC one year ago
and an important part of the decision to move to here was the high quality of the public schools in Iowa City.
I visited South East Junior High School this week for the parent night and I was appalled by the fact that so many classrooms
don't have air conditioning. It must be hard for teachers and students to work effectively in an overheated classroom.
I have come to understand that there is a discussion regarding building a new expensive third high school in the district, which
would drain the resources from the two current high schools as well as from the rest of the school district.
I strongly oppose the construction of a new high school. The funds should instead be allocated to strengthen the current
elementary schools by refurbishing existing older school buildings and hire more teachers for the current students. Focus
should be directed on adding new elementary school as well as the improving older buildings and take full advantage of the
current capacity instead of wasting money by building a third high school.

I am writing to you regarding the status of our schools. My wife and I have been residents of Iowa
City for nearly 25 years. We raised three daughters who attended eastside schools. While we have
been very pleased with their education, I am now writing with concern about the future of the
schools. To put this in perspective, this is the first time I have written to the school board.
My concern is the possibility that the district may invest limited resources in a third high school to the
detriment of our existing schools. Over the past decade I have seen a steady decline in the academic
focus and opportunities at City High. Shifting resources to a new school will only exacerbate the
decline of our current schools. Instead, I would encourage you to first focus on elementary schools
and refurbish the older schools before expanding with a new high school. By using the existing
capacity of City and West to their full extent, I believe that the district will be able to maintain the
proud excellence of our schools.

I have been reading about school issues for the past few years. The taxpayers of Iowa City, are being asked to build new
schools outside of Iowa City. I understand the North corridor is growing, however we should not let the older Iowa City

the latest technology outside of Iowa City. Please consider spending more money on existing elementary schools, and

Dear Mr. Murley and Members of the ISSCD Board
I am writing today to express my concern regarding inequality within our current school system and
future plans /funding for a new high school to be built in North Liberty.
Although my wife, two kids and I live in north Coralville and would likely benefit from a new high
school in the North Liberty area, I fear that, as reflected in a recent letter by the Iowa City Mayer Mr.
Matt Hayek (August 15, 2012), the benefit that we would feel is far outweighed by the negative effects
that parents and students of the Iowa City school district feel due to the current condition of many of
our local schools.
To paraphrase a statement made by Mr. Hayek the success and vitality of Iowa City and surrounding
towns is directly proportionate to the upkeep and quality of our school facilities. As indicated by Mr.
Hayek the physical condition of many of our Iowa City schools is inferior to the multiple new schools
built outside of the Iowa City area, this in turn is leading to closure of schools such as Roosevelt
elementary and a significant socioeconomic burden for not only the people of the Roosevelt
neighborhood but for families in surrounding areas as well.
One of the most significant draws of Iowa City, which prompted my wife and I to leave Boston and
Harvard University where I was a faculty member a little over two years ago, was the outstanding
reputation of the Iowa city school district. Unlike larger cities such as Boston and New York, in which
inner city schools are often unkempt/neglected becoming delapatepted unsafe places for our children
to learn and grow, we took pride in the fact that Iowa City Public Schools were world class education
institutions in which equality regardless of socioeconomic status was evident. Allowing public schools
to progress along this path created a clear delineation within the aforementioned cities between
families of different socioeconomic class /status. Specific neighborhoods became very dangerous and
children within those areas have little if any chance for advancement.
In light of the above, Instead of pushing for a third high school in the area I would like to encourage
you for the time being to focus your attention on 1) adding some much needed elementary school
capacity, 2) refurbishing the district's older schools, and 3) using the district's existing high school
capacity to full advantage (i.e. as indicated by Mr. Hayek the significant enrollment imbalance
between our two comprehensive high schools can potentially be addressed using current
infrastructure /resources) .

I wanted to send you a short note that I'd like to see the superintendent and School Board focus their efforts on 1)

Times are tough and money is tight. Houses in my neighborhood have gone un -sold. The owners have elected to rent

As a homeowner in the east side of Iowa City, I am very concerned about the discussion of beginning construction of a
third high school. This, to me, is another indication that our school board is not interested in equality or economy, but in
pleasing those with the loudest voices. If the board were brave enough, they could redraw boundaries to balance the
population between the existing high schools.
I believe that our limited resources (the majority of which come from Iowa City taxes) should be used to improve our
existing facilities and expand capacity at the elementary level. The quality of facilities in the elementary schools in east
Iowa City are far below those of the newer schools built in the last decade outside of Iowa City.
Please consider heeding the advice of Iowa City's mayor and invest in those who are investing in you.

wonderful education at Horace Mann, SE Jr High and City High, and I know many successful
West graduates who have experienced west side Iowa City schools at their best. We need to
improve City High and West High, not build a third high school.
In addition, many of the elementary schools in Iowa City proper need renovation in order to
provide added capacity.

I am a currently a medical student at the University of Iowa and I am a proud graduate of Hoover Elementary, South East
Junior High, and City High School. It has come to my attention that there are many decisions being made about the
future of the Iowa City School District, and I just wanted to take the opportunity to add to the discussion.
I have heard that you are currently deciding whether or not to build a third high school. This brings me a lot of concern.
As someone who still lives on the east side of Iowa City, it has become more apparent to me that many of the facilities on
this side of town are being neglected. Additionally, I learned that although West High's enrollment is at capacity, City
High still has room for all the students it proposes will benefit from this new school. I believe that those funds would be
better used enhancing and refurbishing our district's older schools, allowing us to use our district's current high schools to
their full advantage and potential.

Dear Mr. Murley and Council /Board members,
I am writing to share my strong views about the plans that are being considered to build a third high school. My
daughter, Susanna Howard, was a student member of the community task force that researched this topic so thoroughly
a few years ago. Sense then I have tried to keep close track of the evolving plans. Other citizens have articulated all the
reasons for holding off on building a third high school, and I agree with them completely. It makes no sense to pursue
that expensive and unnecessary option. We will be much better off using our limited resources to increase elementary
school capacity within Iowa City, update our older schools, and use the capacity that we already have at City High to the
fullest.
We live in the 'West High' side of town, just off of north Dubuque street, but elected to send all three of our girls to City
High (2 are graduates, one is a senior). I understand that the policy decisions under consideration are impacted by
strong feelings about what high school children will attend. There could be emotional turmoil in the minds of some
parents at the thought of their children having to attend the same high school as my kids. They will be ok. I am the son
of a career U.S. Army officer and back then we changed schools almost every year. It's really not so bad to meet new
kids and broaden your life experiences as you are growing up.
As community leaders, it seems to me that we need you to 'do the right thing' by setting aside irrelevant emotional
considerations and do what is best for all of the citizens of Iowa City. Within that decision making framework, building a
third high school makes no sense.

I also appreciate your continuing to share your opinions with me.
Of course, I am only one Iowa City resident and I only have one vote and one voice.
I suspect that I am about as pro - public- education as anyone in our community. However, if a bond election were put
forward today that had a third high school anywhere on the list of objectives I would not vote for it. As a matter of fact,
I would probably actively campaign against it. My reasoning would be that without FIRST reestablishing the principle of
equality for all children in our district (by balancing our existing high schools and refurbishing our existing schools at all
levels) a new high school would serve as a disparity accelerator that would cause much more harm to our community
than it would good.
Contrary to popular belief, I am not against a third high school "ever ". I am against a third high school before we use
every other reasonable means at our disposal to avoid the additional operational cost of a third high school. And, as
good as it sounds to propose that we will have a perfect 10 year plan and follow it to the letter, boards cannot encumber
the actions of future boards. The ICCSD boards of 10 years ago said "use existing capacity" in every "plan" they put
forward but then they never had the political will to actually do so.
So, I have become much more interested in what the district is actually going to DO in the next year or two than what
the district SAYS it is going to do 10 years from now.
I would suggest that the use of the adjective "divisive" is somewhat driven by one's personal perspective. I worked for
1000 days (and eventually even had to file a lawsuit) to get the muddy athletic field at City High addressed. During that
time, what I would characterize as very divisive "east versus west" forces actively campaigned against what seemed to
me to be a "no- brainer" district expenditure. I would argue that the current pro- Iowa -City efforts are actually starting to
build a very healthy bridge between the long- divided halves of our city and that many children in every corner of our
district will end up benefitting from a return to an "equal education for everyone"
mentality.
In closing, I completely agree that if an ill- conceived and politically insensitive bond were to be presented to the voters
and fail, it would cause additional unnecessary harm to our schools and our community. So, I think that we should try to
avoid that.

I completely understand your point of view on this. After all, the members of the board are collectively your boss and
are ultimately responsible for the course the district is currently taking on all matters large and small. If one or more of
them feel that a change of course is warranted, they can certainly suggest such a change and vote on it.
Regardless of the outcome of such a vote, I think that it would be very healthy to have one in the near future so that if
someone asks what the district is doing with respect to a third high school, the answer will be "following the directive of
the CURRENT school board ".

The delay in my reply is related to my surprise and shock at the fact that for the first time you are demanding
that I pay ($800 - $1,000) for this data. In your reply to me on 8/15 in response to my direct inquiry as to whether
the ICCSD would pay the expense of fulfilling this request, you did not say I would bear any costs. My question
was actually quite clear and specific. Looking back at your message again, I can see how you may have been
implying that someone other then the School District would bear the costs (past the "review" phase), but your
wording was at best unintentionally obscure, and at worst misleading and obfuscated. However, I would prefer
to move ahead quickly and more constructively.
Is there a mechanism for the ICCSD to waive the cost of providing records when the purpose of the request is
to provide a valuable perspective on a major strategic question the community is facing? I would point out that
my colleagues and I are planning to volunteer valuable time (i.e., for free) to do the analysis and write the
report. Surely the district can "partner" with us in this important effort. Perhaps you could consider our offer of
time as an in -kind payment worth at least the value of the time spent by ICCSD staff in retrieving the data.
For the benefit of Board and Council members CC'd on this message, I am attaching your recent letter in
which you are now for the first time saying that I have to bear significant costs for fulfilling this request.

so we had to take a different approach. While we can't do the original idea of "equals"
and "does not equal," the database does support "contains" and "does not contain." So

9 -digit zip code that contains 52317 somewhere other than the first 5- digits (like

Dear Mr. Casavant,
As you know, I am the lawful custodian of the records for the Iowa City
Stephen F. Murley Community School District. I have received and reviewed your request dated August 9,
Superintendent of Schools
2012 for public records possessed by the ICCSD. Pursuant to Iowa Code 22.7, the
ICCSD has an obligation to provide access to the public records maintained by the
Ann Feldmann District. Pursuant to Iowa law, the ICCSD responds to your open records request as
Assistant Superintendent follows:
Rebecca Furlong The documents responsive to your request have been gathered; however, the
Assistant Superintendent district must redact the identifiable student information in the documents before making
them available for your review. Given the nature of your request, this will be an in -depth

Officer with completing the request assuming the employee can average reviewing and
redacting one (1) document per minute utilizing the district software program.
There would be no copying cost associated with this approach.
As the time to complete the review /redaction is at a minimum 20 hours, the best estimate
I can give you for completion is two weeks (10 work days) from the date you provide us
the approval to move forward. If you choose for us to deliver the documents
electronically, fulfilling the request could take closer to three weeks. In addition, given
that the cost for this project is substantial we will require you prepay as part of your
approval for us to move forward. If the cost does not meet or exceed our estimated cost,
we will promptly refund you any overpayment.

I apologize that you were caught off guard by the most recent anticipated cost associated with completion of the
project. Throughout this process we have attempted to keep you updated as to the potential cost. In the initial
communication, we asked that you review the district's FOIA Guidelines and the cost(s) that could be
associated with projects that produce more than 20 pages of material. Throughout the day of August 15, we
provided updates related to potential cost and informed you that we believed the cost would be approximately
$500. Last week as we worked through the process of determining how we could best fulfill the request, the
mechanics of making the redactions presented as much more time consuming than originally anticipated, and
we informed you of our new cost estimate(s) on Saturday (8/25/12). There was never intent to mislead. I
apologize that there was miscommunication about the potential fee associated with the district providing this
information. To ensure clarity of process as we move forward, I have attached the district's FOIA guideline as
well as copies of the FOIA response letters we have previously sent and the email that the August 25th letter
accompanied.
Unfortunately, we are unable to wave these costs. We must handle all FOIA requests in a uniform manner
regardless of the stated purpose for requesting the information. While the district sincerely appreciates your
willingness to assist us through your research, we must abide by our guidelines for processing and completing
FOIA inquiries. Similar to your research, the district recently completed and presented a study about course

Chace,
The delay in my reply is related to my surprise and shock at the fact that for the first time you are demanding
that I pay ($800 - $1,000) for this data. In your reply to me on 8/15 in response to my direct inquiry as to whether
the ICCSD would pay the expense of fulfilling this request, you did not say I would bear any costs. My question
was actually quite clear and specific. Looking back at your message again, I can see how you may have been
implying that someone other then the School District would bear the costs (past the "review" phase), but your
wording was at best unintentionally obscure, and at worst misleading and obfuscated. However, I would prefer
to move ahead quickly and more constructively.
Is there a mechanism for the ICCSD to waive the cost of providing records when the purpose of the request is
to provide a valuable perspective on a major strategic question the community is facing? I would point out that
my colleagues and I are planning to volunteer valuable time (i.e., for free) to do the analysis and write the
report. Surely the district can "partner" with us in this important effort. Perhaps you could consider our offer of
time as an in -kind payment worth at least the value of the time spent by ICCSD staff in retrieving the data.
For the benefit of Board and Council members CC'd on this message, I am attaching your recent letter in
which you are now for the first time saying that I have to bear significant costs for fulfilling this request.

Administrative Guidelines and Procedures
Public Examination of School District Public Records
These guidelines and procedures govern implementation of Board Policy 901.1 regarding the
public examination of school district records. The purpose of these guidelines and procedures
is to facilitate public access to open records, while safeguarding records against damage or
destruction. Open records are those records stored or preserved in any medium of or
belonging to the District which are not otherwise authorized or required by law to be kept
confidential.
A request for access to a record should be directed to the superintendent's office. Requests for
access to open records may be made in person or in writing, including electronically. All
requests shall identify the records in sufficient detail to enable the District to reasonably
identify the requested records. A person shall not be required to give a reason for requesting
an open record. To the extent feasible, requests for public records will be documented by the
superintendent's office. This documentation serves as confirmation of requests and the
response of the District.
Open records shall be made available for examination from 9:00 a.m. —12:00 p.m. and 1:00
p.m. — 4:00 p.m. Monday through Friday by appointment, except for holidays and recesses.
Access to an open record shall be promptly provided unless the size or nature of the request
makes prompt access unfeasible or for other extenuating circumstances, such as the custodian
of the record is not then available. Access to an open record may be delayed for one of the
purposes authorized by Iowa Code section 22.8(4) or 22.10(4) (for example, to ascertain if a
record is a public record or to seek opinion of counsel). The custodian of the record shall
promptly give notice to the person requesting the record of the reason for the delay and an
estimate of the length of the delay.
During review of public records, no record may be removed from District files. The custodian of
the record or a designee of the custodian shall supervise examination and copying of records.
Records shall be protected from damage and disorganization.
Persons requesting public records may be charged a fee for the retrieval and review of records,
supervision of the examination of records, and for copying records. When the mailing of copies
of records is requested, the actual costs of such mailing may also be charged to the requester.
In making a determination for charges, a series of requests from one person or organization in a
30 -day period or a series of requests from persons in a single organization may be aggregated.
When the estimated total fee chargeable exceeds $25.00, or when a requester has previously
failed to pay a fee charged under this regulation, the District may require a requester to make
an advance deposit to cover all or a part of the estimated fee.

Dear Mr. Casavant,
I am the lawful custodian of the records for the Iowa City Community School District. I have
received and reviewed your request dated August 9, 2012 for public records possessed by the
ICCSD. Pursuant to Iowa Code 22.7, the ICCSD has an obligation to provide access to the public
records maintained by the District.
The District will undertake the following steps in this process:
- The first step is to search our records using search strings directly from your request with
details you stipulate and for date ranges you stipulate. For email records requests, we use
software to do this and the time frame is usually 1.5 hours regardless of the search
parameters due to the size of our email archive. We will notify you of the number of
documents discovered and our estimate of the time frame to identify those documents
responsive to your request.
- The next step is to identify those documents responsive to your request. These searches
often generate large numbers of documents only some of which are responsive to your
request. This occurs because the search strings appear in those documents. We must
then go through the discovered documents manually to determine which documents are
responsive to your request. The time required can vary widely based on the number of
documents located in the search. We will notify you of the number of documents
responsive to your request and our estimate of the time frame to review and redact those
documents responsive to your request.
- The next step in the process is to review each document manually to determine if there is
any confidential information (FERPA, HIIPA, legally privileged, etc.) that needs to be
redacted. The time frame for this step is based on the number of documents located in
the search. We will then notify you that the documents are available for viewing or
copying.
A fee schedule related to these steps is attached.
The District will begin the research process immediately and notify you as soon as we have
determined whether records responsive to your request are available and then seek clarification
from you about further action.

that the cost for this project is substantial we will require you prepay as part of your
approval for us to move forward. If the cost does not meet or exceed our estimated cost,
we will promptly refund you any overpayment.

conditioning and pertains to many schools in our District. As we discuss long -range planning, air conditioning is one of the items that
comes up repeatedly. We have also heard from many in the community about the need for more seats at the elementary level. This
is clearly a need when you look at the number of modular classrooms required to provide the necessary educational space for our
children. We have taken this input into consideration and will be including it in our discussion regarding the needs of existing
infrastructure as we deal with the growth that the District has faced and will continue to face in the upcoming years. All of these
issues will be included in upcoming discussions regarding long -range facility planning.

First, thank you for participating in this important dialog and writing to share your thoughts about the challenges facing the
District. I have heard from many concerned citizens in the past few weeks about perceptions of inequity in the distribution of
resources specifically related to our older schools, the need for more seats at the elementary level, and in regard to the 3rd
comprehensive high school. I understand your concerns about these issues. One that comes up at this time of the year concerns air
conditioning and pertains to many schools in our District. As we discuss long -range planning, air conditioning is one of the items that
comes up repeatedly. We have also heard from many in the community about the need for more seats at the elementary level. This
is clearly a need when you look at the number of modular classrooms required to provide the necessary educational space for our
children. We have taken this input into consideration and will be including it in our discussion regarding the needs of existing
infrastructure as we deal with the growth that the District has faced and will continue to face in the upcoming years. All of these
issues will be included in upcoming discussions regarding long -range facility planning.
Again, my thanks for your interest in the District and for your participation in the dialog regarding solutions to these issues!

Dear Superintendent Murley,
As a resident of Iowa City I am deeply interested in the quality of our schools. I want to urge the school board
to make investing in the existing schools in Iowa City a top priority. I want to urge the school board to allocate
funds to improve and upgrade our current schools rather than building new ones. In particular, please focus
efforts and resources on maximizing the utility and quality of our current high schools with investment in
current infrastructure and reasonable attendance boundaries.
I live on the east side of Iowa City and would like to see much needed improvements and upgrades in the
existing schools in my neighborhood to meet the needs of the community in favor of the high cost of
development of new schools elsewhere.

OLD BUSINESS Draft #1 of FY12 PCRB Annual Report — Karr noted one typo that had been
corrected. There were no questions or comments from the Board.

Complaint statistics — After discussion the Board agreed to maintain the practice
of not to keeping any complaint statistics for the following reasons:
- The unique officer identifier number used in the complaints, if kept by staff, is
public information. There is some concern that the officer identity could be
figured out.
- The Board does not have any power to discipline the officer.
- When the Board reviews a complaint, they are supposed to look at each
incident and the facts separately to come to a conclusion. A list of statistics
could influence their view on a specific complaint.
- If an officer works in an area where they have more contact with the public or
where certain times of the day may be busier, the potential to have a
complaint filed would be greater.
- Each Board member, if they choose to do so, already has the ability to keep
statistics.

INFORMATION Karr informed the Board that Jensen and Porter had re- applied and have been
re- appointed for another term to the Board and also that Botchway had been
appointed to the Ad Hoc Diversity Committee.
PUBLIC
DISCUSSION Schwindt questioned the level of review noted on the annual report. Board
members verified the levels were correct.
Porter announced a community event for parents and students being held at The
Spot on Thursday, August 30'h, dinner is at 6pm and the meeting will start at
7pm. The discussion will be "Knowing the 4 -1 -1 on the 5 -0 ". Porter asked if
anyone would be willing to come with complaint forms and explain the PCRB
complaint process. Botchway said he would be available to come.

SESSION Motion by Jensen and seconded by Botchway to adjourn into Executive Session
based on Section 21.5(1)(a) of the Code of Iowa to review or discuss records
which are required or authorized by state or federal law to be kept confidential or
to be kept confidential as a condition for that government body's possession or
continued receipt of federal funds, and 22.7(11) personal information in
confidential personnel records of public bodies including but not limited to cities,
boards of supervisors and school districts, and 22 -7(5) police officer investigative
reports, except where disclosure is authorized elsewhere in the Code; and

government, to the extent that the government body receiving those
