Harvat Hall, 410 E. Washington Street, Iowa City, Iowa, or if said meeting is cancelled, at the next meeting of the City Council thereafter as posted by the City Clerk; at which hearing the Council will consider: An ordinance amending Title 14, Zoning Code, defining Small Wind Energy Conversion Systems and establishing regulations to allow these systems as accessory uses in certain zones by special exception. Copies of the proposed ordinances and resolutions are on file for public examination in the office of the City Clerk, City Hall, Iowa City, Iowa. My wife and I live at 728 Park Road, the intersection of Normandy and Park, the entrance to the Parkview Terrace neighborhood. We have lived here for eleven years. This neighborhood took the brunt of the 2008 flood, and has since been largely demolished. Nearly all our neighbors are gone. When buyouts began, the city told us that our neighborhood would become a park, which sounded great to us. We have noticed that city officials no longer talk about the Parkview Terrace neighborhood as a park. It's now "green space" to be managed by Parks and Recreation. A recent article in the Cedar Rapids Gazette referred to us as a neighborhood with "a checkerboard look of vacant lots next to homes" ( http:// theizazette.com/2012 /08 /24 /iowa- city- closes - books -on- flood- bmoutsn. That's more how it feels. We have gone from "park" to "green space" to "vacant lots next to homes," and one wonders how any kind of city management can happen given the random way buyouts have evolved. THE ASHTON HOUSE Recent attention from the city has been focused on Normandy Drive and the restoration of the area around the Ashton house. We have gone to a series of planning meetings and exchanged emails with Mike Moran of the Parks and Recreation Department. We have consistently questioned various aspects of the Ashton house plan, and we have become frustrated by the fact that while city officials take our input, our objections are never really engaged or countered. Press releases say plans are being developed with input from the neighborhood. While we have had many conversations with city officials about Ashton, we've never had a sense that what we have said matters. Last night (Thursday, August 30th) we saw the first party at the Ashton house, a city- sponsored "Party in the Park" event. The crowd was well behaved, but there were 50 -100 people and a live band and parking on the lawns. From our proximity (less than 100 yards away in our yard) we could hear the conversations, the music, and the general merriment. How often will such events be scheduled? Will there be a public listing of events, so we can plan accordingly? Will all future events at Ashton be so well mannered? How can that be guaranteed? It appears that the plans for the Ashton house are firmly in place, but we could really use a sign that the city takes our concerns seriously. We chose this neighborhood carefully in 2001 for its quietness and its closeness to the river and for its easy access to downtown and campus. All that is gone or becomes a negative with improper transformation of Ashton. THE NATURE OF USE Given the Ashton house's seeming inevitability, I write with questions. The answers to these questions will determine whether we are able to live in our house in the future, or whether we will be forced out of our neighborhood (without the benefit of generous buyout) by the city's decision to develop Ashton house. The Ashton house is for rent for meetings and parties. What policies are in place to govern the kinds of parties that can be held there? We assume alcohol is allowed. Is that correct? Will there be curfews and time limits on the parties? if so, when? Is live music allowed? If so, are there volume limits? Can it be amplified music? Will there be oversight to make sure Ashton house isn't used as a site for house parties with underage drinkers or college students? Will student organizations be able to rent Ashton? Will kegs be allowed? Is there a limit on the number of people who can attend an Ashton party? What is to prevent impromptu parties at Ashton, given that it borders on public property with easy access? So many questions.... PARKING LOT On May 6, 2012, the Press Citizen ran an article about the Ashton House. In it, Mr. Moran was quoted as saying "A parking lot also will be added nearby to accommodate a couple dozen vehicles" (http: / /www.en in�g.uiowa.edu/news /press- citizen - historic - ashton- house -be- renovated). Only three months later we have finalized drawings of a parking lot that will accommodate 40 cars, nearly double what Mr. Moran indicated in May. We have concerns about the parking lot, which is directly adjacent to Normandy Drive. This parking lot takes up a big part of the green space created by the Normandy buyouts, and it stands directly between the neighborhood and the river. We have asked if the parking lot could be moved closer to the river or even placed on the other side of the Ashton house, so the benefits of the river view might be available to all. As noted above, we have seen no responsiveness to these questions. Questions about the parking lot.... Will it be open for general use or only open when the house is rented? If the lot is open, how will commuter parking be controlled? (a city bus stop on the corner of Normandy and Park provides 7 minute bus service to downtown and campus). What about game days during football season? Will the lot be open for tailgating if the house is not rented? We would very much like an assurance that the lot will only be used for events at Ashton house and not available at all other times. Finally, we still wonder if the current placement of the lot is final. We were told we would be living next to the park. Now our primary view from our back yard will be a parking lot, which may or may not be regularly open for general use. IN CLOSING Two years ago, we spent a sizable sum to build a patio in our back yard to enhance our property. We have loved the quiet and the view of the river sitting on our patio in the evening. Standing on our patio Thursday night after coming home from our long days at work, we found ourselves staring at a party crowd, listening to live music of someone else's choosing, and imagining the various shapes these gatherings might take. We feel misled by an evolving process that started out as park development, but which has seemed to deteriorate except for the unwavering focus on the Ashton house. We are pragmatic people and we are trying to accept the new Ashton house because we seem to have no choice or voice in the matter. I have asked a lot of questions above, which indicates the level of uncertainty we have about what the city plans for Ashton house. I don't want to be overly dramatic, but we do feel the answers to the questions posed above will determine whether we see a future here. The renting of the Ashton house creates a radical transformation of our immediate environment. We find it very unfair that we would invest as deeply as we have in our house (both emotionally and financially) only to be forced to abandon it because the city wants to provide one more place for parties in a town already well supplied with places for parties. I appreciate the Director of Iowa City's Parks and Recreation, Mike Moran's willingness to meet with members of our neighborhood. I have found Mr. Moran to be very receptive to citizen input and thank him for this. My family and I live in Parkview Terrace, which as you know, experienced flooding in 2008 resulting in floodwaters reaching many homes (not mine). Since that time, my family has seen flooded homes restored, and the city use FEMA, CDBG, and other grant dollars to buy out many homes in our neighborhood. This has resulted in our living amongst partly demolished houses and vacant lots for an extended period of time. For many of the past years, the bought out properties have been under the purview of Iowa City's Public Works department. We are delighted to see responsibility for these properties transition to the Parks and Recreation Department and appreciate Iowa City preserving these properties as green space. Additional park land will benefit the current and future residents of Iowa City as well designed and maintained parks greatly enhance the quality of life for residents, and Iowa City's extensive and diverse parks will help positively differentiate itself from other places when attracting newcomers and businesses to Iowa City. The acquisition of the bought out properties with grant money has presented Iowa City with a unique and wonderful opportunity to expand Iowa City Park and its trails and to embrace our city's connection to the Iowa River. Additionally, the preservation of the historic Ashton House along the Iowa River presents Iowa City with a one of a kind venue for gatherings such as weddings and reunions (as well as presenting outstanding photo opportunities for those capturing these gatherings). Iowa City Park is heavily utilized and much appreciated by those who use it. As the price of gasoline rises and Iowa City becomes an even more friendly biking community, those who use the parks and trail system will appreciate the natural elements of the design and its proximity to the river. I personally believe the landscape design has the potential to be an award winner for Iowa City. I would respectfully request that you vote favorably on Item 7 of the September 4th Council Agenda so that the Normandy plan can go forward. Thank you for your attention to this. My wife, Joey Walker, bought the house at 882 Park Place in 1993 and I've lived there since 1996. We decided to move back into our house after the '08 flood. Therefore, we are excited for the neighborhood's transformation. It is sad to see so many people leave but also see a great opportunity for mixed use of the available land. I've heard negativity from a few people but encourage you (and them) to see the big picture. I think using the Ashton house as a special events venue is a great idea. Connecting the bike path in the park with the one on Rocky Shore will help egress for the many bikers using the trail. A variety of plantings will add to the "fabric" of the new outdoor space. All the efforts combined will improve the neighborhood. We will make every effort to come to the council meeting on Sept. 4. But in case we don't make it, wanted you to know your efforts are appreciated.
