City Clerk Karr announced that staff has requested that item 3d(2) — awarding contract for the Public Works — Fuel Facility be deferred and the Consent Calendar adopted as amended. 2. (Agenda item # 8 — resolution of support ... referendum to build a Justice Center) Council Member Throgmorton stated he was not sure he could support the resolution, and knew if he abstained in accordance with Council policy the abstention would be reflected as a "yes" vote. Individual Council Members registered support for the resolution. STRATEGIC PLAN UPDATE [IP #31 Asst. to the City Manager Fruin presented information. PCD Dir. Davidson and Community Development Coordinator Long present for discussion. DISTRIBUTION OF ELECTRONIC LATE HAND -OUTS [IP #4] City Clerk Karr presented information and responded to questions of her memo included in the information packet. Majority agreed to option # 2, with a distribution time of 3:00 PM on Tuesday prior to the formal meeting. Action: Implement procedure with October 23 meeting. (Karr) INFORMATION PACKET DISCUSSION [September 20, 27] September 20 1. (IP4 — KXIC Schedule) Mayor Hayek stated that Council Member Payne would be doing the radio show on October 10 (and not the Mayor). City Clerk Karr will notify the station of the change. 2. (IP2 - Copy of Amendment No. 10 City- University Project I Urban Renewal Plan City of Iowa, Iowa) In response to Council Member Mims, Asst. to the City Manager confirmed that any variation of the amount of projects would have to be amended and come back to Council. PCD Dir. Davidson present for discussion. Council Work Session October 2, 2012 Page 2 3. (IP3 — Roosevelt School) Council Member Throgmorton stated he was pleased with the School Board looking into repurposing the building. Council Member Dickens stated he was on the original committee and that was one option presented six months and was pleased they were researching again. September 27 1. (IP8 — Park Tour) Council Member Mims noted the invitation and the conflict with the Metropolitan Planning Organization meeting. COUNCIL TIME 1. In response to Council Member Payne, City Manager Markus stated the Ad Hoc Diversity Committee may be a bit overwhelmed with the information provided but staff is there to assist or provide direction as needed. 2. Council Member Throgmorton noted the Latino Midwest Conference planned October 11- 13. 3. Council Member Payne reminded Council of the Human Rights Breakfast on October 30. 4. Mayor Hayek stated a meeting between the Mayor, Police Chief and Immigrant Voices project will be rescheduled. 5. Council Member Throgmorton welcomed members from Ken Brown's University of Iowa journalism class.
