ITEM 3d(1) CONSIDER A RESOLUTION AMENDING IOWA CITY'S AFFORDABLE
HOUSING LOCATION MODEL TO REQUIRE THAT TWO OF THE
SEVEN FACTORS BE UPDATED ONLY EVERY THREE YEARS.
Comment: Using Geographic Information System (GIS) software, the City
adopted an affordable housing model in 2011 that is based on seven
factors. Because the model is required to be updated annually, staff
converts the statistics for these factors every year into data inputs. Two of
the factors, the change in residential sale prices and crime density, are
relatively consistent from year to year and are time consuming to input.
Additionally, they are not heavily weighted. Due to these considerations,
staff recommends that these two factors be updated only every three
years rather than every year.

ITEM 3d(3) CONSIDER A RESOLUTION DIRECTING THE ADVERTISEMENT FOR
1.1 - fi/y SALE OF $2,700,000 (DOLLAR AMOUNT SUBJECT TO CHANGE)
TAXABLE URBAN RENEWAL REVENUE BONDS, SERIES 2012, AND
APPROVING ELECTRONIC BIDDING PROCEDURES.
Comment: The Bonds will be used to provide funds to pay costs of aiding
in the planning, undertaking and carrying out of an urban renewal project,
including one or more grants to Central Park L.L.C. totaling $2.5 million.
This resolution allows for the advertisement for the sale of the bonds and
for the receipt of electronic bids by FAX machine and through the PARITY
competitive bidding system. The PARITY electronic bidding system has
been determined to provide reasonable security and to maintain the
integrity of the competitive bidding process, and to facilitate the delivery of
bids by interested parties in connection with the offering at public sale.
ITEM 3d(4) CONSIDER A RESOLUTION APPROVING THE PRELIMINARY

Comment: The preliminary Official Statement is a document we utilize to
market our bonds to the public. The Securities and Exchange
Commission (SEC) now requires legislative approval of the document to
provide more disclosure to the public on the financial status of the City.
ITEM 3d(5) CONSIDER A RESOLUTION AUTHORIZING THE MAYOR TO SIGN

REGARDING A MORTGAGE FOR THE PROPERTY DESCRIBED IN
ATTACHED RELEASE.
Comment: Pursuant to a 28E Agreement between the City, Coralville and
Southgate for the construction of Camp Cardinal Boulevard, Southgate
gave the City a mortgage on certain property they owned. A scrivener's
error was discovered in this mortgage, therefore a release of the
erroneously described land is necessary.

CONSIDER A RESOLUTION APPROVING, AUTHORIZING AND
DIRECTING THE MAYOR TO EXECUTE AND THE CITY CLERK TO
ATTEST AN AMENDMENT TO THE JANUARY 24, 2012 AGREEMENT
BY AND BETWEEN THE CITY OF IOWA CITY AND HR GREEN INC.
TO PROVIDE ENGINEERING CONSULTANT SERVICES FOR THE
IOWA CITY LANDFILL AND RECYCLING CENTER.
Comment: This amendment to the January 24, 2012 authorizes HR
Green to provide services to acquire a DNR air construction permit and
an amendment to the federal air quality site permit in addition to newly
required statistical analysis by the Iowa DNR for groundwater and surface
water monitoring and annual water quality reports. The total cost of the
amendment is $34,100 and will be funded with landfill revenues.
CONSIDER A RESOLUTION AUTHORIZING THE MAYOR TO SIGN
AND THE CITY CLERK TO ATTEST THE IOWA DEPARTMENT OF
TRANSPORTATION COOPERATIVE AGREEMENT [2013 -16 -032] FOR
THE WILLOW CREEK CROSSING WATER MAIN PROTECTION
PROJECT.
Comment: This project will protect an existing water main that crosses
Willow Creek which is currently exposed. In addition, the IDOT desires to
construct a modified inlet for an existing reinforced concrete box in the
same area. The City and the IDOT have agreed to coordinate work in an
effort to reduce overall construction costs and conflicts. The estimated
construction cost is $32,000 with the IDOT contributing $20,000. The
City's portion will be $12,000 funded by Water revenues.

IOWA CITY, IOWA FOR PROPERTY LOCATED AT 1524 SYCAMORE
STREET, IOWA CITY, IOWA.
Comment: US Bank has requested that the City approve a Subordination
Agreement for property at 1524 Sycamore Street. In 2011, the owner of
the property received funding from the City of Iowa City using Community
Development Block Grant (CDBG) funds. The property has enough
equity to cover the City's lien position.
ITEM 3d(17) CONSIDER A RESOLUTION AUTHORIZING THE MAYOR TO SIGN

Comment: The owners of the property received assistance through the

CONSIDER A RESOLUTION AUTHORIZING THE MAYOR TO
SIGN AND CITY CLERK TO ATTEST AN ADDENDUM TO
LEASE AGREEMENT WITH HOWLING DOGS, INC. FOR
AMENDMENT OF THE LEASE OF COURT STREET
TRANSPORTATION CENTER SPACE.
Comment: This resolution approves the proposed Conditional Addendum
to Lease with Howling Dogs, Inc., with amendments, to allow for the sale
of alcohol as a part of their business plan to expand business from a
bakery and cafe to a bistro.
ITEM 3e. Public Hearings:
ITEM 3e(1) CONSIDER A RESOLUTION SETTING PUBLIC HEARING FOR
NOVEMBER 13, 2012, ON A PROPOSAL TO CONVEY A SINGLE
FAMILY HOME LOCATED AT 2538 NEVADA AVENUE.
Comment: The property at 2538 Nevada Avenue was declared a nuisance
and acquired by the City. City staff has entered into purchase agreement
with Iowa Valley Habitat for Humanity, contingent on Council approval, in
the amount of $64,000, which is what the City paid to acquire the
property.
ITEM 3e(2) CONSIDER A RESOLUTION SETTING PUBLIC HEARING FOR
NOVEMBER 13, 2012, ON A PROPOSAL TO CONVEY A SINGLE
FAMILY HOME LOCATED AT 656 SOUTH LUCAS STREET.
Comment: The grant for the UniverCity Neighborhood Partnership
Program allows the City to purchase twenty -six rental units located in
designated neighborhoods surrounding the University, rehabilitate them
with up to $50,000 in grant funds, and then sell them to income - eligible
buyers. Under the UniverCity Neighborhood Partnership Program, the City
proposes to sell 656 South Lucas Street. The amount of the sale will be
$155,000 (this is what the City paid to purchase the home) plus the
"carrying costs," which are which are all costs incurred by the City to
acquire the home, maintain it and sell it, including abstracting and
recording fees, interest on the loan to purchase the home, mowing and
snow removal, utilities, real estate taxes, and any costs in excess of
$50,000 to repair and rehabilitate the home.

Comment: At its October 4 meeting, by a vote of 6 -0 (Eastham recused), the
