Moved by Mims, seconded by Payne, that ORD. 12 -4498, REZONING APPROXIMATELY .034 ACRES LOCATED AT 518 BOWERY STREET AS AN IOWA CITY HISTORIC LANDMARK. (REZ12- 00014), be passed and adopted. A public hearing was held on a resolution determining the area added to the City - University Project 1 Urban Renewal Area to have conditions of blight such that the rehabilitation, conservation, redevelopment, development, or a combination thereof, is necessary in the interest of the public health, safety or welfare; designating such area as appropriate for an urban renewal project; and adopting Amendment No. 10 to the City- University Project 1 Urban Renewal Plan therefor. CITY OF IOWA CITY The Mayor noted the previously announced vacancies to Boards and Commissions: Board of Appeals for two vacancies, one Home Builders Association Representative and one Licensed Plumber or a qualified trade representative, if after 3 months no professional applies or is appointed, to fill five -year terms January 1, 2013 - December 31, 2017; Board of Adjustment for a five -year term, January 1, 2013 — January 1, 2018; Human Rights Commission for three vacancies to fill three -year terms, January 1, 2013 — January 1, 2016; Parks and Recreation Commission for two vacancies to fill four -year terms, January 1, 2013 — January 1, 2017; Public Art Advisory Committee for a three - year term, January 1, 2013 — January 1, 2016; Senior Center Commission for three vacancies to fill three -year terms, January 1, 2013 — December 31, 2015. Mayor Pro tem Mims reminded everyone of the Landlocked Film Festival running October 25 -28. City Manager Markus announced the Ad Hoc Diversity Information Gathering Session planned for November 15 at the Public Library; reported that the review of the nine proposals submitted on the College - Gilbert site was beginning; and announced Iowa City has been named by Kiplinger's Personal Finance as one of the top communities for livability. City Clerk Karr announced that staff has requested that item 3d(2) — awarding contract for the Public Works — Fuel Facility be deferred and the Consent Calendar adopted as amended. 2. (Agenda item # 8 — resolution of support ... referendum to build a Justice Center) Council Member Throgmorton stated he was not sure he could support the resolution, and knew if he abstained in accordance with Council policy the abstention would be reflected as a "yes" vote. Individual Council Members registered support for the resolution. STRATEGIC PLAN UPDATE [IP #31 Asst. to the City Manager Fruin presented information. PCD Dir. Davidson and Community Development Coordinator Long present for discussion. DISTRIBUTION OF ELECTRONIC LATE HAND -OUTS [IP #41 City Clerk Karr presented information and responded to questions of her memo included in the information packet. Majority agreed to option # 2, with a distribution time of 3:00 PM on Tuesday prior to the formal meeting. Action: Implement procedure with October 23 meeting. (Karr) INFORMATION PACKET DISCUSSION [September 20, 27] September 20 1. (IP4 — KXIC Schedule) Mayor Hayek stated that Council Member Payne would be doing the radio show on October 10 (and not the Mayor). City Clerk Karr will notify the station of the change. 2. (IP2 - Copy of Amendment No. 10 City- University Project I Urban Renewal Plan City of Iowa, Iowa) In response to Council Member Mims, Asst. to the City Manager confirmed that any variation of the amount of projects would have to be amended and come back to Council. (IP3 — Roosevelt School) Council Member Throgmorton stated he was pleased with the School Board looking into repurposing the building. Council Member Dickens stated he was on the original committee and that was one option presented six months and was pleased they were researching again. September 27 1. (IP8 — Park Tour) Council Member Mims noted the invitation and the conflict with the Metropolitan Planning Organization meeting. COUNCIL TIME 1. In response to Council Member Payne, City Manager Markus stated the Ad Hoc Diversity Committee may be a bit overwhelmed with the information provided but staff is there to assist or provide direction as needed. 2. Council Member Throgmorton noted the Latino Midwest Conference planned October 11- 13. 3. Council Member Payne reminded Council of the Human Rights Breakfast on October 30. 4. Mayor Hayek stated a meeting between the Mayor, Police Chief and Immigrant Voices project will be rescheduled. 5. Council Member Throgmorton welcomed members from Ken Brown's University of Iowa journalism class. Council Member Throgmorton noted Hunter Levins would be speaking at the University on October 4 regarding Climate Change, and sustainability; and reminded everyone of the Human Rights Breakfast planned for October 30 at the Sheraton with the keynote speaker Chad Simmons, Executive Director of Diversity Focus. Council Member Champion requested that single plastic bag ban be scheduled for a further discussion; remarked that home ownership for low income people should consider single family condos; and apologized for her earlier statement regarding the Magic Bus being for profit and clarifying it is a not for profit venture that supports the rugby team. Mayor Pro tem Mims thanked staff for their efforts referencing the Strategic Plan update re the City's financial strategies and acknowledged the City's Aaa bond rating, Complete Description October 2, 2012 Page 5 one of only four in the State; and the recent change in the City's fire rating going form a 3 to a 2, one of only two such ratings in the State. Council Member Dickens also thanked staff and the consultant for the presentation to the public on the newly proposed Riverfront Crossing Project crossing, and stated it was an exciting time for the City. Council Member Payne reported that the Johnson County Emergency Services building received a gold LEED rating. Council Member Dobyns announced a new program to the community entitled "Respecting Choices ", a program designed to train people about end of life decisions, and a meeting is scheduled for October 3. Mayor Hayek acknowledged the Strategic Plan update presented earlier in the evening and the numerous projects and initiatives underway in the community; reminded citizens of the second annual northside Oktoberfest planned for October 5 -6; and welcomed several classes of University journalism students to the meeting.
