Harvat Hall, 410 E. Washington Street, Iowa City, Iowa, or if said meeting is cancelled, at the next meeting of the City Council thereafter as posted by the City Clerk; at which hearing the Council will consider: 1. An ordinance amending the Planned Development Overlay Medium Density Single - Family (OPD -8) Plan for 6.53 acres of property located at Camp Cardinal Boulevard, Ryan Court, and Preston Lane to change townhouse style units to zero lot line dwellings. 2. An ordinance designating the Jefferson Street National Register Historic District as a Historic Overlay (OHP) Zone. 3. The Splash Pad proposal for Fairmeadows Park was a CBDG (Community Development Block Grant) project, approved by the HCDC (Housing and Community Development) and City Council. In addition to Wetherby Park these two splash pads serve populations that are unable to travel to other City parks and other swimming areas in Iowa City. It is a free activity and actively draws a good number of participants. We have staff that travel to these parks on a daily basis to pick up trash, maintain equipment and keep them as neat as possible during the high use summer months. We do what we can to keep the parks as safe as possible but unfortunately cannot control, discipline or staff these areas for profane language and rude behavior by various participants. In addition we work with the Grantwood Neighborhood Association to provide information, activities and programs for them and suggested needs or ideas they may want to pursue for the betterment of the neighborhood citizens. You may want to contact their current President Cindy Roberts for additional information or volunteer to assist in their efforts. We also work closely with the Iowa City Community School District and with their facilities for programming purposes and activities, in particular Grantwood School where we share usage of the gymnasium, I will certainly pass along your concern regarding their playground as well. I live at Dolphin Lake and have two toddlers. They go to daycare at ABC Childcare on Amber Lane right across the street from Fairmeadows Park. I drive by the park five days a week. We use the Fairmeadows Park one or two days a week. There is always garbage at the park and there has been broken glass in the sand at least four times (I picked it all up each time) this past summer. The equipment is old but functional, with one exception.The heavy steel swing bench is not tethered to the ground and is dangerous. I have often seen two or three older kids on it being pushed dangerously high. A toddler walking unaware into the path of this heavy steel swinging bench would certainly be going to the hospital. The main park at Grant Wood has much better equipment and my kids like it much better, however it is almost always heavily used by older unsupervised kids that do not behave well. There is a lot of swearing and rowdy behavior with no caution or consideration for younger children or even adults. ( I have been barreled into on several occasions). Many times I have asked children not to swear around younger kids or to please not step on the baby, and the response was hostile swearing or being ignored. There is always garbage at the park, and I have seen broken glass twice. I don't take my kids to that park unless it is empty. The splash pad at Weatherby Park is almost as bad. There is also a lot of garbage and the adjacent park equipment is old. We go there early in the morning sometimes, but never when it is crowded. I use the park in the Ped mall every Friday and at least once more each week. It is often very crowded. My children hardly ever get crashed into or stepped on, and if it happens there is always an apologetic parent seconds behind. The same at Longfellow, Mark Twain and College Green Park; they are often crowded, with well behaved children and attentive parents. There is almost never garbage at any of these parks. I think that there is already a splash pad on the south east side and I would like to see one in a different neighborhood. I suggest Hickory Hill. or Reno St Park. It would be nice to go to a splash pad in a nice neighborhood with nice children and responsible parents that teach their children not to swear and leave trash everywhere. Parking is important, That is the main reason for not using the ped mall park more often, and I only go to college green if there is a space. If there was a splash pad at Fairmeadows it would be unusable like Weatherby park. I would encourage you to go to parks and talk to parents, get out into your community and interact with your constituents. Thank you for your time and consideration of my comments. Michael Miller
