Okay, let's move on to the March 28' packet. March 28: Throgmorton/ I ... I'd like to, um, have a brief discussion about, um, the memo from Chief Hargadine, but I notice Sam walked out and ... and I wouldn't want to do that if he wasn't present. Markus/ Remind me, what was the nature of that? (several talking) Throgmorton/ I... it's the memo he wrote about the recruitment video. Champion/ Oh, right! Markus/ Oh! Well I can attempt to answer questions for you. Throgmorton/ Well, uh ... we know it's gotten significant attention... Markus/ Yes! Throgmorton/ ... significant amount of critical attention from some members of the public, but we also know that, uh, attention... our attention was drawn to it by the good work of the Ad Hoc, uh, Committee. Uh, so one of the things I'm really pleased about is that they in fact did their work and found something that is ... was ... um ... could be better, uh, and need ... needed to be improved, namely the recruitment video, and they reported that in their minutes and then action was taken, immediately. So, I think that's all very, very positive, uh, but I'm also aware that various members of the public are trying, uh, This represents only a reasonably accurate transcription of the Iowa City City Council work session of April 9, 2013. April 9, 2013 Iowa City City Council Work Session Page 3 encouraging us to, um, sort of hold people accountable and blame people for, uh, the video, the old video. I don't want to go there. I ... I want to recognize that people are, some people ... want accountability and so on. I think what's important is for us to draw attention, uh, to think about the new video, you know, and about how ... how the new video... what... what kind of image the new video will seek to convey. So ... you and I talked about that a little bit, Tom, so maybe you could, uh, speak a little bit to that. Markus/ Yeah, and I ... I think we took the cues from the, um, Diversity Committee as to what we would try and promote as a part of the ... the new video, and you know, if you go through and ... and you do a search, you can see different videos across the country that are used for this purpose, and they have somewhat of a, you know, a distinct, uh you know, kind of universe of (mumbled) of the types of videos that are used. Uh, some not dissimilar to what, uh, our video, uh, past video that was used, uh, would show, and then some that tend to be more focused on ... the attributes of the community, the values of the community, uh, what the, uh, and how the Department relates to those values, and I think that's the direction we're going in. We've started, um, pretty much, uh, on a path to redo the video — what, Adam, four -plus weeks or so ago? So, that's already in process. The reason that we didn't necessarily pull it at that point was because we knew this Committee's report was coming forward. We didn't necessarily want that report to, um, you know ... be diminished by the fact that we just pulled it and we're taking care of it. We give credit where credit's due. They ... they pointed something out to us, uh, I think when staff saw it, um, I think we had the same kind of reaction, uh, that the Committee did. Um, there were some other reasons, uh, that we followed in pulling the video and urn ... some reasons that I think were well justified to pull it. Uh, it wasn't in reaction and it wasn't, um, to, you know, for purposes of trying to avoid, um, you know, the urn... criticism, uh, of that video. There were sound reasons for ... you know, the clue is in the word "sound" reasons," uh, for why we did that. Throgmorton/ Uh huh. Markus/ I ... I would also say that I don't think anybody, uh, that I've come across in talking to our Police Department necessarily looked at the companion music video associated with, uh, the artist or the, urn ... or the, um ... the music, uh, specifically and ... and I think that there's been arguments made, um, that that is, uh, as distasteful, um, and that somehow that that then relates to our video. Throgmorton/ (both talking) ...I just... Markus/ ...our video is just a ... it's just ... um, I think we can present a different image. Throgmorton/ I just watched that companion video today. Uh, it ... it's pretty dreadful! So, uh, I ... you know, I'm thrilled that we ... we have no intentional association with that at all, uh, and our ... our video is nowhere near as bad as that one is so... Hayek/ Okay! Payne/ Our next meeting night, right? Karr/ Yes. Hayek/ All right. How `bout the April 4th (both talking) Throgmorton/ Oh, I'm sorry, could I bring up... Hayek/ Yes! Throgmorton/ ...one other topic on March 28th? It has to do with the Criminal Justice Coordinating Committee meetings... minutes of the March 6th meeting. And, during that meeting, or in the minutes, uh, Dorothy Whiston who was here, but she's not here anymore, uh, Dorothy, uh, urged the County to hire a consultant who would do a systemic analysis of racial equity outcomes, or a disproportionate minority impact analysis, and it's closely linked to that, uh, to what, uh, Joe Coulter was recommending earlier. It ... I'd like to encourage, uh, the staff to think about maybe initiating a response to that possibility. Markus/ The only thing I would suggest we do is that we wait until we hear from the State on the, um, the report itself, and then maybe engage, um, the representative that will be presenting that report and that discussion to determine if that, you know, what ... does that serve a purpose and if it does, um, how could you refine the ... the scope of what that would actually do. Champion/ And I also think (both talking) Markus / And that's... that's going to be scheduled... I'm sorry! That's going to be scheduled for the next, uh, Council meeting, I think. Fruin/ That's correct! Markus/ So, I think ... if you can wait until that meeting and then have that discussion with ... with the director, um, that presents that. I think that might be...it might lead to a better conclusion. Champion/ I was just going to point out that (clears throat) during the time that I've been on the ... I just call it the Jail Committee, but ... uh, I haven't gone to the past couple of meetings cause I think it's kind of done with now. There's a vote coming up May 7th, but it was pointed out by the Sheriff and the, uh, County Attorney that Iowa City does have a higher contact with minority youth than most of the rest of the area in the country, but we have a lower incarceration, uh, minority... adults, and I think that's probably a result of our curfew. I'll, um, I'll check and see. I'll check the minutes on that. Markus/ So were they quoting the County report? Do you... Champion/ They were quot ... we were just talking about the, um, incarceration of minorities across the country, and the Sheriff and the County Attorney brought this up, but I can't remember in what (both talking) context, but I'll check with one of `em and find out what ...what they meant exactly by that. It was just a ... a conversation going on. Markus/ Okay. April 4: Hayek/ Okay. Uh, how `bout the April 4th Info Packet? Anything there? Payne/ That's where the KXIC stuff is for the ... right? Right on ... well, on IPT Hayek/ Hold on a second. Yeah! Throgmorton/ Two ... two brief things. On, uh, in IP #10 we got a letter from Amy Kretkowski, uh, about asking for an extension in time for repairing the brick sidewalks in the Brown Street Historic District. Sounded like a pretty reasonable request to me, and I'm guessing staff s already kind of figured that out, but... Markus/ It's, uh, scheduled for a work session, uh, next ... next meeting. Fruin/ Next meeting. Markus/ I ... I think though, um ... I think you need to understand it's a 4 -to -1 ratio, if I recall the numbers correctly. Payne/ Dollar amount? Fruin/ May ... maybe a little higher than that. I ... I don't know. Markus/ Maybe a little higher than that. Throgmorton/ Yeah. Great! Happy to hear that! Uh, the other ... the other thing I wanted to mention has to do with, uh, IP #15, the School District's facilities master planning, steering committee report that Michelle, you know, is serving on. Thank you for doing that and all that. Um, but one of the things I noticed in trying to read through that report, which was pretty hard to read because the print turns out to be mighty small, is that it looked to me like a lot of the criteria are very suburban. Uh, they're about space, having lots of space for parking, lots of space for the school grounds, lots of space for the students, and lots of space ... and my impression was, it's... completely inconsistent with core neighborhood schools,, and so I ... I worry about that, because the criteria have a built -in bias. Uh, that's the impression I have and I ... I just want to convey that to you (laughs) so... Mims/ Well just, you know, how does City High all of a sudden go from the capacity of 1,600 to 1,300. You're definitely changing your standards if you're... decreasing capacity by that much, and I think that's definitely gotta be, as you look at the ... not only that school, but the other schools (several talking) Champion/ And I ... I think that'd be a good point for you to bring up when we have the Joint Meeting. Throgmorton/ Uh, yeah. Champion/ That's really good. That's a good observation. Throgmorton/ What ... what were you going to say there, Michelle? Payne/ Well, I didn't go to the last meeting cause I was sick, so Rick went for me so he actually listened to the presentation so he might have... Dobyns/ Yeah, and I ... I share ... there were three areas that they're looking at, the recommendations from. The first two are fairly intuitive, but the uh, consulting firm is coming in with a third and a, sort of a contrived, in -house calculation; and they took a look at the various needs of schools, and I did mention that to Michelle. Uh, Iowa City doesn't, uh, schools don't fare quite as well as with the other two metrics. I had some concerns about that registered at the meeting representing us and did mention that to Michelle so ... um, and part of that contrived number, Jim, is some of the lack of, um, you know, focus on, you know, more central city -type schools. April 9, 2013 Iowa City City Council Work Session Page 7 Throgmorton/ Yeah, it's like they're applying a uniform set of criteria to parts of the district that are very different from one another. That's inappropriate! And ... and will harm our schools! Or not schools ... hann our neighborhoods more importantly. Dobyns/ No, I ... I agree. That ... that was very ... I recognized that quite readily and got that, uh, back to Michelle, talked to Matt about it too. Payne/ Did you happen to attend one of the workshops that they just had? (several talking) ... one tonight but... Throgmorton/ ... conflicted with things I had to do. No. Payne/ Okay! One of the things that came out of the workshops was neighborhood schools are important. So I mean ... the two don't really mesh, you know, like your ... like you said, so... what... at our next meeting we'll find out, you know, they'll put all this stuff from the these workshops together and present it and ... but when Rick was telling me about this, I'm like ... (mumbled) sense. So ... I ... I think we're on the same page. (several talking) Hayek/ Good! I ... you make good points and I'm glad ... I'm glad you guys are talking about... I ... I think ... we have to, and I know we are, but I ... it's important to ... for us to remind ourselves that we ... we've got to take this Steering Committee process seriously, um... and uh ... and ... and ask these questions, and dig into ... into these data sets, uh, you know, as the... enrollment projections and these facility standards are imposed, uh ... uh, you know, these distinctions between, you know, older schools in... in core neighborhoods where space is ... is not what it is on the fringe of the district, um, and ... and being able to, uh, discuss facilities in both kinds of settings, and understand ... and understanding that, you know, you don't necessarily imply the same rubric to each place, um, and there can be distinctions, um, that can create a, you know... Payne/ It's arbitrary anyway, and they're sticking an arbitrary number on it so ... if you're going to stick an arbitrary number on something, then... take... the different setting that the school is in and give them different crit ... numbers, you know, so they'll have... weighted differently. Hayek/ Right. So it's important for us to maintain that ... (several responding) glad you guys are ... (several talking) Tom? Markus/ You know, um ... we have some staff members that have some pretty in -depth knowledge and background about those issues and inasmuch as this is a ... an identified part of our strategic plan, Michelle or Rick, uh, when ... when you're subbing, if you have ... ever have any questions or issues that you need us to do some more research on or present a graphic or some background or ... statistics, um, I think you'd find us, uh, pretty capable in providing that information for you, so don't hesitate to ask us for that, as well. I can't remember if I talked to you or Geoff about that, but in terms of that, uh, contrived number that the consultant came in with, that's the (both talking) Markus/ (mumbled) Dobyns/ Okay! Um ... we're getting ready to do the August through December meeting schedule. I'll do a ... a draft proposal for your next meeting. If there's any of you who have certain dates in August through the end of the year that we should avoid, please let me know and we'll do our best when we propose that schedule for you. Um, the advantages of doing it through the end of the year is it takes us past the election, and past the holidays. So it allows us to ... to all plan ahead. So that's... that's the goal and we'll have that on your next meeting. And then also the Corridor Lunch is the ... the Creative Corridor Lunch is planned for April 19th. Council Time: Dickens/ I have two things ... which kind of go with the pending work session. Uh, I met with Tom two weeks ago and then met last night for a couple hours with the resi ... or the businesses down in the Gilbert Court and Highland Court area. Uh, they're very frustrated with the amount of, uh, nuisance activities is how they put it, but uh, there's constant, uh, vandalism, uh, loitering, uh, people sleeping in cars in the area. Uh, we met at the Crisis Center last night. Uh, there was over 20 people there. It was a very good turnout. Uh, they want to move forward. I know we're going to meet with Sam Hargadine, hopefully in two weeks. It's a ... uh, a major problem with-people camping... well, the Crandic Railroad is going to be contacted because there's a lot of people camping in, along the tracks there. It seems to be a major problem. Breaking into the apartment, uh, houses in that area that the Moore's own, uh, graffiti. It's ... it's a track between the Shelter House and downtown. They use the railroad tracks, going to the Crisis Center and the Salvation Army for meals, and with the addition of the ... free lunch and self -serve breakfast, they're worried about more people coming. Traffic is a problem. Uh, there's a lot of concerns there, and I would like to at least see it put on as a work ... maybe a work session so everybody's informed on this. I know Tom is talking ...talked to several of the businesses. Adam was there. Uh, Marcia Bollinger did a great job, and Darian Nagle -Gamin was there. Uh, so they ... they were all there to understand... what the problems are. The Crisis Center's been great to ... it's been there for a long time and it's not ... doesn't seem to be the problem. Uh, since the Salvation Army has been there, that's when the problems in the neighborhood have started to ... and we can't get anybody to talk to us from the Salvation Army at any of these meetings. There's someone... there's a new Lieutenant and his wife that just came, and uh, hopefully we can get some, uh, correspondence back and forth with them. So it's ... it's a ... it's a major problem in that area and ... and if we're really looking at eventually moving, uh, river... our whole riverfront area there, uh, this is an area that's included in that ... part of that area, and these people are concerned about the ... the value of their land and the ... the cost of just keeping their businesses open with the amount of vandalism. One of the gentlemen finally moved his camper, uh, Sun and Fun out to ... outside the city limits. He was ... it was between $10,000 and $20,000 a year he said that he had to replace glass and people are breaking into the campers and sleeping in `em and doing all kinds of wonderful things to `em. So, it's a ... it's a major concern in that area and ... and uh, I think we need to keep an eye on it. I know we've had some suggestions about lighting and uh ... uh, no overnight parking in that area, which would help maybe keep people from just staying there ... the whole time. The other thing I just brought up, I emailed Tom about, uh, the red lights. I don't know where we're at with that, but I had ... made a suggestion that, uh, since everybody seems to be worried about how much This represents only a reasonably accurate transcription of the Iowa City City Council work session of April 9, 2013. April 9, 2013 Iowa City City Council Work Session Page 12 going to be making off these red lights that the money be used to help subsidize the SEATS buses and... Champion/ We don't have the red lights yet. Dickens/ The... Champion/ We don't have the cameras yet. Dickens/ I know, but I said if they move forward that... if we could designate where the money went, that possibly the, you know, to help support the SEATS is ... and Tom was going to look into it and see if that was an option. Markus/ Yeah, my first reaction is that yes, you could designate the money for that particular purpose. I think the ... the position we're in right now is that the Department of Transportation is, uh, looking at promulgating rules, uh, for the placement of...of these and ... and I think, you know, determining whether they would allow them or now allow them in any particular intersection and... or roadway so I think, you know, from my standpoint, I think we're kind of in a holding pattern, waiting to see what those rules look like before we proceed with this. And ... and invest a whole lot more money and staff time or research on this. So ... I think that's in the offing based on what's happened. Hayek/ As to your first point, thank you for ... for bringing that up. I mean, that ... we need to be ... stay on top of this and... and work with the non - profits down there and the property owners and the relevant City departments, and anyone else who has a stake in this to ... make sure this is ... is (both talking) Dickens/ ...I think the businesses have really showed great restraints and they've done as... they've tried to help the people that are in the area, but there's... there's a very small, minute group that are basically terrorizing the ... that whole area, so... Hayek/ Well and there's a ... I'm just, this triggered a thought and I'looked at a ... one of the memos on one of our zoning items tonight describes that area as a vital niche for automobile repair and other commercial uses in close proximity to downtown, so we've identified it as a very important area. Any place would be a very important area, but... there it is. Okay. Other Council time items? The, uh ... uh, green forum mentioned is this, uh, the CBJ, Corridor Business Journal's got this forum, uh, tomorrow morning that I'll be at, uh, on behalf of the City, talking about sustainability and public policy, uh, relating to sustainability. Um, and staff was great in helping me get prepped for that, um, so that ... that's tomorrow morning, um, and then also next week is the Chamber's uh... trip to Washington for ... for uh, lobbying purposes and uh, Geoff Fruin and I'll be going on that. It's a ... they've ... they've thankfully shortened the, uh, the trip. It's one night. Two intense days, but one night. Dickens/ That may be good for you too! (laughter) Mims/ Yeah, I would just add, um ... we had the opportunity to present this morning to the Iowa DOT Commission, um, and talked about, uh, Jeff Davidson did a great job in, you know, presenting most of that in terms of, uh, some of the stuff that's going on here, you know, support for Amtrak and basically we're, you know, we're preaching to the choir with that group. They're... they're supportive of it. It's a very, obviously, political issue, um, informing them of some of the stuff we're doing, uh, with Riverfront Crossings and how that will be, you know, impacted by hopefully their assistance with various things with Highway 6, Highway 1, different, you know, different kinds of things. So, and thanking them for, um, you know, the RISE grant for the Moss Ridge, uh, area and different things that they've done, so ... uh, so did that this morning, and then tomorrow morning I will be welcoming a conference group here, um, electrical inspectors' group. (laughter) Um... so Student Government elections are actually drawing to a close. They started on April 1St and they've been doing on till ... uh, today's actually the last day. Um, tomorrow, Wednesday and Thursday, tomorrow and Thursday, uh, we'll be voting. Um, it's between the Toga Party and the House Party. I don't know if you've ever seen ... uh, very interesting names, that's for sure. Um, you've probably seen the light blue t -shirts and the orange shirts around campus. Uh, they're pretty ... pretty, uh, they're everywhere! They've... they've really, uh, both parties have really done an excellent job, uh, reaching out to, uh, their student constituents and so um, I'm staying non - partisan, uh, because I... obviously I'm staying on for two years. I don't want to ruffle any feathers, as it were, so but um, but elections will be coming to an end. We'll have announcements... Um, so, uh ... um, you know, election results will be out Friday and hopefully, uh, the next Administration will start, uh, interviewing candidates for the next Executive positions, and that would be my new Vice, who I hope to, uh, bring him or her to you, uh, within, uh, maybe at the end of April, maybe at the very beginning of May.
